Abstract:Reactive nitrogen (N) is a requisite nutrient for agricultural production, but results in greenhouse gas and air and water pollution. The environmental and economic impacts of N fertilizer use in China are particularly relevant, as China consumes the largest amount of N fertilizer in the world to meet its soaring food demand. Here, we use an agro-economic land system model (MAgPIE) in combination with a difference-in-differences econometric model to provide a forward-looking assessment of China's fertilizer policies in terms of removing fertilizer manufacturing subsidies and implementing measures to improve agricultural nutrient management efficiency. Our model results indicate that enhancing soil N uptake efficiency and manure recycled to soil alongside fertilizer subsidy removal can largely reduce N fertilizer use and N losses and abate N pollution in the short and long term, while food security remains largely unaffected. Enhancing soil N uptake efficiency appears to be decisive to achieving China's national strategic target of zero growth in N fertilizer use. This study also finds that improving agricultural nutrient management efficiency contributes to higher land productivity and less cropland expansion, with substantial benefits for the environment and food security.
Analysis on the changes of fertilization intensity and efficiency in China's grain production from 1980 to 2019

Abstract:Background: Relieving serious non-point source pollution of nitrogen (N), phosphorus (P), and potassium (K) is an urgent task in China. It is necessary to explore the changing characteristics of chemical fertilization intensity (FI) and efficiency to provide references. A new method of 'relative productivity proportion weight', which was simpler than data envelope analysis, was proposed to construct models of fertilizer allocation efficiency (FAE) and chemical fertilizer integrated efficiency (FIE) by considering NPK multi-inputs and the grain output scale, respectively. Results: During 1980-2014, the FIs of NPK chemical fertilizers in China showed a significant growing trend. After reaching the highest value of 339 kg ha-1 in 2014, FIs were reduced to 303 kg ha-1 in 2019, higher than the 225 kg ha-1 maximum safe usage internationally recognized. Meanwhile, the pattern of change of FAE was one of 'decreasing to increasing', with values of 1 in 1980, 0.66 in 2003, and 0.80 in 2019. FIE basically showed an increasing trend, which could be divided into three stages: the first stage of low efficiency during 1980-2009, the second stage of medium efficiency after 2010, and the third stage of high efficiency after 2018. Conclusion: From 1980 until 2019, a reduction of FAE from 1 to 0.80 with an average of 0.75 was observed in China. FIE was found between 0.65 and 0.85 and had the potential of upgrading by 15-35%. Therefore, China needs to improve the fertilizer use efficiency in order to strive for negative growth of chemical fertilizer intensity and ecological agriculture construction. © 2022 Society of Chemical Industry.

Abstract:China has become the largest consumer of chemical fertilizers. The excessive application of chemical fertilizers has resulted in a series of problems including environmental pollution, seriously threatening China’s sustainable development. Therefore, it is highly important to study the factors driving chemical fertilizer consumption. In this study, we used the panel data of 31 provinces in China and the Tapio decoupling model to explore the coupling relationship between fertilizer consumption, economic growth and crop yield increase, build the IPAT-LMDI model, and identify and analyze the factors driving the observed changes. The results show the following: (1) Since 2015, the consumption of chemical fertilizers in most provinces of China has decreased significantly, and the implementation of the zero-fertilizer policy in various regions has generally achieved remarkable results. (2) Since 1980, China’s crop production and economic development have undergone coordinated growth, but the decoupling relationship between chemical fertilizer consumption and economic growth has changed from weak to strong, and the dependence of China’s crop production on chemical fertilizers has gradually been reduced. (3) Fertilizer consumption in China is promoted by factors related to economic level (Pg), crop value (Cval), fertilizer efficiency (Feff), fertilization intensity (Fein), per capita arable land area (Clap) and population size (P), while it is restrained by factors related to science and technology level (Ffag), agricultural population (P1) and industrial structure (Inst). (4) Fertilizer consumption has arrived at its peak in East China, South China and Central China, while there is still room for growth in the western areas; gaps in economic and technological development between different provinces are the main factors affecting changes in fertilizer consumption. Finally, we offer specific suggestions for improving the efficiency of chemical fertilizers from the perspectives of farming modes and science and technology.

