Abstract:The outbreak of Novel Coronavirus Pneumonia (NCP) has significantly affected China and beyond. How to effectively control such epidemic has gradually become a global issue. This paper reviews the economic impact of major epidemics such as SARS, H1N1, and Ebola at the micro-, sector-, and macro-level. The challenge of effective epidemic control is to achieve a balance between viral transmission reduction and economic cost. This paper then summarizes three main methods to evaluate the effectiveness of several control policies. We also find that the adequacy and authenticity of information disclosure is of great importance to minimize economic loss, as either public panic due to overestimation or lack of public awareness due to underestimation can cause additional negative economic impacts. Accurate and transparent disclosure of information plays a crucial role associated with fighting against the epidemic. Finally, the paper puts forward a number of policy recommendations to minimize economic loss while controlling the spread of COVID-19.

Abstract:The COVID-19 outbreak in early 2020 not only had a significant impact on China at the macro level, but also triggered changes in public psychology and irrational behavior at the individual level, one of the typical features of which was the panic buying behavior exhibited by residents during the outbreak. Based on Perceived Risk theory, emotion infection theory and information processing theory, this paper investigates the influence of herd mentality on panic buying behavior and the mediating role of Perceived Risk and information overload, and validates the model by collecting data from 326 residents through a questionnaire. The results show that herding mentality, Perceived Risk, and information overload all have positive effects on panic buying; Perceived Risk and information overload partially mediate the effect between herding mentality and panic buying, and information overload carries more mediating effects. These results suggest that higher levels of herding, Perceived Risk, and information overload can intensify individuals' panic buying and cause further irrational buying behavior. In response to the findings, this paper also proposes countermeasures to deal with panic buying from three aspects: individuals, media, and government.

Abstract:During the COVID-19 pandemic, panic buying, price inflation, and the pollution of production processes led to economic and social unrest. In response to the current situation, the current research takes less account of the subjective perception of public panic buying and the lack of reference to the reality of effective governance. First, this paper uses prospect theory to portray the public’s perceived value of goods in panic buying and non-panic buying situations. Then, drawing on the experience of effective governance in China, a tripartite evolutionary game model of local government, the public and green smart supply chain enterprises is constructed under the reward and punishment mechanism of the central government. Then, this paper analyzes the strategic choices of each game player and the stability of the system equilibrium. The structure of the study suggests the following. (1) Improving local government subsidies and penalties, the cost of positive response and the probability of response can lead to an evolutionary direction where the public chooses not to panic buy and green smart supply chain enterprises choose to ensure a balance between supply and demand and increase pollution control in the production process. (2) Our study yields three effective combinations of evolutionary strategies, of which an ideal combination of evolutionary strategies exists. Non-ideal evolutionary strategy combinations can occur due to improper incentives and penalties of local governments and misallocation of limited resources. However, we find four paths that can transform the non-ideal evolutionary strategy combination into an ideal evolutionary strategy combination. (3) The central government’s reward and punishment mechanism is an important tool to stabilize the tripartite strategy, but the central government cannot achieve effective governance by replacing incentives with punishment.

Multi-Agent Evolutionary Game Analysis of Group Panic Buying in China during the COVID-19 Pandemic

