Abstract:This paper investigates the trends and determinants of geographic concentration and industrial specialization in China, using provincial panel data for the period 1999-2010. It is shown that after 2005, both geographic concentration and industrial specialization began to decline, resulting in an increased similarity of industrial structure among provinces. This paper posits that the industrial policies of the provincial governments are the cause of this phenomenon. The result is robust when using instrumental variables to deal with possible reverse causality. The underlying mechanism is that the policy of the central government, which is set to steer the direction of industrial development for several years to come, is an important reference document for all provincial planners. It therefore causes the less developed regions to deviate from their comparative advantages and results in a combination of insufficient geographic concentration and inverse specialization in China.

Abstract:Fiscal decentralization introduced as part of China's economic reform since 1979 has unleashed strong incentives for China's local governments to pursue economic development, but the same incentives have also led to local protectionist policies inhibiting the process of regional specialization. This paper focuses on the constraints or freedom with which local governments can implement their protectionist policies. Using a panel data of 29 China's regions over the time period of 1985–1997, we find that China's political system of bureaucratic integration (specifically, concurrent appointment of local government officials in the central government) imposes constraints on the local governments from practicing protectionism. We also find that the effectiveness of local protectionist policies is limited by market competition, specifically, competition from foreign-invested firms operating in China and foreign imports. Our results on the role of local protectionism remain robust to controls for the regional variations in the size of the economy and the stage of economic development.

Abstract:Uneven distribution of economic activity is commonly observed, particularly in the food industry. Generally speaking, the food industry is transportation intensive; therefore, the extent of localization is relatively low. Previous research in China has confirmed this fact; however, analysis was based on aggregate data and discrete measurements that might contain bias. On the basis of microgeographic data, this study evaluates localization of the Chinese food industry using the Duranton–Overman index. Our results indicate that contrary to previous research, the extent of localization in China's food industry is high. Specifically, among 50 four‐digit food industries, 21 exhibit localization while 15 are dispersed. The remaining 14 do not deviate significantly from randomness. Yellow wine (C1523) and aquatic products freezing (C1361) are the two most localized industries. A possible rationale for this result is that the location of the food industry follows the distribution of raw material, while the production of raw material is agglomerated in China.

Abstract:The paper analyzes Chinese industry regional specialization which apply the hover specialization index and krugman specialization index,and the location and agglomeration of manufacturing industries from 1989 to 2005.The paper makes some main conclusions: the degree of Chinese industry specialization has increased over time;there is a growing production disparity between the provinces and a increasing differently from the national structure.which show that as reformation of Chinese market economy,market mechanism makes an increasing importance part on the process of resource collocation,and different regions develop manufacturing industries in term of their advantage.

Abstract:This study explores the impact of local protectionism on outward foreign direct investment (OFDI) and how firms respond to local protectionism in a transition economy. We find that local protectionism exerts a negative effect on the OFDI decisions of Chinese privately-owned enterprises (POEs). However, this negative impact is weakened by POEs’ corporate philanthropy strategy, whereas corporate political activity reinforces such an impact. This research extends the lens of institutional escapism by highlighting local protectionism as a barrier to OFDI and provides new insights into how firms respond to the subnational environment by adopting various nonmarket strategies.

Abstract:Given the large size and rapid growth of foreign direct investment in China, the subject of industrial agglomeration is of great interest to academics as well as to firms intending to invest in China. This study focuses on two sets of variables: industry concentration and regional specialization. We use Hoover's coefficient of specialization and Krugman specialization index to explore the determinants of regional specialization in China's industries. The results show that industries rely heavily on foreign trade and foreign investment intended to locate in regions with easy access to foreign markets. Our study also provides some evidence which supports the significant impact of endowments and scale economy on industry agglomeration.

Abstract:In the era of economic globalization, the US and China are the two largest economies in the world and play leading roles in the allocation of global resources. However, under the guidance of the "America First" principle, its economic policies have involved the domestic manufacturing backflow and international trade protectionism, which has led to the rise of "unilateralism" and "local protectionism". These have caused Chinese labor-intensive industries, which leverage the comparative advantages of Chinese economy, to have fallen into development dilemma. From economic comparative advantage perspective, this paper analyzes the importance of labor-intensive industries in Chinese economic transformations, weighs the "dilemmas" and "opportunities" of these industries under the influential trade protection policies, and considers adjusting their factor endowments like personnels and capitals. To matain vitality and promote industrial upgradings, the financial and talents-educational policies of the market and government should seek sustainable strategies to guide this type of industry. The financial support emphasizes on survivals, while talents education focuses on long-term international competence.

