Abstract:Construction supervision companies (CSCs) in China are engaged by owners mainly to ensure a project is constructed safely and to the quality standards as required under the law in a supervision system that has existed for decades, their credibility and integrity being vital for project safety assurance and quality control. Recently, the Chinese government has proposed a credit scoring mechanism to assess the credibility of CSCs and requested the incorporation of credit scores into the CSC selection processes for public projects. This study investigates the status quo of the credit scoring mechanism and evaluates how credit scores have impacted the competitiveness of CSCs when bidding for supervising public projects by analyzing the bidding results of 5582 public projects and credit scores of 514 CSCs in Nanjing, the capital city of Jiangsu Province in China. The results show that (1) the average CSC credit scores have followed a downward trend in recent years; (2) the score weights in the selection process have significantly increased and the scores start to impact on bidding results when their weights are at or above 4%; (3) signs of local protectionism have been observed as local CSCs have significantly higher credit scores than non-local CSCs; and (4) high scoring CSCs are more competitive than others in terms of revenue generation. The study provides an insightful understanding of China's existing credit scoring mechanism and its impact on the selection of CSCs for public sector projects, often a major concern of policymakers, researchers, and industry practitioners.

Abstract:Which mode of governance is better for general human assets in labor market? With a review of Williamson's theory about labor organization and an analysis of the enforcement of Labor Contract Law,this paper proposes social governance of a neutral kind as a main mode of governance of general human assets in the labor market.Being neither national nor market-oriented,this mode should be social.In both theory and practice,market-oriented and national governances have obvious limitations.Only through formation and transformation(from primary governance of an individual kind to the one of an expanded organizational kind) of the social governance can the labor market of the general human assets have a long-term social mechanism for the orderly development.In this process,the reform of labor union turns to be critical.
Discussion on the Organizing Mechanism of Labor Training Based on the Construction Labor Subcontracting System

Abstract:by reviewing recent literature and telephone interview, this paper analyzes the problems and reasons in construction labor training, and argues that low level of labor organization is an important bottleneck. Fortunately, the establishment of construction labor subcontracting system is a good chance to resolve it effectively. Based on this system, a new organizing mechanism can be set up, in which labor subcontracting company is the core organizer of training. In addtion, economic analyses on the premise of labor training, the procedure of organizing, and competi-tion, incentive and constraint policies, is discussed. Finally, the paper points out that construction labor training in China should be from the organized by government to self organizing by labor subcontracting company, that is, " two-stage training".

Abstract:With China's entry into the World Trade Organization (WTO), the Chinese construction market will be increasingly open and finally become part of the international market. Because of different social and economic systems, as well as different historical and cultural backgrounds, contractors are likely to encounter different risks in different markets. Based on questionnaires and case studies, this paper adopts an importance evaluation index and makes an importance evaluation of various risks encountered by Chinese contractors when contracting for projects in Chinese markets. This paper also makes comparisons between and analyses of the research findings and related available investigation results. The Cox-Stuart trend increase test method is applied in the current research, the results indicating that the variance corresponding to the importance index value tends to increase as the risk event importance decreases. This tendency shows that those investigated tend towards unanimity in terms of higher importance risk events. This paper also examines the reliability of the questionnaires by means of Cronbach's Alpha Coefficient. The research shows that the main risk currently encountered by Chinese contractors in domestic markets includes owner's irregular behavior and government departments' interference in construction markets. China's accession to the WTO has provided greater opportunities for international contractors to enter the Chinese construction market. Therefore the research results described in this paper can provide valuable data enabling international contractors to gain a better understanding of the potential risks in the environment of the Chinese construction market.

