Abstract:Fire statistics and fire analysis have become important ways for us to understand the law of fire, prevent the occurrence of fire, and improve the ability to control fire. According to existing fire statistics, the weighted fire risk calculating method characterized by the number of fire occurrence, direct economic losses, and fire casualties was put forward. On the basis of this method, meanwhile having improved K-mean clustering arithmetic, this paper established fire risk K-mean clustering model, which could better resolve the automatic classifying problems towards fire risk. Fire risk cluster should be classified by the absolute distance of the target instead of the relative distance in the traditional cluster arithmetic. Finally, for applying the established model, this paper carried out fire risk clustering on fire statistics from January 2000 to December 2004 of Shenyang in China. This research would provide technical support for urban fire management.

Abstract:This paper describes the fire situation of China in 1998. Fire statistics data have been analyzed with a view to understand the characteristics of fire accidents, including vocation and location distribution, cause analysis, monthly frequency and frequency of fires by time of day etc. It is revealed that specific work on fire protection should be taken so as to meet the demands of the society. In addition, some of the major fire accidents are also recapitulated briefly. Finally, the study highlights the importance to carry out fire statistics and gives some suggestions.

Abstract:The accelerating process of urbanization has brought on rapid development of urban scale, building structure, human activities and social environment, etc. Such process has undoubtedly enriched people's lives, but meanwhile, the urban fire situation has also attracted more and more attention. One important reason is that in urban areas the major fires have become much more frequency than ever before and the economic damage as well as the casualties caused by urban fires is also much huger. In this paper, based on the original fire data recorded by fire fighting departments, the urban fire distribution characteristics on temporal and spatial scales of some typical Chinese cities which present different urbanization features are analyzed. Besides, some major causes of urban fires occurrence are illustrated. The results of this paper are hoped to provide some scientific supports for the fire planning in Chinese cities.

Abstract:In China, forests are a very rare natural resource. Forest fires happen frequently and the loss is very serious each year. In this paper, statistical data on forest fires in China are analyzed in order to reveal new features regarding the forest fire safety situation as the economy of China is growing. The causes of forest fires in China are also discussed. The classifications of forest fire hazard used to improve forest fire prevention and management in China are reviewed, and the current status of the fire researches in China is introduced.
On fire hazard indicators and evaluation modes in public gathering places based on the fire statistical records

Abstract:This paper aims at studying fire hazard indicators by using the fire-accident data in public-gathering places.As we know,fire data are the original recordings of fire incidence and growing regularity of fire accidents,analysis of which helps to find clues to fire prevention and fire-fighting.Taking fire cases in public gathering places from 2007 to 2009 in some province,we have adopted the national online-version fire statistics system in investigating and making statistic recordings on the fire data according to the location categories.In this paper we have first of all classified all the places hit by the fire disasters into ten kinds and analyzed them in regard of their human casualties and direct financial losses.Since the fire features are various in data distribution in such public gathering places,we have categorized and analyzed the fire hazard indicators by simplifying the influential factors for the fire occurrence and development,and then established a set of more scientific and accurate evaluation indicators for the likely to be fire hazards.To be more accurate,the data sets of the areas of each type of public gathering place are collected,and the extractions of the areas of these places are summed up,later,the fire occurrence hazard indicator,fire loss hazard indicator,the fire casualty hazard indicator are analyzed in detail.The difference of the fire hazard levels in each individual public gathering place can be displayed by the regulation factor K.By using fire hazard indicators,we have built up a fire hazard evaluation model,which are supported by the particular fire data.The model we have developed can be applied for preparing fire hazard evaluation and fire insurance premium regulations of such public gathering places.

Abstract:The spatial (economic loss) and temporal characteristics of urban fires were analyzed employing relevant statistical methods. A fractal structure in terms of the power-law relation between fire frequency and economic loss was found on a spatial scale, and an exponential relation between frequency and time interval was found on a temporal scale. Thus, urban fire does not meet the rigorous criteria of self-organized criticality. In addition, based on the spatial power-law distribution characteristics, a correlation model of the frequency and scale of loss due to urban fire was established using the extremum statistical method. This model was then applied to the case analysis of Hefei and the probability of major fire incidents in the future was predicted.

