Abstract:By interpreting main research aspects,contradictions and dilemmas,and future reform of rural land system,this paper makes an outlook for the follow-up studies in the process of urbanization.Results show that domestic and foreign scholars have made many achievements by deep discussions on rural land system,but there are still shortcomings.There are many contradictions in the process of urbanization such as contradiction between urbanization and arable land,contradiction between peasant migration and the fixed location of homestead,etc.The imperfections of property rights and highlights of land fragmentation phenomenon are the main dilemmas.In the future,agricultural land property system should be improved,a unified land market is supposed to be established and homestead system should be innovated to effectively safeguard farmers' rights and interests.

Abstract:Rapid urbanization and industrialization have largely promoted the transformation of urban and rural space. In recent years, rural residential land expansion (RRLE) has also become a significant problem for the progress of China’s rapid urbanization. The phenomenon of RRLE and its impact on cultivated land needs to be taken seriously. From a process perspective, this study aimed to explore the spatiotemporal dynamics of RRLE under conditions of rapid urbanization and reveal its impacts on cultivated land. We analyzed the spatial pattern of cultivated land occupied by rural residential land and discuss the distribution characteristics under different factors. Our results show that: (1) the changing trend in RRLE between 1990 and 2020 ran counter to that of rural population. The problem of “decreasing population vs. increasing rural residential land” in rural China is significant. The spatial distribution of RRLE was dense in the east of the country and sparse in the west. Landscape metrics indicated that rural settlements still show irregular development; (2) the impacts of RRLE on the cultivated land system were significant. In general, these impacts were greater than those of urban expansion, and showed significant regional differences; (3) the cultivated land occupied by rural residential land was distributed mainly in city suburbs and areas of low elevation and slope, and were closely related to the direction of traffic flow. Based on these findings, some suggestions for optimizing the interrelations between population and rural residential land are proposed.

Abstract:Land is one kind of indispensable natural resources on which human depends for survival and development. However, with the rapid development of economy and society in China, the inefficient, extensive and other irrational ways of land use have triggered regional ecological unbalance which laid some negative effects on the sustainable development of China. Based on the innovative concept of ecological civilization and combined with the urbanization and new rural construction, land consolidation has made substantial contributions to the configuration of urban and rural land and the development of urbanization in China. In this paper, it analyzed the coordinated relationship between land consolidation and ecological environment and expounded the current status of domestic researches of land consolidation. Additionally, it studied the existing problems and put forward some suggestions and countermeasures for the field of land consolidation.

Abstract:In China's pursuit of modernization, the government has introduced the rural revitalization strategy to combat rural decline, foster balanced urban–rural development, and reduce the urban–rural gap. Rural human settlements, as key components of this strategy, play a vital role. This paper examines the types and characteristics of human–earth relationships within rural settlements, emphasizing their significance. Using national land use and population census data, we analyze the spatiotemporal evolution of rural settlements at the county level, investigating landscape pattern changes, assessing the degree of coupling coordination between rural population and settlements, categorizing relationship types and features, and estimating the potential for remediation. Our findings reveal a growing trend in the scale of rural human settlements, particularly sourced from arable land, with significant expansions observed in the North China Plain and Northeast Plain, indicating potential for farmland reclamation and village consolidation. Landscape patterns of rural human settlements exhibit increased fragmentation, complex shapes, and aggregation. We categorize the utilization of rural human settlements into two types, each with four distinct features: human–land coordination is observed in regions characterized by either a higher rural population and larger rural settlement areas, or lower rural population and smaller rural settlement areas. Human–land trade-offs are evident in areas where there is either a higher rural population and smaller rural settlement areas, or lower rural population and larger rural settlement areas. This provides valuable insights for the Chinese government's context-specific implementation of the rural revitalization strategy. It also serves as an experiential reference for the governance of rural human settlements in other developing countries.

