Abstract:An index system for analyzing comprehensive benefit of city water diversion and distribution system is proposed that contents 3 objectives,8 indices and 17 factors in terms of rationality,revenue and benefit,on studies of its influence on sub-systems of natural and social-economic and typical case of canal system in Hangzhou City.A model based on fuzzy theory and combined with the concept of Euclid approach degree is applied to evaluate the comprehensive benefits of canal system in Hangzhou in 2003—2008.The result shows that the canal system in Hangzhou that mainly used for water quality improvement had seen a constant increase in benefit generation and particularly the environmental benefit had a big improvement than the social and economic benefits.This method can be an effective tool for making assessment in a more objective and rational manner.

Abstract:Wastewater reclamation and reuse projects have been gaining significant attention as ways to secure sustainable water resources while preventing environmental degradation. However, traditional cost-benefit analyses do not reflect the true net benefits of these processes as they do not consider all externalities, particularly due to the difficulties in monetizing environmental impacts, thereby leading to underutilization. In this study, we conducted a hybrid cost-benefit analysis with an integrated environmental externality approach to evaluate the true net benefit of wastewater treatment and reclamation with explicit and implicit costs and estimated benefits. Firstly, we developed a cost-benefit analysis model based on the Drainage Service Department's statistical data from the Shek Wu Hui plant in Hong Kong from 2014 to 2018. Next, we estimated the external environmental benefits from pollutant abatement based on the shadow price of each pollutant by adopting a distance frontier function. We then conducted a life-cycle assessment to investigate the potential environmental impacts of the process using SimaPro 8.5.2.0 software and the EcoInvent 3 database, utilizing Stepwise2006 methodology for full monetization. A sensitivity analysis was applied to control for uncertainties as a robustness check. Our results show that aggregate cost, shadow price, and monetized environmental impact are estimated to be 4.47, 4.75, and 1.23 HKD per m3 of treated water respectively. Based on these results, our study illustrates that the true benefit is noticeably higher than the unit cost of wastewater reclamation, dependent upon a scale, and represents a breakeven point of 63,769 m3 of water reclamation per day. Our study further demonstrates that wastewater reclamation is viable from both social and economic perspectives and will increase the government budget by 81 million HKD. Therefore, this study can provide a basic guideline for developing a more complete economic valuation of wastewater treatment and reclamation projects.

Abstract:The fate of resource recovery is significantly influenced by the standards of water quality and bio-dried excess sludge for various applications. These standards must be practically attainable while ensuring public and environmental health, safety, and economic advantages. The present study investigates a reclaimed wastewater treatment plant (WWTP) in Beijing that incorporates both reclaimed water utilization facility and bio-dried excess sludge treatment. The study elucidates the standards for reclaimed water quality and bio-dried excess sludge for diverse applications. Notably, reclaimed water demonstrates substantial market demand in terms of economic benefits. However, bio-dried excess faces challenges due to higher operational costs and lower TP content. The heat power of the WWTP effluent water source can not only be harnessed for the bio-drying process blowers but also be elevated air temperatures to expedite the bio-drying process.
Cost–benefit evaluation of a decentralized water system for wastewater reuse and environmental protection

Abstract:This paper proposed a net benefit value (NBV) model for cost–benefit evaluation of wastewater treatment and reuse projects, and attention was mainly paid to decentralized systems which are drawing wide interests all over the world especially in the water-deficient countries and regions. In the NBV model, all the factors related to project costs are monetary ones which can be calculated by using traditional methods, while many of the factors related to project benefits are non-monetary ones which need sophisticated methods for monetization. In this regard, the authors elaborated several methods for monetization of the benefits from wastewater discharge reduction, local environment improvement, and human health protection. The proposed model and methods were applied for the cost–benefit evaluation of a decentralized water reclamation and reuse project in a newly developed residential area in Xi'an, China. The system with dual-pipe collection and grey water treatment and reuse was found to be economically ineligible (NBV > 0) when all the treated water is reused for artificial pond replenishment, gardening and other non-potable purposes by taking into account the benefit of water saving. As environmental benefits are further considered, the economic advantage of the project is more significant.