Abstract:The papers in the Architectural Science Review are refereed, but the journal contains sections that are not refereed, because they contain expressions of opinion which may not be scienti. cally veri. able. These are the Editorials, the Book Reviews, and Letters to the Editor. The following interesting paper by Zeng, Chen and Tam is also in that category, and it is therefore published as a Letter to the Editor. The Chinese construction market is, and will continue to be, attractive to construction firms of the world. When China joins the World Trade Organization, many foreign contractors can enter the construction market. This confronts the Chinese indigenous construction firms with unprecedented challenges. Due to the deep-imprint of the traditional planned economy, the industrial structure of construction has been severely distorted in China, which results in excessive competition and low profitability. This paper investigates the industrial structure, the market distribution, and the size concentration of firms using concentration ratios, Lorenz curve and Gini coefficient. The Gini coefficient is found to be 0.196, reflecting a very low concentration of firms in the construction industry. The paper also studies the contributing factors to such a structure, including capital requirements, product differentiation, legal barriers, scale of economies and exit barriers, which lead to the phenomenon of low concentration. Finally some recommendations for restructuring the industry such as raising entry barriers and lowering exit barriers are proposed.

Abstract:The construction industry plays an important role in promoting China's economic development, but it also brings a series of social problems. The social responsibility of construction enterprise has aroused widespread concern and is worthy of further study. Domestic scholars' research on corporate social responsibility usually stays in the broadest sense, and has not been specific to a particular industry. Through literature survey, conceptual analysis and comparative research methods, this paper defines the concept of the social responsibility of construction enterprise. Embarking from the stakeholder theory and combining with the characteristics of construction industry, we propose a five-dimensional model of the construction enterprise social responsibility, including employees, communities, the environment, property owners and subcontractors. Then, based on the literature study and practical understanding of construction corporation, this paper recognizes factors which affect social responsibility behaviors of constructing corporations, namely corporate strength and external pressures. Finally, considering the impact of the corporate life cycle, it shall be treated differently when we evaluate and manage the social responsibility of construction enterprise.
Collaborative Governance of Tower Crane Safety in the Chinese Construction Industry: A Social Network Perspective

Abstract:Tower crane safety governance is an important issue related to the sustainable development of China's construction industry. The complex collaborative relationship among stakeholders determines the efficiency of tower crane safety governance. From the perspective of social networks, this study constructs a collaborative governance structure model of tower crane safety from four dimensions, i.e., transaction, supervision, dependency, and communication, and analyzes the structural characteristics of tower crane safety collaborative governance and the mutual relationship among stakeholders. The results show that the tower crane safety governance process has a strong collaborative effect, but that collaboration in terms of supervision and communication among stakeholders is currently poor. The tower crane property owner occupies the core position, so their decisions have a great impact on tower crane safety. The power of the government is too large, and the power of supervision is too small, which affects the collaboration enthusiasm of other stakeholders, thus reducing the overall collaboration efficiency. The findings provide theoretical support for tower crane safety management in the construction industry in China. The social network perspective presented in this study can be applied to clarify relationships among stakeholders in other construction safety governance fields.

Abstract:A shortage of skilled laborers has constrained the new development path called Construction 4.0, which is proposed to improve the construction industry with advanced technologies. It should be noted that the mismatch between labor skills and technological progress will harm the sustainable development of the construction sector. In China, a three-tier management structure consisting of contractors, labor subcontractors, and laborers is widespread in the labor market. Considering the relationship between laborers and construction firms, promoting construction labor professionalization depends on the cooperation of general contractors and labor subcontractors. Previous studies have focused on training techniques and methods, but have neglected to investigate whether stakeholders are willing to cooperate in training labor. Considering that the standard workforce is more likely to receive human resource investment, this paper aims to analyze the strategic choice of related stakeholders in cultivating the standard workforce. Since evolutionary game theory has proven to be an effective method to study the symbiotic evolution between stakeholders, this paper will apply it to develop an evolutionary game model and conduct analysis. Moreover, this research examines how government incentive policy affects the dynamic evolution process of cultivating a standard workforce. The results suggest that without government incentives, general contractors and labor subcontractors tend to choose a contingent workforce. When the government subsidy reaches a certain level, general contractors and labor subcontractors are willing to cooperate in cultivating a standard workforce. Additionally, it is worth noting that compensation for labor subcontractors is relatively more effective than that for general contractors in promoting construction labor professionalization. Furthermore, some suggestions and countermeasures are proposed to help to cultivate a standard workforce in China.