Abstract:Various studies have been conducted to minimize property damage and casualties caused by fire accidents, which occur over 40,000 times annually on average. The research papers published in the Fire Science and Engineering journal indexed in the Korea Citation Index and the Fire Technology journal indexed in the Science Citation Index Expanded databases over the last 10 years were analyzed utilizing text-mining techniques. Similar research papers published these two journals were explored and significant differences in perceptions were identified. Recently, the proportion of studies on “Wild-Urban-Interface (WUI) fire” and “Battery fire” published in the Fire Technology journal has increased; however, “Firefighter organization” related research papers are being actively published in the Fire Science and Engineering journal. A quantitative analysis of the studies on fire incidents can provide significant information on developing new policies essential to reducing fire damage.
Effectiveness in Mitigating Forest Fire Ignition Sources: A Statistical Study Based on Fire Occurrence Data in China

Abstract:Control of forest fire ignition sources is the top priority in fire management practices. China has gained great success in reducing forest fires in recent years, and the relevant safety measures taken during this process are worthy of investigation and publicity. Based on fire statistical data through the years between 2003 and 2017, we analyzed the detailed classification of fire ignition sources and their contribution to the annual forest fire occurrence. The role of different ignition sources in altering fire occurrence was quantified and ranked by defining a contribution extent parameter. A statistical tool was also applied to conduct correlation analysis to identify variation patterns of time series data from individual fire causes. The annual fire numbers declined after 2008 and stabilized at a level < 2000 in recent years, pointing to the containment of several major ignition sources. Starting from the legislative development, an accountability system was established at all levels from administrative heads to local residents, paving the way for the multifaceted and full-coverage fire prevention publicity and education as well as the fire use restriction in particular seasons. The effectiveness of management measures in lessening forest fire occurrence was interpreted using the results of correlation analysis among the fire numbers initiated by individual ignition sources.

Abstract:According to the statistical data of forest fire in China in recent years, the losses caused by forest fires are very serious. This article firstly used GM(1,1) model to forecast the trend of forest fire occurred in China. The results showed that the total number of forest fires and disaster area in China still showed increased trends, the number of great fire and catastrophic fire showed decreased trends. Then Analytic Hierarchy Process(AHP) was applied to analyze each factor which affects forest fire occurrence. By calculating its consolidated weights, the extent of its impact was determined. Finally, according to the results of risk analysis, some reasonable measurements were brought forward. This is good for the prevention of forest fire and can decrease the losses caused by fire.

Abstract:This paper analyzed the fire data,evaluated the fire losses of 31 provinces in China by the cluster analysis and discussed the relationship between development of a province's economy,fire protection devotion and fire loss.The dimensions of 6 properties of fire loss were removed by a transform and a property's contribution was reflected by some power.The fire loss situation of 31 provinces was divided into 3 groups.The characters were similar within a group,differences were obvious between one group and another.The reasons that caused the difference were discussed.The gross product and fire protection devotion cluster analysis was done and did some associated analysis with the result of fire loss cluster.The positive dependence of fire loss on gross product and fire protection devotion was found.Excuses for some singular data and some advices to fire statistics and management were given.
Analysis of Fire Protection Efficiency in the United States: a Two-Stage DEA-based Approach

Abstract:Fire-related hazards and incidents are a very common phenomenon that affects human society heavily, so many organisations, over a long period of time, have made efforts to mitigate fires and the caused damages. It is widely acknowledged that an evaluation of fire protection performance is critical for such efforts. In this paper, we propose a new data envelopment analysis-based approach for fire protection efficiency analysis in the United States at the state level. For this purpose, the fire protection system is generalised as an innovative two-stage network process, in which the fire hazard defence subsystem in the first stage is followed by a fire incident fighting subsystem in the second stage. Further, both intermediate outputs and final outputs are all undesirable measures. The fire protection expenditure, a kind of shared resources, is modelled under managerial disposability since it can be intentionally used to reduce fires and fire damages. Based on an empirical study of data from 2010 to 2014, we find that: (1) Texas, California, New York, Florida, and Illinois are the top five states prone to fire incidents. (2) The United States as a whole has an average fire protection efficiency of 0.590, implying relatively low fire protection performances at the state level. (3) Wyoming, Vermont, and Rhode Island are the top three most efficient states, whereas Iowa, Arkansas, and Pennsylvania are ranked the least efficient. Further, (4) the fire incident fighting efficiency is more likely to be higher than the fire hazard defence efficiency for most states. (5) Looking at larger scale by grouping all states into eight areas, the Far West has the highest fire protection efficiency, while Southeast and Plains areas have the lowest efficiency scores. Interestingly, (6) the results show also that a 1% increase in the fire protection expenditure by states per capita will result in a 2.6893% improvement in fire protection efficiency.

Abstract:High-rise building fires have many characteristics, such as the diversity of blazing, factors, various ways of fires spreading, the difficulty of evacuation and saving activities etc. Thus in order to attain a partial event tree whose top event is the direct fire hazard loss, the comprehensive analysis of the factors that can cause high-rise building fires is needed. Establishing high-rise building fire safety system and countermeasure begins from “man-machine-environment”, that is to say technology (hardware) and management (software) which highlight the effect of guiding and coordination of management to technology, with management as outlines and technology as method: establishing and improving the save system, strengthening “Three Simultaneous”, enhancing safety management of the related personnel and cultivating the sense of safety, sounding the fire precautionary emergency program. The study aims at solving fire protection of high-rise building and providing some practical value to the design of high-rise building, assessment of fire safety and establishment of precautionary emergency program.
A Method of serious fire risk prediction based on small sample information diffusion

Abstract:The serious and extremely serious fires are events with low probabilities,and the statistics data of them are of small sample.The common frequency histogram method is not applicable to analyze the small sample data,because it is sensitive to the analysis parameters such as the starting point and the interval step.In this paper,based on the method of information diffusion,the statistics data of the serious fires in Japan between 1995 and 2008 are analyzed.The results show that the information diffusion method has good stability and consistency.It has been proved that the influences of changing the starting point,the interval step,or the diffusion function can be ignored.Based on the results of information diffusion,the probability of the number of the serious fires per annum can be fitted with the Gaussian distribution.