Abstract:With the global outbreak of COVID-19, the panic-buying incidents triggered by the variants of the Omicron strain have severely affected the normal social order. This paper considers the complex interest game and interactive relationship among multiple subjects in the mass-panic buying event caused by rumors and constructs a three-party evolution game model of local government, rumor-monger, and public. The strategy-selection process of each subject based on evolutionary game theory is studied, and the strategy selection of three game subjects in different situations and related influencing factors are analyzed. Taking the example of the montmorillonite powder panic buying caused by the XBB virus strain rumor in China, the evolutionary game model constructed in this study is simulated and analyzed. The study shows that the evolutionary process of the mass panic-buying event is characterized by six stages: the initial stage; the outbreak stage; the spread stage; the climax stage; the relief stage; and the recovery stage. There are four stable points in the evolutionary game of the three game subjects, namely (no intervention, no rumor, no panic buying), (no intervention, rumor, no panic buying), (intervention, no rumor, no panic buying), and (intervention, rumor, no panic buying). The strategy of government intervention will be adjusted according to the strategy selection of the public and the rumor-monger. Under the mechanism of reward and punishment of the higher-level government, increasing the punishment and reward intensity of the higher-level government will promote the local government to intervene in the rumor-mongering event faster, but increasing the reward intensity has a more significant impact on the intervention behavior of the local government than punishment, and increasing punishment intensity has a more significant impact on the non-rumor-mongering behavior of the rumor-monger than reward. The parameters of social risk-bearing cost, risk transmission coefficient, rumor-mongering income and cost, and public drug purchase cost have different degrees of influence on the evolutionary behavior of game subjects. Therefore, this study provides new ideas for effectively responding to mass panic buying events in the context of public emergencies.

Abstract:BACKGROUND AND AIM: The spread of the COVID-19 pandemic has led to a number of instances of large-scale panic buying. Taking the COVID-19 pandemic as an example, this paper explores the impact of panic in uncertain environments on panic buying behavior. Under certain circumstances, the spread of rumors about shortage of goods is likely to cause large-scale panic buying. This paper focuses on the study of such panic buying caused by online rumors.METHODS: Firstly, based on the improved BA network, this paper constructs a directed network for public opinion communication and integrates an offline communication network to build a two-layer synchronous coupling network based on online and offline communications. Secondly, the individual decision model and the panic emotion transmission model under the uncertain environment are constructed. Netizens judge the authenticity of network information, determine their own panic degree according to the above two models, and judge whether they participate in the panic buying based on the above factors. Finally, the spread of the public opinion of goods buying under the panic state is simulated and analyzed.RESULTS: The experimental results of the two-layer synchronous network that integrates offline interaction are significantly different from the results of pure online interaction, which increases the speed of public opinions spread after offline interaction and affects a wider range of groups. Under the condition of sufficient supplies, panic in local areas will not cause large-scale panic buying on the whole network. However, the results under the same parameters suggest that if there is a shortage of supplies, panic will spread quickly across the network, leading to large-scale panic buying. It is very important to ensure sufficient supply of materials at the beginning of the spread of rumors, which can reduce the number of buyers. However, if there is a shortage of goods before the panic dissipates in the later stage, there will still be a large-scale rush purchase.CONCLUSION: These results explain the reasons why it is difficult to stop the buying events in many areas under the COVID-19 pandemic. Under the uncertain environment, the panic caused by people's fear of stock shortage promotes the occurrence of large-scale rush buying. Therefore, in the event of major public health events, ensuring adequate supply of materials is the top priority.

Abstract:We develop an econometric model of consumer panic (or panic buying) during the COVID-19 pandemic. Using Google search data on relevant keywords, we construct a daily index of consumer panic for 54 countries from January 1st to April 30th 2020. We also assemble data on government policy announcements and daily COVID-19 cases for all countries. Our panic index reveals widespread consumer panic in most countries, primarily during March, but with significant variation in the timing and severity of panic between countries. Our model implies that both domestic and world virus transmission contribute significantly to consumer panic. But government policy is also important: Internal movement restrictions - whether announced by domestic or foreign governments - generate substantial short run panic that largely vanishes in a week to ten days. Internal movement restrictions announced early in the pandemic generated more panic than those announced later. Stimulus announcements had smaller impacts, and travel restrictions do not appear to generate consumer panic.

