Abstract:BACKGROUND Scant research explores the association between women’s employment and fertility on a truly global scale due to limited cross-national comparative standardized information across contexts. METHODS This paper compiles a unique dataset that combines nationally representative country-level data on women’s wage employment from the International Labor Organization with fertility and reproductive health measures from the United Nations and additional information from UNESCO, OECD, and the World Bank. This dataset is used to explore the linear association between women’s employment and fertility/reproductive health around the world between 1960 and 2015. RESULTS Women’s wage employment is negatively correlated with total fertility rates and unmet need for family planning and positively correlated with modern contraceptive use in every major world region. Nonetheless, evidence suggests that these findings hold for nonagricultural employment only. CONTRIBUTION Our analysis documents the linear association between women’s employment and fertility on a global scale and widens the discussion to include reproductive health outcomes as well. Better understanding of these empirical associations on a global scale is important for understanding the mechanisms behind global fertility change.

Why the Social Investment Approach is Not Enough – The Female Labour Market and Family Policy in the Republic of Korea

Abstract:Despite the gradual increase in the female labour market activity rate in most of the countries of the Organisation for Economic Co-operation and Development, the rate has been stagnant in the Republic of Korea. The low female employment rate in Korea also reflects the withdrawal of a majority of women at the time of marriage or childbirth, resulting in an M-shaped pattern. The discourse on social investment attracted much attention from the Kim Dae-Jung Government (1998–2003) and was more facilitated from the mid-2000s towards the later period of the Roh Moo-Hyun Government (2003–08). Against this background and along with a frantic focus on the low fertility rate from the mid-2000s, the government has expanded expenditure on family policy. In this article, we analyze social investment policies related to female employment and discuss their effect on promoting Korean women to work. We first closely examine the Korean female labour market in three aspects: precarious employment pattern; career breaks; and under-employment. Based on our policy analysis, we suggest that there is a mismatch in implemented policy and policy preference. Lastly, this article questions how effective social investment policies can be without a consideration of changes in job quality in the Korean female labour market.

Determinants of Fertility Intentions among South Koreans: Systematic Review and Meta-Analysis

Abstract:(1) Background/objectives: This study aims to systematically review and conduct a meta-analysis of factors influencing fertility intentions among South Koreans. This research is crucial given South Korea's lowest-in-the-world fertility rate of 0.72 in 2023, necessitating rapid and effective policies to address this demographic challenge; (2) Methods: Articles published from database inception through April 2024 were collected from five Korean databases using keywords based on the PEO (Population, Exposure, Outcome) framework. Following PRISMA guidelines, 35 articles were selected. The effect sizes and network of predictors related to fertility intention were analyzed using the R statistical package; (3) Results: A meta-analysis of the effect sizes of factors influencing fertility intentions revealed that the husband's involvement in parenting (ESr = 0.131), women's education level (ESr = 0.127), socioeconomic status (ESr = 0.116), and the expected gender of the child (ESr = 0.068) showed statistically significant positive effects. Conversely, women's age (ESr = -0.175), parental stress (ESr = -0.146), and household labor ratio (ESr = -0.117) showed statistically significant negative effects. The network analysis further elucidated the complex interrelationships among these factors; (4) Conclusions: This study suggests the need for multifaceted policy approaches to address Korea's low fertility, emphasizing promoting men's participation in parenting, supporting women's education and career development, reducing parenting stress, supporting work-family balance, and ensuring economic stability. These findings provide important insights for policymakers and researchers addressing the complex issue of low fertility in South Korea and may inform more effective interventions to boost fertility rates.
Female Off-Farm Employment and Fertility Timing in Rural China

Abstract:Background Advanced maternal age is associated with fetal outcomes such as higher risks of birth defects and very low birth weight. Off-farm employment is an important factor in fertility transition in many developing countries. This study investigated the association between off-farm employment and fertility timing among Chinese rural women. Method Using data from the China Labor-force Dynamics Survey (CLDS), we employed the ordinary least squares and instrumental variable approaches to estimate the effect of female off-farm employment on fertility timing decisions as well as the differences in the effect across groups. Results The results show that off-farm employment participation is significantly associated with a later age at first birth, and the effect is stronger for women participating in wage employment than in off-farm self-employment. The delayed effects on fertility timing are also more pronounced for less-educated women and low-income families, implying a heterogeneous effect in terms of women's socioeconomic status. Conclusion Studies of the relationship between women's off-farm employment and fertility timing in rural areas of developing countries remain limited. This study provides important insights on this topic, and it lends support to efforts to design effective policies and practices to facilitate female employment, childbearing, and health promotion.

