Abstract:Improving the quality of education has been a central goal of the People’s Republic of China since its founding in 1949. Particular concern has been focused on ethnic minority areas where educational quality lags behind that of other regions. Since 1986 the State Education Commission has been working toward the implementation of nine years of compulsory education for all Chinese children nationwide. Implementing this policy has been particularly challenging in the less developed areas of western China where many ethnic minorities live. The solution rests in training an adequate number of teachers who are themselves from ethnic minority groups or who are willing to teach ethnic minority children. This article reviews a significant and growing body of English-language literature, drawn from the sociology of education, on minority teachers and teachers of minorities in the People’s Republic of China.

Abstract:This study examines the educational policy related to the inclusion of ethnic minority population in the contemporary China. It has undergone three stages of the educational policy transformation, including the beginning, development and perfection stages. It is characterized by the steadiness, caution, rapidity, quality improvement, standardization and quality. Through implementing the educational policy of the inclusion of ethnic minority population, it has made retrogress and achievements, which has played a positive role in national integration, maintaining national unity and regional stability, improving the academic level and cross-cultural ability of minority students, and sharing educational resources. However, in current China's education context, the implementation of education policy is faced with some prominent problems, such as the marginalized educational identity, non-communicative education, relative separation of systems and serious cultural barriers, relative emphasis on explicit education. Therefore, it suggested to construct a new integrative and open ethnic education system, strengthen the consciousness of the united integrated education, and enhancing the bi-directionality of ethnic integration.

Abstract:In study of the development of ethnic minority education in China in the 21st century,all relevant issues should be dis-cussed in the framework of national modernization and the long run development of ethnic minorities.The improvement of educational achievement of ethnic minorities is related to whether the young generations of minorities can compete with majority group in job market and their position in ethnic stratification.The protection of minority traditional culture should be connected to the goal of modernization of minority groups.The linkage between traditional culture and modern schools is very important.Languages play the "dual functions" in development,as the carrier of cultural tradition on the one hand and as tool of communication and learning on the other.There is an issue of market mechanism in "language selection" in social development.Meanwhile,the selection of learning language in school should be re-lated to the development potential of Chinese nation.

Abstract:This book looks closely at Yi bilingual education practice in the southwest of China from an educationalist’s perspective and, in doing so, provides an insight toward our understanding of minority language maintenance and bilingual education implementation in China. The book provides an overview on the Yi people since 1949, their history, society, culture, customs and languages. Adopting the theory of language ecology, data was collected among different Yi groups and case studies were focused on Yi bilingual schools. By looking into the application of the Chinese government’s multilingual language and education policy over the last 30 years with its underlying language ideology and practices the book reveals the de facto language policy by analyzing the language management at school level, the linguistic landscape around the Yi community, as well as the language attitude and cultural identities held by present Yi students, teachers and parents. The book is relevant for anyone looking to more deeply understand bilingual education and language maintenance in today’s global context.

Abstract:Ethnic preferential policies for gaokao—the national college entrance examination—are important for students of ethnic minorities to be included in the tertiary education system in China. While these policies promote educational inclusiveness and guarantee the right to higher education for students of ethnic minority, evidence has indicated that these students are struggling to acquire equal higher education opportunities compared to their mainstream counterparts. Referring to Bourdieu's concept of cultural capital, this chapter contributes a new perspective to the existing discussion of ethnic preferential policies. The chapter examines Chinese ethnic preferential policies and relevant supporting policies in this century. It identifies the evolution of these policies, indicating the developmental trend and arguing that the inclusiveness of ethnic minority students should comprise more than adjusting the admission score. Instead, a more comprehensive approach should be taken to acknowledge and legitimise the existing cultural capital of ethnic minority students.

