Abstract:Wetlands are often acknowledged as a nature-based solution for improving flood resilience in a large river basin. However, the effects of wetlands on floods have not been assessed as extensively within a large river basin, as previous studies have mainly focused on assessing the effect on peak flows of a certain given return period. In this study, a distributed hydrological modeling platform was used to (i) quantify the effect of wetlands on floods with respect to event hydrographs, and (ii) investigate how flood regulation services can occur on the rising and falling limbs of an event hydrograph. Further, we hypothesized that flood resilience depends on the distribution and location of wetlands in the basin. The hydrological modeling study was conducted on a 297,000-km(2) large river basin in Northeast China, where wetlands are abundant covering approximately 12% of the basin area. Our modeling study show that wetlands can reduce peak and mean flows, event duration, and flow volume (i.e., runoff volume) by, respectively, 24% (12.14 mm), 12% (4.37 mm), 4% (1 day), and 17% (18 x 10(8) m(3)) in this large river basin. The attenuation efficiency of these wetlands varied with their location and size in the basin, especially apparent on peak flow, mean flow and flow volume on the rising limb of a flood event. These findings highlight flood regulation services and attest that wetlands can exhibit different effects; that sometimes they may amplify flood conditions. Thus, wetlands are an important land cover for enhancing resilience to flood events within large river basins, and wetland protection and restoration ought to be important conservation measures.

Abstract:Cities encounter various risks, and flood disasters are one of the most frequent, leading to significant economic loss. The uncertainty of external shocks makes it necessary to bring disaster processes into the assessment of urban flood resilience. However, current resilience assessment lacked the consideration of disaster stages to support urban planning. Thus, focusing on urban flood resilience, we proposed a "resistance-adaptation-recovery" assessing framework in view of the three stages of flood disasters (before, during and after), with a case study in Shenzhen City, China. The results showed that the flood resilience of Shenzhen City did not perform well because of the low resistance while the adaptation and recovery had good conditions. Nevertheless, more than half of the sub-districts belonged to the high and medium-high resilience grades. Four kinds of urban resilience zones had been identified, which showed spatial distribution of overall dispersion and local concentration. The impacts of indicator weights and specialized suggestions for each resilience zone were given correspondingly. This study proposed an urban flood resilience assessment framework, which is helpful to identify the way to promote a resilient city for urban planning.

Abstract:The Pearl River Delta is a complex ecological‐artificial system. The low‐elevation landform and land subsidence make the Guangdong‐Hong Kong‐Macao Greater Bay Area (GBA) more vulnerable to heavy rainstorms with sea‐level rise in the future. Therefore, this study discussed how to optimize the delta‐related built environment based on locality via cooperation between urban designers and hydrology researchers so that urban development in the GBA can adapt to water disasters. First, this study proposed three adaptive spatial strategies for urban design to improve flood resilience: (a) adding more sunken space and rearranging the locations of manholes; (b) adding more retention space to the waterway system; and (c) improving foundation elevation for suitable development intensity. With the prediction of sea‐level rise and land subsidence, four different scenarios were defined. Second, a coupled 1D/2D hydrodynamic model was built for scenario‐based urban inundation simulations. Third, a Python workflow was developed to reveal the water volume exchange, and an ArcMap workflow to realize the impact of inundation. The simulation results show that (a) more sunken space can lower the peak runoff discharges and decrease the runoff coefficient; (b) more retention space can extend the capacity of the urban drainage system and adapt to the rise of sea level; and (c) improving foundation elevation and more sunken green space can direct the surface water to submerge urban land in reasonable order, which can protect the significant infrastructures and development lands. This paper suggests that these adaptive spatial strategies can serve as solutions for resilience development.