Impacts of chemical fertilizer reduction on grain yield: A case study of China

Abstract:Reducing fertilizer usage is a crucial measure for achieving high-quality development in Chinese agriculture. Utilizing panel data from 31 Chinese provinces spanning from 2004 to 2019, this study empirically analyzes the dynamic relationship between fertilizer application and grain production, exploring the underlying mechanisms. The study findings reveal that the application of fertilizers maintains a positive impact on grain production. The two variables will demonstrate a dynamic alternation between "strong decoupling" and "retreat decoupling," suggesting that grain production may either increase or gradually decline, while fertilizer application exhibits a decreasing trend. Mechanism analysis reveals a distinct substitution relationship between fertilizer use efficiency and application quantity. Increasing fertilizer use efficiency while reducing application quantity still facilitates the stable and increased production of grains. Heterogeneity analysis indicates that the efficiency of fertilizer use has a more pronounced impact on grain yield in the eastern and western regions. Increasing fertilizer quantity is detrimental to wheat yield but has a promoting effect on corn yield. However, in the main grain-producing areas, increasing fertilizer quantity can enhance wheat yield but is unfavorable for the overall grain yield. Additionally, nitrogen fertilizer input has exceeded the optimal level compared to potassium fertilizer. Continuously increasing nitrogen fertilizer input will hinder the increase in grain yield. Therefore, there is a need to shift from the notion of "more fertilizer is better" and focus on improving fertilizer use efficiency to transition from the emphasis on "quantity" to "quality" of fertilizer application.

Current situation of "non-grain production" of cultivated land in China and the research progress of re-tillage and fertilization technology

Abstract:In recent years, the influx of business capital to rural areas, land transfer and adjustment in planting structure have led to the widespread of "non-grain production" of cultivated land in China, which threatens the "1.8 billion mu of arable land protection red line" as well as national food security. Both tillage layer stripped and unstripped are examples of "non-grain production" of cultivated land, which are detrimental to long-term food security because they might reduce soil fertility to varied degrees. In the former case, the original topsoil has been destroyed and the tillage layer is gone. In the latter, there may be impediments such as acidification and salinization. Domestic and international scholars have conducted extensive research on the improvement of degraded soils, including measures with guest soil and soil replacement, the reduction of soil barrier factors, biological fertilization and other measures. There are no systematic research results on the remediation of "non-grain production" of cultivated land. Using data from the National Statistical Yearbook data and literature analysis, we systematically summarized current status of "non-grain production" of cultivated land and key technologies for land improvement, recultivation and fertilization in China, and put forward future directions in this area.

Abstract:Agricultural chemical use has caused a public concern over environmental issue while decisions about applying chemicals are made by individual farmers. The critical decision-making role of farmers relative to agricultural chemical use creates a need for accurate information on their perceptions of various chemical-related hazards and the factors that may influence such judgments. Based on data collected from 177 land operators at Xinxiang County in Henan Province of China, an empirical analysis is conducted to examine the relationship between farmers' character and the behavior of fertilizer application. Study findings reveal that: the characteristics of household head and household, and the nature of farming management positively affect the amount of fertilizers applied; information on fertilizers and the knowledge about environmental impact of fertilizer application have negative impacts by contrast. To formulate effective pollution control policies at the farm level, it is imperative for policy-makers to convey information to producers by demonstration projects, technical assistance, and education programs. Under a changed political environment, some combination of education and economic incentives could be lower cost and more effective tools for achieving desired environmental conservative goals.

Abstract:Overuse and low efficiency of chemical fertilizers have caused severe non-point source pollution in China. The investigation of regional difference and the key influencing factors of fertilization intensities (FI) and efficiency can provide references for decision-makers to establish efficient policies for fertilizer use. Using simple models of fertilizer allocation efficiency (FAE) and fertilizer integrated efficiency (FIE), it was found that the east of China excessively used fertilizers, and both the middle and west showed both excessive and insufficient fertilizer use. The average values of the FIE in the east, middle and west of China were 0.69, 0.68 and 0.64, respectively, all of which were at low efficiency. The inter-provincial differences of FIE throughout the country ranged from 0.47 in Shannxi to 0.94 in Shanghai. The population aging rate (PAR), effective irrigation rate (EIR), natural disasters affected rate (DAR) and disaster damaged rate (DDR) are considered the key factors influencing the FIE, based on the new concept of cumulative weight (CW). PAR and EIR are the positive factors, while DAR and DDR are negative. The average FIE is now 0.67 in China, which implies that the increase of chemical fertilizer use efficiency or the reduction of chemical fertilizer amount has a potential of approximate 33%, with the current grain yield and other inputs unchanged. The increase of fertilizer use efficiency should be conducted under local conditions. Optimized intensification of grain production should be given more attention in the east, and implementing disaster prevention and reduction technologies and water-saving irrigation technologies are the preference in the middle and west of China.