Factors Contributing to Childbearing Intentions of Married Working Women in Korea

Abstract:This study explores the factors contributing to childbearing intentions among married working women in Korea. Using the 2012 National Survey on Fertility and Families of Korea, a total of 1,408 respondents were selected based on marriage, work and age. By conducting a logistic hierarchical analysis, the study examines the relationships between economic, social and psychological factors and childbearing intentions based on three parities: women with no children, one child and two or more children. Findings show that age, income level and childcare shared with spouses were determinants of married working women’s childbearing intentions. Also, findings indicate that government support for childcare significantly influences married working women’s future childbirth intentions, while marital satisfaction serves as a mediator between various factors and married working women’s childbearing intentions. Findings suggest that gender inequality should be addressed in both the labor market and the domestic sphere to encourage married working women to start families. Also, public childcare support should be expanded and diversified according to the needs of married working women since it may have a positive effect on their childbearing intentions.

Abstract:Korea’s extremely low fertility rate can be viewed as a result of aggregation of rational choices regarding fertility at the individual level. The economic motive for childbirth has largely declined due to the increase in childrearing costs and the weakening of private old-age support norms. The social motive for marriage and childbirth in accordance with the prevailing norms of society is also weakening along with the spread of non-marriage and non-childbirth due to changes in values. Instead, the natural motive for forming one’s own family through marriage and childbirth exists to a considerable extent in Korean young people, but it is not fully realized due to the high cost structure of childbirth and child rearing. Therefore, it is needed to focus on supporting the realization of natural motives for childbirth, and promote the formation of new families. In addition, since community-based bridging social capital shows a positive correlation with marriage intention and the number of children desired, measures to support regional community culture and revitalization of caring communities may be effective. Meanwhile, it is also necessary to reduce the opportunity cost of childbirth and the burden of high-cost, high-intensity parenting, and promote gender equality and efficient division of labor at work and at home.

Abstract:Existing literature pointed that the economic opportunity cost of having children and gender inequality are the key factors of low fertility. Given the findings, South Korea spent more than 200 billion dollars for the last 17 years and improved gender equality significantly. However, Korea shows the lowest fertility rate in the world. To overcome the limitation of existing literature, this study reinvestigates the factors influencing the intention to have children among young individuals and hypothesizes that young people's childbearing intention is related to how much they trust other people and society, beyond economic factors. This study utilizes the 'Young Adults Survey' conducted by the Korean government in 2022, comprising a sample of 14,966 individuals aged from 19 to 34. Employing logit regression analysis and finds that young adults' perception on social trust and self-actualization possibility have significant impact on their fertility intention. In addition, all the economic factors are not significant for the intention to have two or more children. In contrast to previous studies, income, women's labour force participation, home ownership, and population density are not significant. It implies that the current economic approaches for the fertility promotion policies would not work as expected. Social approaches should be considered to overcome the ultra-low fertility problem.

Abstract:We exploit a staggered reform of state-owned enterprises (SOEs) in the late 1990s in China to provide plausibly causal evidence that job insecurity has a first-order impact on fertility. Prior to the reform, unemployment rates were low and job security for SOE workers paralleled that of government employees. Post-reform, numerous SOE employees were laid off and their contracts were no longer permanent, but government employees continued to enjoy high levels of job security. We find that the reform caused SOE employees who retained their positions to delay having their first child by 0.718 years. The spillover effects are sizable: employees in the untargeted private sector delay starting a family by 0.387 years. Despite the importance of family lineage in China at the time, our findings indicate that the fertility response transcended mere birth timing adjustments, and decreased couples' likelihood of having children. Specifically, the reform initially reduced the number of births by 8.4 % in the short run and had a more pronounced long-term effect on completed fertility at age 45.
Female migrants in China: Second child fertility behavior and employment stability