Abstract:Urban underground space (UUS) has become an integral component of modern cities. However, its vulnerability to inundation results in flood disasters occurring in UUS worldwide every year, posing significant threats to human lives and property. Hence, enhancing the resilience of UUS under floods has become a widely recognized consensus in both engineering and academic communities. To gain a better understanding of flood issues of UUS, this paper conducts a systematic review to present the current status of flood control in UUS and discuss some future research and practice directions. Firstly, an analysis of the causes of UUS floods and their characteristics compared with aboveground floods is provided. Subsequently, detailed introductions are presented on three lines of flood defense for UUS in engineering practice, including the elevation design of entrances, flood barriers, and drainage systems. Special attention is given to five research hotspots aiming to enhance UUS’s flood resilience: (1) flood process modeling, (2) flood risk assessment, (3) crowd emergency evacuation, (4) flood vulnerability and recoverability of underground transport network, and (5) flood resilience analysis. Finally, three critical directions for future research and practice, including constructing sponge underground space, adopting advanced information technologies, and adapting UUS to climate change, are proposed in order to further advance the conceptual and technological developments in UUS inundation prevention.

Urban spatial sustainability landscape planning and design: A study on solving flood disasters in low-lying urban areas based on simulated natural drainage system

Abstract:This study explores the use of simulated natural drainage systems for sustainable urban landscape planning to address flood disasters in low-lying urban areas. Traditional drainage methods lack sustainability, whereas simulated natural drainage systems, such as green infrastructure, rain gardens, and wetland parks, can enhance urban flood resilience and environmental quality through scientific design and strategic layout. In San Francisco, the issue of flood disasters in low-lying areas has become increasingly severe, with traditional drainage systems struggling to effectively manage flood risks under extreme weather conditions. This study employs R programming to simulate natural drainage systems, evaluating their effectiveness in mitigating flood disasters and improving ecological environments. By utilizing rainfall data, topographic data, and drainage system data from San Francisco, a simplified hydrological model was constructed to calculate catchment areas and runoff, simulating the effects of natural drainage systems. Results indicate that natural drainage systems significantly reduce flood risks and enhance ecological benefits. The findings provide urban planners with new flood management strategies, emphasizing the importance of integrated management and systemic thinking, and highlight the future potential for widespread application in urban planning. By integrating landscape design with water resource management principles, this study proposes a systematic solution validated through case studies in different cities, demonstrating its feasibility and effectiveness. This research offers new insights and methods for urban flood control engineering and landscape planning, contributing to enhanced urban disaster resilience and improved urban living environments. The simulation of natural drainage systems facilitates sustainable urban development, providing valuable references for the advancement of sustainable urban landscape planning.
Advocating integration of human responses in the flood resilience framework for inland cities of northern China

Abstract:Frequent urban flooding poses a predominant challenge to resilience managers and the public in inland cities. Nevertheless, various facets of the formation, development, and response to inland flooding in developing countries are still less understood. Using the statistics data of typical flood events in China, the paper examines the causes of devastation in inland areas of the north combined with a comprehensive risk assessment methodology and explores a nuanced understanding of resilience. The conclusions reveal that the inland cities of northern China are facing an imminent threat from escalating flood hazards. 11% of the flood-influenced population and 17% of the disaster-caused economic losses are concentrated in the region. Increased extreme precipitation, heightened exposure and vulnerability, and a sluggish human response to crises are the main factors contributing to these complex disasters. The study also proposes a transformative flood resilience framework for inland flooding from three dimensions, emphasizing the integration of human responses. The three aspects of the framework are summarized based on the driving factors mentioned earlier and a simplified multidimensional perspective of resilient cities, reflecting the adaptive and evolutionary features of resilience. Hence, incorporating resilience strategies is a relatively practical approach for urban flood risk management in inland regions.

Urban flooding resilience evaluation with coupled rainfall and flooding models: a small area in Kunming City, China as an example

Abstract:Climate change and increasing urbanization have contributed greatly to urban flooding, making it a global problem. The resilient city approach provides new ideas for urban flood prevention research, and currently, enhancing urban flood resilience is an effective means for alleviating urban flooding pressure. This study proposes a method to quantify the resilience value of urban flooding based on the `4R' theory of resilience, by coupling the urban rainfall and flooding model to simulate urban flooding, and the simulation results are used for calculating index weights and assessing the spatial distribution of urban flood resilience in the study area. The results indicate that (1) the high level of flood resilience in the study area is positively correlated with the points prone to waterlogging; the more an area is prone to waterlogging, the lower the flood resilience value. (2) The flood resilience index in most areas shows a significant local spatial clustering effect, the number of areas with nonsignificant local spatial clustering accounting for 46% of the total. The urban flood resilience assessment system constructed in this study provides a reference for assessing the urban flood resilience of other cities, thus facilitating the decision-making process of urban planning and disaster mitigation.