Abstract:<p>In the process of globalization and rapid urbanization, most villages in the world are facing the challenge of transformation and revitalization. Few studies explain how villages evolve dynamically because of ignoring villages' internal connections. By focusing on land-use optimization, this paper aims to reveal the process of rural transformation in the theory of place-making from a micro perspective. With the case study of Yuanqianshe in China, it is found that in the rural post-productivism transformation, place-making can take full advantage of rural rich resources through the different stakeholders' cooperation. In this process of place-making, villagers become leading actors of rural transformation, while the government and society have irreplaceable roles. The case study shows that human-land relationships can be coordinated in the process of place-making, which lay a foundation of harmonious neighborhoods for the land-use policy implementation. The place-making ultimately brings about the optimal allocation of rural resources. We suggest that incentive policy like the Substitute Subsidies with Rewards and rural planning should be adopted to help villagers further realize rural revitalization towards post-productivism.</p>

Abstract:The urban-rural transformation from dichotomy to integration is a gradual process. Like rural areas in many countries, Chinese rural society is experiencing a decline in all spheres due to depopulation, aging, lack of economic opportunity, and so on. Aiming at solving the serious rural issues, China proposed the implementation of a rural revitalization strategy and the promotion of an integrated urban-rural development for the first time in 2017. This proposal marks the transformation of the urban-rural relationship, and the integrated urban-rural development reflects a significant conceptual change. Researches on issues of rural decline are urgently needed to determine the most effective method for rural revitalization and development from the perspective of the urban-rural dynamics. In this context, this paper focuses on studying the theory, technology and management of rural revitalization and development. We construct a theoretical framework for urban-rural integration based on population-land-industry-right between the urban and rural systems, regarding land engineering for land capacity building as the technical support and the rural land system reform and reconstruction as the policy support for management. This research will provide theoretical support for the implementation of China's rural revitalization strategy.

Abstract:Against the backdrop of rural deprivation during the rapid urbanization of China since the end of the previous century, rural renewal has been regarded as a vital strategy for facilitating rural sustainability. Rural renewal in contemporary China involves activities that replan, consolidate, and redevelop the extant and idle rural construction land and then convert such land for alternative uses, including new rural settlement construction and rural industry development. However, given the regionally decentralized authoritarian (RDA) regime of China, i.e., a combination of political centralization and economic regional decentralization, the governance of rural renewal and its performance show great diversity. The objective of this study was to explore and elucidate the underlying patterns of sustainable rural renewal. Thus, from the social-ecological systems (SES) perspective, an archetype analysis was conducted based on primary data from 27 cases from the eastern, central, and western parts of China. In total, eight archetypical patterns were extracted, and the following three overarching implications were observed: (1) a governance system aligning with the attributes of rural land resources, the characteristics of actors, and the properties of interactions is essential for sustainable rural renewal; (2) decentralized or self-organized governance emerges to facilitate sustainable rural renewal; and (3) a long-term perspective of designing and enforcing rural renewal and distinctive land resource endowment contribute to rural sustainability. These findings may benefit China and other regions pursuing rural sustainability.

Abstract:Since China initiated economic reforms and an open-door policy in 1978, rural China has made remarkable achievements during the past three decades. The GDP of rural China increased from 2.8 trillion yuan (1 U.S. dollar = 6.7 yuan) in 1996 to 8.8 trillion yuan in 2008, with the annual growth rate at around 10%, and the average annual income per capita in rural China reached 4,761 yuan in 2008, with the growth rate of 8%. However, there are still many biophysical, socio-economic, and political problems or constraints that need to be solved or taken into account for sustainable development in rural China. Among them, rural land issue has always been a concern of the Chinese government and people (Long et al. 2010).

Abstract:Rural residential land represents one of the most important land use types in China. However, the literature so far has paid insufficient attention to the patterns and efficiencies of this type of land use. To fill in this gap, this paper uses a national survey to analyze the institutional setups for rural residential land use, to assess the effectiveness of existing regulations, and to evaluate the efficiencies in rural residential land use. Farmers' subjective receptiveness toward rural residential property regulation reform is also investigated. We find that rural residential properties are inefficiently utilized under the existing land use regulations, that those who are younger and who had previous migration experiences are more likely to support the free trading of rural residential properties while the village cadres are more likely to oppose it. A coordinated policy reform package that includes free trading of rural residential properties and Household Registration System to facilitate permanent migration out of the countryside is proposed to address the existing efficiencies in China's rural residential land use.