The problem in many developing countries typically has been that because farmers are credit constrained (and perhaps are unused to using chemical fertilizers or do not have access to the appropriate complementary inputs—e.g., high quality seeds and water), farmers do not use enough. Fertilizer use in many countries of Africa, for example, is very low, on average only about 5 to 10 kg ha-1 (4 to 9 lb ac-1).

Abstract:The frequent occurrence of extreme weather in recent years poses a significant threat to food production. Ensuring food production and rationalizing the use of agricultural resources require addressing the problem of the improper application of chemical fertilizers. Several effective measures have been implemented in China to reduce agricultural non-point source pollution. Among them, the reduction of excessive nitrogen fertilizer application proves to be the most effective approach in controlling surface pollution from cultivation. Currently, it is crucial to clarify and quantify crop nutrient fertilizer requirements while evaluating the potential for reducing nitrogen fertilizer usage in China. Nitrogen requirements for major crops grown in China were assessed based on the theory of crop nutrient balance, assuming constant grain production as a guarantee. In this paper, we analyze the potential for nitrogen reduction through short-term, medium-term, and long-term scenario predictions. The results show that in the next 3 years, China has a reduction potential of 34.98%, but this potential is not sustainable. Over the next 10 years, there is a reduction potential of 15.04%, with most provinces experiencing a balanced state of soil nitrogen cycling. Hainan, Beijing, Shaanxi, and Fujian have higher reduction potential, with possible reductions of 69.95%, 64.14%, 60.72%, and 54.10%, respectively. However, there are still provinces in China where nitrogen fertilizer is insufficient, leading to soil nitrogen consumption. Specifically, Heilongjiang, Jiangxi, and Shandong Provinces need to increase their nitrogen fertilizer applications by 87.00%, 35.97%, and 8.31%, respectively. The long-term scenario analysis over the next 30 years shows a reduction potential of 40.96%. Among the regions analyzed, Hainan, Beijing, Shaanxi, Fujian, and Ningxia have higher nitrogen fertilizer reduction potentials, with values of 78.97%, 78.48%, 74.25%, 67.87%, and 67.72%, respectively. However, Heilongjiang Province still needs to increase nitrogen fertilizer application by 44.20% to address soil nitrogen depletion. Conversely, Tibet and Qinghai, with high organic fertilizer yields, lower chemical fertilizer usage, and low nitrogen loss coefficients, are well-suited for organic agriculture development. For areas with high organic fertilizers usage and a risk of fertilizer loss, we recommend implementing the organic-inorganic mixed fertilization planting mode.

Abstract:As one of the modern agricultural productive factors,chemical fertilizer plays an important role in China's food security.However,due to the excessive and unreasonable utilization of fertilizer,a series of ecological and environmental problems arise,of which agricultural non-point source pollution is drawing increasing concern.Against this background,formula fertilization with soil testing technology began to be promoted in 2005 and had basically covered all country areas in 2013.In order to evaluate its environmental and economic effect at the macro level including the national level and the major grain producing provincial level,and separate the contrition of the technology from that of other factors,evaluation analysis was carried out by employing province-level panel data from 2000~2013 on the basis of theoretical analysis of EKC model,C-D model and supply-response model.The results show that the technology has significant environmental effect on major grain producing provinces.The intensity of fertilizer utilization reduces 13.5%,with nitrogen reducing 15.4% after the technology is applied.But for the whole country,the contribution from this technology is not significant.Meanwhile,economic effects are significant at both national and local level.Agricultural output grows 7% in China as a whole and 17.3% in major grain producing provinces.The results,while verifying the contribution of this technology,reflects that it has been mainly applied to grain crops so far since the effects in major grain producing provinces are better than that in nation,whether environmentally or economically.
Reducing China’s Fertilizer Use by Increasing Farm Size

