Abstract:Oil pollution, which is mainly caused by oil tanker accidents, is an important concern in the protection of the marine environment. In order to propose pollution prevention policy for oil tankers, this study first employs four machine learning methods to evaluate oil tanker accident probability, and then proposes a risk evaluation system which is jointly measured by accident probabilities and consequences. Crude oil tanker accident data from 1991 to 2016 were collected and analyzed. The main findings are as follows: First, the random forest (RF) method produces the best overall performance for oil tanker accident probability. Second, the accident probabilities of larger crude oil tankers are lower, while older vessels within the parameter of 0–15 years exhibit declining accident probabilities. Third, tankers classified by the International Association of Classification Societies (IACS) members, registered in closed registry, built in China and South Korea, or owned by developed countries prove to be safer with lower accident probabilities. Fourth, the use of double hull in tankers also contributes to a higher tanker safety level. The results contribute to marine environment protection by helping stakeholders to identify accident risk factors, assess accident risk and take actions to reduce accident probabilities.

Abstract:•In this study, we establish a comprehensive dataset and develop a safety index, which can be used to generate a relative risk score for each existing vessel. It has a widely potential usage for both industry and academic research. It can be used by port authorities to determine whether an on board inspection is needed for vessels calling at their ports, in order to prevent oil pollution and accidents within their territorial waters; it can be used by insurers to determine the premium level prior to an insurance contract. The safety index system will continue to be improved, with dynamic information regarding updated vessel movements and management changes, as well as accurate inspection and survey reports.

Abstract:The recent string of cargo hold fire incidents on RoRo ships represents one of the most challenging types of ship fire accidents. The densely stowed vehicle cargo loading structure and large volume of RoRo ship cargo holds are factors that complicate firefighting efforts. In addition, vehicle cargoes have a higher likelihood of self-ignition compared to other types of cargo and produce dense smoke when a fire occurs. Combustible materials inside vehicles can also contribute to the spread of fires after they start. Particularly, the recent increase in demand for electric vehicles calls for changes in how we respond to potential cargo hold fires on RoRo ships and heightens the risk of such incidents. In this study, we analyzed major domestic and international RoRo cargo hold fire incidents using AcciMap, a system analysis method. Through this analysis, we identified needs for improved management of vehicle cargo conditions, responses to fixed firefighting systems and system inspections, as well as improvements to fire detection systems. By using a systems analysis approach, we were able to identify areas for improvement needed by ships, ports, governments, shippers, and shipping companies.

Abstract:Along with the prosperity of the global new energy vehicle transportation market, the safety problems during the shipping of new energy vehicles begun to appear. Once a fire accident occurs in a new energy vehicle transported by ship, this accident is very difficult to dispose of and the resulting loss will be great. Based on the transport characteristics of those ships, the risk factors that may cause fire accidents in the shipping process are identified, the fire risk evaluation model of the car carrier is established, and the entropy weight TOPSIS method is applied in ranking the risk level of the factors in the model for fire risk assessment. The result shows that in Level 2 indicators, Operator mistake is the most likely cause of ship fire accidents, which means ship personnel management should be strengthened. Besides, in Level 3 indicators, the failure of lithium batteries in new energy vehicles is the most essential factor for car carriers to focus on in their fire accident prevention efforts. The results of this paper can help improve the maritime safety management of car carriers and can also provide some guidance for the risk prevention of fire accidents during the transportation of other ship categories.

Abstract:The advancement of electric vehicles is linked to the increasing concern about the world’soil resources running out and the problem of global climate change. As global sea trade keepsexpanding quickly, the characteristics of ships also change, as they become bigger, carry morepassengers, and new risky goods emerge, including, for example, electric vehicles. The articlediscusses challenges of preventing fires on ro-ro ships with regard to electric car fires, which arebecoming more recognizable due to their increasing prevalence and consists of two parts. Part 1covers some key challenges of fire safety on the cargo decks of ro-ro ships when an electric carcatches fire and the main aspects of fire safety regulations for seagoing roll-on/roll-off ships inthe ro-ro space. Problematic areas were considered in the following aspects: features of maritimetransport, specifics of cargo carriage on a ro-ro vessel, the difficulty of evacuating sailors andpassengers from a burning ship, specifics of firefighting on a ship, challenges and dangers ofelectric vehicle fires and lack of adequate fire protection and procedures on a ro-ro ship in termsof an electric car fire. The second part of this article presents some possible solutions to improvethe fire safety of ro-ro ships, on cargo decks, and the author’s idea of implementing a new fireprotection device consisting of fire ventilation. No other study has addressed fire safety challengesof ro-ro ships with such depth, especially given the emerging risk of electric cars.