Abstract:It is well known that various forms of non-tariff trade barriers exist within a country. Empirically, it is difficult to measure these barriers as they can take many forms. We take advantage of a nationwide VAT rebate policy reform in China as a natural experiment to identify the existence of these intranational barriers due to local protectionism and study the impact on exports and exporting firms. As a result of shifting tax rebate burden, the reform leads to a greater incentive of the provincial governments to block the domestic flow of non-local goods to local export intermediaries. We develop an open-economy heterogenous firm model that incorporates multiple domestic regions and multiple exporting technologies, including the intermediary sector. Consistent with the model’s predictions, we find that rising local protectionism leads to a reduction in interprovincial trade, more “inward-looking” sourcing behavior of local intermediaries, and a reduction in manufacturing exports. Analysis using micro firm-level data further shows that private companies with greater baseline reliance on export intermediaries are more adversely affected.

Abstract:In the era of digital economics, data has become a crucial factor in driving cross-border e-commerce (CBEC). We examine the impact of data policy restrictions on CBEC, focusing on the Chinese context. Using a theoretical framework that analyzes the costs and benefits of data protection regulations, we delve into the economic effects of these policies. The results show that data policies in importing countries have a substantial negative impact on China's CBEC exports. The heterogeneous analysis shows that this negative impact is stronger for products that are more differentiated, industries that are more highly-digital and high-tech, and countries with higher income. We also estimate the moderating role of data comparative advantage. The results reveal that the trade-inhibiting effect of data restriction increases with the enhancement of importing countries' data comparative advantage. Finally, economic freedom in the importing country can mitigate the negative impact of data policy restrictions.

Abstract:This paper developed a simple industrial organization economic model to discuss the economic consequences of regional competition and local protectionism under the decentralization reform in China. With the technology of decreasing return to scales,decentralizations do improve social welfare; however,with increasing return to scales,decentralization may deteriorate welfare. Local protectionism further undermines and even reverses benefits from decentralization compared with centralized national monopoly.
Regional and Sectoral Differences in the Spatial Restructuring of Chinese Manufacturing Industries During the Post-Wto Period

Abstract:Based on the micro level data, this paper examined the spatial changes of Chinese manufacturing industries during 2002–2007. Liberalized and globalized industries are largely concentrated in the coastal region while low technology, resource-based and protected industries are widely dispersed in the inland regions. Some labor-intensive industries in the coastal region encountered congestion effects and are relocated to the central region. Statistical results indicate that industrial enterprises have significantly benefited from the geographical proximity of related enterprises. The agglomeration effects however differ across regions and sectors. The coastal region enjoys both localization and urbanization economies. The western region has no significant localization economies while the central region has no evidence of urbanization economies. The Capital Region enjoys urbanization economies to a certain degree. Both the Yangtze River Delta and the Pearl River Delta have the benefits of agglomeration. The further agglomeration in the PRD however would generate congestion effects. Although labor-intensive industries gain from agglomeration effects they are more likely to suffer from the congestion effects of related enterprises. The empirical findings indicate that agglomeration effects are not pervasive in transitional economies like China. Industrial agglomeration would contribute to productivity improvement only in a globalized and liberalized environment.

Abstract:Drawing upon the insights from economic geography and regional innovation systems, this paper examines whether and how the agglomeration of industries influences their innovative outputs, with a focus on the importance of regional institutions in the Chinese context. Based on a dataset that covers 29 two-digit SIC manufacturing industries in 30 provincial-level Chinese regions in 2009, it found that specialization externalities within industries do exist in Chinese regions. These impacts are further moderated by regional institutional factors, suggesting that the benefits of localization economies are predicated on the development of institutions in regions.

Abstract:This paper studies the impact of foreign direct investment (FDI) on regional innovation, which is measured by patent applications and patent citations, based on city-level data in China from 1995 to 2015. Using an instrumental variable approach, this paper demonstrates that FDI not only promotes the quantity of regional innovation, but also improves the quality of regional innovation in China. The findings are robust to various specifications of the empirical model and measurements. In addition, we highlight the channel of improving local absorptive capacity and market competition through which FDI exerts positive influence on regional innovation, and show that FDI acts as a substitute for local financial development to raise regional innovation.