Abstract:The frequent occurrence of floods in urban areas caused by climate change challenges urban resilience. This research aims to construct an ecological security pattern (ESP) that is adaptive to floods to enhance urban resilience in the hope that it will help cities cope with floods better. In this research, the main urban area of Wuhan (WUH) represents the study area. The lakes were selected as the ecological sources and the Soil Conservation Service-Curve Number (SCS-CN) model was used to calculate the runoff volume corresponding to each land type and, based on this, assign resistance values to the land types; as such, the land type surface is referred to as the runoff resistance surface, and the runoff resistance surface is then modified by ecosystem service capabilities. The Minimum Cumulative Resistance (MCR) model was used to extract the connecting corridors between the sources. This research plan includes 18 ecological sources, 10 key ecological corridors, and 22 potential ecological corridors, with a total length of about 344.21 km. Finally, it provides a two-axis and three-core urban ecological resilience optimization strategy for decision makers and a new approach for controlling floods in urban areas from the perspective of ecological resilience.

Abstract:Wetland restoration in floodplains is an ecological solution that can address basin-wide flooding issues and minimize flooding and damages to riverine and downstream areas. High population densities, large economic outputs, and heavy reliance on water resources make flood retention and management pressing issues in China. To balance flood control and sustainable development economically, socially, and politically, flood retention areas have been established to increase watershed flood storage capacities and enhance the public welfare for the populace living in the areas. However, conflicts between flood storage functions and human habitation appear irreconcilable. We developed a site-specific methodology for identifying potential sites and functional zones for wetland restoration in a flood retention area in middle and eastern China, optimizing the spatial distribution and functional zones to maximize flood control and human and regional development. This methodology was applied to Mengwa, one of 21 flood retention areas in China's Huaihe River Basin, using nine scenarios that reflected different flood, climatic, and hydraulic conditions. The results demonstrated improved flood retention and ecological functions, as well as increased economic benefits. (C) 2014 Elsevier B.V. All rights reserved.

Abstract:Urban waterlogging is a serious urban disaster, which brings huge losses to the social economy and environment of the city. As an important means of urban rainfall inundation analysis, numerical simulation plays an important role in promoting the risk assessment of urban waterlogging. Scientific and accurate assessment of waterlogging disaster losses is of scientific significance for the formulation of disaster prevention and mitigation measures and the guidance of post-disaster recovery and reconstruction. In this study, the SCS-CN hydrological model and GIS coupling numerical simulation method were used to simulate the inundation of urban waterlogging under four different rainfall return periods and to realize the visualization of the inundation range and waterlogging depth in Zhengzhou. At the same time, based on the numerical simulation results, the building is used as the basic assessment unit to construct a refined assessment framework for urban waterlogging risk at the street community level based on hazard, exposure, and vulnerability analysis. The refined risk assessment results have an important reference value for optimizing the working ideas of waterlogging control and providing a reference for local management departments to effectively deal with waterlogging disasters.

Abstract:In recent years, urban flooding has become an increasingly serious problem, posing a serious threat to socio-economic development and personal safety. In this paper, we consider the Dongfeng Canal area in Zhengzhou City as an example and build a 1D/2D coupled urban flood model using the InfoWorks ICM. This study area uses six scenarios with rainfall return periods of 5 a, 20 a, and 50 a, corresponding to rainfall ephemeris of 1 h and 2 h to assess the flood risk. The results of the study show that (1) The flood depth, inundation duration, and extent of inundation in the study area vary with the return period and rainfall history. Generally, most of the water accumulation is concentrated in the low-lying areas adjacent to the river and near the roadbed. (2) As the rainfall recurrence period and rainfall duration increase, the proportion of overflow at the nodes becomes more pronounced and the overload from the pipe network flows mainly to the overload. (3) The high-risk areas under the different scenarios are mainly distributed on both sides of the river, and most of the low-risk areas transform into medium- and high-risk areas as the rainfall recurrence period and rainfall duration increase. This study analyses the flood risk situation under different scenarios, as well as the elements and areas that should be monitored in case of flooding, with the aim of providing a reference for flood prevention and control in the study area and formulating corresponding countermeasures. It also serves as a reference for flood risk analysis in other areas with similar situations.
Urban Flood Resilience Assessment of Zhengzhou Considering Social Equity and Human Awareness

