Abstract:Bt cotton is spreading very rapidly in China, in response to demand from farmers for technology that will reduce both the cost of pesticide applications and exposure to pesticides, and will free up time for other tasks. Based on surveys of hundreds of farmers in the Yellow River cotton-growing region in northern China in 1999, 2000 and 2001, over 4 million smallholders have been able to increase yield per hectare, and reduce pesticide costs, time spent spraying dangerous pesticides, and illnesses due to pesticide poisoning. The expansion of this cost-saving technology is increasing the supply of cotton and pushing down the price, but prices are still sufficiently high for adopters of Bt cotton to make substantial gains in net income.

Abstract:The objective of this study is to examine whether or not the gains from reduced spraying for bollworms are being sustained more than one decade after the initial adoption in 2007. Based on farm-level data collected by the authors in 1999–2007 in 16 villages from 4 provinces, this study shows that insecticides applied for controlling bollworms have declined. This analysis supports Chinese policy makers’ decision to not require refuges of non-Bt cotton fields. It also suggests that past studies may have underestimated the benefits from adopting Bt technology.
Sustainability of the Economic Benefit of Bt Cotton in China: Results from Household Surveys

Abstract:In recent years, the sustainability of the economic benefit of Bacillus thuringiensis (Bt) crops has been subject to substantial debate. Using seven rounds of household survey data, this study shows that the economic benefit continued for 15 years after the commercialisation of Bt cotton in China. Owing to Bt cotton adoption, farmers have saved 8.46 billion US dollars on pesticide use during 1997-2012. This number is more than double if the benefits of increased yield, decreased labour use, and increased seed cost are considered. More importantly, the total quantity of pesticides used has been reduced by 2.19 million tons nationally during 1997-2012.

Abstract:The short-run impact of Bt cotton adoption has been well documented; however, the sustainability of the impact remains unclear. In particular, pest resistance build-up and secondary pest outbreaks have caused concern regarding the sustainability of this benefit. This paper analyses the effects and impact dynamics of Bt cotton adoption in China. Using six unique waves of panel data collected between 1999 and 2007, we show that the benefits of Bt cotton continue 10years after it has been commercialised, albeit with evidence of a decline in the benefit since the early adoption period. Importantly, we also show that the benefit has been shared by both Bt and non-Bt cotton adopters.

Abstract:The overall goal of this study is to measure the effect of the impact that genetically modified cotton varieties have had on the production efficiency of small holders in farming communities in China. We also find that the adoption of Bt cotton varieties leads to a significant decrease in the use of pesticides. Hence, we demonstrate that Bt cotton appears to be an agricultural technology that improves both production efficiency and the environment. In terms of policies, our findings suggest that the government should investigate whether or not they should make additional investments to spread Bt to other cotton regions and to other crops.

Abstract:Cotton (Gossypium spp.) is an economically important crop that is grown throughout the world. It is the main material in textile and the main economic resource for more than 100 millions of cotton farmers in China. Due to its main role in our economy, cotton biotechnology has been significantly improved in the last decades in China, which led to a significantly progress both in cotton research and production. Cotton biotechnology started from 1970's in China has been improved greatly in various aspects such as tissue culture, protoplast culture and somatic hybridization, and recombination technology or gene engineering. In this paper, the cotton biotechnology status in China has been taken into account by keeping in view the work done by Chinese scientist, especially in cotton somatic culture, cotton protoplast culture and somatic hybridization, and transgenic cotton with insect resistance, diseases resistance and fiber quality improvement in China.
Plant biotechnology in China: public investments and impacts on farmers

Abstract:This article provides an overview of China' plant biotechnology development and its impacts on farmers. Our study shows that while Chinese policymakers have considered agricultural biotechnology as a strategically significant tool for improving national food security and raising agricultural productivity, they have been hesitant to approve the commercialisation of new genetically modified (GM) crops since the late 1990s. China now has several GM plant species such as rice, maize and soybean that are in the pipeline for commercialisation, but except for Bt cotton none have been approved for commercial release since 1997. In 2003, more than 5 million farmers adopted Bt cotton and nearly 60 percent of cotton area was planted with Bt cotton. Our survey data on yields and econometric analyses indicate that the adoption of Bt cotton increased output per hectare by nearly 10 percent and reduced pesticide use by 35 kg (or about 60 percent), which significantly improved the income of small farmers. We also provide evidence that farmers have less health problems because of reduced pesticide use. More importantly, our most recent survey shows that the performance of GM rice in the pre-production stage is impressive. Insect and disease resistant GM rice can reduce pesticide use per hectare by 17 kg (or nearly 80 percent). Our survey also provided evidence of a slight increase of yield from GM rice production. We conclude that plant biotechnology will significantly boost China's agricultural productivity and there are lessons for other developing countries in their experience.

