Abstract:Under China's goal of ecological civilization construction,research into strategies for industrial development layout within the constraints of the environmental carrying capacity has become increasingly important.Based on China's atmospheric and water carrying capacities,its water resources,and the positions of its main functional zones,this paper puts forward strategies for the layout of industrial development in China's industry,energy industry,and key regional industries under the constraints of the nation-wide environmental carrying capacity and the carrying capacities of Beijing-Tianjin-Hebei (Jingjinji),the five northwestern provinces and autonomous regions,and other key areas.These strategies provide scientific guidance for industrial layout planning and for the achievement of a successful combination of industrial development and environmental protection.

Abstract:Drawing on transformation and upgrading of advanced equipment manufacturing industry, this paper proposed an approach of how to evaluate the performance of advanced equipment manufacturing companies.Factor Analysis is adopted to analyze the innovation of reginal company.After analyzing the overall scores and ranks of the innovation capacity advanced equipment companies, we conclude that Transport Equipment Manufacturing industry has prominent advantages and potentials in contributing Jiangmen's development and the key of creating Jiangmen's reginal brands lies in developing and maintaining advantages of Transport Equipment Manufacturing industry.The results provides important theoretical and empirical implications to Jiangmen's industry transforamtion and upgrading.

Abstract:The apparent,potential and comprehensive competitive power of different provinces in China are strikingly imbalanced.The difference between eastern and western China is especially prominent: the eastern coastal regions are stronger than western China.The apparent,potential and comprehensive industrial competitive power of different provinces are characterized by the similar spatial correlation and spatial cluster in spatial distribution.Comparatively there is a higher correlation between the spatial distribution of comprehensive industrial competitive power and potential competitive power,with the correlation coefficient up to 0.86,which accounts for the fact that the spatial difference of potential industrial competitive power has more influence on the comprehensive competitive power.The apparent competitive power is relatively strong in some old heavy industry regions,but the potential competitive power is rather weak compared with those regions in which the capital-intensive and knowledge-intensive new industries have a large proportion.The order of factors influencing regional comprehensive industrial competitive power is as follows: industry productivity, the ratio of industry adding value,the ratio of industry products sale and the share ratio of essential production factors.

On Regional Equilibrium of Industrial Land Price and Management Strategy Based on Game Theory

Abstract:The prevailing low industrial land price policy being implemented throughout China in order to attract investment has caused a direct result of extensive industrial land use and may make the industrial distribution and regional production factor endowments inappropriate. Moreover, such land price policy will make the country’s overall industrial layout irrational and cause the industrial agglomeration degree to decline, thus affecting China’s industrial competitiveness in the international arena. In the developed coastal areas of China, the industrialization is in an accelerated stage. To curb the driving down of prices of industrial land transactions around China and promote the intensive utilization of land, the regional balance of industrial land price has become a research question to be answered immediately.By employing game theory and taking China’s developed coastal areas as the object of study, this paper makes model assumptions of the existing tax system and land expropriation. And introducing investment transfer coefficients and land price loss coefficients and assuming the different local governments as an insider, we build the local governments’ expectation to win the game theory model and analyze the model parameters for scenario analysis. Furthermore, the analysis shows the possibility interval of the local governments who may have adopted the normal premium strategy, low premium strategy and the mixed strategy. Finally combined with the relevant investigation cases, the application analysis of the model is laid on the basis of a regional industrial land management strategy which stressed that local governments should consider the social costs in the industrial land transactions and the system conditions needed for the industrial.

Abstract:In the context of economic globalization and financial crisis, local industrial clusters urgently need to upgrade in order to achieve sustainable development. Based on market power model of product differentiation analysis and case study of Zhuji pearl industry cluster, we concluded that: the enterprises of industrial cluster can reduce the competitive strength of industry clusters to promote sustainable development, to achieve the transformation and upgrade of industrial clusters by adopting product differentiation strategy when industrial clusters evolve to a certain stage of life cycle of industrial clusters. © 2011 IEEE.

