Abstract:It was proved in this paper that there exists a labeled resolvable block design LRB (4,3; v ) if and only if v ≡0 (mod 4) and v ≥8, with 8 possible exceptions. It was also proved that there exists a nearly Kirkman system NKS (2,4; v ) if and only if v ≡0 (mod 12) and v ≥24, except possibly when v =264 or 372.

Abstract:Let λKv be a λ-fold complete graph.A 4-star design is an ordered pair D =（X,B）,whereX = V（λKv）,and B is the set of subgraphs of λKv which are isomorphic to 4-star graphs（called blocks）,such that every edge of occurs in a unique block of λKv.If can be partitioned into the parallel classes（which are partitions of X）,then D is called a resolvable 4-star design.If can be partitioned into the almost parallel classes（which are partitions of X ／ {x} for some）,then D is called an almost resolvable 4-star design.In 2009,Danziger et.al showed that the necessary conditions for the existence of a resolvable 4-star design are also sufficient.In this paper,the necessary v≡1（mod 5）,λ≡0（mod 8）conditions for the existence of an（v,λ）4-ARS are also proved to be sufficient by direct constructions and recursive constructions.

Abstract:The existence of large sets of Kirkman triple systems (LKTSs) is one of the best-known open problems in combinatorial design theory. Steiner quadruple systems with resolvable derived designs (RDSQSs) play an important role in the recursive constructions of LKTSs. In this paper, we introduce a special combinatorial structure RDSQS*(v) and use it to present a construction for RDSQS(4v). As a consequence, some new infinite families of LKTSs are given.

Abstract:A design is said to be super‐simple if the intersection of any two blocks has at most two elements. A design with index tλ is said to be λt ‐decomposable, if its blocks can be partitioned into nonempty collections Bi , 1≤i≤t , such that each Bi with the point set forms a design with index λ . In this paper, it is proved that there exists a 23 ‐decomposable super‐simple (v,4,6) ‐BIBD (balanced incomplete block design) if and only if v≥16 and v≡1(mod3) .

Abstract:Even though Peltesohn proved that a cyclic (v,3,1)-design exists if and only if $v\equiv 1,3\pmod{6}$ as early as 1939, the problem of determining the spectrum of cyclic (v,k,1)-designs with k>3 is far from being settled, even for k=4. This paper shows that a cyclic (v,4,1)-design exists if and only if $v\equiv 1,4\pmod{12}$ and $v\not\in\{16,25,28\}$.

Abstract:Let(v,u×c,λ)-SBIBD denote a(v,u×c,λ)-splitting balanced incomplete block design of order with block size and index.Necessary conditions for the existence of a(v,u×c,λ)-splitting BIBD are v≥uc,λ(v-1)≡0(mod c(u-1)),and λv(v-1)≡0(mod c2u(u-1)).The investigation for the existence of splitting BIBDs has theoretical sig-nificance and is closely connected with design theory,graph theory and splitting authentication codes.In this paper,applying difference method and recursive construction,we show that there exists a(v,3 × 4,1)-splitting balanced in-complete block design for v≡1(mod 96).As its consequence,we obtain a new infinite class of optimal 4-splitting au-thentication codes.

Abstract:Let K_1(3) = {k : k ≡ 1 ( mod 3)} . For w ∈ K 1(3) , a (v, K_1(3)∪{w^*}) -PBD is a pairwise balanced design on v points with block size from the set K 1(3) in which there is at least one block of size w . In this paper, we investigate the existence problem for ( v , K 1(3) ∪ w * )-PBDs and give a complete solution to this problem. As its applications, we solve completely the embedding problem for directed designs DB(4,1; u )s. In addition, we also apply our ( v , K 1(3) ∪ w * )-PBDs to do embeddings for near resolvable triple systems and nested Steiner triple systems and give unified and simple new proofs of two known theorems. Some new 4-GDDs are constructed as well.

Abstract:Two resolutions of the same 3-design are said to be orthogonal when each parallel class of one resolution has at most one block in common with each parallel class of the other resolution. If a Steiner quadruple system has two mutually orthogonal resolutions, the design is called doubly resolvable and denoted by DRSQS. In this paper, we define almost doubly resolvable candelabra quadruple system and then to get a recursive construction of DRSQS, i.e., for , if there is a DRSQS( n ), then there exists a DRSQS and a DRSQS .

Abstract:Bose proved the inequality $b\geq v+r-1$ for resolvable balanced incomplete block designs (RBIBDs) and Kageyama improved it for RBIBDs which are not affine resolvable. In this note we prove a new lower bound on the number of blocks $b$ that holds for all BIBDs. We further prove that for a significantly large number of BIBDs our bound is tighter than the bounds given by the inequalities of Bose and Kageyama.

Abstract:A Steiner quadruple system of order with resolvable derived designs (every derived Steiner triple system of order v at a point is resolvable), abbreviated as RDSQS , has been used to construct a large set of Kirkman triple systems of order 3 v . In this paper, an RDSQS is reduced to an overlarge set of Kirkman triple systems of order v with an additional property (OLKTS ), which plays the same role in constructing an LKTS(3 v ) as an RDSQS . Some recursive constructions of OLKTS s are also established. As a result, some infinite classes of OLKTS s and LKTSs are obtained.

Abstract:Locally repairable codes (LRCs) were proposed to reduce the repair degree in distributed storage systems. In particular, LRCs with availability are highly desirable for distributed storage systems, since this kind of codes provide the mechanism of local repair for code symbols and parallel reading of hot data. In this paper, we propose four types of (n, k, r, t)(q) LRCs from combinatorial designs. We introduce several constructions of LRCs with strict availability and some constructions of distance-optimal LRCs with information-symbol locality. Most of our constructions in this paper are over F2, i.e., they are suitable for implementation.