Abstract:The excessive use of fertilizer has resulted in serious environmental degradation and a high health cost in China. Much research has focused on the technological innovation to improve fertilizer use efficiency in crop production, but the socioeconomic constraints are at present poorly understood. Here, we find that fertilizer use on a per-area basis sharply decreased with the increase of farm size; surprisingly, the crop yield is higher in large-scale farms compared to that in smallholder farms in China. High labor cost suggests a low machinery level in smallholder farms, which inhibit the application of precise fertilization technologies and management based on scientific knowledge. Meanwhile, the dependence of income from cropland is lower for smallholder farmers who have part-time jobs in urban areas compared to the professional farmers in large-scale farms. Therefore, compared to smallholder farms, large-scale farms are generally more sensitive to the increase of fertilizer price and would reduce their fertilizer use if withdrawing fertilizer subsidies that used to be considered as the key driver of fertilizer overuse. Considering the dominance of smallholder farms in China, increasing farm size should be integrated into the actions such as improving technological innovation and providing better information transfer to achieve the goal of no increase in Chinese fertilizer use. Abstract:Face-to-face interviews (n = 553) were conducted in five counties in East-Central China to study farmers' fertilizer application behaviors, decision-making processes, attitudes towards adopting better fertilizer application technologies, and environmental consciousness. The survey results revealed widespread fertilizer misapplication and highly variable application behaviors in the study regions. The lack of scientific knowledge on fertilizers and the absence of guidance from agricultural extension services have forced the farmers to rely on personal judgment and advice from fertilizer dealers and friends to make decisions in fertilizer application. Overall, farmers have been idiosyncratic in fertilizer application with limited adoption of better fertilizer application technologies. There are great potentials for reducing pollutant load from agricultural runoff through promoting scientific fertilizer application in the regions. However, farmers' diverse preferences over agricultural extension programs necessitate an integrated approach emphasizing farmer involvement throughout the development of such programs for promoting better fertilizer application practices.

Abstract:Today, conventional industries are suffering more and more rigorous environmental limits, market competition and impact of newly emerging industries. Transform and upgrade conventional industries is an important problem of sustainable development in China. How to realize the transformation of green chemical industry and promote green development of the whole society is one of the key links. Based on the analysis of key chemical industry development domestically and abroad, successful experiences of advanced countries are summarized. The development of green chemical industry of China and its peak value and turning point are analyzed. Finally, green development strategies and policy suggestions are proposed. Status-quo, problem and trend of nitrogen fertilization in China

Abstract:Nitrogen( N) plays a key role in the formation of crop yield and quality. This paper reviews the rational N application which includes rate, time and method, and also includes combinations of manure and straw etc. It points out that the severe N loss in the applied process and after fertilization is the main problem of fertilization in Chinese cropland. Based on the farmer investigation and the rational N rate from the field experiments, the proportion of overuse N of farmers’ fields occupies about 33% of total investigated fields. However, on the basis of regional scale, comparing with average recommended N rate, the average N rate per sowing area for overuse, rational and insufficient N rate account for 20%, 70% and 10% of the total sowing area, respectively. Generally, the phenomenon of overuse is common, especially in cash crop such as vegetable and fruit tree. We further proposed a method for estimating national N fertilizer demand in this paper. By using three different kinds of estimating method and comparing with actual national total N fertilizer consumption from 1980 to 2010 , the actual total N fertilizer consumption is not excessive ( 27. 9 × 106 t N annually from 2006 to 2010 ) if extensive fertilization;but if with the improved fertilization techniques, the total N fertilizer consumption should be about 19. 6 ×106 t N annually from 2006 to 2010. Using five different kinds of predicting method shows that the national rational N demand for 2020, 2030 and 2050 is 21. 0 ×106 t N, 21. 7 ×106 t N and 23. 1 ×106t N, respectively, if we improve the fertilization technologies. On the contrast, the national rational N demand for 2020, 2030 and 2050 is 30. 4 ×106 t N, 31. 4 × 106 t N and 33. 4 × 106 t N if we still use extensive fertilization. This paper further analysis the differences among China, the US and the Western Europe on the crop production and N fertilization rate. It also further analysis the importance of manure and carbon application on enhancing soil organic carbon and N pools in Chinese cropland.
Spatial-temporal Coupling Relationship Between Chemical Fertilizer Application and Grain Yield in China at City Scale

Abstract:Fertilizer application is viewed as a double-edged sword, for it can increase grain production and ensures food security, at the same time, it can lead to degradation of eco-environment. At present, it is urgent to explore the spatial-temporal coupling relationship between fertilizer application and grain production, so as to provide effective measures and references to maintain food security and ecological safety. Selecting 336 administrative regions at the prefecture level as study units, the paper analyzes the changing features of China's grain production and fertilizer application in the spatial-temporal pattern, and the coupling relationship between fertilizer application and grain production as well as its dynamic process from 2005 to 2015. The findings are obtained as follows. (1) Both fertilizer application and grain production showed upward trends from 2005 to 2015, and regional differences in fertilizer application presents a decreasing trend from "main production areas, production-and-sales balancing areas to main sales areas". Meanwhile, the overall trend of grain production among different regions tends to increase from "main production areas, production-and-sales balancing areas to main sales areas". (2) Fertilizer application roughly presents a stepwise increase from "East-Centre-West", while grain production growth apparently shows north-south differential characteristics. (3) From the perspective of spatial distribution, the areas east of Aihui-Tengchong line were featured as "double-high areas" compared with "double-low areas" west of the line; moreover, "inefficiently-fertilized" areas were shrinking and "other-factor-influenced" areas expanding. (4) In the course, the coupling relationship between grain and fertilizer was dominated by "double-increase type" with other types positioning secondarily; and the relationship was mainly transforming towards "double-increase type" and "other-factors-affected type".

