Abstract:China has 160 million adults aged 60 and over, accounting for 12% of the total population, and the size of this population will further increase to 430 million by 2050. Following 30 years of rapid socioeconomic development and improvements in education and healthcare, the role of older adults in China is experiencing a fundamental transition, and social policies must support older adults' greater engagement in economic and social development. Using the latest data, this paper analyzes the characteristics of population ageing in China, the changing characteristics of the older adult population, policy and practice addressing older adults' opportunities for employment, volunteering, caregiving, and pursuing a lifelong education.

Abstract:Social participation of older adults, an essential part of the active aging strategy, has drawn more attention in Chinese society and is noted in the literature as having positive outcomes on physical and mental health. Based on the 2000 “Survey of the Older Population in Rural and Urban Beijing” and follow-up surveys in 2006 and 2010, this paper focuses on a descriptive analysis of social participation and the resources necessary to participate and analyzes changing willingness and behaviors regarding social participation among older adults in Beijing. Data show that attitudes about social participation were increasingly positive, and a larger proportion of older adults expressed willingness to participate in society. Social participation among older adults increased between the years 2000 and 2006 but remained flat between 2006 and 2010. This paper analyzes the influence of gender, age, marital status, health, and financial stability on behaviors and attitudes of older adults related to social participation and argues that older adults’ attitudes change before behaviors do.

Abstract:Following the global trend of population aging, China became an aging society at the end of the 20th century. The ever-growing medical demands of the elderly, the lag in medical insurance policy, and the late development of geriatric services make the present situation of public health in China worrying. To meet these challenges, the Beijing municipal government has actively adjusted its development strategies and has been building up a medical service and healthcare system suitable for the elderly. The core of the system is a three-level management of geriatric diseases: prevention and treatment for chronic diseases, functional rehabilitation, long-term care, and family attendance at rural and urban community health service centers (stations); post-acute rehabilitation, long-term care, and palliative treatment in the specialized geriatric hospitals of every district (county); and rescue and treatment for acute and serious geriatric diseases in the geriatric sections of all general hospitals and Beijing Geriatric Hospital. By raising awareness and gaining support from all of society, the implementation of this system will benefit millions of elderly people and promote the sustainable financial development and social harmony of Beijing.

Abstract:<span>As the country with the largest population of older people, while still being a developing one, China is confronted with huge challenges in seeking an optimum response, which is high on the agenda of policy makers in Beijing. This paper makes the case for a radical new strategy on ageing which substitutes an ageing-oriented paradigm for the previous passive, instrumental and economistic ones. We first present an overview of the trend of Chinese population ageing, compared with already aged societies, followed by a summary of its impacts on the social welfare system associated with old age. Then we outline an alternative WHO influenced policy paradigm, active ageing, focusing on health, participation and security. In the light of this new approach, more active policies on ageing are called for, which are rooted in a comprehensive understanding of population trends, draw on international experience and conform to Chinese conditions and traditions.</span>

Abstract:Efforts to make cities and communities more age-friendly have gained signiifcant momentum in recent years. Population aging and increased urbanization have challenged governments and other civic organizations to consider how best to develop a community that is accessible for all of its residents. This article provides a general overview to current age-friendly cities elements, features, and initiatives that have influenced the age-friendly movement. It briefly discusses the opportunities and challenges in cities and communities, which their stakeholders might encounter in their age-friendly efforts. Successful examples are addressed to demonstrate the age-friendly initiative in western country. It also makes summarize for urban policies, and suggestions for the future age-friendly city and community planning and construction in China.

Abstract:This paper aims to explore active aging from the perspective of older workers, offering new insights for its realization. It provides an in-depth understanding of active aging throughout the individual lifespan by analyzing the reemployment occupational options of older workers, drawing on the life course theory and social network theory. The study involved purposive and snowball sampling, consisting of 30 semi-structured interviews with older workers in Hebei Province, China. The data revealed four primary motivations for reemployment: instrumentality, affective aspects, continuity, and work-life balance. The findings underscored that reemployment among older workers served as a means of social participation with economic, cultural, social, and health benefits, enabling older workers to achieve self-sufficiency and lead fulfilling retired lives. Leveraging older workforce resources and maximizing values within their social networks were essential for addressing aging challenges. This paper concludes with policy recommendations to support older workers' reemployment, fostering active aging and sustainable socioeconomic development.

Abstract:China entered an aging society in 1999, and so far, Beijing has entered the moderately aging society. Under the circumstances, home care has become the primary choice for the elderly in Beijing. Based on the relevant literature, this paper studies the existing policies and practical difficulties of home-based elderly care service in Beijing. The paper recognizes good effects of the current policies and further analyzes the problems to be improved from the aspects of policy follow-up of market segmentation, policy coordination, and policy dynamic adjustment. Based on the research, the paper suggests that the government should coordinate the development of industries and institutions by doing a good job in the market segmentation. The government need to improve the matched policies to reflect the comprehensive effect of the policy system. All sectors of society need to advocate a new view of supporting the elderly to create a good policy environment.