Abstract:We prove the existence conjecture for combinatorial designs, answering a question of Steiner from 1853. More generally, we show that the natural divisibility conditions are sufficient for clique decompositions of simplicial complexes that satisfy a certain pseudorandomness condition. As a further generalisation, we obtain the same conclusion only assuming an extendability property and the existence of a robust fractional clique decomposition.

Abstract:Non-interactive zero-knowledge (NIZK) proof systems are very useful for statement verification without interaction in cryptography; they entail just one message, called the proof, that convinces the verifier of the truth of the statement without leaking any extra information. Many NIZK proof systems are related to quadratic residuosity languages and follow three main steps. First, the prover and the verifier sample a common reference string (CRS) in some particular form. Second, the prover proves that n is a Blum integer (BL , n = p 1 t 1 · p 2 t 2, where p 1 and p 2 are different primes both congruent to 3 modulo 4, and t 1 and t 2 are odd). Third, various statements (e.g., NQR n , OR n , AND n , T ( k , t ), and 3 SAT) can be proven by the prover based on the properties of BL . In this study, we improve the NIZK proof system for n ∈ BL based on the special distribution of the square roots modulo n and embed this proof in the third step. Moreover, we show that the CRS can be sampled more efficiently using the improved process.

Abstract:In 2003, Tuan showed a finiteness theorem for block-transitive point-imprimitive 3- (k(k−1)2+1,k,λ) designs. As a generalization of this result, we consider the block-transitive point-imprimitive 3- (v,k,λ) designs with v . Let D=(P,B) be a 3- (v,k,λ) design admitting G as a block-transitive point-imprimitive automorphism group, and G preserve a partition C of the points into d imprimitivity classes of size c , here v=wk(k−1)s+1 , s,w are two positive integers with gcd(s,w)=1 and 2w . We prove that, for a given positive integer s , there are only finitely many numbers v such that there exist nontrivial block-transitive point-imprimitive 3- (v,k,λ) designs with c,d≥3 . Moreover, we obtain the classification for this type of designs when s≤10 .

Exponential Lower Bounds for Smooth 3-LCCs and Sharp Bounds for Designs

Abstract:We give improved lower bounds for binary $3$-query locally correctable codes (3-LCCs) $C \colon \{0,1\}^k \rightarrow \{0,1\}^n$. Specifically, we prove: (1) If $C$ is a linear design 3-LCC, then $n \geq 2^{(1 - o(1))\sqrt{k} }$. A design 3-LCC has the additional property that the correcting sets for every codeword bit form a perfect matching and every pair of codeword bits is queried an equal number of times across all matchings. Our bound is tight up to a factor $\sqrt{8}$ in the exponent of $2$, as the best construction of binary $3$-LCCs (obtained by taking Reed-Muller codes on $\mathbb{F}_4$ and applying a natural projection map) is a design $3$-LCC with $n \leq 2^{\sqrt{8 k}}$. Up to a $\sqrt{8}$ factor, this resolves the Hamada conjecture on the maximum $\mathbb{F}_2$-codimension of a $4$-design. (2) If $C$ is a smooth, non-linear, adaptive $3$-LCC with perfect completeness, then, $n \geq 2^{\Omega(k^{1/5})}$. (3) If $C$ is a smooth, non-linear, adaptive $3$-LCC with completeness $1 - \varepsilon$, then $n \geq \tilde{\Omega}(k^{\frac{1}{2\varepsilon}})$. In particular, when $\varepsilon$ is a small constant, this implies a lower bound for general non-linear LCCs that beats the prior best $n \geq \tilde{\Omega}(k^3)$ lower bound of [AGKM23] by a polynomial factor. Our design LCC lower bound is obtained via a fine-grained analysis of the Kikuchi matrix method applied to a variant of the matrix used in [KM23]. Our lower bounds for non-linear codes are obtained by designing a from-scratch reduction from nonlinear $3$-LCCs to a system of "chain XOR equations": polynomial equations with similar structure to the long chain derivations that arise in the lower bounds for linear $3$-LCCs [KM23].

In this paper, it is proved that there exists a completely reducible super‐simple (CRSS) (v , 4 , 4 ) balanced incomplete block design ((v , 4 , 4 ) ‐BIBD for short) if and only if v ≥ 13 and v ≡ 1 or 4(mod 12 ) . A q ‐ary constant weight code (CWC) of length v with weight w and distance d is denoted as a (v , d , w ) q code. The maximum size of a (v , d , w ) q code is denoted as A q(v , d , w ) , and the (v , d , w ) q codes achieving this size are called optimal. CRSS designs with index q − 1 are closely related to q ‐ary CWCs. By using the results of CRSS (v , 4 , 4 ) ‐BIBDs, A 5(v , 6 , 4 ) s are determined for all v ≡ 0 , 1 , 3 , 4(mod 12 ) , v ≥ 12 .

Refined Absorption: A New Proof of the Existence Conjecture

Abstract:The study of combinatorial designs has a rich history spanning nearly two centuries. In a recent breakthrough, the notorious Existence Conjecture for Combinatorial Designs dating back to the 1800s was proved in full by Keevash via the method of randomized algebraic constructions. Subsequently Glock, K\"{u}hn, Lo, and Osthus provided an alternate purely combinatorial proof of the Existence Conjecture via the method of iterative absorption. We introduce a novel method of refined absorption for designs; here as our first application of the method we provide a new alternate proof of the Existence Conjecture (assuming the existence of $K_q^r$-absorbers by Glock, K\"{u}hn, Lo, and Osthus).