Abstract:Flooding is one of the world's most devastating natural disasters, and the effects of global climate change further intensify its impact. In the context of flood management, urban resilience emerges as a promising perspective. While existing urban resilience assessment systems predominantly encompass economic, social, ecological, and infrastructural factors, they often neglect crucial dimensions like social equity and human awareness. We aimed to assess urban flood resilience considering social equity and human awareness. We have developed an indicator system called the 3-Dimentional Disaster Urban Flood Resilience Index System (3D-UFRIS) to address the issue. We also introduced social media data to explore the use of big data in urban flood resilience assessment. Scrapy was used to collect data and AHP-EWM was used to calculate the results. Our findings reveal a layered distribution of urban flood resilience of Zhengzhou, categorized into five levels: highest, higher, medium, lower, and lowest resilience. Notably, the highest resilience areas, covering a mere 3.06% of the total area, were primarily situated in the Jinshui district, characterized by strong economic activity, high public awareness, and a history of waterlogging incidents. Conversely, the lowest resilience areas, encompassing the largest portion at 36%, were identified in Zhongmou County, Xinzheng, and Shangjie District, marked by lower public awareness and limited medical accessibility. This study presents a pioneering approach to comprehending urban disaster resilience, offering valuable insights into mitigating flood-related risks and enhancing urban planning strategies.

Impacts of Sunken Lawn and Storage Pond on Urban Flood

Abstract:Nowadays more and more cities are suffering from scarcity of water resources.In order to use stormwater sufficiently,some measures of rainwater utilization,such as storage ponds,sunken lawn and pervious road pavement,are taken in many cities.In this paper the impacts of sunken-lawn and storages pond on urban flood are analyzed in Beijing Olympic park by using SWMM model.The flood peak flow at main sections of rainwater drainage pipes is calculated under the conditions with sunken-lawn or storage ponds.The results show that flood peak and the runoff coefficient can be reduced effectively,the peak time postponed and meanwhile the amount of rainwater utilized as resources increased.
A study on dynamic simulation and improvement strategies of flood resilience for urban road system

Abstract:As one of the most important and directly affected infrastructure by flood disasters in urban areas, the road system plays a crucial role in maintaining the order of human production and life, as well as providing a foundation for the implementation of emergency response work in disaster scenarios. The existing flood resilience quantification methods based on maximum inundation depths of each individual road unit neglects the influences on flood resilience caused by the connectivity of road system. Therefore, this paper focuses on the road system, simulates the flood resilience of the road system in multiple disaster scenarios based on the functionality curve of road system under rainfall-inundation processes, then quantifies the improvement effect of Low Impact Development (LID) measures on flood resilience. A case study is conducted in Yunmen community, Jingdezhen city in China. The results indicate that: (1) The flood resilience of the road system decreases with the increase of rainfall intensity under different scenarios, and the magnitude of the decrease reduces. (2) The road system exhibits strong adaptability during the early stages of rainfall; The duration of functionality loss increases with increasing of rainfall intensity in different scenarios. (3) Implementation of LID measures can significantly improve system robustness by enhancing the reliability of the roads around critical nodes, thereby effectively enhancing flood resilience. The conclusions can provide a theoretical basis for decision-makers to develop urban flood mitigation engineering plans and resilience strategies tailored to local conditions.