Abstract:This special issue focuses on the beliefs, practices, and impact of effective teachers in China, with a particular emphasis on teachers of ethnic minority students. Studies have shown that access to quality teaching and learning is inequitable across groups (Luschei and Jeong 2018 ; Wei and Zhou 2019 ). This special issue addresses an array of topics related to access to quality teachers and successful school experiences for Chinese ethnic minority students. Specifically, Chinese ethnic minority and migrant students face numerous academic and social challenges (Gao 2014 ; Yang et al. 2015 ), including separation from their parents due to migration for work (left behind children) and exposure to learning environments and conditions that are substandard. These factors, among others, impact the potential for attending tertiary education and/or access to vocational educational training which provides opportunities for autonomy and empowerment.

Abstract:This article investigates the operations of minority schools, and the subsequent on-the-ground experiences of ethnic minorities in Beijing at the primary, secondary and tertiary levels. The article suggests that the ‘inter-sectionality’ of ethnic identities, particularly minority-majority, rich-poor and urban-rural, must be factored in when examining the varying differences between minorities who have graduated from Beijing's minority schools and non-Beijing ethnic minorities, who have enrolled in the capital city's universities. The article draws upon recent statistical data, interviews with minority actors and public stakeholders, and participant observation in the city's schools and universities.

Abstract:The issue of educational equity is a hot topic of concern to the whole society. Some researchers have found that there is a lack of educational opportunities for ethnic minority groups in China and the United States, but there is still a lack of unified explanation for the causes, current situation, and the advantages and disadvantages of solutions to the problem of educational equity for ethnic minorities in both countries. Therefore, this article conducts research on the education situation of ethnic minorities in both countries by collecting relevant data and summarizing and analyzing the data. Research has found significant differences in the causes and current situation of ethnic minority education issues between China and the United States, and there is also room for improvement in existing solutions. Therefore, China and the United States need to develop precise measures that are suitable for their own specific situations based on their respective special circumstances to address the issue of educational equity faced by ethnic minorities.
A comparison of trilingual education policies for ethnic minorities in China

Abstract:In recent decades, the People's Republic of China (PRC) has instigated language policies in education ostensibly designed to foster trilingualism in ethnic minority groups. The policies, which, as this paper shows, vary from region to region, encompass the minority group's home language, Chinese, and English. Based on data arising from interviews, documentary analysis and secondary sources, this paper examines the tensions behind these trilingual education policies by comparing the implementation of policies for three minority groups: the Zhuang, the Uyghur and the Yi people. It identifies some of the facilitators and barriers that affect the achievement of trilingualism, and finds that ethnic minority languages are at a disadvantage compared with Chinese and English. The paper concludes by making some suggestions for enhancing the effectiveness of the trilingualism policy.

Abstract:This paper seeks to understand why the educational experiences of ethnic minority Chinese lag behind the educational experiences of Han Chinese through the lens of multiculturalism education. We conduct a critical discourse analysis of educational laws and policies from 1982 to 2012 to trace how multicultural education is articulated in Chinese national policies. We find government support for bilingual education and linguistic diversity, but a patriarchal relationship exists between students from both Han and ethnic minority backgrounds. Moreover, a disconnect exists between encouraging languages of ethnic minority groups and an absence of teacher knowledge and awareness of the cultures of ethnic minority groups. In order to address the educational gap between Han and ethnic minority groups, we argue for the creation of a transformative, two-way conduit of multiculturalism, both theoretically and pedagogically, that empowers and actively engages students from ethnic minority groups, their Han counterparts, and bilingual teachers.

Abstract:Market reform, financial decentralization, and economic globalization in recent years have greatly accentuated China's social and regional inequalities. These inequalities stem from many factors, including the rise of an urban middle class, a change in the status of women, a resurgence of ethnic identities, an increase in rural-to-urban migration, disparities between Han Chinese and ethnic minorities, and lingering poverty in remote areas. These phenomena are expected to be addressed by education. Throughout the more than sixty-year history of the People's Republic of China, educational equity has been a controversial theme in policy making and practice. This study explores the development of access to higher education for ethnic minorities in the policy context since the 1950s and analyzes inequality between Han Chinese and ethnic minority groups.