Abstract:The overall coal of this study is to determine the extent by which genetically engineered (GE) crops in China can lead to reductions of pesticide use, the nature and source of the reductions, and whether or not there are any non-pecuniary externalities. One of the first studies of the effect of plant biotechnology on poor farmers, the study is based on a data set collected by the authors in 2000 in North China. The paper's descriptive, budget and multivariate analysis find that Bt cotton significantly reduces the number of sprayings, the quantity of pesticides used and the level of pesticide expenditures. All Bt cotton varieties-both those produced by foreign life science companies and those created by China's research system are equally effective. In addition to these input-reducing effects, the paper also demonstrates that such reductions in pesticides also likely lead to labour savings, more efficient overall production, as well as positive health and environmental impacts. Abstract:The International Crop Science Congress (ICSC) is a regularly held event allowing crop scientists to integrate current knowledge into a global context and international applications. The 7th ICSC was held on August 14–19, 2016 in Beijing, China, with the theme “Crop Science: Innovation and Sustainability”. As a companion production for this great congress, the nine papers collected in this special issue feature important fields of crop science in China. This editorial first briefly introduces the 7th ICSC, followed by a brief discussion of the current status of, constraints to, and innovations in Chinese agriculture and crop science. Finally, the main scientific points of the papers published in this special issue are surveyed, covering important advances in hybrid rice breeding, minor cereals, food legumes, rapeseed, crop systems, crop management, cotton, genomics-based germplasm research, and QTL mapping. In a section describing future prospects, it is indicated that China faces a full transition from traditional to modern agriculture and crop science.

Abstract:Since the 1980s agricultural biotech investments by the public sector have increased substantially in both China and India. In the last two decades there has also been a dramatic increase in private section investment in agricultural biotechnology particularly in India. The promise of major benefits of Bt cotton identified in early socioeconomic studies of Bt cotton has proven to be true. Bt cotton has spread to at least 66% and 85% of total cotton areas of China and India, respectively - wherever bollworm is a major problem. Bt cotton continues to control bollwormin both countries, and farmers continue as major beneficiaries rather than biotech or seed companies. The major impacts have been yield increases in India and reduced pesticides consumption in China. In China, evidence also suggests that Bt cotton has suppressed the bollworm population so that non-Bt cotton growers and producers of other crops that are susceptible to bollworm are also benefitting.The chapter also provides evidence that in the near future Bt rice and Bt eggplant could have major positive impacts by reducing pesticide use and farmers' exposure to chemical pesticides and increasing yields. Both crops were approved for commercial production by government biosafety regulators, but are not yet available for commercial cultivation.
Fifteen Years of Bt Cotton in China: Results from Household Surveys

Abstract:The short-run benefit of insect-resistant Bacillus thuringiensis (Bt) crops has been well documented, but its sustainability in the long run has not been well studied. On the other hand, pest resistance build-up and secondary pest outbreaks have caused concern regarding the sustainability of this benefit. Using seven unique waves of panel data collected during 1999-2012, we show that pesticide use against bollworms has not increased significantly over time, indicating that the buildup of pest resistance is still not a concern because of the existence of a large number of nature refuge areas. In addition, we show that Bt cotton adoption has not led to outbreaks of secondary pests. Finally, we show that the benefit has been shared by both Bt and non-Bt cotton adopters as the widespread adoption of Bt cotton has successfully suppressed the density of the pest population regionally. We conclude that the benefit of Bt cotton adoption continues 15 years after its introduction, albeit with evidence of a decline in the comparative advantage over non-Bt cotton in late adoption period. We believe that this contribution is theoretically and practically relevant because of the long length of our dataset and because we categorize pesticide use into that for controlling bollworms and that for controlling secondary pests. Abstract:Bt cotton has been cultivated in China for a decade. Studies have been conducted to assess theimpact on productivity and pesticide use. Limitations of these studies are the short time period considered and the reliability of data. This paper presents findings from monitoring 150 Bt cotton farmers in Shandong province in 2002 and 2005. Descriptive analysis reveals that pesticide use increased while seed price and Bt toxin concentration decreased. The Bt variable was consistently insignificant in the estimated production function with damage control specification and a fixed effects model. There is indication that poor standards in Bt varieties have caused this result. Due to market imperfections and emergence of a largely unregulated seed market for genetically modified crops, Bt toxin levels may be below the threshold required to effectively control target pests. Furthermore, rising cotton prices may have created additional incentive to increase pesticide applications. The emergence of secondary pests calls for further in-depth studies that should include local agro-ecological conditions. Our results indicate that farmers with more experience in Bt cotton cultivation apply less pesticides, confirming the findings of other studies that farmer knowledge and understanding of the Bt technology is an important condition for its success.

