Abstract:The establishment and reform of China's new social pension insurance system has gone through more than ten years. After years of exploration and practice, the fundraising model of “combination of social pooling and individual accounts” has gradually formed in the management of funds. Under the background that the urban-rural dual economic structure leads to the imbalance of urban and rural economic development, the different design of the urban and rural social endowment insurance system and the different levels of pension investment have caused great differences between China's current urban and rural real old-age security levels. Constructing a coordinated urban and rural social endowment insurance system is an important part of China's development in the new era and the only way for social development. Starting from the introduction of the related concepts of social pension insurance theory, this paper analyzes the current situation of urban and rural endowment insurance in China, explores the difficulties that hinder the current urban and rural pension insurance reform, and attempts to build a flexible urban and rural development based on the development of urban and rural areas.

Abstract:Since 1991, the social pension insurance in rural China has gone through two stages, namely, the stage of initiation and development and the stage of consolidation and readjustment. Today, rural social pension system is facing with problems such as model of financing, fund management risks, loss of credibility of the government, etc. In the face of these problems, we should thoroughly reflect on the questions of "whether good purpose will yield good result", "what is the game relationship between the government and the public", and "what's the relationship between the government and the market". The trend of China's rural social pension system is a weighty and serious question, and it is urgent to establish a social pension system suitable to the rural area. The new "rural social pension experimentation" requires thorough study, and the fivepillar pension model proposed by the World Bank is a good example to learn from.

Abstract:From the analysis of the status quo and experiences of the endowment insurance system in developed countries,the paper holds that in China there is deficiency in the systems relevant to rural social endowment insurance at present because the state responsibility is not highlighted and the systems do not conform with social characteristics of social endowment insurance.It also augments the principles for raising the fund for rural social endowment insurance in China.The government contribution consists of the state matched contribution on the one hand and the specific allowance responsibility on the other.Further analysis is made on the nature and system of the contribution behavior of the government to get the legal support.

Abstract:As the ageing population and childlessness are increasing in rural China, social pensions will become the mainstream choice for farmers, and the level of social pensions must be supported by better social insurance. The paper compares the history of rural pension insurance system, outlines the current situation and problems, analyses China Family Panel Studies data and explores the key factors influencing farmers' participation through an empirical approach. The paper shows that residents' social pension insurance is facing problems in the rural areas such as low level of protection and weak management capacity, which have contributed to the under-insured rate, and finds that there is a significant impact on farmers' participation in insurance from personal characteristics factors such as gender, age, health and (family) financial factors such as savings, personal income, intergenerational mobility of funds. And use of the Internet can help farmers enroll in pension insurance. The paper argues for the need to continue to implement the rural revitalisation strategy, with the government as the lead and the market as the support, in a concerted effort to improve the protection and popularity of rural pension insurance.

Abstract:Old-age social security reform in China is not only challenged by population,but also by economic globalization.At the same time,urbanization provides opportunities.Based on detailed information and previous research,we point out that China has some unique solutions to social security reform,including increasing old age labor participation,improving labor productivity,expending the coverage and increasing the return of social security funds.Population aging in China is at the early stage of economic development,there is a tradeoff between contribution rate and competitiveness during globalization.On the other hand,urbanization is happening with population aging,more and more rural workers covered by urban system will decrease the dependent ratio of the system.With the number of elderly people in rural system declining,there is more possibility to raise the standard of government subsidy.In the long run,social security in an aging population essentially depends on an increasing of labor productivity.

Abstract:Based on a field study conducted in August 1993 by the author, this article discusses the experimental program of old-age insurance in rural areas of China. The achievements made so far, the feasibility of old-age insurance in rural areas, and the problems encountered by the program are discussed. Policy recommendations regarding maintenance of the value of the premium, legislation, management of the program, and continuation of the family support system are proposed. It is emphasized that China urgently needs to establish a universal old-age insurance program and other social support services for the elderly. This would be akin to building a new Great Wall to help solve the serious problems of aging, reverse the trend of a high male-to-female sex ratio at birth, and further reduce fertility levels in less developed rural areas.