Abstract:In recent years, there has been a growing emphasis on reviving rural areas in China, which has become a crucial strategic direction for the nation's economic and social development. Currently, rural revitalization is a major endeavor in China, and the successful implementation of land policy and planning strategies is crucial to its achievement. This study seeks to examine the use of Geographic Information System (GIS) in crafting land policy and planning strategies for rural rejuvenation. By harnessing GIS technology, a thorough evaluation and analysis of rural land resources can be undertaken, furnishing a scientific basis for formulating land policy. Furthermore, Geographical Information Systems (GIS) provide opportunities for spatial analysis, simulation, and decision support capabilities to implement rural land policy and planning strategies. Nevertheless, the use of GIS technology presents challenges and limitations in terms of data acquisition and technological implementation. To promote the sustainable development of the rural economy, future research efforts should concentrate on further enhancing the utilization of GIS technology in rural revitalization.
Promoting Effect of Whole-Region Comprehensive Land Consolidation on Rural Revitalization from the Perspective of Farm Households: A China Study

Abstract:With the rapid advances in globalization, industrialization, urbanization, and informatization, rural space continues to be occupied by urban expansion, and numerous production elements are aggregated in cities, resulting in global rural decline. The long-standing Chinese urban-rural dual system and urban-first development strategy have exacerbated a downturn in rural areas during the socio-economic transition. Combined with land management systems and innovation policies, whole-region comprehensive land consolidation (WRCLC) has become a crucial tool and platform for rural revitalization, extensively implemented nationwide. From the perspective of farm households, this paper employs the element-structure-function framework in the system theory to theoretically reveal the mechanism by which different WRCLC modes promote rural revitalization. Based on the questionnaire survey data from 1080 farm households in Zhejiang Province, the propensity score matching-difference in difference (PSM-DID) method based on quasi-experiment was employed to explore the impact of different WRCLC modes on the overall rural revitalization and its five dimensions (thriving industry, ecological livability, rural civilization, effective governance, and affluent life). The results show that WRCLC can optimize the rural structure and enhance rural functions by integrating the core elements of rural development to achieve complete rural revitalization. The empirical results show that implementing all WRCLC modes has significantly increased overall and five-dimension rural revitalization levels, with the city-suburb integration mode having a better effect on promoting rural revitalization than the characteristic industry mode and small-town construction mode. Based on this, some relevant policy recommendations have been put forward to enhance the effectiveness of WRCLC in promoting rural revitalization. Our findings will provide a Chinese practice for other countries and regions to develop more effective WRCLC modes and policies for promoting rural revitalization.

Abstract:<p>Land consolidation has multi-functionality. Most of the existing researches focus on the supplementary function of cultivated land, but lack of systematic research on its function of promoting the sustainable development and revitalization of rural areas. In the context of the current global rural decline, land consolidation has been endowed with the connotation of promoting rural revitalization and regional sustainable development. This study systematically reviewed the evolution history of land consolidation in China, and then explored the current status, characteristics and potential impact of land consolidation as well as the driving mechanism of land consolidation promoting rural revitalization, and finally explained the feasible way to revitalize countryside by land consolidation in a typical case. Results showed that China's land consolidation has played an irreplaceable role in stabilizing the dynamic balance of arable land and ensuring food security. It has made or is moving towards supporting the development of modern agriculture, poverty alleviation and rural revitalization as well as regional sustainable development. Land consolidation is gradually favored in promoting rural development and revitalization because of its social, economic and ecological benefits, and it can provide a platform and inject new vitality for rural revitalization by solving the difficulties of lack of fund, land, technology, talent and industry. Comprehensive land consolidation helps to promote the overall revitalization of rural industry, ecology, organization, culture and talent. However, it also needs to be alert to the eco-environmental risks and negative effects brought by land consolidation projects. The problem-solving oriented land consolidation is needed in the process of promoting rural revitalization and regional sustainable development. The internal logic of rural decline at different development stages varies across countries, and the strategies to promote rural revitalization through land consolidation also need to be adjusted in time.</p>

