Abstract:At the time of negotiation of the configuration of cooperative supply chain, the potential agents have only a vague idea about the expected gains of the coalitions, so distribution of the gains can be vague, imprecise, and uncertain. Therefore, this paper applies a new model, the model of game with fuzzy coalitions, to the problem of configuration of CSC. The theorems of trapezoid fuzzy number are used to construct a coalition membership function. In the final, a case study is presented to demonstrate the application of the model in this paper.
Game and Optimization Models for Effects of Carbon Emissions Tax on B2B International Trade

Abstract:This study investigates how carbon emissions tax affect the B2B international trade by a two-echelon supply chain composed of one manufacturer and one retailer, who locate in different countries with different carbon tax rate. Based on the benchmark model without carbon emissions tax, the model with carbon emissions tax is established. Comparing firms’ optimal decisions and maximum profits between the two models, this paper finds that the domain is divided into two regions. In Pareto improvement region, both customers and firms can benefit from the carbon emissions tax policy. Further, this region is determined simultaneously by two countries’ carbon taxes, which indicates when policy makers enact carbon emissions tax, they should consider how the upstream or the downstream country enact carbon tax rather than considering own country’s situation separately. In addition, with regard to the Non-Pareto improvement region, we find the revenue sharing contract can coordinate the supply chain and achieve a Pareto improvement when the coordinated parameter satisfies a certain condition.
Game Theory-Based Optimization of Taxi Fare in Taxi Market of China

Abstract:The hearing system provides a game platform for dealing with the optimization problem of taxi fare due to the taxi market regulations and the variation of operating cost in taxi market of China. In this paper, a bi-level programming model is proposed for optimization of taxi fare in monopoly market, as simultaneously considers the equilibrium between the social welfare and profit of taxi firms. The upper-level problem is a set of formulations ensuring maximization of social welfare under constrain on taxi fare restriction of government in taxi industry. The lower-level model aims to maximize the profit of taxi firms from fare revenue and maintains the positive value of firm profit and supply-demand equilibrium of taxi market. The Lagrangian approach is used to transform the lower model into upper model with K-K-T conditions, and the bi-level programing model becomes a single-level programing model. The Genetic Algorithm and Simulated Annealing algorithm are respectively designed to solve the model. A numerical calculation is presented to illustrate the accuracy and efficiency of proposed model and algorithms in a real urban road network of Harbin.

Abstract:This paper presents a quantitative and computational method to determine the optimal tax rate among generating units. To strike a balance between the reduction of carbon emission and the profit of energy sectors, the proposed bilevel optimization model can be regarded as a Stackelberg game between the government agency and the generation companies. The upper-level, which represents the government agency, aims to limit total carbon emissions within a certain level by setting optimal tax rates among generators according to their emission performances. The lower-level, which represents decision behaviors of the grid operator, tries to minimize the total production cost under the tax rates set by the government. The bilevel optimization model is finally reformulated into a mixed integer linear program (MILP) which can be solved by off-the-shelf MILP solvers. Case studies on a 10-unit system as well as a provincial power grid in China demonstrate the validity of the proposed method and its capability in practical applications.

Abstract:In order to determine the optimal carbon tax rate in our country, this paper constructed a static game model with complete information involved in three parties ( carbon emission enterprise, production enterprise of emission reduction and government regulation department) , analyzed the key variables of participants’ action and equilibrium strategies, and discussed the factors that can impact the determination of the optimal carbon tax rate. The results show that optimal carbon tax rate is determined by the market structure of the first two parties. When the two markets are close to perfectly competitive market, the optimal carbon tax rate is equal to the marginal social cost caused by carbon emissions. When the first market is close to perfectly competitive market and the second market is monopolized by several enterprises, government departments should set an optimal carbon tax rate higher than marginal social cost. When the second market is close to perfectly competitive market and the first market is monopolized by several enterprises, optimal carbon tax rate should be lower than marginal social cost. When the two markets are regulated monopolies, optimal carbon tax rate depends on which market has stronger monopoly power. In addition, the level of the enterprise emission-reduction technology can affect the effect of government regulation on the carbon tax rate.