Abstract:The globally expanding shipping industry has several hazards such as collision, capsizing, foundering, grounding, stranding, fire, and explosion. Accidents are often caused by more than one contributing factor through complex interaction. It is crucial to identify root causes and their interactions to prevent and understand such accidents. This study presents a detailed review and analysis of fire and explosion accidents that occurred in the maritime transportation industry during 1990–2015. The underlying causes of fire and explosion accidents are identified and analysed. This study also reviewed potential preventative measures to prevent such accidents. Additionally, this study compares properties of alternative fuels and analyses their effectiveness in mitigating fire and explosion hazards. It is observed that Cryogenic Natural Gas (CrNG), Liquefied Natural Gas (LNG) and methanol have properties more suitable than traditional fuels in mitigating fire risk and appropriate management of their hazards could make them a safer option to traditional fuels. However, for commercial use at this stage, there exist several uncertainties due to inadequate studies, and technological immaturity. This study provides an insight into fire and explosion accident causation and prevention, including the prospect of using alternative fuels for mitigating fire and explosion risks in maritime transportation.

Safety Assessment for Oil Tankers and Container Vessels Focused on Fire and Explosion in the Machinery Space

Abstract:A considerable part of world merchandise is transported by sea, and with about 150,000 crew members working on the ship types of interest for this thesis there is much at stake if an accident occurs, both with respect to human lives and financial losses. Since fires have previously shown to be responsible for many accidents with severe consequences, the aim of this thesis has been to investigate the risks of fires and/or explosions in the machinery space of oil tankers and container vessels. By performing a casualty database search and reviewing previous studies in this area, as well as developing a risk model to evaluate the different possible fire scenarios, it is concluded that electrical failures and fuel leaks are responsible for most fire accidents, with generators, pumps and boilers being the most critical components. The expected frequency of a fire and/or explosion accident, calculated for the fleet of interest, amounts to 2.5 ×10−3 incidents per shipyear, resulting in the loss of 0.0003 lives per shipyear. Furthermore financial losses of about 12,000 USD per shipyear can be expected. Though there are some limitations in the methods used, due to incomplete statistical data and difficulties in drawing general conclusions since every vessel is unique in its design and construction, it is clear that considerable benefits may be obtained by a more detailed cost- benefit analysis for a vessel with respect to fires and explosions.

Abstract:With the development of social economy, my country's marine industry has also made considerable progress, and the trend of large-scale ships has become increasingly obvious. In recent years, people have paid more and more attention to the maneuverability of large ships, especially whether large ships can navigate safely in restricted waters. In order to ensure the navigation safety of large ships in restricted waters, this article analyzes the characteristics of restricted waters and the maneuverability of large ships themselves, and analyzes the causes of some maritime accidents. It points out the navigation risks of large ships in restricted waters and proposes safe navigation. Countermeasures: Reasonably adjust the speed and timing of rudder use; maintain a reasonable quay wall distance; maintain a reasonable draught difference; make careful sailing preparations.

Abstract:Fire and explosion accidents occur frequently in tankers because they transport large quantities of dangerous cargo. To prevent fire and explosion accidents, it is necessary to analyze factors that cause accidents and their effects. In this study, factors that cause fire and explosion accidents were classified using the 4M disaster analysis method, and each factor’s effect on the accident was analyzed using fault tree analysis (FTA). First, the unsafe tank atmosphere environment was identified as a primary cause of fire and explosion accidents in tankers, and the underlying causes of these accidents were investigated. The probability of underlying causes leading to primary causes was derived using an expert survey. The results showed that management and media factors had a greater impact on the unsafe tank atmosphere environment than human factors. To prevent fire and explosion accidents, it is necessary to ensure sufficient working and resting times for seafarers and compliance with procedures and work guidelines. A generalization of the results of present and future studies will enable the identification of the cause and preventive measures for fire and explosion accidents in tankers. Furthermore, this will reduce accidents in tankers and contribute to future safety management measures of ships and companies.

Abstract:Navigation tunnels are an essential part of inland shipping networks and play a vital role in enhancing the efficiency of navigation. Ships require a significant amount of time to pass through a navigation tunnel owing to safety speed limitations. If a ship fire accident happens in a confined space inside a navigation tunnel, people on board the ship cannot evacuate quickly on account of the high freeboard of the ship. The accumulated fire smoke poses a significant risk to human lives and can even be fatal. Currently, research on navigation tunnels are rather few, none of them has discussed the safety evacuation under ship fire scenarios. In this study, the Gou Pitan navigation tunnel is used as an example, the safety assessment of evacuation is realized by the simulation and calculation of safety egress time, then, a general method to quantitatively assess the safety of evacuation during ship fire accidents in navigation tunnels is proposed based on the analysis results. This study fills the gaps in the relevant research, and the assessment results can be used to develop the ventilation strategies during emergency evacuations, furthermore, provide a theoretical reference for the safe operation of navigation tunnels.