Abstract:Rapid urbanization in China has shifted the logic and needs of rural resource allocation, prompting a transformative approach toward rural revitalization and sustainable development through comprehensive land consolidation. This paper offers a theoretical framework for understanding the driven adjustments in rural power, capital, and social structures facilitated by comprehensive land consolidation. It discusses how the construction of pastoral complexes influences the diversification of rural land use and ecological restoration through dynamic adjustments in power structures. This study illustrates that in Guangzhou, comprehensive land consolidation is indispensable for ensuring food security and fostering diverse rural industries. Furthermore, it facilitates the resource and commercialization of land, balances governmental social responsibilities with rational capital pursuits, and enriches the livelihood structures of social entities to ensure rural social equity. The pastoral complex model achieves a harmonious integration of rural socio-economic and natural systems. Innovations in paths of social participation help eliminate the effects of social inequality within the environment, while the theory of political ecology clearly analyzes the internal reasons for the interaction and strategic plays among diverse actors under this model. The case studies of the pastoral complex present the practice of national–capital–land–social relationships and changes in land benefits, showcasing a Chinese approach to rural development and social justice. This provides a new perspective for political ecology research and enriches its empirical content.

Abstract:The unique experience of land reform in China holds significant implications for other nations in urgent need of liberating and developing their productivity, providing valuable insights and lessons. This study conducted a micro-level analysis of land reform in China, the United States, and India, focusing on the implications for other nations. Surveys were conducted on 459 households in 12 townships in Zhejiang and Sichuan provinces, China. A random sampling approach was employed, selecting 5 sample counties (cities, districts) across Jinhua, Shaoxing, and Chengdu. Within each county (city, district), 2–3 townships were randomly selected, and 2–3 villages were chosen from each township. Subsequently, 10–20 households were randomly surveyed in each village. Statistical analysis using descriptive statistics and the Logistic model revealed robust results with p values below 0.05 for key variables. China's new urbanization strategy highlights the necessity of reforming the rural homestead system, particularly as higher urbanization rates prompt farmers to withdraw from and transfer their homesteads worldwide. Tailored homestead policies that consider regional disparities in urbanization levels are crucial. A micro-level survey underscores the impact of urbanization, household head identity, and age on farmers' decisions regarding homestead exit and transfer. Addressing external pressures, efforts should prioritize the revitalization of rural areas and the promotion of sustainable development. This includes enhancing small and medium-sized cities, fostering on-site urbanization, and creating nearby employment opportunities for farmers. However, the effectiveness of these measures varies across regions and is influenced by local levels of marketization. Internally, there is a need to bolster skill training and vocational education for farmers. In summary, the policy recommendations stemming from the micro-level survey in this study offer valuable insights for land reform strategies and sustainable development initiatives, spanning from individual farmers to national policies. They also contribute to a deeper understanding for policymakers, providing a novel analytical perspective.

Abstract:In rural areas, land use decisions are not only shaped by economic considerations but also deeply influenced by cultural and social factors. The objective of this research is to examine the complex and diverse aspects of making decisions about how land is used in rural communities, specifically by investigating the influence of cultural and social elements. Using empirical data and rigorous analysis, this research examine how traditional practices, social norms, and community dynamics influence land use patterns. The research topic focuses on the need to have a thorough understanding of the fundamental elements that affect land use choices in rural regions, going beyond only economic incentives. This research objective is to address a significant vacuum in the current literature by examining the cultural and social aspects of land usage. This research provides vital insights for policymakers and stakeholders engaged in land management and rural development projects. This research utilizes a mixed-methods approach, using qualitative interviews, participatory observations, and quantitative surveys to collect comprehensive data on the cultural and socioeconomic elements that impact land use choices. The research sample includes a wide range of rural areas, guaranteeing a thorough representation of various cultural settings and socioeconomic backgrounds. Our study reveals that cultural traditions, social networks, and power structures have a substantial impact on land use practices in rural regions. Traditional land tenure systems, community ownership arrangements, and customary land-use practices play a vital role in influencing land-use choices and resource distribution within communities. The significance of these results is substantial for policymakers, land managers, and rural development practitioners. Policymakers may create land use policies and actions that are more appropriate to the specific cultural and socioeconomic environment by understanding the complex relationship between these aspects. Furthermore, promoting community involvement and allowing local actors to participate in decision-making may result in land management results that are both more sustainable and fair.

