Abstract:A two-level game model is applied to explain foreign policy-making in terms of the interactions between international and domestic politics. Using the two-level game model to observe China’s diplomacy, the authors discover that since the reform and opening-up, China’s foreign policy-making environment has changed in the direction of increased foreign exchanges, a pluralization of actors, and public politics. Thus, China’s foreign policy-making model has been transformed from an international-level game to an international and domestic game. In the process of decision-making, the decision makers have to face dual pressures from international and domestic politics and to make careful decisions under both pressures. An empirical analysis of China’s bargaining for accession to the GATT and WTO verifies this hypothesis.

Abstract:Thc success of China's approach to transition has produced many challenges to the conventiorial wisdom in economic theory. The transition in essence is a process of institutional changes from those of a planned economy to those of a market economy. In the paper we argue that the economic institutions of the planned economy are endogenously shaped t)y the adoption of a comparative advantage-defylng (hereafter CAD strategy) heavyindustry-oriented development strategy in a capital scarce economy. It is, hence, suggested the completion of China's transition to a market economy, which requires the elimination of institutional distortions in the planned economy, depends on final resolution of viability issue of enterprises in CADS priorlty sectors.

Abstract:Wedevelop a theory of institutional change and apply it to analyze China's transition toward capitalism. We focus on how product market competition induces institutional change through the interaction between bureaucrats and managers in regional government-controlled economies. When cross-regional competition is sufficiently intense, each region has to cut production costs. Given that the efforts of managers are not verifiable, local governments may have to grant total or partial residual shares to the managers. In general, intense product competition stimulates the rise of a private property system. We submit our theory to a vigorous empirical test using China's industrial census data of more than 400,000 firms. On Regional Equilibrium of Industrial Land Price and Management Strategy Based on Game Theory

Abstract:The prevailing low industrial land price policy being implemented throughout China in order to attract investment has caused a direct result of extensive industrial land use and may make the industrial distribution and regional production factor endowments inappropriate. Moreover, such land price policy will make the country’s overall industrial layout irrational and cause the industrial agglomeration degree to decline, thus affecting China’s industrial competitiveness in the international arena. In the developed coastal areas of China, the industrialization is in an accelerated stage. To curb the driving down of prices of industrial land transactions around China and promote the intensive utilization of land, the regional balance of industrial land price has become a research question to be answered immediately.By employing game theory and taking China’s developed coastal areas as the object of study, this paper makes model assumptions of the existing tax system and land expropriation. And introducing investment transfer coefficients and land price loss coefficients and assuming the different local governments as an insider, we build the local governments’ expectation to win the game theory model and analyze the model parameters for scenario analysis. Furthermore, the analysis shows the possibility interval of the local governments who may have adopted the normal premium strategy, low premium strategy and the mixed strategy. Finally combined with the relevant investigation cases, the application analysis of the model is laid on the basis of a regional industrial land management strategy which stressed that local governments should consider the social costs in the industrial land transactions and the system conditions needed for the industrial.

Abstract:This paper explores the politically determined development objectives and the intrinsic logic of government intervention policies in east developed countries. It is argued that the distorted institutional structure in China and in many least developed countries, after the Second World War, can be largely explained by government adoption of inappropriate development strategies. Motivated by nation building, most least-developed countries, including the socialist countries, adopted a comparative advantage defying strategy to accelerate the growth of capital-intensive, advanced sectors in their countries. In the paper we also statistically measure the evolution of government development strategies and the economic institutions in China from 1950s to 1980s to show the co-existence and co- evolution of government adoption of comparative advantage defying strategy and the trinity system.

Abstract:Based on the analysis of the influence of foreign trade on the structural adjustment of a country and several existing theories,this paper aims to analyze the effects using qualitative methods on the basis of several theories and the model.In addition,a quantitative analysis of OLS is adopted in light of the concrete conditions of China.The conclusion is drawn from the results of the analysis that China's foreign trade may have an impact on the upgrading of industrial structure.Thus,based on the analysis above and the current international environment,several countermeasures and suggestions for the industrial structure adjustment of China are presented.

Abstract:With the alternative perspective of ‘institutional paradigm’ derived from the work of Douglass North and inspired by institutional economics, this paper explores the PRC's political economy from its formative period to the Reform Era. The author tries to show why State power, with overall control of the economic resources in the planned economy, was not total due to inefficient property rights, in which the State was not able to attain authority and legitimacy, and crises of national security occurred naturally. Economic reform has almost totally reconstructed economic and administrative institutions, but the party-centered State power remains unchanged. This paper shows why and how the State protects State-owned enterprises, which belong to the most influential group as well as being part of the established pillar of power. It also shows that the State protects and inspires non-State enterprises because they can produce maximum production and provide more resources for State power. Thus, the economic transition is full of paradoxes due to these internal conflicts with high institutional costs.

Abstract:The evolution of Chinese environmental policy and politics can be better understood in the broader context of institutional changes that have taken place since the late 1970s. In this study, an analytical framework was established to analyze how overall institutional changes were reflected in the roles of relationships between governmental and non-governmental actors engaged in environmental governance. Institutional changes were observed at three levels: informal institutions (cultural traditions, and political ideology); formal institutions (the polity, political system, property rights, and judiciary); and governing mechanisms (structures, regulatory approaches, and incentives). This analysis of interactions between institutional changes and the changing environmental process explained not only the drives and constraints behind China’s environmental policy evolution so far but also shed light on future challenges and opportunities.

