Abstract:By reviewing the evolution of rural planning system and analyzing the connotation of rural planning,the article gets a new interpretation of this concept. Based on the logic of the new connotation,it constructs a new rural planning system with double-decked model,which includes systematic dot planning and individual synthetic planning. The new system fulfils the needs all over the village in both macroscopic and microcosmic perspectives,and takes systemic and individual aspects as its criteria.Moreover,the paper constructs and elaborates the new model system via aspects of technique route and content system.

Abstract:Objective To establish the evaluation system of health development index of new rural construction.Methods The evaluation indexes were selected by principles including scientificalness,guidance,practicability and generalization,as well as integrative consideration of these questions-and-answers of specialists and practical conditions.The weights of evaluation indexes were decided by the method of analytical hierarchy process.The health development indexes of new rural construction were evaluated by the linear synthetically weighting method.The evaluation system was tested by the health development indexes in Ningbo city from 2003 to 2007.Results An evaluation index system was established with 22 basic indexes,which could be categorized into 3 degrees and 2 bands.The 3 degrees were consisted of health quality effectiveness indexes,health input indexes and sustainable development supporting indexes as well as health equality and efficiency indexes.The verification results of the model suggested that the health development indexes of new rural construction in Ningbo had been moving upward generally from 2003 to 2007.However,the disposition of the basic indexes of health development was not well balanced,which reflected the reality.Conclusion The evaluation system of health development index of new rural construction advanced in the paper is a practicable and effective quantitative model for health resource management.The model system is understandable and applicable for general public health professionals.

Abstract:This paper holds that first of all,evaluation index of modern agriculture should reflect the efficiency of utilization of agricultural resources.And we should select the appropriate evaluation index in accordance with the difference of the objects and their patterns.In this paper,we build a general evaluation index system database of modern agriculture base on taking labor productivity,land productivity and the utilization rate of resources as the core indexes.Then we take Zhejiang for example to build both a regional(county) level and a farmers-level evaluation index system of high-efficiency ecological agriculture respectively by considering its specific characteristics.Possible contributions of this paper are following: firstly,construction of the evaluation index system based on the efficiency of resource utilization may benefits for the resource intensive,conservative,safe,cyclic,integrated and sustainable utilization;secondly,evaluation index reflect the efficiency of agriculture directly is beneficial to study the relationship between agriculture efficiency and its influencing factors and the mechanism;thirdly,taking farmers-level behavior into account will make the practical policy implications more practical.

Abstract:Based on sorting out the high intrinsic value coupling between the modernization of rural governance and the development of rural credit system in China, following the development requirements of rural revitalization and the principles of credit evaluation index system construction. This paper develops a new type of rural credit evaluation evaluation system by Delphi method and Analytic hierarchy process, which contains 6 first-level indicators of economic dimension, political dimension, cultural dimension, social dimension, ecological dimension and incentive dimension, and 23 second-level indicators. The results were also analyzed.

Abstract:The evaluation on eco-city construction was the basis for assessing the effect of planning,constructing and managing eco-city.After analyzed the concept of eco-city,an index system was established based on Economy-Environment-Society framework and analytic hierarchy process(AHP),and an integrated assessment model was constructed with the support of matter-element model on extension theory.The assessment model was applied to Harbin City.The results indicated that: ①The whole level of eco-city construction in Harbin City had showed the improved trends,jumping to qualified condition in 2008 from bad condition in 2005;② Environmental noisy quality and the rate of population growth were key factors limiting the level of eco-city construction in Harbin City;③It was concluded that the matter element model is reliable for the evaluation of eco-city construction because the results were coincident with actual situations.

Abstract:Rural human settlement is a comprehensive concept involving both living environment of human and social economy.The principles, goal layer,systemic layer and index layer of index system of evaluation of rural human settlement were discussed in this paper to provide theory basis for the proper evaluation of rural human settlement.And the modified model of Delphi was established,and applied to evaluate the human settlement of eight towns in Neixiang County,Henan Province.The results are basically consistent with facts of eight towns indicating that the index system and model of evaluation are justified.

Abstract:Rural landscape evaluation being one of the basic jobs of the rural landscape planning and design,establishing an index system that includes economical value,social value,ecological value and aesthetical value of rural landscape is the fundamental task of rural landscape evaluation.Through posting problems at present and ascertaining developmental direction in the future,rural landscape evaluation offer evidence for he rural landscape planning and design.In this paper,based on the meaning and three hierarchical functions of rural landscape in suburb,an evaluation index system of rural landscape in suburb is designed.The index system includes social effects,eclolgical quality and aesthetical effects.Based on it,an integrative model was built.After such model is applied to the evaluation of landscape in five villages of Haidian District of Beijing City,some questions of the landscape were probed.