Abstract:It is well known that a game equilibrium can be far from efficient or fair, due to the misalignment between individual and social objectives. The focus of this paper is to design a new mechanism framework that induces an efficient and fair equilibrium in a general class of games. To achieve this goal, we propose a taxation framework, which first imposes a tax on each player based on the perceived payoff (income), and then redistributes the collected tax to other players properly. By turning the tax rate, this framework spans the continuum space between strategic interactions (of selfish players) and altruistic interactions (of unselfish players), hence provides rich modelling possibilities. The key challenge in the design of this framework is the proper taxing rule (i.e., the tax exemption and tax rate) that induces the desired equilibrium in a wide range of games. First, we propose a flat tax rate (i.e., a single tax rate for all players), which is necessary and sufficient for achieving an efficient equilibrium in any static strategic game with common knowledge. Then, we provide several tax exemption rules that achieve some typical fairness criterions (such as the Max-min fairness) at the equilibrium. We further illustrate the implementation of the proposed taxation framework in the game of Prisoners' Dilemma.

Abstract:In the multi-market environment,the total income of power suppliers is affected by the market mechanism,service cost,service price and market capacity distribution of major energy market and auxilia-ry service market in which they participate.At the same time,the bidding strategies of arch-rivals have a significant influence on the profit,resulting in the fact that the optimal decision-making process of the multi-market capacity distribution of power suppliers is full of great uncertainty.Fuzzy game theory and fuzzy optimization theory were combined to establish a joint bidding decision model for power suppliers in major and auxiliary service markets.Multi-objective optimization was completed,and simultaneously the problem of uncertainty and the competition game relationship between power suppliers were fully consid-ered.Using the established model,under certain background,the determination of the corresponding bid-ding strategies in major/auxiliary market according to the optimal fuzzy game balance for the power suppli-ers was further discussed.

Abstract:The law on new enterprises tax has been established since January 1,2008,and it rules unified tax rates for domestic and foreign enterprises in China,which is 25%.Is this specific unified enterprise tax optimal? Therefore,this paper builds a computable general equilibrium model and employs the 2007 national statistical data to try to answer this question and reports the optimal unified tax for manufacturing enterprises(state-owned enterprises,foreign investment enterprises and other private enterprises).Furthermore,this paper compares changes of social welfare,national income,fiscal revenues, and structural changes of employment,wage rates,capital input,capital returns,output and consumption demand,and so on,in the four economic sectors among three specific equilibria(benchmark equilibrium. 25%unified tax rate equilibrium,optimal unified tax rate equilibrium).Finally,this paper does the sensitivity analysis of the optimal unified tax rate for the actual investment foreign enterprise tax rate and the elasticity of substitution in CES utility function.
Comprehensive decision-making method for optimal location of logistics hubs

Abstract:A mathematical optimal model is developed to address the problem of logistics hubs location.The method integrates nonlinear programming models and fuzzy comprehensive evaluation,and handles both quantitative and qualitative factors that influence the location of logistics hubs.A mathematical programming model is used to find the optimal candidate sites of the logistics hub based on profit-maximizing criteria.Then a fuzzy comprehensive evaluation method is adopted to determine the final optimal location of those candidate sites by taking account of criteria including stability of policy environment,convenience of transportation(e.g.,easy access to highways/expressways,etc.),rationality of economy,competition and sustainability.Finally,the methodology is demonstrated by a case study of the Transfar Logistics Base in Zhejiang Province.The results verify the method application for logistics hub locations and show how to locate a logistics hub in practice from the case of Transfar Logistics Base.

Abstract:In recent years, greater efforts in tax preference policy for energy conservation and emission reduction (ECER) have been implemented in our country. Based on the tax preference of enterprise income for comprehensive utilization of resources, the constraints to achieve completely successful equilibrium are studied in the single period and multiple periods. In the single period, the key to achieve separating equilibrium is analyzed carefully by constructing a signaling game model of enterprises and government on tax preference of enterprise income. In the multiple periods, with the stochastic evolutionary game model based on the stochastic differential equation (SDE) theory, the constraints of keeping the separating equilibrium stable and continuing in a long term will be further investigated. It gives the optimal number of tax preference of enterprise income, camouflage cost and expected cost of risk under the state of separating equilibrium. The optimal result of completely successful equilibrium is obtained in single period by the analysis of numerical example for enterprises and government signaling game model. The simulation experiment is successfully finished to test the effectiveness of the stochastic evolutionary game model by using mathematical software MATLAB.