Abstract:The subject of the study is the norms of international law regulating the activities to ensure safety during the transportation of oil and petroleum products. Special attention is paid to the protection of the marine environment from pollution. The author analyzes the international legal documents regulating the protection of the marine environment during the transportation of oil and petroleum products by sea, the existing mechanisms to prevent the occurrence of possible accidents. Recommendations are given to improve the level of marine environment protection during the extraction and transportation of hydrocarbons. It is shown that liquefied natural gas has a number of environmental, commercial and energy advantages over other types of fossil fuels. Since a common cause of accidents that entail oil and petroleum product spills is the wear and tear of the equipment used in various cycles of production and transportation of both oil and LNG, it is concluded that proper monitoring of the technical condition of the equipment in operation, improvement of the legal framework in this area, as well as compliance with the requirements of legislation in order to identification of objects whose condition poses a threat to the environment. It is noted that a special role in preventing the negative impact on the state of the environment during the transportation of petroleum products belongs to regional agreements on the protection of the marine environment, since in this case the issue has a more substantive character for each region. The article discusses various directions of using artificial intelligence to increase the level of safety of international sea transportation of hydrocarbons.

Abstract:The problem of ensuring the safety of navigation remains acute in maritime transport, which is one of the key issues in international trade. To implement the safety of navigation, the world community is taking steps to unify international standards, enshrine international law in national legislation, as well as strengthen the requirements for technical means of navigation. Despite the constant development of methods, techniques and technical means of safety, several thousand ships crash at sea every year, so this article is intended to highlight some aspects of international legal regulation of shipping safety. This problem has long crossed the boundaries of national and international. The main object of maritime safety, of course, is the ship as the main participant in maritime transport. The factors that pose a threat to a ship are different. This includes both weather conditions and the human factor, and the technical characteristics of the vessel. The issue of maritime safety is of a fundamental nature, and the key difficulty for its optimal solution is to distinguish between the very concept of "maritime safety" and ensuring shipping as such, ie its functional efficiency. Shipping, in the modern world, has occupied a huge niche in trade, economy, and in the transportation and service of passengers. That is, this process serves to meet the cultural, economic, scientific, recreational and other needs of mankind. Therefore, maritime safety must be ensured by both economic and legal aspects. And also for this it is necessary to create appropriate conditions for the transportation of various cargoes, for the comfort of passengers, to ensure the deployment and the necessary functioning of the navigation system, which will allow ships to follow the most profitable route with maximum safety. Given the above, this article analyzes a set of international legal standards, maritime customs and maritime practices designed to ensure the safety of navigation.

Abstract:<p>Various national maritime authorities and international organizations show strong interest to implement risk management processes to decision making for shipping accident prevention in waterway areas. There is a recurring need for approaches, models, and tools for identifying, analysing, and evaluating risks of shipping accidents, and for strategies for preventively managing these in (inter-)organizational settings. This article presents a comprehensive review of academic work in this research area, aiming to identify patterns, trends, and gaps, serving as a guide for future research and development, with a particular focus on the Baltic Sea Region. To understand the links between research in the Baltic Sea area and the global community, a bibliometric analysis is performed, focusing on identifying dominant narratives and social networks in the research community. Articles from the Baltic Sea area are subsequently analysed more in-depth, addressing issues like the nature of the academic work done, the risk management processes involved, and the underlying accident theories. From the results, patterns in the historical evolution of the research domain are detected, and insights about current trends gained, which are used to identify future avenues for research.</p>

Abstract:Container carriers are in general a safe ship type. Nevertheless, risk from some types of accidents can be reduced in a cost-efficient way. An example is fire and explosions, which contribute to about third of recorded fatalities onboard container ships and provide the second-largest contribution to the overall cost of accidents. Fire and explosions in the cargo area are especially difficult to handle, because both fire detection and, especially for deck cargo fires, fire fighting are difficult. A series of full-scale fire tests on two loaded 20-ft sea containers was carried out in order to estimate cargo fire risks for container ships, assess the behaviour of unprotected steel construction in fire, and provide data for the validation of numerical methods. Gas temperatures in the containers, temperatures of the steel construction, and concentrations of gases were measured. The air supply was varied in the tests by partial elimination of the bottom and opening the door in order to model a partial loss of integrity. The conditions varied from a closed container with a strongly under-ventilated fire to flashover with strong convective flames and high temperatures. In addition, numerical simulations were carried out in order to enhance the understanding of the phenomena. The results show that in none of the tests a destruction or some damage of the tested containers occurred, which can compromise container integrity or stacking safety.

