Abstract:The increasing scarcity of resources and the escalating complexity of reality make the fairness ensuring in energy activities even more difficult. In this context, energy justice, as an emerging cross-field, tries to provide solutions based on practical problems. In the face of the surge of energy justice publications, it is necessary to review them in time, so that we can comprehend the significant achievements and the research directions worthy of further exploration. With the help of visualization tools, this paper conducts a comprehensive quantitative analysis of 1,910 energy justice publications. Based on the results, we reach the following main conclusions: (1) The energy justice publications have only emerged rapidly in recent years; (2) The research hotspots are closely related to the renewable energy transition; (3) The distribution of prominent contributors in this field is relatively concentrated. The main contribution of this study is to comprehensively display the essential characteristics of the literature in this field, such as the evolutions of research themes and the performances of research contributors in different dimensions, so as to provide readers with an effective way to understand the knowledge structure in this field, and help related researchers rationally examine the existing results.

Abstract:Social science research has raised questions of energy justice, including issues pertaining to affordable energy, the right to be involved in decisions and the negative impacts of energy production. However, the justice perspective involves problems in balancing human needs and planetary boundaries, including understanding human needs as sociotechnical constructions. From a feminist perspective, the ethics of care was proposed decades ago and has since then been reformulated and expanded from primarily including the care for humans to also include care for nature, other species, and even technologies. Unlike the concept of justice, ethics of care are context-based and relational. This paper will compare and discuss the ethics of care versus justice in relation to a future energy system that is expected to be renewable and built on smart technologies to control and align energy production and consumption.

Abstract:Theories of energy justice are standardly used to evaluate decision-making and policy-design related to energy infrastructure. All too rarely attention is paid to the need for a method of justifying principles of justice as well as justice-based judgments that are appealed to in this context. This article responds to this need by offering an engaged ethics approach to normative justification useful for energy justice theory. More specifically, it presents a method of public reflective equilibrium and shows its potential as systematic method for both anchoring analyses of justice in practically relevant judgments and for critically examining perceived injustices. The method is developed and demonstrated through the case of injustices related to a hypothetical but realistic case of wind power development. Participants were invited to a process of justifying justice-claims, using a version of the method of public reflective equilibrium. They reflected on a preliminary normative framework created by the research team and visually depicted by a graphic artist. The analysis of the workshop identifies the following three themes as particularly important for just wind power development: (1) establishing trust among the stakeholders; (2) questioning energy demand; and (3) identifying the right site and scale for energy decisions. All three themes have to do with fair procedures. The latter part of the paper explores what this means for theorising energy justice and outlines a theory of imperfect procedural energy justice.

Abstract:The intersection of energy transitions and equity is a rapidly expanding area of research and concern. Within this literature, energy democracy and energy justice have arisen as two equity-related concepts sharing both overlap and distinctions, at times leading to conceptual confusion and diverging recommendations on how to address their overlap. Given the importance that research adequately wrestles with the intersection of energy transitions and equity, it is critical that scholars do not inadvertently obscure the complexities inherent in this field of research. With this in mind, our perspective paper illustrates the uniqueness of these concepts, with particular focus on energy democracy.While energy justice has arisen as a valuable academic framework for assessing critical energy issues, we differentiate energy democracy as both a critique of dominant approaches to energy transitions and the offering of an alternative vision involving the reconfiguration of social relations in energy systems. We argue that without understanding the broader struggles in which energy democracy is embedded, it may otherwise be difficult to understand why its distinctiveness matters. Our paper therefore situates energy democracy within broader struggles to prefigure a democratic economy. Further, we argue that critical engagement with these broader social movements and their associated literatures may position energy researchers to better wrestle with challenges facing energy democracy and energy transitions, including systemic power imbalances, Western biases in equity-related frameworks, and the structural barriers inherent in existing economic systems.

Abstract:This article acts as an editorial to a Special Issue that addresses energy policy failure which advances a range of solutions. These contributions and how energy justice specifically can address the issues are highlighted. Energy justice as a concept and with its five key principles of justice (distributive, procedural, restorative, recognition, and cosmopolitan) can contribute to transformative change which the articles demonstrate is already visible in some countries. This is highlighted here in this article with further examples in the case of the United States, Colombia, and South Africa. Further, given the scientific reports from the United Nations and the Intergovernmental Panel on Climate Change there is now an urgency about reform. Societies need to meet their energy and climate goals for 2030 and 2050. Infusing energy justice throughout the energy sector will deliver this together with a safer, fairer, equitable, and more inclusive world. This aspiration should be the same across the world as the continued failure of energy policies is a global challenge where we are all ‘world citizens’ in the battle for a just transition to a low-carbon econmy.