Abstract:China has been one of the leaders in agricultural biotechnology research and the adoption of transgenic plants. Despite this, critics argue that China's biotechnology policies could be improved to provide more benefits to farmers. The objective of the paper is to examine if policy changes could improve the welfare of farmers in the cotton industry. The paper first reviews recent changes in laws and policies that affect China's plant biotechnology sector—with a focus on IPR legislation and seed industry reform. Next, using a primary data set collected from 1661 plots from a sample of farmers in northern China in 1999, 2000 and 2001, we econometrically estimate the effect of changes to intellectual property rights (IPR) and seed industry reform on farmer pesticide use and yields. Our results are consistent with a conclusion that improvements to the IPR environment and greater commercialization of the seed industry can increase the benefits that farmers derive from new cotton technology.
The Impact of Target Price Policy on Cotton Cultivation: Analysis of County-Level Panel Data from China

Abstract:China is an important cotton production area in the world. Since 2014, China has implemented a cotton target price subsidy policy in Xinjiang for 7 years. As the policy implementation time has lengthened, some deep-seated problems have started to emerge. Therefore, it is necessary to summarize and evaluate to clarify the future policy direction of the cotton target price subsidy policy. Based on county-level panel data of Xinjiang and Shandong from 2011 to 2018, this paper used the Propensity Score Matching—Difference in Difference method to analyze the impact of the implementation of cotton target price subsidy policy on cotton planting in Xinjiang. The results showed that: (1) after the implementation of the cotton target price subsidy policy, cotton production was stimulated by the transition, cotton producers’ enthusiasm for cotton production was higher, cotton production increased rapidly, and the yield per unit area decreased, indicating that there was a ’bubble’ in cotton cultivation. (2) The target price subsidy policy mainly achieves the expansion of the cotton planting scale by reducing the area of competitive crops. In view of the above research conclusions, this paper further explains its policy implications. It is proposed that the future cotton target price level should be formulated to fully consider the comparative benefits between different crops, to restrict the subjects that enjoy subsidies and the upper limit of subsidies, and strictly implement the concept of green development; it is necessary to guide cotton production out of ecologically vulnerable areas.

A main feature of this paper is that productivity impact of GMOs are based on econometric estimates that use micro-level data for the cotton sector (Huang, 2000). Biotechnology leads to crop specific factor biased technical change. A second feature is the linkage of a partial equilibrium model of the Chinese agricultural sector with a global computable general equilibrium model. China?s Agricultural Policy Simulation Model (CAPSiM) is used in combination with the Global Trade Analysis Project (GTAP) model. CAPSIM?s strength is the detailed representation of the Chinese agricultural sector, and especially the relation between agricultural R&D and productivity. By embedding the detailed representation of the Chinese agricultural sector into the GTAP general equilibrium framework we are able analyze vertical linkages between BT cotton and textiles. Furthermore, the representation of bilateral trade linkages between several regions in the GTAP model allows us to study a wide range of trade implications. First, the patterns of global trade in both the textiles and the garments sector are affected by increased productivity of the Chinese cotton sector. This has an immediate impact on other major exporters, most notable India and Bangladesh. Second, we investigate the possible impact of import restrictions pertaining to GMOs (e.g. EU, Japan). A baseline in both CAPSIM and GTAP that includes China?s WTO accession is constructed for the period 1998-2010. Version 5 data are used in the GTAP model. First results indicate that the rapid adoption of Bt Cotton in China has an important impact on Chinas production, trade and welfare levels, whereas the impact of trade restrictions are less important. Abstract:China has made a major investment in biotechnology research. Genetically modified (GM) cotton is widely adopted and the list of GM technologies in trials is impressive. At the same time there is an active debate on when China should commercialize its GM food crops. The overall goal of this paper is to provide an economy-wide assessment of these issues under various scenarios. Based on a unique data from empirical micro-level study and field trial in China and a modified GTAP model, our results indicate that the development of biotechnology has an important impact on China's production, trade and welfare. Welfare gains far outweigh the public biotechnology research expenditures. Most gains occur inside China. Policy makers should put less weight on the international dimension in making their decisions on biotechnology development.

Abstract:This study provides the first evidence of a direct link between the adoption of a genetically modified (GM) crop and improvements in human health. Estimation of the impact of Bacillus thuringiensis (Bt) cotton adoption on pesticide use from data from a survey of cotton farmers in northern China, 1999-2001, showed that Bt cotton adoption reduced pesticide use. Assessment of a health-production function showed that predicted pesticide use had a positive impact on poisoning incidence. Taken together, these results indicate that the adoption of Bt cotton can substantially reduce the risk and the incidence of poisonings.

Abstract:Comparative field research on transgenic Bt cotton and conventional cotton under different conditions (fields without pesticide inputs, fields managed by farmers with IPM education, fields managed by farmers lacking IPM education) were carried out in Hubei province of China in 2002. The amount of pesticide used on Bt cotton by non-IPM farmers was found to be around three times that used by IPM farmers. IPM farmers made significantly higher net profits from cultivating transgenic Bt cotton in comparison with non-IPM farmers. Other pest management practices had more significant influences on the population dynamics of predatory natural enemies and major insect pests than did the adoption of transgenic Bt cotton in the cotton ecosystem. Our study showed that IPM education, by increasing farmer capacity to critically evaluate inputs and their effects, monitor their fields and make informed decisions on pest management, enabled farmers to reduce pesticide use significantly, so resulting in improved production and profit margin. IPM farmer education thus, contributed to maximising the value of planting transgenic Bt cotton.