Abstract:The values in social justice, the experiences in other countries, and the reality in China are jointly calling for immediate changes in China’s social security system as it gives a long-standing favor to the urban areas over the rural areas. In order to promote the fundamental goal of bridging the urban and the rural in the social security system, the reform must break through the current conception of “general security” to follow the direction toward “downsized security.” It is feasible to bridge the urban and the rural in the social security system. Abstract:This paper considers that in the accelerating process of aging,rural old-age insurance system has not accomplished the predicted goal.This paper suggests a universal benefits pension scheme which can be sorted as a new attempt in our rural old-age security system on the basis of comprehensive consideration of social and economic conditions of China and the experiences of rural old-age security system in other countries.This system can make up the income gap between urban and rural areas,quicken urbanization process and thus improve our social security system.Calculations,based on pension payment standard designed according to per capital cash consumption expenditure of rural residents,rural population above the age of 65 and different financial burden proportions between central and local government,which are divided into eastern,central and western regions,suggest that financial devotions are within the capacity of government revenue.

Abstract:There are some problems in practice of the new type of rural cooperative service system which represents fund-raising and fund-payment. The rate of fund-raising should be different according to different parts of province, and principle of quasi-compulsion should be carried out, and the rate of fund-raising should grow according with finance when raising fund. The principle that we should insist on is compensation to hospitalization, and add payment proportions of townships health station when compensation. On the side, medicaid system should be introduced and health service should be reformed.

Abstract:Urban-rural working-age population except migrant workers has been full covered by basic pension insurance by the end of 2012,and old-age pension insurance for migrant workers has become the weakest link in Chinese pension insurance system,which is undoubtedly a severe challenge to welfare improvement of migrant workers as the forefront of Chinese urbanization and even coordinated development of urban and rural pension insurance systems in China.The governments did not formally carry out A Resolution for Basic Old-age Pension Insurance for Migrant Workers(Abstract)in 2009,and later documents issued to introduce migrant workers into urban basic pension system also have not achieved expected results.Based on this background of oldage pension insurance for migrant workers,this paper employs generational accounting method raised by Auerbacb et al.in 1991to make a systematic simulation analysis of old-age pension insurance for migrant workers from a perspective of fiscal burdens.It shows that the imperfection of government responsibilities and a lack of government support seriously hinder the development of old-age pension insurance for migrant workers and migrant workers should participate in pension insurance system at low payment base and percentages,namely if employers and migrant workers contribute 10percent and 8percent respectively at the payment base of 60percent of urban average wages,government burdens do not increase compared to the support given to migrant workers participating in a new type of old-age pension insurance for rural residents.Therefore,old-age pension insurance for migrant workers with low payment and return levels accompanied by related measures is required to promote the development of oldage pension insurance for migrant workers at present.

Abstract:The financing mechanism for urban and rural residents' health insurance has continued to develop, with the financing method further refined on the basis of quota financing, the financing level raised year by year in line with individual contributions and financial subsidies, and the financing responsibility shared by the government and gradually strengthened in terms of individual responsibility. However, the current financing mechanism for urban and rural residents' health insurance is faced with the dilemmas of irrational financing method, insufficient financing level, and unbalanced financing responsibility. In light of this situation, it is recommended that the fixed-ratio financing reform be promoted step by step, that a sound mechanism be established for scientifically determining the financing level, that the sense of individual responsibility be strengthened and the financing responsibility be gradually equalized.

Abstract:The medical insurance of urban citizens aims to alleviate medical burdens of citizens and therefore,should ensure that people with low income have the same capability with those with higher income to pay when confronted with same risks,i.e.,to ensure a fair fundraising for medical insurance.According to the survey of fundraising fairness in relative regions of Jiangsu,gap in income should be considered during the setting of fundraising criterion.The medical insurance system of "low insurance investment and high common payment" has a limited protection for low-income people and the fundraising system is decreasing.The problems of "poverty due to sickness" and "returning to poverty due to sickness" can be alleviated by establishing a multi-level medical security system according to income and by decreasing common payment by low-income people through designing people's medical insurance system.
Contributory and Non-contributory Pension Plans: the Policy Choice for Enlarging the Coverage of China's Rural Pension System

Abstract:Achieving social security system’s universal coverage in 2020 is one of the targets of "Xiao-kang Society." Currently, the main coverage gap exists in the rural areas. This article assesses China’s rural social old age insurance plan by the indicator of coverage rate. The results suggest that this plan just covers 4.6% of the rural residents aged 60 or over and 10% of rural workers. The policy results of Rural Social Old Age Insurance Plan implies that this model is just appropriate in some affluent areas, while never a feasible way to achieve universal coverage as proclaimed by Chinese government. As demonstrated by six constraining conditions, the universal rural public pension system must include a part of non-contributory pension plan. Based on the current policy and experience from other developing countries, this article proposes fours policy suggestions for China’s rural public pension system.