Abstract:Researchers have found a negative relationship between female fertility and employment. China’s floating population comprises 244 million as of 2017. This migrant population has relevance in view of China’s hukou (household registration) system, with the proportion of females increasing annually. This study is grounded in social role theory and employs the 2016 China Migrants Dynamic Survey (CMDS) to examine the impact of second child fertility behavior on the employment stability of female migrants in China, with respect to urban and rural differences. Binary logistic regression results indicate that bearing second children negatively affects the employment stability of female migrants. Also, its impact is stronger for female migrants of urban origin than their rural counterparts. In addition, family migration is noted to mitigate the conflict between childbearing and employment stability for them as they continue to face the dilemma of having children or seeking employment stability, especially if family and social support is weak or absent. We discuss the implications of this study on policy changes to alleviate the conflict female migrants experience in choosing between fertility and employment.
Fertility Decline and Women’s Empowerment in China

Abstract:The literature typically treats fertility reduction in developing countries as a result of women’s status improvement, based on the assumption that women have greater decision-making power on childbearing as their status improves. This article investigates whether and how fertility decline leads to reduction in gender inequality and the improvement of women’s status in China, where the fertility decline was mainly the result of state policy intervention. Based on the analyses of data from two nationally representative surveys, we show that women with fewer children do less housework and are more satisfied with their status within family. Such effects are more pronounced for women in more recent marital cohorts. Across 4 CHineSe SoCioloGiCAl Review generations, lower fertility implies fewer siblings and daughters may have benefited more in terms of years of schooling and subsequent occupational attainment. Scholars studying fertility decline in developing countries tend to focus on changing gender relationships and the improvement of women’s status as key causes of fertility decline (Mason 1987). Women’s education and labor force participation are two common indicators of women’s socioeconomic status. In many developing countries, education increases at a faster pace for women than it does for men, and gender gaps in schooling are also shrinking (Buchmann and Hannum 2001). Consequently, female labor force participation has increased in most countries and women have gained more economic independence over time (Brinton, Lee, and Parish 1995; Buchmann, DiPrete, and McDaniel 2008). Empirical research has shown that fertility is negatively associated with women’s education and employment (Mason 1987), not only because women’s improved education exposes them to modern values and ideas that emphasize individualism and gender egalitarianism (Inglehart and Norris 2003) but also because women’s economic independence enables them to decide for themselves the number of children they desire (Mason 1987). In other words, women’s increasing educational attainment and labor force participation has contributed to fertility decline in most developing countries (Jejeebhoy 1995; Lam and Duryea 1999). While fertility reduction in developing countries was seen mainly as a result of women’s enhanced status, the social consequences of fertility decline, especially in promoting gender equality within marriage/family and beyond, nevertheless, have rarely been addressed in the literature (but see Zhu et al. 1997). China provides a particularly interesting case to shed light on the latter process, because the country’s fertility decline since the 1970s is not linked to trends in gender equality in either education or employment, but rather is directly caused by a change in the state birth-control policy. Indeed, since the founding of the People’s Republic of China in 1949, the visible hand of the socialist state has played a strong role in driving the changes in women’s employment, education, and fertility at different paces according to its policy agenda in different historical periods. For instance, the female labor force participation rates have always been high in China until recently, thanks to various social policies to promote gender egalitarianism (Honig and Hershatter 1988). Such a high rate of female labor force participation was not so much a direct consequence of their improved educational opportunities relative to men’s (Hannum and Xie 1994; Lu and Treiman 2008), because gender inequality in education fluctuated in the first three decades of the People’s Republic of China, and only in recent years has the country witnessed a dramatic improvements in women’s education relative to men’s, largely due to economic development and educational expansion since the 1980s (Hannum 2005). Abstract:Purpose Off-farm employment is an important factor associated with fertility transition in many developing countries. The purpose of this paper is to investigate the impact of female off-farm employment on their fertility desire in rural China. Design/methodology/approach Based on the data from the China Labor-force Dynamics Survey, the authors adopt an instrumental variable approach to address the endogeneity issue. Desired number of children and desire for a second child are used to measure fertility desire. Findings The results show that off-farm employment participation significantly reduces women's desired number of children and the likelihood of their desire for a second child. Moreover, off-farm employment reduces women's fertility desire mainly through pathways including the weakening of son preference and a decrease in job autonomy, rather than the changes in leisure hours. Further evidence suggests that social health insurance plays an important role in moderating the adverse relationship between off-farm employment and the desire for a second child. The fertility-reducing effects are more pronounced among younger women, among those participating in off-farm wage employment and among families with only wives' participation in the off-farm labor market. Originality/value This paper contributes to the existing research by investigating the causal impact of off-farm employment on fertility desire in a rural developing context and the possible underlying mechanisms responsible for this relationship. This study provides important insights on this topic in developing countries and may have important implications for theory and practice.