Evaluation and Development Strategy of Provincial Rural Human Settlement Construction in China

Abstract:Coordinated urban and rural development, optimal rural settlement and better living quality of farmers are the major contents of the concept of new urbanization. Based on the theory of the Society-Economy-Nature Complex Ecosystem ( SENCE) , a complete set of rural settlement construction evaluation index system has been set up, which consists of five sub-goal layers, that is, eco-environment, infrastructure, public service, living conditions, and economic development. By referring to how to evaluate sustainable development and urban human settlement, Fully Arrayed Polygon Aggregate Index Method was adopted to calculate evaluation indices of the five sub-goal layers, separately, and then aggregate index of ru-ral settlement. Results show that both the Beijing-Tianjin region and the coastal region of Southeast China were the highest in the four sub-goal layer indices ( infrastructure, public service, living condition, and economic development index) and aggregate index of rural settlement, followed by the regions of Northeast China, North China and Central China, and the region of West China at the end. But in terms of the eco-environment index, a reverse order was found. That is, West Chi-na>Northeast China and North China>Beijing-Tianjin, coastal region of Southeast China and Central China, In the end, based on the calculation of aggregate indexes of rural settlement, the provinces of the country are sorted into four grades of regions:excellent, good, ordinary and poor, and strategies for improvement of rural settlement in different grades of re-gions are brought forth with a view to providing some guidance for construction of rural settlement by grade.

Abstract:Abstract Rural revitalization strategies are an important task in China. Currently, it is in the transition from poverty alleviation to rural revitalization. This paper proposes an evaluation index of rural revitalization and development potential based on a summary of previous studies. Together with the TOPSIS method, the corresponding coefficients of each index layer and the weight coefficient of the criterion layer were analyzed. This shows that during the process, the work direction of rural revitalization varies based on different revitalization types. In this study, diagnostic tools are utilized to conduct a potential development analysis of rural human settlements by identifying the main influencing factors for rural revitalization. In addition, an index system for improving rural human settlement strategies is established. Overall, it helps in defining the interventions of reducing and managing the risk of rural vitalization and evaluating the potential ability of rural revitalization. It also suggests that Anhui Province should focus on carrying out the comprehensive revitalization of rural areas according to the different functional positions of the countryside.

Abstract:With the rapid development of the economy and continuous urban expansion, the sharp increase in land demand under the existing land scale and the limited supply of land resources have led to a serious intensification of contradictions. Improving land use efficiency, especially construction land use efficiency, has become an inevitable direction for future development. This is also a challenge faced by the comprehensive and sustainable development of China’s urban economy and society. Among other benefits, evaluating the efficiency of urban construction land use can maximize the distribution of land resources, improve the overall advantages of construction land, and encourage land management. This paper establishes and illustrates the evaluation based on three aspects: economic benefits, social benefits, and ecological benefits, to establish an index system for the evaluation of urban construction land use efficiency in Henan Province. In this paper, the coordination trend and efficiency of land use in urban construction in Henan Province are analyzed, discussed, and evaluated.

Abstract:Resource-based cities are confronted with the problems of resource exhaustion and seek the breakthrough of the development of resource-based cities.In order to fully grasp the development of the transformation power of resource-based cities,this paper studies the ability of the transformation of resource-based cities,judges the development trend of the transformation of resource-based cities,and constructs a comprehensive index system to reflect the comprehensive level of the transformation of resource-based cities through the transformation of environment,investment in transition and performance in transition,taking the resource-based city of Shanxi province as an example,the index system is validated by the empirical analysis.The results show that:since 2006,the Shanxi province resources city transformation power fluctuation is remarkable,nearly half of the urban transition force is a downward trend;in the spatial distribution,the transformation force of the resource-type city in Shanxi province is characterized by the weakness of the east-west,among which Datong city is the strongest;in the whole analysis,the difference of the internal resource-type cities in Shanxi province is not big,the gap is still obvious;the coordination degree of urban transformation system is low,and 60% is concentrated in a barely coordinated degree.With the development of resource-based cities,the factors involved in the transformation will also change,and the index system used to measure the urban transformation power should be adjusted appropriately to grasp the leading factors of the transformation power of resource-based cities and provide guidance for the urban transformation in China.