Abstract:Many academic approaches that claim to consider the broad set of social and ethical issues relevant to energy systems sit side-by-side without conversation. This paper considers three such literatures: Value Sensitive Design, Responsible Research and Innovation and the Energy Justice framework. We argue that whilst definitions of these concepts appear, on face value, to be united by a common normative goal – improving the social outcomes and mitigating sensitivities at the interface of technological energy systems and human livelihoods –, their existence in academic silos has obscured complementarities, which, once synthesized, might increase their overall academic and practical relevance. This paper fills the emergent gap of critically discussing the concepts and their strengths and challenges as well as how they could contribute to each other. It compares: (1) the things that they claim to tackle, (2) the solutions they claim to provide and (3) the points that clearly distinguish one approach from another (if any at all). Not only does this make this paper the first of its kind, but it also makes it an impactful one. With each concept gaining various degrees of support in academia and practice, our discussion reveals where tensions exist and where positive gains can be made. We identify five opportunities for collaboration and integration with implications for the achievement of energy systems that are acceptable from a societal and ethical perspective.

Abstract:This article aims to define the category of energy colonialism in order to analyse the conflicts that are arising due to the deployment of renewable energy megaprojects in the Global South and in the peripheries of the Global North. First, the limits of the corporate energy transition are questioned, and based on an exhaustive bibliographic review, the category of energy colonialism is formulated along with six dimensions that characterise it: geopolitical; economic and financial inequalities; power, violence, and decision making; land grabbing and dispossession; impacts on territories and commons; resistance and socio-territorial conflicts. Based on this framework, we analyse and juxtapose different expressions of energy colonialism in four case studies; the isthmus of Tehuantepec (Oaxaca, Mexico), the territories of Western Sahara occupied by Morocco, the Saami territory in Norway, and the rural territories of Spain. The results from this study allow us to conclude that energy colonialism is a useful concept for understanding and critiquing the effects of the corporate energy transition and establishing a base for grassroots and decolonial alternatives in both the Global North and South.

Abstract:ABSTRACT The complexity of economic development and humanitarian crises means that energy science and technology should be involved in actions that address almost every major challenges of ecosystem health and sustainability. Energy is the engine of the world economy and the key to ecosystems’ functioning, which also has a great impact on global warming. The energy crisis, environmental pollution, overuse of natural resources, water supply shortages, global climate disruption, and deteriorating ecosystems are major challenges to address in order to achieve the United Nations Sustainable Development Goals (SDGs). In light of the frontiers in energy sciences and disruptive innovation in eco-tech, we recognize the need to review and establish working mechanisms that identify and examine issues that are critical to future sustainable development, to offer advice to decision-makers in different social sectors (public and private), to secure a shared future for mankind, and to achieve shared prosperity and common interests through international communications and collaborations.

Abstract:Energy justice remains relatively under-researched outside of the Western context, especially in Asia. This paper addresses that gap by investigating the process of energy transition in Taiwan through the socio-spatial lens and institutional points of view. The paper underscores the urgency of recognizing and addressing the overlooked social injustices across different territories, advocating an integrated planning approach that incorporates a just energy transition perspective to reduce the uneven negative impacts of deploying renewable energies across communities and regional territories. Drawing on a case study of the Changhua region, the paper identifies conflicts arising from the rapid deployment of renewable energy, such as land use changes that displace farming activities and negatively affect rural stakeholders. The findings suggest the need to urgently address the gap between top–down goals in energy transition and bottom–up considerations to raise awareness and prevent injustices that risk deepening the existing socio-economic inequities. This paper also proposes a new framework for both new research and policy for (just) energy transition, incorporating distributional, procedural, and recognitional concerns together with a critical view on the cross-scale and cross-sectoral integration as part of the spatial planning process.

Abstract:The concept of a Just Energy Transition (JET) has gained prominence in sustainable development discussion, with impact assessment serving as a key foundation for advancing global energy justice. Currently, the primary assessment frameworks encompass distributional justice, procedural justice, and restorative justice. However, these dimensions exhibit a certain degree of overlap, and a standardized set of metrics for their evaluation remains conspicuously lacking. To address this research gap, this study employs a literature review and logical reasoning to construct a comprehensive framework consisting of four distinct assessment dimensions: cognitive justice, distributional justice, procedural justice, and redistributive justice. The framework delineation the boundaries and logical relationships among these dimensions. This study emphasizes the foundational role of cognitive justice, positioning it as the cornerstone upon which other dimensions of justice rely. Moreover, it puts forth a constructive argument that future generations, as direct beneficiaries, should bear additional responsibility to uphold intergenerational justice. This multi-dimensional framework deepens our understanding of the complexities of JET and encourage critical discourse on the subject.

Abstract:Ever-increasing energy demands pose huge environmental challenges globally. The strategies and methods that are chosen to address the energy crisis will, in part, determine the possibility of fulfilling the 1.5-degree global warming target set by the Paris Agreement, and of achieving the United Nations Sustainable Developmental Goals, two vital and ambitious objectives for humans in the coming decades. While numerous inventory and modelling approaches have been developed to evaluate direct and indirect energy requirements at multiple scales from industries to cities and to the global economy, a discussion on their implications for environmental sustainability is long overdue. In this study, we provide an overview of the research paradigm and the important approaches that have been developed to address energy sustainability and review the papers included in this Special Issue, which are representative of some of the major advancements in energy, carbon, and other hybrid footprint approaches. This Special Issue aims to gather and harmonize state-of-the-art energy accounting frameworks, models, and metrics that benefit the promotion of global sustainability.
Temporalities of energy justice: Changing justice conceptions in Dutch energy policy between 1974 and 2022