Abstract:Beijing has been one of the earliest in China entering the aging society, and in response to the aging crisis, it has developed a “9064” model and made community-based elderly care a priority for the development of elderly care. After years of efforts, a “trilateral and four-level” management and service system for community-based elderly care has been put in place, with a rather complete system of laws and policies, quality evaluation system, social security system and industrial development system. Today, community-based elderly care is the main approach to the aging population, with elderly care stations growing into a network with more diversified participants and the fast-growing smart elderly care, and Beijing encourages innovation in this regard. However, Beijing needs to straighten out the boundaries of government, market, society and households in developing community-based elderly care and to pool resources toward the poor, the elderly and the disabled elderly; it also needs to improve the relevant policies for the sustainable development of elderly care stations.

Abstract:Population aging is an irreversible process in the development of modern society, which brings challenges to comprehensive modernized social governance. Population aging is a "dualistic" development issue that not only leads to aging of the labor force structure but also creates new demographic dividends. This study describes the core thoughts of developmental gerontology (DG), which provides new insight into the relationship between active aging and comprehensive governance for modernized society. The development of DG will provide a feasible and sustainable path to integrate and coordinate the relationship between population aging, society, and economy.

Spatial Restructuring of Senior Population in Beijing from 2000 ～2010

Abstract:China has become an aging society,and the trend is accelerating. While the aging rate of Beijing is higher and increasing faster than the national average level. This paper analyzes the spatial restructuring of the elderly based on the fifth and sixth census data with three spatial unit levels. It reveals that the elderly is concentrated in urban areas as a ring shaped and dotted in the suburbs. The clustered-dispersed trend of aging is obvious,and the elderly is more segregated,though the level is low. The growth and migration of local elderly population reshaped the spatial distribution patterns of the elderly directly. The spatial distribution of the aging rate is directly affected by the growth and migration of total population,especially the younger. The determinants includes urban planning, construction and management policy,social security policy,the elderly welfare policy,market and others. It is suggested to improve the urban planning,public service facilities construction and management policy for the senior to build a city for all generation finally.

Abstract:Objectives: Against the background of emerging research interest in integrating Active Aging in long-term care policies, the study investigates the relationships between community environment and engagement in social activities (paid work, domestic care, participation in community and leisure activities) by older Chinese adults. Six indicators are derived from the economic, institutional, and sociodemographic environments of the communities under analysis. Method: The first wave of the China Health and Retirement Longitudinal Study (CHARLS) is used for empirical examinations. The sample includes respondents aged 50 years and above ( n = 6,290) from 307 communities. Random-intercept multilevel logistic models are employed. Results: Economic environment is positively linked to engagement in paid work and grandparental childcare, community activities, and leisure activities. However, the effects decreased after including the indicators for the institutional and sociodemographic environments. We found that older adults are more likely to engage in community activities and leisure activities in communities and with a higher percentage of migrant population. Discussion: To integrate Active Aging in the current long-term care policies in China, the study points out that residential community environment is crucial for older Chinese to enhance and sustain their involvement in family and communities before older adults rely on long-term care facilities. In particular, the relevance of institutional and sociodemographic environment provides policy makers to rethink about how to provide community-based long-term care.

Abstract:In line with the worldwide trend in population aging, China has stepped into an aging society since 2000. The outstanding features of aging, including a large proportion of the older population, rapid growth, dramatic expansion of the oldest-old, and uneven aging distribution, have put China in a unique position. Besides, older population is expanding in parallel with the escalating burden of disease, high prevalence of disability, and low social involvement. However, China is not prepared to solve these problems in terms of the economy, awareness, geriatric care system, geriatric team, social security, or age-friendly environment. From the perspective of public health, we summarized the major challenges and proposed the following policy recommendations: (1) strengthening the top-level design and building a “government-leading, multi-sectoral-cooperating, and society-participating” pattern; (2) enhancing health services by implementing the “comprehensive health” strategy; (3) developing home and community care, coordinately enhance institutional care, promote integration of medical and care systems, and establish a multidimensional tailored care system; (4) optimizing geriatric the supporting system, included the construction of geriatric team and the long-term care insurance system; and (5) establishing a physical and socially age-friendly environment.