An Analysis on the Causes of Low Labor Contracting Rate of Migrant Workers in China-The Analytical Framework Based on Labor Market Segmentation and Industry Segmentation

Abstract:The labor contracting is an important approach to protect labors, but the contracting rate of migrant workers in China had just a temporary rise after the implementation of Law of the People’s Republic of China on Employment Con?tracts in the year of 2008,since then it has been almost stagnant with the lapse of time. Based on the labor market segmen?tation theory and industry segmentation theory, we construct a four-quadrant analytical framework including two dimen?sions: labor market and industrial organization,and analyze the operating mechanism of labor contracting in each quadrant. Combining with the analysis of the current situation of periphery industry and migrant workers in China, we also build a simplified game model of labor contracting,and then we hold that the three straits of “organization failure”,“market fail?ure” and “government failure” in labor contracting of migrant workers under the combination of periphery industry and secondary labor market are the primary reasons for the standstill contracting rate of migrant workers. Finally, we put for?ward some corresponding conclusions and policy recommendations.

Abstract:There has been an increase in research on risk management practice in the construction industry. However, little research has been conducted to systematically investigate the overall aspects of risk management on the perspectives of various project participants. This paper reports the findings of an empirical Chinese industry survey on the importance of project risks, application of risk management techniques, status of the risk management system, and the barriers to risk management, which were perceived by the main project participants. The risk management strategies adopted in the Three Gorges Project were also studied. The study reveals that: Most project risks are commonly of concern to project participants; the industry has shifted from risk transfer to risk reduction; current risk management systems are inadequate to manage project risks; and lack of joint risk management mechanisms is the key barrier to adequate risk management. Future studies should be conducted to systematically improve the risk management in construction by different approaches that facilitate equitable sharing of rewards through effective risk management among participants. Such studies should also consider the establishment of an open communication risk management process to permit the corporate experience of all participants, as well as their personal knowledge and judgment, to be effectively utilized.

Abstract:This paper aims at presenting the analysis of the views of construction participants in China’s construction industry on three major site safety issues. First, data from three distinctive roles (project managers, safety officers, and foremen) on site safety knowledge were analysed. Results indicate that they have low levels of safety knowledge. This is consistent with the existing literature, implying that safety training and education is a major issue around the world. In addition, the views of project managers and safety officers are further elicited on the second issue (that is, factors affecting site safety) and the third issue (that is, methods for improving project safety management). Results indicate that both parties have quite consistent views. The six most important factors are “lack of attention to safety protection by workers”, “lack of attention to safety management by main contractors/project managers”, “insufficient safety training”, “inadequate safety level”, “tiredness of workers”, and “poor quality of construction materials and equipments”. The five most promising methods are “increase in safety investment in terms of manpower, capital and finance”, “improvement in safety operations”, “no alcohol at work”, “increase in safety training and education for workers”, and “increase in safety inspection”. Discussions are given in this paper.

Abstract:China is becoming the largest construction site in the world. Along with the appearance of a large number of fiercely competitive construction companies and the introduction of new construction techniques and materials, personal injury and fatal accidents in construction sites have continued to occur. However, the law regarding construction safety is also changing and improving. This paper on the construction safety legislative framework was prepared with the support of the Ministry of Construction and the State Administration of Working Safety in China. It is based on a comprehensive literature review and in-depth interviews with legislators, government officials and other participants in the construction process. A clear picture of the current situation relating to construction safety legislation in China is presented. After a brief review of the history of construction safety, the newly formed legal framework is described. Several major challenges have been identified and discussed, for example insufficient regulations and codes, poor coordination within and between the ministries and commissions, pervasive corruption. Suggestions are made for the promotion of construction safety in China, including the improvement of the legislative system based on the three principal laws, and the requirement that owners should bear legal responsibilities.