Abstract:In recent years, agricultural growth in China has accelerated remarkably, but most of this growth has been driven by increased yield per unit area rather than by expansion of the cultivated area. Looking towards 2030, to meet the demand for grain and to feed a growing population on the available arable land, it is suggested that annual crop production should be increased to around 580 Mt and that yield should increase by at least 2% annually. Crop production will become more difficult with climate change, resource scarcity (e.g. land, water, energy, and nutrients) and environmental degradation (e.g. declining soil quality, increased greenhouse gas emissions, and surface water eutrophication). To pursue the fastest and most practical route to improved yield, the near-term strategy is application and extension of existing agricultural technologies. This would lead to substantial improvement in crop and soil management practices, which are currently suboptimal. Two pivotal components are required if we are to follow new trajectories. First, the disciplines of soil management and agronomy need to be given increased emphasis in research and teaching, as part of a grand food security challenge. Second, continued genetic improvement in crop varieties will be vital. However, our view is that the biggest gains from improved technology will come most immediately from combinations of improved crops and improved agronomical practices. The objectives of this paper are to summarize the historical trend of crop production in China and to examine the main constraints to the further increase of crop productivity. The paper provides a perspective on the challenge faced by science and technology in agriculture which must be met both in terms of increased crop productivity but also in increased resource use efficiency and the protection of environmental quality.

Abstract:China is facing one of the largest challenges of this century to continue to increase annual cereal production to about 600 Mt by 2030 to ensure food security with shrinking cropland and limited resources, while maintaining or improving soil fertility, and protecting the environment. Rich experiences in integrated and efficient utilization of different strategies of crop rotation, intercropping, and all possible nutrient resources accumulated by Chinese farmers in traditional farming systems have been gradually abandoned and nutrient management shifted to over-reliance on synthetic fertilizers. China is now the world’s largest producer, consumer and importer of chemical fertilizers. Overapplication of nitrogen (N) is common in intensive agricultural regions, and current N-uptake efficiency was reported to be only 28.3, 28.2 and 26.1% for rice, wheat and maize, respectively, and less than 20% in intensive agricultural regions and for fruit trees or vegetable crops. In addition to surface and groundwater pollution and greenhouse gas emissions, over-application of N fertilizers has caused significant soil acidification in major Chinese croplands, decreasing soil pH by 0.13 to 2.20. High yield as a top priority, small-scale farming, lack of temporal synchronization of nutrient supply and crop demand, lack of effective extension systems, and hand application of fertilizers by farmers are possible reasons leading to the over-application problems. There is little doubt that current nutrient management practices are not sustainable and more efficient management systems need to be developed. A review of long-term experiments conducted around the world indicated that chemical fertilizer alone is not enough to improve or maintain soil fertility at high levels and the soil acidification problem caused by overapplication of synthetic N fertilizers can be reduced if more fertilizer N is applied as NO3− relative to ammonium- or urea-based N fertilizers. Organic fertilizers can improve soil fertility and quality, but long-term application at high rates can also lead to more nitrate leaching, and accumulation of P, if not managed well. Well-managed combination of chemical and organic fertilizers can overcome the disadvantages of applying single source of fertilizers and sustainably achieve higher crop yields, improve soil fertility, alleviate soil acidification problems, and increase nutrient-use efficiency compared with only using chemical fertilizers. Crop yield can be increased through temporal diversity using crop rotation strategies compared with continuous cropping and legume-based cropping systems can reduce carbon and nitrogen losses. Crop yield responses to N fertilization can vary significantly from year to year due to variation in weather conditions and indigenous N supply, thus the commonly adopted prescriptive approach to N management needs to be replaced by a responsive in-season management approach based on diagnosis of crop growth, N status and demand. A crop sensor-based in-season site-specific N management strategy was able to increase Nuptake efficiency by 368% over farmers’ practices in the North China Plain. Combination of these well-tested nutrient management principles and practices with modern crop management technologies is needed to develop sustainable nutrient management systems in China that can precisely match field-to-field and year-to-year variability in nutrient supply and crop demand for both single crops and crop rotations to not only improve nutrient-use efficiency but also increase crop yield and protect the environment. In addition, innovative and effective extension and service-providing systems to assist farmers in adopting and applying new management systems and technologies are also crucially important for China to meet the grand challenge of food security, nutrient-use efficiency and sustainable development.