Abstract:Urban populations are rising globally, and more extreme climate events are occurring, which means more people are exposed to flood hazards such as pluvial, fluvial, coastal and compound floods. Cities located in flood-prone areas beside coasts, rivers, or both are at risk because such extreme events are often coupled with insufficient drainage capacity to offload peak discharge and withstand the surge levels. Further, the combined drivers of non-climatic factors, such as increasing urbanisation and social-economic development, and climatic drivers such as increasing extreme rainfall patterns, storms, surges, and global mean sea-level rise are unstoppable. This makes it problematic to continue to rely on improving flood protection to secure resilience. This review focuses on the lessons from recent major flood events in Europe, S Asia, E Asia, Australia, America and Africa, including the causes of the events and the post-flood responses. These responses and options are core values to understand both the importance of addressing flood resilience, by responding to floods and the explicit ways to improve risk communication among stakeholders, administration and the public which seem to be the keys to minimising flood impacts on communities. Given the continuous growth of human exposure, we suggest an urgent call for authorities to enact better flood preparation and response strategies in their flood disaster risk reduction plans and policies. This review provides implications for improving the resilience of Chinese cities and elsewhere.
Alleviating urban pluvial floods via dual-use water plazas orchestrated by predictive algorithms

Abstract:Old urban areas, characterized by complex land use and inadequate infrastructure, exhibit high vulnerability to precipitation extremes. The integration of dual-use public infrastructure stands at the forefront of planning initiatives to enhance urban flood resilience. This study introduces a pioneering Smart Water Plaza (SWP) system, orchestrated by predictive algorithms, to mitigate pluvial floods. A high-risk old neighborhood (4.5 km 2 ) in Changsha, China, is selected as a case for empirical analysis. Two types of SWPs—in-situ detention, and runoff-receiving units—are initially established based on spatial mapping and potential analysis. The core feature of the SWP system is a multi-horizon 2D-1D model predictive control (MPC), which directly verifies the suitability of terrain configurations and evaluates temporal efficiency. The study plots the performance curves of the SWPs under various design rainfalls and demonstrates flood dynamics using an actual torrential event. The findings indicate that SWPs' resilience contribution index for the stormwater system ranges from 9 % to 38 %. Furthermore, SWPs covering only 5 % of the site lead to an obvious decrease in flooded areas, with reductions ranging from 46 % to 48 %. These outcomes highlight the disaster mitigation potential inherent in multifunctional public spaces for Sponge City transformation and urban renewal efforts.

Analysis of mechanism and optimal value of urban built environment resilience in response to stormwater flooding

Abstract:The concept of urban resilience focuses on understanding the process and mechanisms of disaster occurrence, providing innovative approaches to address stormwater flooding. However, existing studies primarily concentrate on enhancing overall system resilience, with limited research examining the temporal progression from stormwater disturbance to flood generation. To fill this gap, this study categorizes the development process of stormwater flooding into three periods: disturbance resistance (DR), adjustment and adaptation (AA), and rapid recovery (RR). Using the SWMM (Storm Water Management Model) software, 27 representative parcels in the Beijing-Tianjin-Hebei region of China were simulated. By sequentially considering single-indicator control variables, resilience indicators that significantly impact the three periods were identified through the construction of a stormwater flooding resilience indicator library. Subsequently, resilience models for each disaster phase were constructed using the BP (Back Propagation) neural network, and genetic algorithms were employed to optimize the models and determine the optimal values of resilience indicators for each period. Finally, the research findings were summarized into a resilience design method for the built environment to address stormwater flooding, accompanied by a guide for improving stormwater flooding resilience. The study reveals the following key findings: (1) the influence of physical and spatial elements in the built environment on stormwater flooding formation varies across different stages of the disaster process; (2) distinct resilience indicators operate at different times and in different ways throughout the entire stormwater flooding resilience process; (3) enhancing stormwater flooding resilience in the built environment does not necessarily require setting specific threshold values for each influencing indicator; instead, an optimal single value emerges when multiple indicators interact. Moreover, when multiple indicators interact, an optimal combination module with the best value for a single indicator exists. This study investigates the complete cycle from storm disturbance to flood disaster formation, offering both solutions for cities to mitigate storm flood disasters and advancing theoretical research on urban storm flood resilience while fostering interdisciplinary integration.