Abstract:Rumors of a shortage may create higher-order uncertainty and cause panic buying even when there is no real shortage and most consumers are aware of this fact. We study the role of prices in alleviating, or even preventing, panic buying caused by such rumors. Under some circumstances, flexible prices fail to do so and panic buying is the unique equilibrium outcome. In our model consumers do not know their future tastes perfectly and panic buying reduces welfare because consumers now buy with only imperfect information about tastes. In these circumstances, a minimum support price—a price floor—prevents panic buying and leads to higher consumer surplus. Producer surplus may be higher as well.

Abstract:The repeated history of pandemics, such as SARS, H1N1, Ebola, Zika, and COVID-19, has shown that pandemic risk is inevitable. Extraordinary shortages of medical resources have been observed in many parts of the world. Some attributing factors include the lack of sufficient stockpiles and the lack of coordinated efforts to deploy existing resources to the locations of greatest need. This paper investigates contingency planning and resources allocation from a risk management perspective, as opposed to the prevailing supply chain perspective. The key idea is that the competition for limited critical resources is not only present in different geographical locations but also at different stages of a pandemic. This paper draws on an analogy between risk aggregation and capital allocation in finance and pandemic resources planning and allocation for healthcare systems. The main contribution is to introduce new strategies for optimal stockpiling and allocation balancing spatio-temporal competition for medical supply and demand.

Abstract:Attributed to the recent COVID-19 pandemic, panic buying is now a frequent occurrence in many countries, leading to stockouts and supply chain disruptions. Consequently, it has received much attention from academics and the retail industry. The aim of this study is to review, identify, and synthesise the psychological causes of panic buying, which is a relatively new and unexplored area in consumer behaviour research. A systematic review of the related literature is conducted. The review suggests that panic buying is influenced by (1) individuals’ perception of the threat of the health crisis and scarcity of products; (2) fear of the unknown, which is caused by negative emotions and uncertainty; (3) coping behaviour, which views panic buying as a venue to relieve anxiety and regain control over the crisis; and (4) social psychological factors, which account for the influence of the social network of an individual. This study contributes to the literature by consolidating the scarce and scattered research on the causes of panic buying, drawing greater theoretical insights into each cause and also offers some implications for health professionals, policy makers, and retailers on implementing appropriate policies and strategies to manage panic buying. Recommendations for future research are also provided.

Abstract:Two U.S. specialists (on the governance and foreign policy aspects of China's public health issues as well as its human and medical geography) examine how two different sets of policies implemented by the government of China have affected both the geography and political ecology of pandemic disease outbreaks (HIV/AIDS, SARS, and H1N1) over the past two decades. More specifically, they argue that: (1) broad development and reform policies largely responsible for China's rapid modernization/urbanization and increasingly successful perfomance in the global economic arena have generated unexpected side-effects in terms of the location, incidence, and spread of pandemics as well as the state's capacity to mount an adequate health care response; and (2) politically motivated public health policies implemented in response to the spread of specific pandemics in China have had unanticipated impacts on the progression of disease outbreaks and their outcomes. Abstract:Novel coronavirus pneumonia has had a significant impact on people's lives and psychological health. We developed a stage model to analyse the spatial and temporal distribution of public panic during the two waves of the coronavirus disease 2019 (COVID-19) pandemic. We used tweets with geographic location data from the popular hashtag 'Lockdown Diary' recorded from 23 January to April 8, 2020, and 'Nanjing Outbreak' recorded from 21 July to 1 September 2021 on Weibo. Combining the lexicon-based sentiment analysis and the grounded theory approach, this panic model could explain people's panic and behavioural responses in different areas at different stages of the pandemic. Next, we used the latent Dirichlet allocation topic model to reconfirm the panic model. The results showed that public sentiments fluctuated strongly in the early stages; in this case, panic and prayers were the dominant sentiments. In terms of spatial distribution, public panic showed hierarchical and neighbourhood diffusion, with highly assertive expressions of sentiment at the outbreak sites, economically developed areas, and areas surrounding the outbreak. Most importantly, we considered that public panic was affected by the 17 specific topics extracted based on the perceived and actual distance of the pandemic, thus stimulating the process of panic from minimal, acute, and mild panic to perceived rationality. Consequently, the public's behavioural responses shifted from delayed, negative, and positive, to rational behavioural responses. This study presents a novel approach to explore public panic from both a time and space perspective and provides some suggestions in response to future pandemics.