Abstract:Based on a comprehensive analysis of various classifications of natural resource values, we summarized an ecological economic value system of constructed wetland (CW) ecosystems for treating eutrophic water. Using the CW located at the Hangzhou Botanical Garden as an example, the contingent valuation method (CVM) and shadow project approach (SPA) were applied to estimate the economic values of CW system ecosystem services. The CVM estimated a value of 800,000 yuan (yuan: Chinese Currency, 7.6 yuan=1 USD as of August, 2007) as the total economic value of the CW in a twenty year period. Meanwhile, the SPA calculated a value of 23.04 million yuan as the total economic value of the CW in a twenty year period. It is determined that compared to the CVM, the SPA provides a more approximate value of the true monetary value of the Hangzhou Botanical Garden CW. This study could fill the gap of knowledge and provide a benchmark when evaluating constructed ecosystem services and help policy makers to promote the development of constructed wetlands in China.

Abstract:It has been recognized that wastewater reuse or reclamation serves as an efficient and valuable way to cope with the scarcity of water resources and severity of water pollution. This paper presents the systematic framework of wastewater reuse potential estimation. Based on the regional disparities in China, a linear programming optimization model is developed to explore the potential wastewater reuse quantities, under physical and economic constraints. Sensitivity analysis and Robust Counterpart (RC) optimization are performed to discuss the influences of key parameters and the reuse quantity's decision making under uncertainty. Based on the model, effectiveness of different policy scenarios of water price changes are simulated and evaluated, providing information regarding China's water and wastewater management.

Abstract:Management and consumption control for public water supply and wastewater reuse is essential to sustainable municipal water resources utilization. In this paper an established integrated model (MWUM model) based on end user analysis techniques to evaluate the water conservation and wastewater reclamation for public consumption is reported. Based on the model simulation, properties of those potentials for public consumption in Beijing are analyzed in details from structural, technical and economic aspects. Results show that currently the public water use structure in Beijing is stable, and among all the nine categories the water consumption for offices occupies the first. Hotels and schools have high water saving rates and low cost of conserved water. Cost of wastewater reuse lies in those of water saving of all categories,indicating that it is better to make intergrated decisions taking into account both of them.
Cost-Benefit Analysis of Green Infrastructures on Community Stormwater Reduction and Utilization: A Case of Beijing, China

Abstract:Cost-benefit analysis is demanded for guiding the plan, design and construction of green infrastructure practices in rapidly urbanized regions. We developed a framework to calculate the costs and benefits of different green infrastructures on stormwater reduction and utilization. A typical community of 54,783 m2 in Beijing was selected for case study. For the four designed green infrastructure scenarios (green space depression, porous brick pavement, storage pond, and their combination), the average annual costs of green infrastructure facilities are ranged from 40.54 to 110.31 thousand yuan, and the average of the cost per m3 stormwater reduction and utilization is 4.61 yuan. The total average annual benefits of stormwater reduction and utilization by green infrastructures of the community are ranged from 63.24 to 250.15 thousand yuan, and the benefit per m3 stormwater reduction and utilization is ranged from 5.78 to 11.14 yuan. The average ratio of average annual benefit to cost of four green infrastructure facilities is 1.91. The integrated facilities had the highest economic feasibility with a benefit to cost ratio of 2.27, and followed by the storage pond construction with a benefit to cost ratio of 2.14. The results suggested that while the stormwater reduction and utilization by green infrastructures had higher construction and maintenance costs, their comprehensive benefits including source water replacements benefits, environmental benefits and avoided cost benefits are potentially interesting. The green infrastructure practices should be promoted for sustainable management of urban stormwater.

Abstract:The purpose of this study is to confirm the content of urban land-use evaluation system based on a recycling economy and carry on the empirical study.Methods of System-Analysis,AHP and Empirical Study were employed.The results indicate:(1)The recycling economic development evaluation system in urban land-use can be created by determining the evaluation objectives and technique path,constructing evaluation indicators and determining their weights,based on the consideration of incomplete compensation in the evaluation indicators and based on the calculation basis of "the mixing calculation of weighting and weighting product".(2)In the empirical research,a comprehensive evaluation was carried out regarding the recycling economic development level in urban land-use in Wuhu City,and carried out a real index contribution rate analysis and index obstacle factor diagnosis analysis based on "the mixing calculation of weighting and weighting product".The anticipated appraisal result was achieved.The conclusion of study is that the evaluation system based on "the mixing calculation of weighting and weighting product" can reflect the recycling economic development level of urban land-use.

