Abstract:A water crisis has prompted the Chinese government to develop an ambitious water conservancy plan. However, the plan may not achieve water sustainability and may cause unintended environmental and socioeconomic consequences, unless it accounts for complex human-nature interactions ( 1 ). Water shortages, for example, force people to find alternatives, such as treatment facilities, whose land and energy requirements aggravate food and energy production, which need large amounts of water. Other nations face similar challenges and share real water from China along international rivers and/or virtual water through trade. Water problems are particularly challenging in China, which has the largest population, fastest-growing economy, rising water demand, relatively scarce water, dated infrastructure, and inadequate governance. We highlight China's water crisis and plan, and then offer recommendations.

Abstract:Under the guidance of sustainable development concept,and especially since the release of "Rio Declaration",China has made many explorations and practices in rational development,efficient utilization,effective protection and integrated management of water resources,thus established a new approach to sustainable water development with a focus on ensuring drinking water safety of rural residents and cattle,promoting the construction of a water-saving society system,protecting and restoring water eco-system,enhancing the capacity of urban-rural water supply system and emphasizing public participation.With only 6% of the world's fresh water resources,China succeeds in supporting 22% of the world's population and sustaining 10% of economic growth rate.Under the combined effects of natural water resources conditions,socio-economic scale and development stage as well as global climate change,China is confronted with such prominent problems as a conflict between water supply and demand,water environmental pollution,water ecological degradation and frequent occurrence of extreme and accidental events.The Chinese Government has attached great importance to solving the above problems by scientifically formulating the strategy of sustainable water resources utilization,improving water resources infrastructure system,and reforming the public policy and governing system for water resources management in order to conscientiously guarantee national water security and back up sustainable socio-economic development by sustained utilization of water resources.To this end,we have undertaken major projects as follows: comprehensively building a society featuring water-conservation and pollution-prevention;implementing the most stringent water resources management system;strengthening water resources and eco-environmental protection;construct national smart grid project system;establishing water resources risk management system and intensify scientific and technological support for water resources,etc.
Sustainable Management of Urban Water Resources in China

Abstract:Due to the rapid development of economy, China has been facing severe water shortage and water pollution problems. This paper discusses three strategies developed for the urban water resource management in China, which is essential for the sustainable development of its economy. These strategies include setting high priority for demand control and water conservation, controlling pollution from the sources and increasing investment for wastewater treatment; and developing untraditional water resources, such as rainwater harvesting, wastewater reclamation, seawater utilization, etc. It is hoped that these strategies may not only solve the water shortage and water pollution problems at low capital and operational costs, but also meet the present and future needs on water resources in China.

Abstract:China's per capita available water is only 2220 M3, about a quarter of the world average. As a result, China faces an imbalance between the supply and demand of water for agricultural and general population use. Poor water resource development, wasteful usage, and water pollution are all exacerbating the problem. Water-related issues have seriously hampered economic development in China, especially in recent decades, while the country has undergone rapid economic growth. Implementing a sustainable water resource strategy is therefore vital. To meet the goals of national economic reconstruction and development, and to solve the water shortage problem, China's "Water Agenda 21" was formulated in 1998. This paper focuses on the implementation of this strategy and discusses China's approach to solving its water-shortage problems in order to safeguard sustainable socioeconomic development.

Abstract:With rapid industrialization and urbanization, scarce water resources are more and more being transferred from low-value agricultural use to high-value industrial and domestic uses in China. Along with water shortages, inefficiencies are apparent in Chinese agricultural water utilization. The causes of these inefficiencies include attenuated property rights, artificially low water prices, lack of farmer participation in irrigation districts management and fragmented government management. It is concluded, against the background of a transitional economy, that the lack of economic incentives in the allocation of water is the principal reason why shortage and waste coexists in Chinese irrigated agriculture. The challenge now facing decision makers is how to resolve the conflict between increasing food demand and decreasing water supply without undermining the growth of cities and the industrial sector. Owing to failures in both markets and government in water allocation, it is argued that it is necessary to establish a quasi-market for water.

