Abstract:Clean development mechanism is one way of cooperation between developed and developing countries to decrease gases emission in the Kyoto Protocol.Since the Kyoto Protocol has inured on Feb 26th,2005,CDM goes into operation around the world.It is said that China has the most potential to implement the CDM projects.For the sake of practice application on CDM,based on literatures and important documents,this paper analyses the progress and the development trend on CDM.

Abstract:Based on the brief introduction to programmatic CDM international rules and implementing experiences from the PCDM case studies,the article conducted analysis on priority implementation areas of PCDM,and further sorted out the implementing barriers and difficulties as well as the future research topics.By analyzing the key factors that affect PCDM implementation,the authors hold the opinion of PCDM would be with great implementing prospect in China.PCDM activities will not only help to reduce greenhouse gas emissions,but also facilitate sustainable development of the host country.

Abstract:The Clean Development Mechanism (CDM) is expected to help Annex I countries achieve their binding commitment through a cost-effective way and to promote sustainable development in non Annex I countries including China, which has been the largest host country in the CDM market. This paper aims at reviewing the CDM practice followed in China from institutional arrangement to the risk and barriers faced by the project owners. The analysis shows that a clear institutional setting and implementation strategy is crucial for the effective implementation of CDM projects. The geographic uneven distribution of the CDM project partly due to the uneven capacity building practice can be removed by knowledge transfer and the learning by doing method. The sectoral uneven distribution caused by lack of proper methodology and unsatisfied technology transfer caused by risk consideration are also discussed. The experience and lessons learned from the CDM practice in China will be meaningful and valuable not only for other slow starters like Africa to improve their capacity but also for the international negotiation of future CDM regime aiming at expanding the coverage of CDM and fostering technology transfer.

Abstract:The multi-project standardized baseline for Clean Development Mechanism(CDM) is an improvement proposal for the current project by project baseline approach.This paper analyzes current status of CDM methodologies and indicates that the standardized baseline could improve CDM project development and approval efficiency and save project developers' transaction costs.However,some issues and challenges would arise during the development and application of standardized baseline,such as the increase of costs and workloads on new methodology development,the difficulty of data availability in host countries,the limitation of bottom-up operational modes,over or under estimation on emission reductions,the need of periodical updates,infeasibility for project types with high leakage,incapability for the simplification and improvement on monitoring methodologies,and etc.This paper thus provides operational proposals on applicable project types for standardized baseline,the development and application mode,the treatment for leakage emission sources and the matching improvement on monitoring methodologies.

Abstract:Game modeling is used to analyze the mechanism of tying-in technology transfers and clean development mechanism（CDM）.This study analyzes the equilibrium results of tied-in transaction and separate transactions and the effects of dual tying-in technology clean development mechanism（TCDM） mechanism.Tying-in of technology transfer and CDM extends CDM and is beneficial overall.Tying-in cooperation is stable when the two transactions cannot be implemented independently.However,when the two transactions can be implemented independently,the cooperation is stable only if the carbon price is within a certain range.The TCDM mechanism further extends the CDM,by developing countries exchanging emission reductions for technology transfers from developed countries,to achieve a win-win-win scenario for developed and developing countries and the global climate.
The impact and mechanism analysis of Clean Development Mechanism on the synergistic effects of pollution mitigation and carbon reduction

Abstract:The establishment of the Clean Development Mechanism (CDM) has greatly improved China's carbon emission trading system. However, due to the unbalanced development of CDM in China, the effects and mechanism of CDM on reducing pollution and carbon are still unclear. In order to explore the effects and mechanism of CDM on the synergistic effects of pollution mitigation and carbon reduction, we first set up a theoretical analysis framework. Utilizing panel data from 254 prefecture-level cities across China spanning from 2004 to 2021, we employ a synergy degree model of composite system to evaluate the synergistic effects of pollution mitigation and carbon reduction. By treating CDM as a quasi-natural experimental research subject, we construct a multi-period difference-in-difference model to assess the CDM projects' effects. Our findings indicate a positive association between CDM projects and the synergistic effects of pollution mitigation and carbon reduction. Heterogeneity analysis reveals that CDM projects located in the western region, areas with lower levels of economic development, non-resource cities, non-old industrial bases, and projects with Certified Emission Reductions issued exhibit the most pronounced synergistic effects. Specially, dynamic policy effect analysis shows that only non-resource cities and non-old industrial bases exhibit enhanced policy implementation regarding CDM. Mechanism analysis demonstrates that CDM primarily enhances synergistic effects through improved energy efficiency, technological innovation and energy transition. These findings enrich empirical investigations concerning market-driven emission reduction policy in China, shedding light on pivotal pathways for synergistic control of pollution mitigation and carbon reduction and offering valuable policy insights for comprehensive economic and social green transformation in China.