Abstract:Underground wastewater treatment plants (WWTPs) have achieved fast development in China in recent years. Due to the remarkable differences between underground and conventional aboveground construction mode, legislation including technical specifications and regulations for underground WWTPs, which was revealed in vacancy, should be issued in time to promote its development. It is also expected to avoid not-in-my-backyard sentiment by decreasing negative effects of WWTPs via construction in sealed underground space. This research took Beijing city as case study to investigate the impacts of WWTPs on nearby community from the perspective of housing price quantitatively. Differences-in-Difference (DID) model result indicates that WWTPs inhibited nearby housing price increases, leading to huge financial losses. The closer are the houses and WWTPs, the severer were the inhibition effects, indicating the relationship between environmental quality and property price. During 2016–2017, the deteriorated estate value surrounding the investigated WWTPs in Beijing was estimated as high as 32.53 billion RMB, much higher than their construction cost of about 4.38 billion RMB. Transformation from grey to green by underground construction was expected to avoid these huge value distortions, while providing alternative to enhance WWTPs with various social functions for public services. This research demonstrates the high social requirements in highly developed cities to promote fast development of underground WWTPs in China.

Abstract:The disposal of food waste has attracted worldwide attention. Each year, the amount of wasted food accounts for an estimated one third of annual food production globally. This large amount of food waste has caused serious land, water, and air pollution. In the past, most research on food waste was focused solely on food waste disposal processing. Only a few studies analysed the flow of materials in food waste treatment processes. Therefore, this paper focused on the process of food waste anaerobic treatment in Beijing and investigated the treatment. According to a life cycle theory, the food waste treatment process is divided into three processes: “collection and transportation, disposal, and resource utilization.” This paper analysed the input and output of food waste treatment in different processes and evaluated the economic and environmental costs and benefits of food waste treatment. The study found that 200 t of food waste anaerobic treatment can obtain benefits 66,888 Chinese yuan, generate electricity energy 43,350 kW⋅h, and reduce carbon dioxide emissions 16,087 kg. Generally, the economic and environmental benefits of the food waste anaerobic treatment project are considerable. However, the economic benefits are mainly from government subsidies. There are many impurities in food waste, which indicates some problems in food waste treatment. Thus, the proposals to strengthen waste classification, optimize the layout of garbage collection and transportation, and accelerate the development of waste treatment plants have been put forward.

Abstract:Sustainable sanitation drainage system focus on feces and urine recycle through separation collection,which is sustainable way for sewerage selection.Aimed at Haozhaokui ecological community of Inner-Mongolia,China,authors analyzed the technical features of the system,meanwhile a questionnaire on technique availability was done,the results of which showed that sustainable sanitation drainage system is fit for current use in some part of China.By cost-benefit analysis,the economic net present value(ENPV)of the project was above zero with social discount 8%,which meant the project was feasible in construction.

Abstract:The cost-benefit composition of the multipurpose utility tunnel was defined,especially the composition of the exterior cost and benefit.After quantization of influencing factors,the cost-benefit analysis model was established.Based on this model,the cost-benefit ratios of eleven typical multi-purpose utility tunnels in China were calculated.Some positive conclusions were drawn,i.e.compared to the traditional pipe system,the multipurpose utility tunnel has advantage in its life cycle.The results obtained provided some useful information to the feasibility investigation of the multi-purpose utility tunnel.
Cost-benefit analysis of construction waste source reduction: a system dynamics approach

Abstract:Construction waste (CW) source reduction is a crucial strategy to address the sustainability issue of the construction industry. The economic benefit is a key factor affecting project decision-makers on whether to implement this strategy. However, limited studies analysed the cost-benefit of CW source reduction from a system dynamic perspective. Therefore, by considering the design and construction phase as a whole, this study constructed a system dynamics (SD) model based on the identification of the factors affecting the cost-benefit of CW source reduction to analyse the cost-benefit of CW source reduction. A residential building project in China's Chengdu was used for the study case. The results show that the net benefit of CW source reduction is positive, and BIM implementation, design for standard material size, and building material storage are the three strategies to effectively improve the economic benefits of CW source reduction. Furthermore, the best investment level of CW source reduction was also determined. This study provides a model which can be used to simulate the cost-benefit under different implementation levels of reduction strategies and different investment levels in advance, thereby providing a reference for project decision-makers to plan CW source reduction.