Given the fact of shortage and uneven distribution of water resource in coastal area from China, efficient water utilization is critical against the background of fast urbanization and growing demand arising from industrialization in coastal area from China. Meanwhile, environmental degradation is aggregating the constraint of water shortage on social economic development, industrial point pollution and non-point pollution arising from agricultural activities and municipal solid waste have emerged as the most challenging issues over water environmental management. Fragmented government management, the lack of interagency coordination, and the lack of public participation in EIA are the fundamental reason for the deterioration of riverine environments and overexploitation of water. The challenging issue facing decision makers now is how to resolve the conflict between increasing food demand and decreasing water supply without undermining the progress of urbanization and the industrial sector. A shift of strategic focus is urgently needed for Chinese Government to integrated water management by integrating water allocation and water quality management.
An overview of reclaimed water reuse in China

Abstract:China is facing severe water problems including scarcity and pollution which are now becoming key factors restricting developments. Creating an alternative water resource and reducing effluent discharges, water reuse has been recognized as an integral part of water and wastewater management scheme in China. The government has launched nationwide efforts to optimize the benefits of utilizing reclaimed water. This article reviewed the water reuse activities in China, including: (1) application history and current status; (2) potentials of reclaimed water reuse; (3) laws, policies and regulations governing reclaimed water reuse; (4) risks associated with reclaimed water reuse; (5) issues in reclaimed water reuse. Reclaimed water in Beijing and Tianjin were given as examples. Suggestions for improving the efficiencies of reusing urban wastewater were advanced. Being the largest user of reclaimed wastewater in the world, China's experience can benefit the development of water reuse in other regions.

Abstract:This paper examines the current status of water resource management and conservation in China, along with strategies to address the water resource crisis. Given the current situation, the paper highlights issues such as incomplete legal mechanisms, limited environmental awareness among enterprises, and insufficient government investment. To address these challenges, the paper proposes a series of strategies, including improving the ecological environment, enhancing production techniques, strengthening management systems, rationalizing water resource allocation, and implementing water-saving measures in both industrial and agricultural production. These strategies serve to achieve sustainable water resource management, reduce water pollution, and effectively tackle the pressing water resource issues faced in China currently.

Abstract:Due to climate change, 2/3 of the world’s population will face water shortage problems by 2025, while a 50% increase in food production is required in 2050 to feed nine billion people. In addition, the intensified anthropogenic activities have significantly increased water resource pollution. In this condition, wastewater reuse for crop irrigation to reduce water scarcity is currently becoming global, while it often causes soil pollution and heavy metal accumulation in agricultural areas. This situation has increased public concern over its environmental impact. Thus, an integrated framework was conducted to discuss the status of water availability in China, wastewater treatment and reuse in irrigation systems, and the potential health risks. Avenues for new research toward sustainable agriculture were discussed. We emphasize that wastewater reuse reduces the freshwater deficit and increases food productivity. However, adequate treatment should be applied before use to reduce its adverse impacts on human health risks and environmental pollution. Facilities and policies should support more accessible access to reclaimed water used in industries and urban facilities from secondary municipal wastewater treatment plants. This could be a long-term solution to eradicate water scarcity and inefficient water resources in agricultural systems.

Abstract:Water is one of the most critical issues of concern in China’s ongoing rapid economic development. The resource is scarce and demand is growing as China becomes more industrialized and urbanized. The situation is exacerbated by natural and anthropogenic events such as climate change, pollution, exorbitant patterns of water consumption, and an uneven distribution of water resources, with devastating impacts on ecosystems, international relations, food security and public health. In this paper, an overview of China’s water resources is presented. Studies on distribution, consumption patterns and pollution of water resources are reviewed in order to understand the over-exploited and unexplored dimensions of the Chinese water landscape. The status of water resources is also studied with an intention of providing information on the dynamics of water quality and quantity. The paper concludes with a discussion on China’s commitment to rebalancing its water growth model and the measures taken to achieve that.