Abstract:Introduction: This study aims to investigate the association between gender discrimination in the workplace and pregnancy planning/childbirth experiences among working women in South Korea. Methods: We analyzed data from the Korean Longitudinal Survey of Women and Families (KLoWF) for the years 2007 to 2016. The study population consisted of 7996 working women, between the ages of 19 and 45. Gender discrimination was measured through the 6-item Workplace Gender Discrimination Scale, evaluating discrimination in terms of recruitment, promotions, pay, deployment, training and lay-offs. Multiple logistic regression analysis was employed to measure the association between gender discrimination and the pregnancy planning/childbirth experience. Results: Compared to individuals experiencing no discrimination in the workplace, those experiencing low [odds ratio (OR): 0.78, 95% confidence interval (95% CI) 0.61–0.99] or medium (OR: 0.69, 95% CI: 0.54–0.89) levels of discrimination had decreased odds of pregnancy planning. Likewise, individuals scoring low (OR: 0.70, 95% CI 0.54–0.92), medium (OR: 0.68, 95% CI: 0.51–0.92), or high (OR: 0.47, 95% CI: 0.27–0.80) levels of discrimination also had decreased odds of childbirth experience when compared to the no-experience group. When stratified by income, compared to individuals experiencing no discrimination in the workplace, those experiencing gender discrimination had decreased odds of pregnancy planning for low income (low OR: 0.64, 95% CI: 0.45–0.92; medium OR: 0.55, 95% CI: 0.52–0.97; high OR: 0.45, 95% CI: 0.24–0.87), medium income (medium OR: 0.53, 95% CI: 0.37–0.77; high OR: 0.29, 95% CI: 0.14–0.63), and high income groups (low OR: 0.64, 95% CI: 0.49–0.84; medium OR: 0.69, 95% CI: 0.52–0.92). Conclusions: The present study finds that gender discrimination in the workplace is associated with decreased odds of pregnancy planning/childbirth experience among working South Korean women. Furthermore, low and medium income groups were especially more likely to be affected by the level of gender discrimination in the workplace when planning pregnancy.

Abstract:The present population economic theories are all established at a hypothesis: parents are fully rational in decisions at every birth. The hypothesis is actually contradicted with the reality. This paper attempts to explain the fertility behavior of persons with different cultural degrees and income levels without the fully rational hypothesis. The paper puts forward a hypothesis that fertility rate has negative correlation with cultural degree, and proves it through two routes. One is higher cultural degree means longer education duration, which must occupy female reproductive period. The other route is that persons who get higher cultural degree are generally more rational, therefore less accidental pregnancy and childbearing occur.

Marriage and Fertility Preferences among Young Women in China: Changes over Time

Abstract:China has undergone considerable social and economic change over recent decades and, more recently, has altered its fertility policies. Using data collected at several Chinese universities from 2015 through 2019, this study examines contextual factors associated with young women's marriage and fertility preferences. The analyses demonstrate that, over recent years, young women express a significant preference for later ages at first marriage, fewer numbers of children, and a later age at first birth. Pronatalist attitudes and gender role attitudes are shown to have strong associations with marriage and fertility aspirations in recent years. Peer influence is associated with marriage preferences, while parental characteristics are shown to significantly influence fertility preferences. While individual traits such as school performance yield significant associations, such effects are not as strong as anticipated. The results are discussed within the developmental paradigm, with focus upon the potential influence of cultural globalization and changing Chinese gender roles.