Abstract:A regional linear programming model with technological,economic and resource constraints was established to carry out optimal analysis on wastewater reuse potential in China.The regional disparities in wastewater reuse potential were compared and effects of different water tariffs on estimated reuse volumes were explored.The result indicates that the current total optimized capacity of wastewater reuse is around 17.8×10~8 m~3/a,most of which are located in northeast,southeast,and north China.Specifically,the potential in Beijing City,Liaoning,Guangdong and Jiangsu Provinces accounts for about 45% of the entire national potential.The study also drew a conclusion that sound water pricing will have obvious impacts on both capacity and structure of wastewater reuse,and further will bring new opportunities on development of water infrastructures.

Abstract:Reclaimed water, a nontraditional water source, has become a desirable choice for meeting the increasing demand in areas with water shortages. However, the environmental and economic benefits of reclaimed water reuse systems (RWRSs) are unclear. Therefore, we conducted this study to assess the environmental performance of RWRSs based on emergy analysis. Notably, the emergy index system was improved by incorporating the environmental impacts of air emissions. The results show that the improved emergy indicator system was more rigorous than the traditional emergy index system. The environmental loading ratio and the emergy sustainability index of the studied system based on an improved emergy index system was 0.202 and 30.01, respectively. The environmental economic value was 3.52 × 1020 sej/y. The results show that the RWRS has good sustainability, and high environmental and economic benefits. Compared with two other RWRSs (Scenario A in Zhengzhou City and Scenario B in Chongqing City) and one seawater desalination system (Scenario C in Qingdao City), it is found that RWRSs are preferred as a way to obtain water resources over seawater desalination under the same water quality conditions. It is also important to select an appropriate treatment process according to the raw water quality and reclaimed water use in the practical application.

Environmental and economic performance of an integrated municipal solid waste treatment: A Chinese case study

Abstract:The application of integrated municipal solid waste (MSW) management has become increasingly common for the mitigation of the ever-growing MSW stream. However, despite their popularity across the globe, little is known about the performance of integrated MSW management (MSWM) plants. This study quantitively investigates the environmental and economic performance of an integrated MSW treatment center in the city of Horqin Left Rear Banner, Inner Mongolia Province, China, using a combined life cycle assessment (LCA) and life cycle costing (LCC) methodology. Results indicate that the integrated MSWM plant is sustainable in both environmental and economic aspects, as the life cycle environmental impacts and economic costs can be offset by substituting virgin products with recycled counterparts. Amongst the included treatments, MSW separation, brick making and plastic recycling are the greatest contributors to the total environmental burdens and economic expenses. LCC results demonstrate that the equipment cost, tax and other asset costs are the greatest contributors to the total costs of the plant. Sensitivity analysis confirms that the increasing source separation ratio results in the reduction of environmental burdens and economic expenses via the usage of biogas and photovoltaic power. Furthermore, we offer recommendations for the promotion of the environmental and economic sustainability of integrated MSW treatment facilities.
Economic Analysis of Selected Environmental Issues in China