Abstract:Land and island transportation is closely related to residents' life and economic development, so it is very important to ensure its safety. Once a safety accident occurs, it may cause a large number of personnel and property losses. Moreover, due to the limitations of the existing ships, ports, manpower resources and backward management, the transportation between land and island is obviously affected by the weather, which hinders its development. How to better supervise and manage land and island transportation safety, and to maintain the stability of the security situation has become a top priority. In this work, the status quo and relevant risk factors of land and island transportation in China are sorted and integrated on the basis of drawing lessons from some domestic and foreign legislation and experience. In reference to the land and island transport related laws and regulations, based on our mode and the current management situation, we clarify the main security risk categories, and make island transportation security risk prevention and control technology research, to find out the control measures and technology application for main risk prevention and improve safety management level. It is recommended to use mathematical modeling methods to quantitatively characterize the safety risks of land-island transportation. Then, on the basis of quantitative characterization, measures can be taken to improve the weak links to improve overall safety.

Abstract:In this paper, a quantitative risk assessment method of packaged cargoes carried by ship based on online dynamic big data fusion technology was researched. In recent years, major accidents such as oil spill, fire, explosion and ship loss occurred frequently in shipborne cargo transportation. Due to the lack of real-time dynamic risk analysis, both early warning and emergency handling of those accidents are extremely difficult. In this paper, a risk transmission model was built, which based on the flow chain for cargo transportation. A system including the analysis of cargo transportation risk and quantitative assessment model based on real-time dynamic big data fusion technology was built. Finally, a scientific quantitative assessment method was formed. And a container ship passing through Shenzhen waters was taken as an example in order to verify the practicality of the method. In this way, it can realize the quantitative assessment of risk (especially the risk of dangerous packaged cargoes)in the waterage. What's more, according to the assessment results, it can analyze the high-risk factors and high-risk parts in the process of waterage, and then realize the informationalized and modernized intelligent supervision in a whole process and all round way, which will effectively improve the level of accident prevention in China.

Abstract:Container transport by sea has almost doubled in the last decade. Accordingly, container ships’ size has increased significantly, and the latest container ships carry up to 24000 Twenty-foot Equivalent Units (TEU). In the near future, the appearance of container ships with a capacity of 25000 TEUs can be expected on the market, because the design is already available. It is known that 10-12% of transported containers contain International Maritime Dangerous Goods (IMDG) cargo. The above stated reasons directly impact the frequency of container ship fires in cargo spaces. According to the Insurance Companies, fires occur on average every two months, and this is a growing problem of container transport by sea. In this paper, 23 fires in the cargo area, either in cargo holds or on deck, were analysed. The analysis results determined the most common causes of fires and have shown that the current fire protection systems on container ships are ineffective. It is unacceptable that firefighting systems’ inefficiency results in the loss of human lives, abandonment of vessels, environmental pollution, and extensive property losses related to cargo and ship structure. Due to all the above, it is necessary to continuously work on new regulatory and technical solutions to improve the fire safety of cargo areas on container ships.

Abstract:Fire risk is one of the most crucial safety issues considered in transportation. Historical data indicates that accidents involving fires on ships usually cause serious consequences. Container ship fire accidents are dynamic and influenced by multiple factors, but the question of which factors are of greater concern has not been clarified. This paper analyzes the 38 fundamental factors involved in container ship fire accidents and establishes a fault tree. Considering the effect of time on the model, the fault tree is transformed into a dynamic Bayesian network model. The result demonstrates the critical risk factors such as short circuits, insufficient execution, the concealment of dangerous goods, and cargo declaration errors that require more attention. The model and results have practical applications that can improve the safety management level of container ship fire risks and help relevant personnel identify potential risk factors, ensuring the safety of personnel and property.

Abstract:With increasing transport amount of dangerous chemicals, the number of transportation accidents also rises, thus safe transport of dangerous chemicals becomes more critical. In this article, existing problems in dangerous chemicals transportation and corresponding reasons are analyzed. Through combination of domestic and foreign advanced technology and national conditions, control strategies and measures for safe transportation of dangerous chemicals are studied in depth, in is proposed that preventive measures need to be taken. The preventive measures include establishing a management system, risk early warning mechanism and transport information platform which are based on modern information technology, establishing transport industry standard, ensuring good security propaganda work, setting emergency and consultation service system, carrying out special rectification work for transportation safety, so as to ensure scientific, reasonable and effective control of dangerous chemicals transport, reduce and avoid related accidents.