Abstract:Construction is one of the most hazardous industries due to its unique nature. Measured by international standards, construction site safety records in China are poor. This paper aims to examine the status of safety management in the Chinese construction industry, explore the risk-prone activities on construction sites, and identify factors affecting construction site safety. The findings reveal that the behavior of contractors on safety management are of grave concern, including the lack of provision of personal protection equipment, regular safety meetings, and safety training. The main factors affecting safety performance include ‘poor safety awareness of top management’, ‘lack of training’, ‘poor safety awareness of project managers’, ‘reluctance to input resources to safety’ and ‘reckless operations’. The study also proposes that the government should play a more critical role in stricter legal enforcement and organizing safety training programs.

Abstract:PurposeIn China, external supervision on construction safety mainly comes from the government and supervision engineers (SEs). However, the construction safety supervisory mechanism (CSSM) contains some dilemmas affecting the improvement of safety performance, such as the declining impact of SEs, the increasing rent-seeking behaviors of contractor and excessive government interference. This study aims to depict and analyze the CSSM in China from an evolutionary game view. The objectives are to understand the supervision strategy and evolutionary behaviors of different stakeholders, propose suggestions for improving safety performance and help the key safety supervision stakeholders, especially the government, formulate a suitable safety supervision strategy.Design/methodology/approachThis research uses tripartite dynamic evolutionary game theory to study the CSSM in China and solve the stable equilibrium solution using system dynamics.FindingsThis study has revealed the game relationship of construction safety supervision mechanisms in China and solved the stable equilibrium solution. The results prove that a supervision engineer (SE) plays a crucial role in the CSSM, and “supervision engineer useless” is an unreasonable assertion. For government supervision agency (GSA), excessive inspection and free-market regulation are neither wise strategies. GSA can reduce the inspection frequency when general contractors (GCs) input high safety investments and SEs implement responsible supervision. But keeping proper government supervision to avoid GC's unlawful behaviors and SE's rent-seeking is indispensable. In addition, excessive governmental supervision will weaken SE's role, so the government should transfer some supervision powers to SE.Originality/valueThis study focuses on the dynamic evolution process between GSA, GC and SE. This method is different from most research that neglected the dynamic characteristic of system and game solution stability. The research methods not only contribute to construction safety supervision policy-making in China but also help to improve supervision efficiency in other countries and other fields.

The Internal Labor Market and the Transformation of Labor Relations in China: Based on Survey Data and Fieldwork on Migrant Workers in the Pearl River Delta

Abstract:Our survey data on migrant workers in the Pearl River Delta region from 2006 to 2010 and recent fieldwork show that the enactment of the Labor Contract Law encouraged both the signing of labor contracts and the long-term nature of these contracts, making enterprises more willing to increase investment in human capital, increase employee insurance and welfare and give more attention to human-centered management, leading eventually to the establishment of an internal labor market that incorporates migrant workers. This is accompanied by progress in human resources management techniques and strategies in SMEs and private enterprise. Although the Labor Contract Law to some extent intensified the tendency for migrant workers to undertake collective protection of their rights, the establishment of an internal labor market could also ease the tension between labor and capital and lead to employees becoming more rational and prudent in safeguarding their rights, thereby providing a basis for a transition from confrontation to win-win cooperation between labor and capital. The Labor Contract Law has accelerated and strengthened the trend of individualized development in China's labor relations. The protection of labor rights through the two channels of the "rigid" legal system and "flexible" internal management can help reduce the risk of large-scale collective labor disputes and establish a relatively harmonious institutionalized labor relationship.

Based on the theory of the transaction cost and institutionalism, Author develops repeated game models and argues that the governance structure of Little Science should be the combination of non-integration and non-relational contract. Author shows that the governance structure of China's Little Science is improperly built, which should be rebuilt by de-administrative.
