Abstract:This paper aims to analyze the institutional logic of policy evolution in the land consolidation system, which is characterized with land fiscal revenue redistribution in the process of urbanization under the organizational structure of central and local governments. By reviewing the polices for the land consolidation system under time sequence and practical cases in Zhejiang Province, the research adopts the qualitative research method of content analysis and interviews at different stages due to the different characteristics of the system. The study found that the evolution process of the land consolidation system is affected by the institutional environment and the technical environment from the central policy-making to the local policy-implementation, which is operated under the legitimacy mechanism. The institutional environment not only shapes the initial framework of the system but also makes the system change when the legitimacy is changed by institutional environmental changes. In addition, the system faces the efficiency pressure of the technical environment, which leads to the legitimacy crisis of policy-makers and finally makes the system change. The research results provide theoretical and practical inspirations for promoting the strategy of high-quality development, the rural revitalization and the development of eco-civilization in China.