Abstract:How do foreign trade and foreign direct investment affect regional inequality? Foreign trade and investment may affect internal economic geography, and the resulting industry agglomeration may contribute to regional inequality. This paper provides empirical evidence supporting this linkage. The results indicate that the increasing regional inequality in China has been accompanied by an increase in the degree of regional specialization and industry agglomeration. Foreign trade and foreign investment are closely related to industry agglomeration in China. Industries dependent on foreign trade and FDI are more likely to locate in regions with easy access to foreign markets, and exporting industries have a higher degree of agglomeration.
Local Protectionism, Market Structure, and Social Welfare: China’s Automobile Market

Abstract:This study documents the presence of local protectionism and quantifies its impacts on market competition and social welfare in the context of China’s automobile market. A salient feature of China’s auto market is that vehicle models by joint ventures and state-owned enterprises command much higher market shares in their headquarter provinces than at the national level. Through county border analysis, falsification tests, and a consumer survey, we uncover protectionist policies such as subsidies to local brands as the primary contributing factor to the observed home bias. We then set up and estimate a market equilibrium model to quantify the impact of local protection, controlling for other demand and supply factors. Counterfactual analysis shows that local protection leads to significant consumer choice distortions and results in 21.9 billion yuan of consumer welfare loss, amounting to 41 percent of total subsidy. Provincial governments face a prisoner’s dilemma: local protection reduces aggregate social welfare, but provincial governments have no incentive to unilaterally remove local protection. Tournament-Style Political Competition and Local Protectionism: Theory and Evidence from China

Abstract:We argue that inter-jurisdictional competition in a regionally decentralized authoritarian regime distorts local politicians’ incentives in resource allocation among firms from their own city and a competing city. We develop a tournament model of project selection that captures the driving forces of local protectionism. The model robustly predicts that the joint presence of regional spillover and the incentive for political competition leads to biased resource allocations against the competing regions. Combining several unique data sets, we test our model predictions in the context of government procurement allocation and firms' equity investment across Chinese cities. We find that, first, when local politicians are in more intensive political competition, they allocate less government procurement contracts to firms in the competing city; second, local firms, especially local SOEs, internalize the local politicians’ career concerns and invest less in the competing cities. Abstract:Based on the model of new economic geography,we analyzed specialization of all 31 provinces of China mainland,the concentration of 20 manufacturing industries and agglomeration of all manufacturing industries.Result showed that between 1993 and 2003,the specialization of most regions was rising,most manufacturing industries were more concentrated and the agglomeration of whole manufacturing industries is also rising.SP index were introduced to calculate the concentration and agglomeration,which were proved necessary.

Abstract:This paper explores the causes of industrial agglomeration in China using the provincial panel data during 1987-2001, focusing on the effects of economic opening. The determinants of industrial agglomeration are tested by controlling three types of factors, those of economic policies, economic geography and new economic geography, respectively. In summary, we find: (1) Economic opening, which is also related with geography and history encourages industrial agglomeration; (2) Large market size, effects of forward and backward linkage, high level of urbanization, better infrastructure and less involvement of local government tend to facilitate industrial concentration; (3) Costal regions have geographical advantage in attracting firms. These findings not only support the new economic geography theory from evidence within China, but also emphasize the important role that policies like economic opening might directly play in industrial agglomeration. The most important policy implication of this paper is that by quickening up the step of integrating into world economy and deregulating, even those less developed regions might accelerate industrial agglomeration and thus decrease regional disparity.

Abstract:Economic transition, which can be conceptualized a triple process of marketization, globalization and decentralization, has significantly shaped China's economic geography. Marketization introduced market competition and allowed market forces to distribute resources, stimulating firms to locate along the line of comparative advantages. Economic globalization further opened the Chinese economy to international competition, encouraging the geographical concentration of Chinese industries. Regional decentralization however induced fierce interregional competition, resulting in local protectionism and rational imitation of industrial policies and therefore stimulating the geographical dispersion of Chinese industries. As economic transition proceeds, there has been substantial spatial restructuring in Chinese manufacturing industries. Most industries experienced spatially dispersing process in the 1980s and have been increasingly agglomerated since the early 1990s. Chinese provinces had been diversifying their industrial compositions in the 1980s but have been gradually more specialized since the late 1990s. The geographical patterns of Chinese manufacturing industries significantly vary by industry. Statistical results show that significant locational determinants of Chinese manufacturing industries include industrial policies, labor quality and cost, scale economies, natural resources and market accessibility. The significance of locational determinants also depends on the nature of industries. The empirical results would provide scientific supports for regional industrial policies.