Rural land use transition of mountainous areas and policy implications for land consolidation in China

Abstract:The cultivation of mountainous land results in water loss and soil erosion. With rapid urbanization and industrialization in China, labor emigration relieves the cultivation of mountainous areas in regions with high poverty and leads to a significant land use transition. This research built an analysis framework for "land use transition - driving mechanism - effects - responses" for mountainous areas of China undergoing land use transition and then proposed the direction of mountainous land consolidation. The results showed that the turning point of land use morphology was the core of rural land use transition in mountainous areas. The expansion of cropland and the contraction of forestland have transitioned to the abandonment of cropland and the expansion of forestland; this transition was the main characteristic of the dominant land use change. Land marginalization and land ecological functional recovery were the main characteristics of the recessive land use transition in mountainous areas. Socioeconomic factors were the primary driving forces during land use transition in mountainous areas, with labor emigration being the most direct force. The rising costs of farming and the challenging living conditions causing labor emigration were fundamental driving forces. Rural land use transition in mountainous areas reduced the vulnerability of the ecological function of land ecosystems. The advantages and disadvantages of the socioeconomic effects should focus on rural development of mountainous areas as well as the livelihood of farmers; this should be further supported by empirical and quantitative research. Rural land use transition of mountainous areas improves natural restoration and is related to socioeconomic development. Rural land consolidation of mountainous areas should conform to land use transition, with the goal of shifting from the increase of cultivated land to the synergies of ecological and environmental protection.

Abstract:The consolidation and reuse of idle rural residential land (IRRL) is a key component when studying rural sustainable land use. Scientifically understanding the relationship between the consolidation of IRRL and rural revitalization and exploring ways to revitalize IRRL through rural revitalization are key scientific issues that urgently need to be solved for rural land sustainability. By applying an integrated framework, the potential supply for consolidation and the utilization demand of IRRL under rural revitalization are synthetically identified, and the supply-demand relationship is further explored. Finally, diversified revitalization for IRRL based on the coordination of supply and demand is proposed. The results show that the dominant sources of the consolidation potential for IRRL are agricultural land supply, ecological improvement and industrial land supply. The dominant demands for IRRL involve industrial development, residence function and ecological protection. There is an obvious mismatch between the consolidation potential supply and the utilization demand of IRRL, and the lack of consolidation potential supply is the main source of this mismatch. Under the trade-off between consolidation potential supply and rural revitalization demand, industrial development and ecological improvement are the dominant utilization directions of IRRL in Pinggu, and fewer villages are being used for residential improvement. The direct consolidation of village functions, the transformation into a land index for spatial transfer, and maintaining the land as idle are the primary revitalization methods for IRRL. The study aims to realize the potential value of IRRL and to deeply explore the human-land adaptation relationship under rural revitalization to enrich the research system of sustainable land use and provide a reference for rural land rights reform in developing countries.

Abstract:Faced with substantial environmental, societal, and economic challenges, the matters of rural sustainability and land use have emerged as pivotal global concerns. Amidst the rapid phenomenon of urbanization, the escalating requisites for sustenance, energy, and natural resources have engendered profound pressure upon rural landscapes and ecosystems. The attainment of sustainability within rural regions assumes a paramount role, encompassing not only the advancement of these rural domains but also holding pivotal significance in addressing critical global concerns such as climate change, biodiversity depletion, and the eradication of poverty. In order to gain a thorough understanding of the implications associated with rural sustainability and land use, this study undertakes a bibliometric analysis of 1746 articles sourced from the Web of Science database. The analysis unveils a multitude of pivotal revelations. Primarily, the domain exhibits a conspicuous trajectory of expansion in publications spanning the period from 1990 to 2023, thereby alluding to a substantial reservoir of potential for subsequent advancement. Secondly, high-frequency keywords encompass sustainability, land use, agriculture, ecosystem services, and China. Thirdly, the field encompasses four primary research directions, namely the impact of rural land use and land cover changes on biodiversity, adaptive capacity, and vulnerability in rural sustainable development; the interplay between rural land use changes and rural agricultural development; and land management for rural sustainability. Fourthly, the evolution of research hotspots focuses on three main areas: rural sustainability and biodiversity conservation and ecosystem services, rural sustainability and land management and impacts, and the impacts of climate change and human activities on rural sustainability. Finally, future research should focus on sustainable multifunctional agriculture and rural land management, continue to pay attention to the social dimensions of rural sustainability, and emphasize the role of ecosystem services and natural capital in sustainable rural development. The results of this study can provide a reference for grasping the current situation, research directions, and development trends in the field of rural sustainability and land use.