Abstract:The planned economy system's previous form of industrial land market control in China has led to current market failure because of a large amount of industrial land being sold at a very low price, causing extensive overuse of land and negative effects on land management. As the "World Factory", the Pearl River Delta (PRD) is well known for its rapid urbanization largely driven by Foreign Direct Investment in labor-intensive industries. A low-land price strategy has been commonly adopted by the local government in order to attract industrial investment. In the past decade, the PRD has increasingly faced the increasing competition from its neighboring competition from its neighboring countries in Southeast Asia that have established preference policies to attract FDI and foreign enterprises. Despite a growing body of literature on the internal forces of industrial land in China, little is known of the external forces involved except for the importance of FDI and the intensity of interregional competition between China and other countries in attempting to attract foreign investment. This research fills the knowledge gap by modeling the situation in the form of an international cooperative game model aimed at revealing the industrial land price formation mechanism between the PRD region and Southeast Asian regions. The conditions of industrial land in the area and several Southeast Asian countries are first analyzed for their industrial land price movements in recent years. A game theoretic model is then built that exhibits similar characteristics. The result indicates that the governments' low land price strategy and the competition between the PRD and its neighboring countries have created unnecessarily high social and environmental costs. Policy suggestions are made to encourage a more appropriate use of industrial land in China, and the most important being the need for a mindset shift from competition towards coopetition between the PRD and Southeast Asian regions. Abstract:By analysis of output elasticity of Beijing's manufacturing and manufacturing share of effect on economic production, we know that it must enlarge not only the yield of manufacturing, but also the share of manufacturing for getting more economic growth and broaden the size of economic production; it will also enlarge the distant of the capital owner's income and labor owner' income. By analysis of all manufacturing's production effect and economic benefit in Beijing, we know that state-ownership capital have already marketed, so the traditional conception of ownership must change to fit the new situation, the share of ownership in every industry must be decided by the level technology using in the industry and the production organization developing in the industry; and if Beijing want to develop the modern manufacturing industry, it need the technology of ray and electricity to change the Beijing's traditional manufacturing industry, and attracting the non-state ownership capital invest in the IT industry and automobile manufacturing for getting high technology level and more centralization, it must develop new production for medicine manufacturing and enlarge the centralization in this industry.

Abstract:According to China's government proposed ″Pearl River Delta″ to enhance its economic status, we can pointed out that competitive advantage often embodied in a specific industry, and then brought the phenomenon of industry cluster. Our research built up a model of factors influencing competitive advantage and applied it to empirical study.The result of the research demonstrates that industry clusters indeed help the development of industry. Knowledge transmission mechanism and interactive mechanism help the industry to acquire a competitive advantage more. Based on this point, our research suggests that government and related learning organizations should help and encourage the industry clustering. For new and developing industries, we should offer the appropriate plan and encouragement, which will allow the industry to develop more rapidly and become more successful.

An Analysis of New-Tech Agglomeration in Beijing: A New Industrial District in the Making?

Abstract:Industrial districts are usually referred to as spatially concentrated networks of small and medium-sized firms. These have been seen in Europe and North America, but, so far, have been almost undiscovered in developing countries. Based on the assumption of the strong embedding of the stable and ‘pure’ district model, in this paper we examine a new-tech agglomeration in Beijing, as a variant of such districts in the making, and explain it with the use of concepts adopted from the industrial districts school. The Beijing case represents an experiment in the conscious public creation of new industrial spaces founded on the spontaneous action of key individuals. Initially it progressed as an embryonic industrial district that, in its early development, appeared to contain all three elements of entrepreneurship: small firms, new firm formation, and innovativeness. However, it has eventually been stranded by a unique combination of weaknesses. These include strong hierarchical restraints from the state-owned institutions or firms on local networking, and direct global linkages with the multinationals, which expose local economies to volatile world competition. We pinpoint the necessity for a developing country to rest its development of industrial districts on self-sustained innovativeness, and highlights the difficulties encountered in such a process.

Abstract:This paper developed a simple industrial organization economic model to discuss the economic consequences of regional competition and local protectionism under the decentralization reform in China. With the technology of decreasing return to scales,decentralizations do improve social welfare; however,with increasing return to scales,decentralization may deteriorate welfare. Local protectionism further undermines and even reverses benefits from decentralization compared with centralized national monopoly.

Abstract:This paper explores the competitive advantage of Chinese software parks for promoting industrial development. These industry clusters provide competitive advantage because they are rooted in local institutional systems. Taking the case of Dalian Software Park in China, this analysis is conducted qualitatively based on Porter's “diamond” model, SWOT framework and interview results. Industry clusters, which encompass a series of interconnected firms in designated geographic concentrations, show competitive advantages for industrial development with substantial resources rooted in local institutional systems including government, industry and academia aspects. In order to successfully navigate the economic paradigm shift from mass manufacturing production to innovative new product development in China, it is essential that the competitive advantages of industry clusters are strengthened and sustained in order to enhance industrial development, generate innovation and increase regional economic growth.

Abstract:Through a case study on PC-related manufacturing in Dongguan, this paper examines the transformation of global-local ties in the development of local clusters in the context of Pearl River Delta, a foreign investment driven industrialized area in China. Following a brief theoretical review on the industrial cluster and the dynamics of global PC market environment, the changing structure of local PC production network is analyzed. The development of the local PC production network is divided into two stages: first, from the late 1980s to the early 1990s, export oriented manufacturing plants with strong global linkages but weak local linkages were established under the export processing regulations; second, from the middle 1990s till now, the local electronics intermediates production network kept growing with the Taiwan PC makers flood-in. The changing structure of local industrial linkages is intervened with the dynamics of social relations between different agents, which leads to the challenges of institutional innovation in the development of local clusters. Then, we analyze the congestion of custom, a prevalent problem faced by most local PC makers at present, and the ongoing bargain on regulations between overseas investors and local policy-makers. We argue that this institutional bottleneck of local production network is among the results of the structural changing, and cannot be solved only by readjustment at operational level. The forthcoming entrance WTO is a step towards improvement. However, the establishment of local common sense on new market rules among investors, local officials and labors is still a long way to go.