Abstract:This thesis investigates several selected environmental issues in China from an economic perspective. It consists of four self-contained papers. Chapters 2-4 address the issues related to water shortage, while Chapter 5 focuses on the cost of air pollution. Chapter 2 analyses the potential application of desalination in China from an economic perspective. Concerned with water shortage in China, the study aims to assess the potential of desalination as a viable alternate water source through the analysis of the costs of desalination, the water demand and supply situation, as well as water pricing practices in China. The study shows that there is a significant decline in the costs of desalination for two main processes over time. The average unit cost of US$0.6/m3 for desalting brackish water and US$1.0/m3 for seawater, are suggested to be feasible for China. The future trends and challenges associated with water shortages and water pricing are discussed, leading to conclusions and recommendations regarding the role of desalination as a feasible source of water for the future. Chapter 3 extends the cost analysis of Chapter 2 from two to five desalination processes and evaluates the cost of water transport. The unit costs of desalinated water are evaluated, followed by multivariable regressions to analyse the main influencing factors to the costs. The results show that the unit costs for all the processes have fallen considerably over the years. The regressions show that the total installed capacity, the year, the raw water quality, and the location of the plant all play a role in determining the unit cost of desalination. Transport costs are estimated to range from a few cents per m3 to over a dollar. A 100m vertical lift is about as costly as a 100km horizontal transport (0.05-0.06$/m3). Therefore, transport makes desalinated water prohibitively expensive in highlands and continental interiors, but not elsewhere. Chapter 4 focuses on the econometric analyses of domestic, industrial and agricultural water uses in China using province-level panel data. The study shows that the regional disparity in the level and pattern of water uses is considerable. Economically developed or more industrialised areas at the coast consume less water than the agriculture dominated provinces in the west and far south of China. The results suggest that both economic and climatic variables have significant effects on water demands. For the domestic sector, income is the dominant factor influencing the magnitude of water use and shows an income elasticity of 0.42. We find that richer provinces have a higher income elasticity than do poorer provinces. Chapter 5 values the health impacts from air pollution in Tianjin. Although China has made dramatic economic progress in recent years, air pollution continues to be the most visible environmental problem and imposes significant health and economic costs on society. Using data on pollutant concentrations and population, the study estimates the economic costs of health-related effects due to particulate air pollution in urban areas of Tianjin. The results suggests the total economic cost is about US$1.1 billion, or 3.7% of Tianjin’s GDP in 2003. The findings underscore the importance of urban air pollution control.
Cost-Benefit Analysis and Payments for Watershed-Scale Wetland Rehabilitation: A Case Study in Shandong Province, China

Abstract:The value of wetlands is receiving increasing attention and the Cost Benefit Analyses (CBA) is essential to evaluate the long-term effects of wetland rehabilitation projects. In order to guarantee the water quality of the South-to-North Water Diversion Project of China (east route), the government of Shandong Province started a huge lakeshore wetland rehabilitation project in 2008. The CBA approach was used to evaluate the ecosystem services in the Nansi Lake watershed, in Shandong Province, China. A shadow project approach and market value approach were applied to estimate the economic values of restored wetlands. The results indicated that values of total net ecosystem service would increase each year after wetland rehabilitation and the net benefit varied with the types of the farmland. The increased amount of ecosystem value brought by the wetland rehabilitation project with three types of farmlands will be 747% for low-productive cropland, 257% for ordinary-productive cropland and 32% for vegetable field per hectare each year. The opportunity cost of farmers who enroll in the project will be 1,575 RMB (Chinese Currency, 6.8 RMB=US$1) for low-productive cropland, 10,027 RMB for ordinary-productive cropland, 40,560 RMB for vegetable field per hectare each year. These results provide decision makers with data on related benefits and opportunity cost of the wetland rehabilitation program in the Nansi Lake watershed. These results are important not only to certify the ecological significance of the project, but also to choose priority of restoring farmland areas and to determine the amount of payments for ecosystem services.

Abstract:Policy making is a highly interactive process with environmental systems. Evaluation of policy's potential environmental impacts has been regarded as an efficient precautionary measure to avoid unexpected losses and environmental risks. This paper formulated a process-based framework for environmental impact assessment of policy making (PB-EIA), by integrating policy problem identification, environmental impact assessment, and policy cost-effectiveness evaluation. Using China's wastewater resource utilization (WWRU) policy as a case study, the institutional, technological, and economic constraints or limitations related to wastewater resource utilization were identified, and the potential environmental impacts of policy implementation on energy consumption and carbon emissions were evaluated. The expected ecological and environmental benefits of the WWRU policy were supposed to be significant, and the cost of recycled water was relatively low compared with other unconventional water resources in China. Furthermore, significant variations in the environmental impacts and policy effectiveness were found across different sectors and regions. According to the evaluation results, some recommendations for supporting policy improvements and follow-up policy implementations were proposed. The specific technical procedures and application of PB-EIA were also discussed. This study demonstrates that the process-based framework can effectively incorporate environmental considerations into policy-making processes and promote sustainable development.