Abstract:Rural infrastructure has rather fixed users compared to urban infrastructure. This study evaluated the effect of rural infrastructure construction from the perspective of farmers. First, this study revised the American Customer Satisfaction Index (ACSI) model and selected a performance appraisal index for rural infrastructure based on this revised model. Then, the study adopted an interpretive structural model (ISM), analyzed the influence of each index factor, and developed a hierarchical directed graph. Finally, based on the mutual-influence relationships among the index factors in the hierarchical directed graph, a performance appraisal analytic network process (ANP) model was established. Based on discussions with rural college students and rural households in Sichuan, China, 246 questionnaires were obtained pertaining to rural infrastructure, and an empirical analysis was conducted. The results indicated that the performance of rural infrastructure construction is not very good. In particular, the full use of infrastructure and its role in improving the environment were found to be the worst. Meanwhile, the possibility of building information transparency and the longitudinal comparison of perceived performance appraisal results were the best. The performance of rural infrastructure construction was evaluated based on the perceptions of the direct users of rural infrastructure, and the relationship between the factors and the weight was measured reasonably. The proposed method was found to be workable and the analysis results reliable and effective.

Abstract:Based on the data of the construction industry in Henan Province, China, from 2005 to 2020 , the high-quality development level of the construction industry in Henan Province is measure d . Firstly, this paper constructs the indicator system based on the high-quality development theory and the charac teristic of the construction industry from seven dimensions: industrial scale, industrial efficiency, industrial benefits, industrial innovation, industrial risk, industrial potential, and the green development of the construction industry. Secondly, using the global principal component analysis (PCA) method to measure the high-quality development level. Thirdly, cluster analysis is applied to measure the relative changes of various dimensions in different stages. The results show that overall the high-quality development level of the construction industry in Henan province is increasing, but different indicators perform differently in various stages, and the changes in real estate policies have a significant impact on this. Finally, based on these findings, we think it is better to reduce real estate dependence, promote the application of new materials and technologies and maintain the stability of real estate policies.

Abstract:On the Fifth Plenum of the 16th CPC,New Rural Construction was put forward as a task.And recently a symposium on New Rural Construction was also held in Jiangsu.This paper analyzes the existing relevant index system.Then based on the connotation of "the development of production,affluent and civilized style rural village,clean,democratic management",an assessment index system on New Rural Construction is discussed.At last,the system is applied to evaluate the achievements of New Rural Construction in Nanyang town.The result shows that Jiangsu has a high level of rural development already,however,there is still much hard work before the goals of New Rural Construction is achieved.

Abstract:Abstract The current rural construction presents a new situation in which multiple perspectives are involved. As one of the important cut-in points for intervention, the academic community has begun to explore and practice the rural construction model based on “geological culture”. Starting from the ontology of rural geological environment resources, the four-dimensional attributes including geological relics, agricultural geological resources, human landscapes and natural landscapes are concerned, and the evaluation method of geological culture village based on analytic hierarchy process (AHP) is discussed. Through the comprehensive evaluation index system of geological culture villages with two basic connotations of environmental resources, development conditions and development benefits, seven types of geological relics, agricultural geological resources, human landscape, natural landscape, human settlement environment, public service and development benefit are proposed. The second-level index consists of a total of 16 third-level indicators of the comprehensive evaluation system of geological culture villages. The article aims to lay a foundation for the planning and design of geological and cultural villages through the construction of the evaluation system and promote the healthy and sustainable development of the geological culture villages.

Abstract:It is popular to evaluate the efficiency of a system numerically in recent of studies system economics.Urban land is the basic element in the development of a city.Besides,urban land supply has a direct relationship with the rise and decline of a city and also the regional development.As a system reform,the evaluation of its performance has a practical value,which can help diagnose and predict the activities of urban land supply.In this article,the authors propose that we can change the evaluation on the efficiency of the system into that on the degree of achieving the system goals by evaluating and analyzing the system efficiency.Thus,the authors sum up the evaluation standard of urban land supply system performance in China.Following the rules of fairness and efficiency,and based on land structure,economy,fairness,this paper puts forward an index system of the evaluating performance of urban land supply system preliminarily,and taking Nanjing city as an example for the case study,makes a concrete evaluation of the performance of its land supply system in recent years.