Abstract:Substantial progress has been made providing wastewater service in urban areas in China over the past decades, resulting in essentially complete coverage for wastewater collection and treatment. In spite of rapid progress installing wastewater collection and treatment systems, China continues to be faced with the two principal components of the water crisis, namely, water pollution and water scarcity. In response, governmental policies are leading to investments supporting the rapid development of new technologies and approaches to integrated water/wastewater management. Investments in membrane technology development and manufacturers have led to widespread application of membrane technology and, contrasting with international practice, to the development of a significant indigenous manufacturing and delivery capacity. At the same time, lack of attention to collection systems has resulted in their poor condition leading to wastewater characteristics adversely impacting process performance and resource recovery opportunities. Recent policy actions are leading to correction of this situation. Biosolids management has lagged behind the develop of wastewater treatment capacity and is also adversely impacted by excessive loadings of inorganic materials due to the poor condition of some collection systems. Experience gained through significant investments in biosolids upgrades over the past 10 years has led to the development of four principal biosolids management strategies that are now being implemented. Building on the progress made addressing wastewater treatment needs in urban areas, attention is turning to rural areas where nearly 500 million people live. Two emerging water management paradigms, namely, integrated water management and resource recovery, are being implemented in China through The Concept Wastewater Treatment program and Sponge Cites. Wastewater management in China is progressing from the implementation of basic treatment, to the adoption and development of new technologies, and to the implementation of integrated solutions intended to achieve a broader range of outcomes including improved water quality, resource recovery, and increased livability. The results already being achieved, and to be anticipated in the future, will be of broad interest because of the magnitude of Chinese wastewater treatment, which allows a broad range of options to be evaluated.

Abstract:China has been experiencing fast economic development in recent decades at the cost of serious environmental deterioration. Wastewater discharge, especially municipal wastewater discharge, and non-point pollution sources are becoming the major water pollution source and research focus. Great efforts have been made on water pollution control and a number of renovated technologies and processes for municipal wastewater treatment and reclamation as well as non-point pollution control have been developed and applied in China. This paper discusses the development and application of the appropriate technologies, including natural treatment systems, anaerobic biological treatment, biofilm reactors and wastewater reclamation technologies, for water pollution control in the country.

Abstract:China has made great progress in the study of socio-economic water cycle. She has completed national water resources appraisement and medium to long-term water supply planning. She has been engaging in study on water-deficient regions in North China and Northwest China for about half a century. For solving water shortage problem in northern China, she has put forward the famous South-to-North Water Transferring Projects, which has been set as one of the four biggest national projects in the Tenth Five-Year-Plan period although there are still debates. For promoting water use efficiency, China has been reforming her water management system, including water right system and water price system. There has already been a case of water right purchase. China has also done a lot of research on the interaction between human activity, water and ecosystem. For meeting the need of sustainability and coordinating water resources development and environmental protection, the study of ecological water requirement became very hot in recent years. There are three focuses of socio-economic water cycle study now in China: water transfer projects from the south to the north, water resources management and ecological water requirement.

Abstract:The development history of wastewater treatment in China is reviewed.The development process of wastewater discharge standards of China is summarized.The treatment performance of WWTPs is evaluated according to discharge standards.The future challenges in wastewater treatment of China is highlighted.The main objectives in the new era of wastewater treatment in China is identified.Water is essential for the sustainable development of human society. With the largest population and rapid economic development, water usage and treatment in China have grown tremendously in the past decades. In order to prevent water pollution, the standards for wastewater effluent discharge in China have been gradually developed and implemented since 1973. After the rapid development during over 40 years, numerous milestones have been achieved in terms of infrastructure coverage, standard and policy system establishment, and technological innovations. In this article, we reviewed the development history and the current status of the wastewater treatment in China, including the generation of wastewater, the construction of wastewater treatment plants (WWTPs), the overall treatment performance of WWTPs, as well as the developments in effluent discharge standards. In addition, we highlighted the challenges lying ahead in the aspects of influent concentration, sludge disposal and water reclamation. Based on the achievement and foundation built in the past, the new era of wastewater treatment of China is on the way, in which water reclamation, wastewater treatment in rural areas and resource/energy recovery from sludge are becoming the main tasks.