Biodiversity conservation and restoration of wetlands in suburban areas: challenges and prospects

Abstract:Wetland loss threatens global biodiversity. Peri-urban wetlands face acute pressures from urban expansion. Investigate biodiversity and land-cover changes in two wetlands undergoing suburbanisation near Hangzhou, China. Seasonal field surveys of birds, fish and amphibians, coupled with remote-sensing analysis of land-cover changes from 2009 to 2020. Suburban wetlands exhibited unique degradation patterns, including reduced species diversity, simplified community structures and proliferation of invasive species, with 91 bird species being recorded, dominated by common residents, 25 still-water fish species with few carnivores and migratory species, and 5 ubiquitous amphibian species detected. Species richness was lower than in nearby conserved wetlands. From 2009 to 2020, 6–7% of the wetlands were lost to urban expansion and converted to artificial vegetation or infrastructure. Ecological degradation is driven by rapid urbanisation, with habitats being fragmented by roads and converted to artificial land covers. Water pollution from insufficient treatment and abandoned aquaculture further impairs habitats. Innovative integrated-management framework was proposed for wetlands biodiversity restoration in suburban area. Key strategies include (1) modernising traditional circular economies to sustain wise use, (2) wildlife-friendly infrastructure design, (3) targeted invasive species control, and (4) adaptive co-management informed by ongoing monitoring. This socio-ecological systems approach aims to harmonise biodiversity conservation, cultural heritage and sustainable development in threatened suburban wetlands.

From Sponge Cities to Sponge Watersheds: Enhancing Flood Resilience in the Sishui River Basin in Zhengzhou, China

Abstract:Increasing extreme rainfall and increasingly severe flood disasters worldwide make it essential to enhance flood resilience research and practice. The Sponge City Approach (SCA) has been proposed as a nature-based solution for solving pressing water problems in cities, but there is an urgent need to apply the approach at the broader catchment scale to address the rising challenges driven by climate change. This study established a Sponge Watershed Approach (SWA) using the “Source-Flow-Sink” framework and applied it in the Sishui River Basin in Zhengzhou, China, to reconstruct a town after a heavy rainfall disaster and enhance its resilience to future floods. An integrated modeling approach utilizing hydrologic, hydraulic, and flood-loss curve models was used to analyze and evaluate the flood-reduction effects of different strategies under multiple scenarios. The results show that: (1) a strategy focusing solely on interventions at the source of runoff cannot adequately cope with extreme rainfall, and a whole-system approach to managing floods is necessary instead; (2) the effectiveness of the flow strategy depends on the intervention magnitude and the location where interventions are made; (3) the sink strategy offers the most effective way (approximately 30% decrease in flood loss) to adapt to extreme rainfall; (4) the risk and impact of flood disaster in the town was significantly reduced with the SWA (approximately 35–50% decrease in flood loss) compared to those without any interventions; (5) the effects of these strategies are interactive, and the optimal strategy depends on the rainfall condition. These results demonstrate the practicability of SWA by integrating the source, flow, and sink strategy at the whole-catchment scale, which will help promote natural flood management and enhance the climate resilience of catchments worldwide.

Abstract:With global climate change and continuous urbanization exacerbating floods, urban flood resilience (UFR) has become a key to cope with floods. However, few studies target frameworks of UFR assessment at the urban agglomeration scale over a longer time span. This study, taking the Yangtze River Delta urban agglomeration as a case study, developed an evaluation framework to detail the building of a final evaluation index system of UFR, to analyze UFR's driving factors and spatiotemporal features based on the SSA-PP-KL-TOPSIS (projection pursuit based on sparrow search algorithm-Kullback-Leibler-technique for order of preference by similarity to ideal solution) model. From the perspectives of comparing numerical values and spatial distribution results, the evaluation indicators and method proposed in this article perform better. The case results showed that UFR displayed an overall growth trend and significant spatial heterogeneities. The economic, social, and infrastructure resilience showed a similar growth trend, while the environmental resilience demonstrated a decreasing trend. Environmental resilience has become a weak link in improving resilience. Higher resilience levels were concentrated in the central metropolis, provincial capitals, and industrial cities. The findings could be of use to researchers and practitioners, and the framework presented would be of reference to other flood-stricken areas.