Abstract:Panic buying is a common phenomenon that occurs during public emergencies and has a significant undesirable impact on society. This research explored the effect of scarcity on panic buying and the role of perceived control and panic in this effect through big data, an online survey and behavior experiments in a real public emergency (i.e., COVID-19) and simulative public emergencies. The findings showed that scarcity aggravates panic buying (Studies 1-3), and this aggravation effect is serially mediated by perceived control and panic (Studies 2-3). Moreover, this serial mediation model is more suitable for public health emergencies (Study 3). These findings enrich the understanding of panic buying and provide important enlightenment for guiding rational public behavior and managing public opinion during public emergencies.

Abstract:Panic buying is commonly seen as a consequence of a difficult disaster situation. In a pandemic like COVID-19, consumers tend to stockpile staples and other essential items that they perceive may help them sustain themselves through the crisis period and in anticipation of supply shortages. It may create panic, insecurity, anxiety, and a sense of fear among the vulnerable. Panic buying is a bigger issue than it looks, as stockpiling of commodities can cause supply–demand disruption, item shortages, and price hikes of concerned items. Panic buying is not a simple phenomenon to understand; it depends upon several factors, including the behavioral phenomenon, supply chain management, economy, sociology, geology, public, political administration, disaster and emergency management, and the role of media. A multitude of factors or predictors operate at external and internal levels, which interact with one another in a very complex manner and ultimately result in panic buying behavior by an individual or group. Hence, it is important to fully understand how we can predict consumer panic buying behavior, which may help with the mitigation policy. Here, we propose a classification of external and internal predictors based on whether they work on a group level or individual level.

Abstract:Pandemics are associated with panic buying (PB) of groceries and other supplies. During the COVID-19 pandemic, community leaders expressed frustration and bewilderment about PB. Psychological explanatory concepts, including those from social learning theory and the concept of the behavioral immune system, along with recent research, suggests the following account of pandemic-related PB. PB arises when people are told to go into self-isolation as part of pandemic containment interventions. Empirically, episodes of PB typically last 7-10 days and are likely initiated by highly fearful people. PB by an anxious minority of shoppers leads to fear contagion among other shoppers, amplified by widespread dissemination, via social media, of images and videos of PB and empty shelves in stores. Thus, a snow-balling effect arises where fear of scarcity creates real but short-term scarcity. People who are highly frightened of infection tend to have heightened disgust proneness. Toilet paper is a means of escaping disgust stimuli, and for this and other reasons, toilet paper became a target of PB for people frightened of contracting COVID-19. Exploitative or selfish over-purchasing also occurred, motivated by "dark" (e.g., psychopathic) personality traits. "Don't panic!" messages from community leaders were ineffective or counter-productive. Alternative forms of messaging are discussed.

Abstract:The COVID-19 pandemic exposed the vulnerabilities of global supply chains (SCs) and highlighted the need for more resilient and viable SCs. Panic-buying, in particular, has been a major challenge for SCs as it can create sudden surges in demand that are difficult to anticipate and manage. However, the literature lacks viable SC models and strategies to address panic-buying related challenges. As such, this research aims to identify and model viable recovery strategies to increase SC's agility, resilience, and survivability and reduce panic-buying's impact during a large-scale disruption in critical SCs. This study contributes by developing an integrated agent-based modeling (ABM) and optimisation method to simulate the behaviour of SCs under different scenarios and evaluating the effectiveness of four proposed strategies and three recovery plans. The findings reveal that increasing production at decentralised manufacturing facilities can be achieved by increasing order frequency to multiple suppliers and by partnering with third-party transporters, which can mitigate the effects of panic-buying. This results in higher output and availability of essential goods in the market, significantly managing panic-buying related challenges. Lastly, the study recommends practical solutions for businesses to enhance their SCs' responsiveness to sudden demand surges from panic-buying.