Abstract:This paper summarizes and presents an overview of the current state of water pollution, as well as recent progress and the potential future development of water pollution control technology, in China. Although China has made significant strides in water environmental protection over the past decades, analysis reveals that water pollution in the nation is still not sufficiently controlled, with a number of surface waters currently suffering varying degrees of pollution. High nitrogen and phosphorous concentrations in many great lakes have caused eutrophication problems, and the frequency of blue algal bloom has increased. Likewise, river pollution has not been effectively controlled. Nitrogen, phosphorous, organic compounds, and heavy metals are ubiquitous in China's rivers, with up to 80% of urban rivers contaminated to varying degrees—a situation that continues to deteriorate. Next, eutrophication has occurred in many large reservoirs, with numerous toxic substances negatively affecting water quality. Finally, over-exploitation has caused groundwater quality to deteriorate, and pollution from heavy metals, nitrates, fluorine, and random organic matter has become a primary water quality issue. To resolve these complex environmental problems, water pollution controls and quality improvement technologies have been rapidly developed in China in recent years. Ecological restoration, biological disposal, advanced chemical oxidation, high-efficiency adsorption, and flocculation technologies have been especially prominent in these efforts. Not only have these developments introduced practical innovation to the core technologies, they have also prioritized their systematic integration and application. In order to prevent and control the pollution of lakes and rivers, improve general water quality, and ensure the safety of drinking water supplies, China must perform systematic research on management, pollution control and treatment, ecological restoration, and related water treatment and purification technologies over the next 5 to 15 years through a series of major technology initiatives. These programs will supply the scientific foundation and technological support for achieving the optimum improvement of China's water quality.

Abstract:Water pollution and scarcity pose significant challenges to sustainability in China. Grey water footprint (GWF) can assess water pollution degree since it represents the freshwater needed to dilute the pollutants load to meet surrounding water quality standard. We detect the real water pollution and sustainable water use situation in China based on GWF and a proposed composite framework during 2000–2020 when China experienced rapid urbanization and industrialization. The pollutants discharged into water have not overpassed the water environmental capacity in China, yet the water environment load has achieved a high level, 0.80. China's GWF intensity (GWFI) kept decreasing during 2000–2020, indicating increased economic output produced with reduced water pollution. Transformation from coupling to decoupling between economic growth and water pollution has occurred since 2012 driven by a serious of key reforms of environmental protection and ecological civilization construction. The local high-high clusters of water environment load index (WELI) consistently appeared in Jing-Jin-Ji and its surrounding regions with severe water shortage. Technology centers transitioned from the eastern seaboard to the central region, evident in the relocation of local low-low cluster of GWFI; Regions with high pollution levels per unit of GDP were identified in Qinghai and Tibet, highlighted by the presence of high-high clusters of GWFI. Sustainable water use exhibited higher levels in the southeast and lower levels in the northwest, with the regional disparities gradually narrowing over time. Both regional and national Sustainable water use levels showed an increasing trend, promoting Sustainable Development Goal 6 achievement. Our study provides policy recommendations and scientific basis for sustainable water use and management and sustainable development.

Abstract:Based on some facts related to water resources in China, such as small per capita quantity, uneven space time distribution, difficult control of water pollution, waste of water, and non market management system, from the aspects of industrial, agricultural, and domestic water utilization, it is predicted that the demand supply conflict of water resources in China will keep outstanding for the coming 50 years. An authoritative centralized management system, with market economy as the core, is proposed for water resources protection. The implementation of water saving guideline and study on “ecology economy” of water resources in China are also suggested.

Abstract:China has experienced enormously rapid development since the open door policy introduced in 1979. Population has increased by 30% to 1.3 billion, and the annual GDP growth rate was 9.8 % in the last few years. However, frequent water disasters in recent years have caused significant damages to China's regional growth and societies. There are huge contemporary challenges for Chinese water resource management. In this paper, we examine three major challenges for China's water resource management, which are water scarcity, water pollution and flood management. We discuss some of China's past management strategies and its future water management plans which come with major new investment. China will be further developed during this century and we provide some thoughts on water resource management that could be undertaken in China to increase resilience in face of a capricious future.

Abstract:Water pollution is a major environmental problem worldwide, especially in developing countries. China's environmental protection strategies have been pushed to the highest priority in history, driving remarkable achievements in water pollution control, but were also coupled with new challenges. In this study, we analyzed diverse long-term data (i.e. water quality, WWTPs, pollutant discharge etc.) to systematically understand the process of water pollution control in China in the last twenty years. The results highlighted that the collection and treatment capacity of wastewater in China approached the developed country level, with the treatment rates exceeding 90% both in urban and country areas. The environmental quality of surface water was continuously improved, but water pollution problems remained in the river basins of eastern China, with remarkable economic progress. Rapid economic growth rather than population growth was the limiting factor for water pollution control in China. Therefore, more efforts should be made to further improve wastewater collection and treatment capacity and address the gap between effluent discharge limits for wastewater treatment plants and environmental quality standards for surface water. China's progress toward water pollution control provided important insights for other developing countries.