Abstract:The concept of energy justice is increasingly adopted by policymakers and scholars. We argue that, although the use of the concept is new, normative interpretations of what is just have been part and parcel of energy policy as dynamic conceptions, changing to reflect the socio-cultural and socio-technical transitions of their time. To show this dynamic nature of justice conceptions, we analysed 13 key policy documents outlining the course of energy policy in the Netherlands in the period 1974 to 2022. Our analysis identified four periods in which different justice conceptions were dominant. We found that justice conceptions broadened over time and changed in the relative importance of certain aspects of justice: from primarily being regarded as a distributive concern to including and emphasising procedural and recognition justice. Our analysis shows that conceptions of justice are spatially and time sensitive, continuously being re-interpreted and re-enacted. Based on this insight, we propose for energy justice scholarship to view justice more as a highly contingent and spatially and time sensitive concept. This understanding asks of policymakers to engage in continuous, representative dialogue with societal actors to share heterogeneous conceptions of justice, using participatory processes open to a societal redefinition of priorities.

The Research Topic encompasses diverse topics, ranging from smart energy frameworks for urban communities and off-grid renewable energy deployment in Mexico to the impact of institutional support on the coalbed methane industry. It further investigates complex grid investment decisions, solar-based irrigation adoption in water-scarce regions, and risk management in power supply projects. Additionally, the Research Topic delves into financial aspects, exploring the pricing of Public-Private Partnership (PPP) project Asset-backed Securities (ABS) products, the impact of managerial competence on corporate carbon performance, and equity-based predictions for the energy industry. The influence of innovation on fossil fuel abandonment in low and middle-income countries and the significance of climate risk for green innovation in heavy-polluting industries are also examined. Abstract:One fundamental aspect of the energy transition involves fostering the active involvement of citizens in the energy system, going beyond their traditional roles as mere "consumers" or "customers." This shift hinges on individuals' perceptions and displays of energy citizenship. While no universal consensus exists, indicators of energy citizenship include increased awareness of energy issues, incorporation of energy considerations into lifestyle choices, and direct participation in the energy system. Despite this acknowledgement, the current literature lacks an overarching conceptual framework for understanding energy citizenship. This study employs a hybrid methodology, merging systematic and integrative literature reviews. The objective is to explain how existing studies conceptualise energy citizenship, outlining key dimensions and drivers in the literature. The findings reveal that drivers of energy citizenship span socio-political, economic, environmental, psychological, and ethical dimensions.

Abstract:Currently, the research agenda of energy transition is gaining momentum. This paper conducts a comprehensive review of this body of research by presenting a framework that describes the connotations, mechanisms, and effects of energy transitions. The study concludes that the energy transition will lead to the reconstruction of energy system elements beyond the energy sector, with the dual connotations of explicit transition and implicit transition. The explicit transition is usually captured by statistic data and information, for instance, energy utilization type, structure, form, transportation mode, and spatial pattern. The implicit transition involves shifts in energy security, geopolitical structure, energy power, energy justice, and energy governance, which receives relatively less attention in current literature. The energy transition is a highly socialized process, driven by many intertwined factors such as technological innovation, market mechanisms, policy arrangements, and sociocultural factors, triggering profound socio-economic and ecological effects. Looking ahead, it is urgent to pay attention to the multi-scale effects of energy transition, avoid the risks brought by energy transition, and ultimately achieve just energy transition. This paper provides a novel perspective and contributes to the literature on theoretical understanding and advancement of energy transition.

Abstract:Ecosystem services justice is an emergent research field. Over the past decade, research on ecosystem services has increasingly developed a justice perspective and incorporated it into its conceptual and empirical frameworks. This perspective aims at providing a review of the emergent strands of research addressing ecosystem services justice, and at creating an outlook on future research needs and frontiers. The review departs from central critiques to the ecosystem service approach, which have been foundational for the research field of ecosystem services justice. To be precise, we address three different research strands on which justice issues arise. First, ecosystem services production, considering the (increasing) commodification of ecosystem services, the concentration of ecosystem services production assets and the role of trade-offs in production capacities. Second, the distribution of ecosystem services benefits under the aspects of unequal vulnerabilities, the consideration of accessibility and individual's capabilities to obtain ecosystem services. Third, the recognition of ecosystem services pluralisms, including socially differentiated forms of wellbeing, plural values and knowledge concerning ecosystem services. While ES justice has strongly advanced from a scientific perspective, we are still lacking a stronger reflection of these advances in practice. Future research, we argue, needs to develop holistic procedural frameworks for integrating the complexity of ecosystem services justice, addressing the ecosystem services production under consideration of historic inequalities, the distribution of ecosystem services benefits with respect to people's diverse needs, vulnerabilities, and capabilities, as well as diverse wellbeing-, value-, and knowledge-systems. The social-ecological understanding of ecosystem services co-production, which recognizes the dynamic and reciprocal relationship between humans and ecosystems, is identified as a crucial framing for this endeavor.
