Abstract:High-precision prediction of onshore and offshore wind power generation (O-OWPG) provides valuable reference for maximizing ecological-economic benefits. From a perspective of double nonlinearity, a flexible fractional grey Bernoulli model, namely VTFNGBM(1,1), is proposed, to accurately describe different development stages of O-OWPG series. Core innovations are summarized below. Specifically, a variable-weight full information time power term with adjustable moderating effect is innovatively designed to describe real evolution process. By introducing the dynamic adaptation mechanism to expand grey action, the generalized time response function is further derived to strengthen the flexibility. Additionally, a comprehensive verification and optimization system for accuracy of VTFNGBM(1,1) is designed, which provides a substantial scheme to precision improvement. It includes the parameter optimization of Marine Predator Algorithm and its robustness test by Monte Carlo simulation-kernel density estimation. Importantly, grey-statistic-machine learning benchmark models are compared to validate the effectiveness of VTFNGBM(1,1) model. The O-OWPG in China (rising), Denmark (steady), and the UK (fluctuating) are employed to explore their potential and differences in national dimension. Furthermore, application in regional dimension ensures the reliability of the proposed model. Empirical results demonstrate that the forecasting capacity of VTFNGBM(1,1) model is significantly ascendant in all cases. Forecast results for 2022-2025 show that offshore WPG in China and Denmark emerge a stronger rising po-tential. However, the UK basically forms a 0.48:0.52 onshore and offshore wind power supply pattern.