Abstract:China is entering an aging society at the fastest pace in history, with 14 percent of the total population aged 65 and over in 2022. There would be nearly 500 million older people in China by 2050 if 60 years and over is used as a criterion for defining the elderly population. Population aging, accompanied by large-scale urban-rural population mobility, poses many challenges to urban development and impacts traditional concepts and models of old age. The separation of the elderly from their customary society may lead to fragmentation and atomization of the individual, posing a severe test to their social participation and physical and mental health. In this context, public cultural services, with their unique social and cultural functions, play a unique role in promoting the concept of positive aging. This paper will start from the theoretical foundation of positive aging, explore the cultural dilemmas faced by the aging group, and summarize several suggestions for the development of public cultural services through the case studies of the construction of age-friendly cities in New York and Shanghai.

Abstract:The urban ageing progress is speed up in China in the 21st century,and ageing becomes a serious social problem especially in Beijing City.Establishing its framework on time-geography,this paper focuses on the daily activity of urban elderly.Through questionnaire of activity diary surveys of the elderly in urban communities in Beijing,it finds that:(1) The primary daily activity of the elderly was performed in their houses and inside neighborhood;(2) Most of the outdoors activity is in the morning and afternoon,and the group recreation take places in the early morning;(3)Leisure accounts for a large proportion,and shopping mostly takes place in the morning in the time use structure.Then through deep interviewing of typical cases and employing the method of daily path,it analyzes the difference in time-space structure among different individual attributes:(1) The activity space of younger,male and higher income elderly is larger;(2) The younger,female elderly and the elderly who live together with their grandchildren spend more time on housework and shopping,thus has less leisure time;(3) The lower income elderly take a longer journey to "hawkers market" for cheap necessities.

Experiences and Revelations of Dealing with Population Aging in International Society

Abstract:Population aging is a common future vision in the world. The Aging process in the developed country is ahead of that in China and their innovations and reform measures dealing with aging society deserve our learning. In the aspect of coping with aging society, it is emphasized that the government should attach importance to top-level design of economic and social policies, encourage childbirth and positive immigrant projects, and promote human resource development and social participation of the elderly. In the aspect of the solving elderly problem, it is emphasized that the government, market, families and the elderly themselves should face it together. We should not only pay attention to the safeguard for the special elderly, but also reinforce the security to all the old people. It is necessary to advocate "the combination of medical care and the pension", complete health and social care system for the elderly, intensify social pension system and stabilize home-based care system, classify the services, achieve the aim that taking care for both the special group and the health group of the old at the same time.

Abstract:China has been witnessing prominent demographic ageing because of its sustained low fertility (one-child policy) and mortality rates. In 2017, nearly one in four elderly adults in the world live in China. The rapid increase of the elderly population is supposed to dramatically influence the urban and transportation system. Active travel plays an important role for the ageing Chinese population to sustain their mobility and wellbeing. To provide suitable policy implications for age-friendly travel environments in China, this study investigates how the built environment affects active travel behavior. Particularly, we explore the influences of built environment on daily active travel frequency and time expenditure while taking into account travel attitudes. A zero-inflated ordered probit model and a Cox proportional hazards model are respectively estimated based on the Nanjing Travel Survey data. Results show that the social and cultural contexts exert pronounced impacts on the travel pattern of Chinese older people. Specifically, it is found that the living pattern of co-residence, and the proximity to market, park/square, and chess/card room are influential in shaping active travel patterns. In addition, the built environment shows larger effects on the active travel behavior of older adults than on that of young people. Attitudes towards active travel are not significant in explaining the senior's travel behavior, indicating limited self-selection effects. The findings will offer insights to establish effective and appropriate land use strategies and public facility distribution for the elderly during the Chinese urban renewal process.
A Policy Analysis on Challenges and Opportunities of Population/Household Aging in China

Abstract:This study presents an integrated policy analysis on population/household aging based on 2010 census and other recent data and the ProFamy extended cohort-component projection method. The results demonstrate that Chinese population and households will age quickly and to a large scale under any scenario, However, compared to the prior rigorous fertility policy unchanged and the recently-adopted two-child for only-child couples policy, a universal two-child policy with encouraging adequate spacing would create much better demographic conditions in the future concerning proportions of elders, oldest-old and elderly empty-nest households; labor force and pension deficit rates; sex ratio at birth and marriage squeeze; and only-child elderly with increased risk of childlessness and socioeconomic costs. Based on extensive empirical research evidence, we propose three policy actions which are crucially important for China’s sustainable development. First, to transit to a universal two-child policy as soon as possible; we demonstrate why it is highly feasible and will not cause any new baby booms. Second, to gradually increase currently very low retirement age, which would help China to avoid serious pension deficit problems. Third, to further develop rural old age insurance programs, which will reduce more serious aging problems in rural areas compared to cities. These three policy actions may enable China to create opportunities to successfully face the serious challenges of population and household aging.