Abstract:In this paper, we study the optimal choices of the federal income tax, federal transfers, and local taxes in a dynamic model of capital accumulation and with explicit game structures among multiple private agents, multiple local governments, and the federal government. In general, the optimal local property tax is zero if the local property tax is constrained to be nonnegative, whereas the optimal local consumption tax is always positive. When the local consumption tax is chosen optimally, the federal income tax can be either positive or negative. For most reasonable parameter values, our numerical calculations have shown that with a positive local consumption tax there exists a reverse transfer from local governments to the federal government.

Abstract:Build a gaming simulation model in a stationary state,with two countries and their two markets.Market equilibrium should be given by it.According to the algorithm,when dumping exists,a certain dumping tax should be agreed upon by both countries,thus to maximize the social welfares for both countries.The conclusion is,government should make an anti-dumping tax on countries that have a bigger market,lower production cost,and lower transportation cost;On top of the anti-dumping tax,these certain countries should also be advised on their policies.

Abstract:This paper presents a method to determine carbon tax on different generating units based on Stackelberg game, which can strike a balance between carbon emission reduction and the profit of energy industry. The upper-level decision maker is the government agency, he aims to limit total carbon emissions within a certain level with minimal additional cost by setting optimal tax rates for different generating units. The lower-level decision maker is the grid operator, he wants to minimize the total production cost through executing an economic dispatch while considering the tax levied by the government. The Stackelberg game model is finally formulated as a mixed integer linear program and solved by CPLEX. Case studies on a 10 unit system demonstrate the validity of the proposed model and method.

Abstract:With the development of the Internet of Things and big data technologies and the rise of smart cities, more and more Internet of Things and big data technologies are applied in the economic field, and the construction of the Shanghai Pilot Free-Trade Zone will be important for my country’s follow-up construction of free-trade zones and the whole country. Its economic development strategy has a significant impact, and it has also become a hot spot for domestic and foreign research. Among them, the use of big data and the Internet of Things application of the free-trade zone tax policy system for research cannot be ignored. This article puts forward the literature in the process of writing research method, quantitative research method, and case research method. We used the literature research method to study the theory of big data and tax informatization, used the quantitative research method to conduct data statistics on the tax system of the free-trade zone to understand the information construction of the tax authority, and used the case study method to realize the “data quality monitoring platform.” Taxation informatization management in turn brings enlightenment and suggestions for big data to promote the taxation informatization construction of the free-trade zone. A total of 2,854 samples of tax data were extracted from the system of the State Taxation Bureau of a certain district using SQL statements, when the tax burden rate threshold value selected by the nodes of the tax burden discrimination decision tree for all industries is 2.23%, through experiments, various tax collection, and management. The work has achieved ideal results, providing a more scientific and persuasive argument for the proposal of countermeasure research.

Abstract:The primary aim of this paper is to develop one kind of easy and effective method to solve fuzzy cooperative games with coalition values expressed by triangular fuzzy numbers (TFNs). This method ensures that each player should receive a TFN-typed fuzzy pay-off from the grand coalition because each coalition value is expressed by a TFN. Using the concept of Alpha-cut sets, an arbitrary TFN’s Alpha-cut set can be shown as an interval. If the 1-cut sets and 0-cut sets of the TFN-typed coalition values are known, we can easily gain some important values, such as the means, the lower limits, and the upper limits of the TFN-typed payoffs via the proposed quadratic programming models and method. Furthermore, it is also easy for us to compute the lower and upper limits of Alpha-cut sets at any confidence levels of the TFN-typed payoffs for any TFN-typed cooperative game through solving the constructed quadratic programming models. Hereby the players’ TFN-typed payoffs for the TFN-typed cooperative game can be explicitly solved via the representation theorem for fuzzy sets. It is easy to prove that the proposed solutions of the fuzzy cooperative games with coalition values expressed by TFNs satisfy some useful and important properties, such as symmetry, additivity, and anonymity. Finally, the validity, applicability and advantages of the proposed method is proved and discussed through a numerical example.