Abstract:For a long time,how to ensure fire safety on buildings has attracted more and more attentions of the researches in related fields.In fire incidents,fire source location and intensity always play important roles in guid-ing the establishment of the strategy of firefighting and evacuation.Along with the emergence of high rise buildings and buildings with much more complicated structure in the recent days,an efficient and effective method for estima-ting fire parameters has become one of the key factors in the fire emergency rescue.By analyzing the fire sensing methods currently adopted in buildings,this paper firstly summarizes worldwide researches on the estimation of building fire parameters.Based on the type of information in use,the researches can be categorized into three methods:sensor data,fire modeling and the combination of them.Then,through the comparison between different methods,the advantages and defects of each algorithm are briefly analyzed.Finally,this paper also introduces a new proposed distributed method in fire parameter estimation and predicts its possible further improvements.

Abstract:The objective of this study is to explore the associations between the fire causes and the influence factors that include provinces, months, hours, building types and places. The fire causes that are obtained from China fire statistics are composed of arson, electric, production, careless with fire, smoking, playing with fire, self-ignite, unknown and others. The results show that the tendency of fire causes of various provinces is different. Fires occurred in January and February is trend to be strongly associated with playing with fire. The difference of fire causes between night and daytime is obvious. It is clear that the daytime trend to be associated with smoking, careless with fire, production operation and playing with fire, while the night group trends to be associated with arson, unknown, others, electrical fire and self-ignite. It is shown that significant differences of fire causes exist among the building types and the places. Multi-storied buildings have close association with electrical fire. Personnel crowded places are trend to be associated with electrical fire while the vehicles are trend to be associated with self-ignite. Finally, the study highlights that correspondence analysis is an appropriate technique to explore the relationships among fire statistics data and can play a complementary role in analyzing fire data.

Abstract:Due to the frequent occurrence of building fires,human evacuation during fires has drawn great attention from the society.By video of fires in typical entertainment places,the time difference in perceiving signs of fire and fire conformation between men and women were extracted,and the fire temperature variation tendency was analyzed by FDS.Based on these,this paper investigated the human responses and related irrational psychological characteristics in fire,and figured out subjective and objective causes.The results are useful for the recognition of fire hazards and safe evacuation.The relevant conclusions provide valuable guide for building fire performance-based design and evacuation.

Abstract:Assessing the fire-safety in city zone is the base of programming and arranging the city fire scientifically. It is very important to formulate the rules, too. According to the definition about the target of fire management in “The Fire-fighting Law” and “The Commands of No.61”, we first proposed two different methods to classify it, determined the parts in the city zone fire-safety system, and determined the weight of each criterion by Analytic Hierarchy Process method. Secondly, we studied the model of city zone fire-safety assessment through the theory of fuzzy mathematics, and made some research and calculation in city zone fire-safety evaluation. Finally, we evaluate the condition of zone fire-safety in Xuan Wu Area in Beijing in two different ways according to the model we have designed. The results showed that the methods we proposed was efficacious and the calculations we have had in two different ways demonstrate the unanimous, too.

Abstract:ABSTRACT With the urbanization of China, the fire risk in urban areas is increasing. Thus an evaluation of the fire risk is necessary. This article analyzes the main factors influencing the city fire risk in China. The index system of city fire risk evaluation is constructed by various techniques. The mathematical model is established under the comprehensive assessment theory of fuzzy mathematics. The response time of fire departments corresponding to different risk regions is determined on the basis of risk evaluation. In the end the fire station coverage is calculated according to the response time. The evaluation results not only provide basic information for decision-making such as performance-based design of fire stations and city planning of fire protection, but also offer a theoretical foundation for optimizing fire fighting forces in cities.

Abstract:It is necessary to carry out a more accurate and efficient fire risk assessment in order to control and prevent fire,reduce its threat to people and society.In this paper,based on AHP,the evaluators from different levels are selected to use a level analysis to evaluate the safety rate and the weight of the building's fire safety indexes.From the safety rate of each index and the evaluation statistics of the weight,the building's safety rate is obtained.In the last section of this paper,the fire safety rate of a shopping mall in the method of level analysis is evaluated.The results of the evaluation indicate that level analysis is better than the previous experts scoring method which need a higher requirement of the evaluators.Meanwhile level analysis has a better stability which is a complement of other fire safety evaluation method.