Abstract:The aim of this study is to explore the multidimensional relationships among factors influencing decision-making processes regarding women's willingness to marry and childbirth in South Korea with recognizing the context of family development in East Asian cultures. To this end, we employed three different analytical approaches, including classification tree modeling, Cox proportional hazard modeling, and permutation feature importance evaluation. Leveraging longitudinal data specific to Korean women, we highlighted the significance of socio-economic factors in family development dynamics. Our findings revealed that financial stability played a crucial role. Unmarried women's willingness to marry was influenced by their perspectives on economic stability, while households' consumption capacity and financial capability determined childbirth decisions and timing. We observed a trend of postponed marriage among women in their marriageable age range, particularly those with stable economic situations, reflecting a prevalent trend of skepticism of marriage in Korean society. Additional findings related to values, cultural factors, and personal happiness also suggested the challenges that discourage younger generations from entering into marriage and starting families in South Korea. By offering insights into these dynamics, our study provides practical implications for addressing the obstacles faced, contributing to a better understanding of family development dynamics.
Fertility Options and Female Labor Market Outcomes: Evidence from Universal Two-Child Policy in China

Abstract:This paper examines the effect of fertility policy relaxations on female labor market outcomes, using evidence from the Universal Two-Child Policy in China and data from China Family Panel Studies (CFPS). We use event study and difference-in-differences methods to quantify the causal relationship between the Universal Two-Child Policy and women’s employment status and income. As previous fertility policy relaxations already allowed couples where at least one partner is a single-child to have two children, we identify single-child women who are of reproductive ages 20 to 50 as the control group and women of the same ages who have siblings as the treatment group. We find that the Universal Two-Child Policy had statistically insignificant effect on the employment status of women who have siblings. However, compared with the control group, the average wages of the treatment group were lower, as the income of women who have siblings increased at a much slower rate than the income of single-child women.

Abstract:South Korea's long-standing low fertility rate has been widely acknowledged as a significant issue. The purpose of this study is to conduct a more refined analysis of values and perceptions, which have been recently pointed out as causes of low fertility, by identifying the latent types of gender role values among unmarried individuals and exploring the relationship between these gender role value latent groups and perceived uncertainties in relation to intentions to marry and have children. We conducted a latent class analysis and logistic regression on data from 5,003 unmarried people from the 2021 National Family and Fertility Survey. The latent class analysis categorized unmarried individuals into three groups based on their gender role attitudes: egalitarian value group (71.8%), traditional value group (19.8%), and transitional value group (8.4%). Using the egalitarian value group as the reference group, a multinomial logistic regression is conducted to examine the factors influencing the classification of the remaining two groups. The results indicate that gender, age, educational level, employment type, and equivalized total income were significant. Logistic regression analysis showed that the egalitarian value group had lower intentions to marry and have children compared to the traditional value group. Additionally, individuals with more positive future prospects, i.e., lower uncertainty about the future, had higher marriage and fertility intentions. Based on these findings, the study suggests promoting a culture of gender equality in both public and private spheres and increasing housing and income stability to reduce uncertainty.

Abstract:The purpose of this study was to explore the factors influencing low birth rate among married women using the National Survey data in Korea. We compared the different influences on women's first and subsequent childbirths. This study was a secondary analysis using the "National Survey on Fertility and Family Health and Welfare", which was a nationally representative survey conducted by the Korea Institute for Health and Social Affairs. We analyzed the data of 3,482 married women (aged between 19 and 39 years) using SPSS 20.0 program for descriptive statistics, t-test, one-way ANOVA, and binary and ordinal logistic regression models. The factors influencing women's first childbirth included perceptions about the value of marriage and children and their education level. The factors influencing their subsequent childbirths included multifaceted variables of maternal age during the first childbirth, residential area, religion, monthly household income, perceptions about the value of marriage and children, and social media. It is necessary to improve women's awareness and positive perceptions about marriage and children in order to increase the birth rate in Korea. Moreover, consistently providing financial and political support for maternal and childcare concerns and using social media to foster more positive attitudes toward having children may enhance birth rates in the future.

Fertility Decline and Women's Status Improvement in China

Abstract:The literature typically treats fertility reduction in developing countries as a result of women's status improvement, based on the assumption that women have greater decision-making power on childbearing as their status improves. This article investigates whether and how fertility decline leads to reduction in gender inequality and the improvement of women's status in China, where the fertility decline was mainly the result of state policy intervention. Based on the analyses of data from two nationally representative surveys, we show that women with fewer children do less housework and are more satisfied with their status within family. Such effects are more pronounced for women in more recent marital cohorts. Across generations, lower fertility implies fewer siblings and daughters may have benefited more in terms of years of schooling and subsequent occupational attainment.