Abstract:Growth in environmental sustainability has prompted the logistics industry to seek sustainable development, and carbon tax policies are considered an effective approach to reducing carbon emissions. This study investigates the optimization of sustainable transportation and inventory under a carbon tax policy and explores effective methods for coordinating the interests of governments and enterprises. The results can provide insights into sustainable logistics for decision-making by enterprises and policy-making by governments. We first examine a Stackelberg game model and design an iterative solution to optimize sustainable transportation and inventory under the carbon tax policy. We then establish a three-stage dynamic game model to optimize the wholesale price, carbon tax rate, and proportion of sustainable investment shared by the government. Furthermore, we perform a simulation to identify the optimal solution of the three-stage game, and we compare the simulation results with a numerical example. The results indicate that a carbon tax policy can improve social welfare and the sustainability of transportation and inventory but could hinder corporate profits. An appropriate sustainable investment-sharing strategy could compensate for the shortcomings of the carbon tax policy and result in positive outcomes for governments and enterprises.

Abstract:This paper proposes a model of optimal tax-induced transfer pricing with a fuzzy arm's length parameter. Fuzzy numbers provide a suitable structure for modelling the ambiguity that is intrinsic to the arm's length parameter. For the usual conditions regarding the anti-shifting mechanisms, the optimal transfer price becomes a maximising $\alpha$-cut of the fuzzy arm's length parameter. Nonetheless, we show that it is profitable for firms to choose any maximising transfer price if the probability of tax audit is sufficiently low, even if the chosen price is considered a completely non-arm's length price by tax authorities. In this case, we derive the necessary and sufficient conditions to prevent this extreme shifting strategy

Abstract:The aim of this paper is to develop an effective method for solving matrix games with payoffs of triangular fuzzy numbers (TFNs) which are arbitrary. In this method, it always assures that players' gain-floor and loss-ceiling have a common TFN-type fuzzy value and hereby any matrix game with payoffs of TFNs has a TFN-type fuzzy value. Based on duality theorem of linear programming (LP) and the representation theorem for fuzzy sets, the mean and the lower and upper limits of the TFN-type fuzzy value are easily computed through solving the derived LP models with data taken from 1-cut set and 0-cut set of fuzzy payoffs. Hereby the TFN-type fuzzy value of any matrix game with payoffs of TFNs can be explicitly obtained. Moreover, we can easily compute the upper and lower bounds of any Alfa-cut set of the TFN-type fuzzy value for any matrix game with payoffs of TFNs and players' optimal mixed strategies through solving the derived LP models at any specified confidence level Alfa. The proposed method in this paper is demonstrated with a numerical example and compared with other methods to show the validity, applicability and superiority. (C) 2012 Elsevier B.V. Abstract:The anti-dumping tax rate,a crucial decision of government,is always regarded as a hot issue in the academic world.With the supposed heterogeneous products trade between upstream and downstream enterprises in two countries,this paper is targeted to establish an anti-dumping tax rate optimization model of pricing based on static games of complete information.Through the Cournot-Nash Equilibrium and backward induction,the market capacity,the correlation and the marginal cost of foreign upstream and downstream enterprises,the four elements above,rather than the marginal cost of domestic upstream and downstream enterprises,are found tightly linked with the optimal anti-dumping tax rate.Therefore,on the case that international cost or the market capacity fluctuates,we come to a conclusion about how the government should adjust the anti-dumping tax rate to maximize social welfare.
Learning Optimal Tax Design in Nonatomic Congestion Games

Abstract:We study how to learn the optimal tax design to maximize the efficiency in nonatomic congestion games. It is known that self-interested behavior among the players can damage the system's efficiency. Tax mechanisms is a common method to alleviate this issue and induce socially optimal behavior. In this work, we take the initial step for learning the optimal tax that can minimize the social cost with \emph{equilibrium feedback}, i.e., the tax designer can only observe the equilibrium state under the enforced tax. Existing algorithms are not applicable due to the exponentially large tax function space, nonexistence of the gradient, and nonconvexity of the objective. To tackle these challenges, our algorithm leverages several novel components: (1) piece-wise linear tax to approximate the optimal tax; (2) an extra linear term to guarantee a strongly convex potential function; (3) efficient subroutine to find the ``boundary'' tax. The algorithm can find an $\epsilon$-optimal tax with $O(\beta F^2/\epsilon)$ sample complexity, where $\beta$ is the smoothness of the cost function and $F$ is the number of facilities.