Conceptualizing COVID-19 and Public Panic with the Moderating Role of Media Use and Uncertainty in China: An Empirical Framework

Abstract:Uncertainty puts people in a binary state of mind, where every piece of external information can positively or negatively affect their state of health. Given the uncertain situation created by the new coronavirus pandemic, this study claims to be the first empirical analysis of the real-time status of public panic in China. It frames peoples' intrinsic and extrinsic stimuli, creating a psychosocial analysis of public panic. We conducted an online survey of WeChat and QQ users in February 2020 and collected 1613 samples through a QR code questionnaire. We used the ordinary least squares (OLS) regression equation model to conceptualize public panic pathways in different gender and age groups. This underlines the psychological origins of fear and anxiety and points out how the media uses socially constructed public panic. The results show that the outbreak of COVID-19 created uncertainty among the public, and the official media intensified it because of the late dissemination of news about the outbreak's real-time status. Hence, unofficial media remained faster in news reporting, but the news reporting remained contradictory with official reports. This created doubts about the authenticity of the given information and caused public mental health abnormalities. The study provides a conceptual framework based on lessons learned from physiology, psychology, and social psychology and real-time public analysis to inform policymakers and public administrators about the contextual dynamics of public panic in China. It provides useful insights into the wise handling of this uncertain time and controlling the fatal conditions of public panic created by COVID-19. It has implications for other countries as well.
The optimisation of public health emergency governance: a simulation study based on COVID-19 pandemic control policy

Abstract:Background: The outbreak of the COVID-19 pandemic sparked numerous studies on policy options for managing public health emergencies, especially regarding how to choose the intensity of prevention and control to maintain a balance between economic development and disease prevention. Methods: We constructed a cost-benefit model of COVID-19 pandemic prevention and control policies based on an epidemic transmission model. On this basis, numerical simulations were performed for different economies to analyse the dynamic evolution of prevention and control policies. These economies include areas with high control costs, as seen in high-income economies, and areas with relatively low control costs, exhibited in upper-middle-income economies. Results: The simulation results indicate that, at the outset of the COVID-19 pandemic, both high-and low-cost economies tended to enforce intensive interventions. However, as the virus evolved, particularly in circumstances with relatively rates of reproduction, short incubation periods, short spans of infection and low mortality rates, high-cost economies became inclined to ease restrictions, while low-cost economies took the opposite approach. However, the consideration of additional costs incurred by the non-infected population means that a low-cost economy is likely to lift restrictions as well. Conclusions: This study concludes that variations in prevention and control policies among nations with varying income levels stem from variances in virus transmission characteristics, economic development, and control costs. This study can help researchers and policymakers better understand the differences in policy choice among various economies as well as the changing trends of dynamic policy choices, thus providing a certain reference value for the policy direction of global public health emergencies.

Abstract:Policymaking under the pandemic pressure could be subject to cognitive heuristics, allowing the resulting policy uncertainty to influence the market negatively.Researches in economics and finance have long recognized the importance of policy uncertainty. However, most studies take policy uncertainty as a given while focusing on its real or financial influences. The few studies exploring the economic sources of policy uncertainty often attribute it to some sort of external uncertainty faced by the government in making policies.The coronavirus pandemic of 2020 tells a different story. Its influence on the stock market is unpreceded (Baker et al. 2020, Fetzer et al. 2020). Conditioning on the same uncertainty of the pandemic, however, governments across the world formulate and announce different policies. The drastically different real and financial impacts of such policies remind us that policy uncertainty could directly originate from the decision process of policymakers. It is time to figure out what drives policy uncertainty and how to optimize policymaking under crisis.