Abstract:After the quick development in the past years,CDM is now facing such major challenges as:low system efficiency,to-be-improved transparency,consistency and impartiality of the decision making process of EB,uncertainties during the validation/ registration/verification/issuance process,unstable market demand and price,imbalanced regional distribution of CDM projects,and the significant stability of international CDM rules after 2012.The Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol at its fifth session provided further guidance relating to the CDM,including,inter alia,requests the CDM Executive Board(EB) to publish detailed explanations and the rationale for decisions making,requests the EB to take into account input from relevant international organizations and Parties involved in its decision-making process,requests the EB to establish modalities and procedures for direct communication with project participants as well as procedures for appeal in relation to the negative decisions/ruling made by the designated operational entity/EB,gives special treatment to host countries with fewer than 10 registered projects,including,inter alia,to defer the payment of the registration fee until the first issuance,to develop top-down methodologies that are particularly suited for application in these countries and to provide loan to support project development.

Abstract:China is now facing huge pressure from both the domestic concern of energy security and the global community’s call for emission reduction commitment. As one of the major energy consumers and greenhouse gas emitters, China’s iron and steel industry has a huge clean development mechanism (CDM) potential. This article both quantitatively and qualitatively analyzes the current status of CDM project activities in the iron and steel industry in China, including characteristics of approved project types, applicable methodologies, and potential technology fields. From the perspective of project implementation, the article summarizes development barriers such as high investment risk, difficulty in project identification, strict requirements on PPDs, long registration waiting time, and etc. Policy suggestions are also put forwarded to help better promote the development of CDM projects in the iron and steel industry.

Abstract:Project boundary setting and leakage treatment are two important issues to be considered when a clean development mechanism (CDM) project is being designed. There are still many uncertainties concerning these two issues. This paper reviews the concepts of project boundary setting and leakage in CDM projects, cites the types and sources of leakage, discusses the principles for determining leakage, and gives some proposed methods for dealing with leakage. A case study, using several steps to solve the boundary and leakage problems, shows how the analyzed principles and treatments can be implemented in a real project. Based on the result of the case study, the methods discussed are shown to be appropriate for settling leakage issues.

Abstract:Greenhouse gas emission reduction policy of international shipping is under debate and the mechanism to be implemented may have significant impact on development of shipping sector in China.Measures reducing emission from technology,implementation and market based mechanisms are encouraged by International Maritime Organization.Energy efficiency design index and ship energy efficiency management plan aiming at improving shipping energy efficiency is an important part in the technology and implementation aspect,and efficiency-based measures are also paid much attention in market based mechanisms.Facing the current emission reduction policy situation of international shipping,effective encountering measures need to be studied so that shipping sector in China have more opportunity for further development.Clean development mechanism(CDM) is the only mechanism that is related to developing countries in the Kyoto Protocal and much experience has been accumulated in CDM projects implementation.CDM and efficiency based greenhouse gas reduction mechanisms in international shipping are compared and suggestions are given for shipping industry of China to cope with international efficiency-based greenhouse gas emission reduction mechanism.

Abstract:Coastal cities have the natural resource endowment and location advantages to develop new energy. However, heterogeneity in the economic development of China's coastal cities has led to differences in the outcomes of environmental regulatory policies and related programs. To elucidate the difference, this paper obtained 5074 clean development mechanism (CDM) projects, which serves as a key instrument of the Kyoto Protocol designed to assist developing countries in achieving sustainable development through project-based emissions reductions and conducted a causal identification through quasi-experiment. And DID as well as DDD models are applied to identify the CDM effects on cities' economic development. Main findings are: (1) Through the DID regression, this paper finds that the development of CDM projects have promoted the development of the city's economy and lead to the upgrading of cities' industries. (2) The promoting effects in economic development and employment are more prominent in coastal cities with high levels of economic development. (3) CDM can better facilitate economic development and employment in less developed coastal areas when implemented in conjunction with economic promoting policies. By applying quasi-experimental methods, including DID and DDD models, the research introduces a novel approach to assess the causal effects of CDM projects on city economies, offering fresh insights into sustainable development policies.

Abstract:The study hypothesizes that the environmental, social, and governance (ESG) of the host country have a significant effect on clean development mechanism (CDM) implementation. As CDM incorporates sustainable development as one of the objectives for the green transition, many countries endeavor to adopt and implement CDM as their cleaner production method. Based on the institutional theory, the study aims to investigate the mechanism by which the institutional process of each ESG pillar makes an opportunity for a host country and to see how such country-specific factors influence the implementation of CDM projects. A county-year unbalanced sample drawn from World Bank and multinational CDM project data was analyzed using panel logistic and Poisson regression. Panel regression results show that high-energy intensity and low renewable electricity output as an environmental pillar positively affect CDM implementation. Unemployment and undernourishment as a social pillar positively affect CDM whereas low government effectiveness and the high rule of law positively affect CDM. In the results of zero-inflated Poisson regression, the direction of government effectiveness was upturned. The findings have broadened and deepened the ESG pillar based on the institutional theory and emphasized sustainable development rather than economic outputs.