Abstract:ABSTRACTDrawing insights from the institutional embeddedness perspective, this article explores the changing patterns and significance of two types of strategic networking along with the institutional transformation in China. Using two-wave survey data on Chinese private firms, we find that after the state relaxed its control of resources the importance of networking with the state tends to decline, while ties with market actors become increasingly important. Determinants of network investment have shifted from managers’ perceived importance of different types of network ties to a firm's immediate institutional environment. Finally, the impact of networking on firm growth has also altered over time. These findings advance our understanding of the crucial role of the institutional environment in shaping firms’ networking strategies and have important theoretical and practical implications.
Changes and Their Causes in China-EU Division Structure after China’s Entry into WTO: A Study from Intra-Industry Trade Viewpoint

Abstract:From the Intra-Industry Trade(IIT) perspective,this paper analyzes changes in the China-EU division structure after China’s entry into WTO,and investigates into the decisive factors of such changes by using bilateral panel data from 10 EU member countries.The results indicate that after China’s entry into WTO,the China-EU division structure has been largely subject to the inter-industry trade stemming from differences in national factor endowments;and there is an apparent "North-South" characteristic in the development of the China-EU IIT,marked by an overwhelmingly dominant role played by low-quality vertical IIT(LVIIT).It is also suggested that trade structure and trade openness degree are in positive relationship with the development level of China-EU IIT.Lastly,foreign direct investment(FDI) from EU to China,which has no significant effect on overall bilateral IIT and vertical bilateral IIT,has a certain degree of positive impact on bilateral horizontal IIT.

Abstract:New Institutional Economics,a newly-developed subject in the theory of economics,has caught the eyeball in the academic field for its remarkable capability of elaborating realistic situation. The spread of New Institutional Economics took place when it was in the critical stage that the reform in China was in urgent need of theoretical elaboration and theoretical guid-ance. The process of 30 years of reform and opening up shows that the reform practices in China and the theoretical development of New Institutional Economics form a positive interaction situation based on their own needs. On the one hand, New Institu-tional Economics has made great progress based on the research of reform practices in China. On the other hand,New Institu-tional Economics has also been playing an important theoretical guidance role in promoting the ongoing reform in China. There-fore,New Institutional Economics can still provide important theoretical support for the reform after the Third Plenary Session of the 18th CPC Central Committee.
Institutional Regime Shift in Intellectual Property Rights and Innovation Strategies of Firms in China

Abstract:This study develops a novel conceptual framework to understand the differential impact of formal institutional regime shift in intellectual property rights on the innovation and patenting strategies of Chinese and Western firms operating in China. We argue that to the extent that Chinese firms have been deeply embedded in China’s informal institutions, they are less responsive to formal institutional changes than Western firms operating in China. Using the major China patent law reform of 2001 as an exogenous event, we find results consistent with our key arguments: With the strengthening of the previously weak (utility model) patent protection, Chinese firms are less likely to apply for such patents to safeguard their innovations than Western firms. However, this difference becomes less pronounced in regions with higher quality intellectual property rights and legal institutions that foster research and development and innovation, and when Western firms gain longer operational experience in China. This study advances our understanding of the intricate interaction between formal and informal institutions and specifically how “stickiness” may arise in their substitutive relationship because of the embeddedness of firms in informal institutional environments. It also provides important implications for policy and innovation strategies for policy makers and firms in emerging economies.

On the Position and Function of the State in the Change of Insurance Institution

Abstract:The present paper, through an analysis of the development of insurance institution in China since 1949, intends to show that the arrangement of insurance institution, like that of other stateowned financial institutions, is generated by combined systems which are determined by China's particular dualstructure. Since its founding in 1949, China has witnessed a great change in its insurance industry. The commercial insurance, which had disappeared for 20 years and was reestablished in 1979, has undergone a surprising development with an annual growth rate of 34%, which is unique in the world. All these can be proved by the theory on institutional transition. From the entry of American International Assurance(AIA) into China in 1992 to the establishment of several shareholding insurance companies and foreignfunded ones in 1996, it can be seen that tens of foreign and domestic insurance companies competed against each other,with the pattern of insurance property becoming diversified very quickly within ten years and especially with more areas open to foreign companies. During this period the change of insurance institution was characterized by the continued expansion of the scale of stateowned property while the boundary of property began to shrink. The boundary has shrunk quicker after China's entry into the WTO. The fundamental causes are: (1) Since China's adoption of reform and openingup policy, the insurance institutions monopolized by the State have been gradually unable to meet the market need and the State's incomeandcost function has thus changed. That is why the State chose to open the domestic insurance market rationally, granting market access to several domestic insurance companies. (2) With the integration of world economy intensifying, external impact will be on our country after openingup. Both the formidable competitiveness of foreign insurance companies and the immense pressure confronting China after its entry into the WTO have caused the government to make planned concessions in terms of property boundary and to open the market to foreign capitals step by step on condition that the interest of domestic insurance companies is guaranteed. (3) Domestic companies can, through competing and collaboration with their foreign counterparts as well as demonstration and competition, enhance their competitiveness and resistance against risk, gain the management experience from them, and make scientific use of insurance fund so as to decrease state controlling cost accordingly.

Abstract:The theory of new institutional economics provides a powerful tool for analyzing the transformation and innovation of China's discipline inspection and supervision system. Changes in the discipline inspection and supervision system include induced and coercive transformations, with changes in interest patterns and power relationships having a significant impact on institutional change. Path dependence and institutional breakthrough mechanisms jointly influence the process of institutional change. Based on this, the paper also discusses the policy background and motivations for the innovation of the discipline inspection and supervision system, and proposes directions for institutional innovation, including strengthening the leadership of the Party, diversifying supervision, and expanding cooperation.