Abstract:Preferential policy for ethnic minority students in college entrance examination has been implemented on the basis of historical and present social conditions for the purpose of respecting national differences and realizing national equity and fair education.It plays an important role in promoting the level of ethnic education in China.However,there are some problems in the process of implementing the policy.After reflections on the problems,this paper puts forward some countermeasures: in enrolling ethnic minority students,we should take into consideration of both the overall planning of the State and students' personal choice,adopt the strategies of open-door enrollment,strict graduation,learning diagnosis and taking responsibility for one's own surpluses or deficits,and establish schools or departments of ethnic minority studies in comprehensive universities.

Abstract:Dervin and Yuan’s (2022) book Revitalizing interculturality in education: Chinese Minzu as a companion challenged the lack of diversity in the disciplinary field of Intercultural Communication Education (ICE) with a detailed exploration and discussion on Chinese Minzu and Minzu education from a “non-Western” approach. By utilizing a case study research design, the authors gave voices to the participants that provided detailed narratives of concepts and practices of Chinese Minzu education at Minzu University of China (MUC). The book explored how the notion of Minzu was deconstructed and prompted readers to reckon Minzu education as a “companion, complement, and alternative” to the knowledge of interculturality in education. It added value to the international scholarship on multicultural/intercultural education by offering insights to the views, theories, and practices of Minzu education.

Abstract:This study examines the cultural contents in one textbook series, which is currently in use for English as a foreign language (EFL) education among ethnic Mongol junior high students in Inner Mongolia, China, to understand the representations of multiculturalism and underlying power relations that appear in them. Applying Kachru and Nelson's model of English spread and their categorisation into Inner, Outer and Expanding circles, this critical content analysis investigates which countries are introduced and how multicultural variables including race/ethnicity, gender/sexuality, social class, and people with disabilities are represented. The results show that representations of cultures of three circle countries and multicultural variables are shown in an unbalanced, stereotypical way and lack diversity. Additionally, we present the tensions within power relations among different countries, race/ethnicity, social classes, and gender/sexuality. The findings suggest that a critical multicultural perspective not only helps students and educators recognise both the international and internal diversity, but also urges educators and textbook writers to emphasise the importance of cultural knowledge of EFL textbooks to better serve ethnic Mongol students.

Abstract:This article argues that the choice of cultures by ethnic education was determined by a given form of elitist ideology and a power agency. After the conversion of China's society from a planned economy to a market economy, this elitist ideology and power agency has become diversified and includes the elitist ideology of statism. Empowerment has resulted in the emergence of the elitist ideologies of localism and individualism and their participation in the games of cultural selection. This outcome does not conform to the reality of the multiethnic unity of China's society. Ethnic education concerns not only the members of ethnic groups but also the state. This overall view is necessary, although its premise is, of course, the existence of diverse individuals (multiculture). In this connection, we have examined the idea of, and research in, multicultural education, posited the possibility of localizing multicultural education, and explored ways of shifting from ideology to ecology—a broader and achievable concept of education.

Abstract:China's ethnic minority bilingual educational research is a cross-cultural, multidisciplinary, systemic research project that incorporates pedagogy, linguistics, and ethnology. Hence some of the major theories, ideas, and concepts of China's ethnological research inevitably exert a major influence on the theory and practice of China's ethnic minority bilingual education. For this reason, I shall, in this article, first give a brief introduction regarding the idea of plurality and unity in the configuration of the Chinese nationality put forward in recent years by Professor Fei Xiaotong, the famous sociologist, anthropologist, and ethnologist. The main body of this article will be devoted to discussions on how this idea relates to China's ethnic minority bilingual education and how to use the idea of plurality and unity in the configuration of the Chinese nationality in the theory and practice of China's ethnic minority bilingual education, and to oppose various manifestations, in these new times, of "linguistic assimilationism" and narrow "linguistic nationalism."

Abstract:Based on a review of the history and current circumstances of the preferential policies applied to ethnic minority students in college/university enrolment, the present paper justifies these policies from a social perspective and provides an evaluation of their impact. The paper concludes that these preferential policies function as an effective guarantee of equal access to education rights, opportunities and resources for those ethnic minority students whose educational performance is comparatively poor owing to external constraints from society, family and school. This conclusion applies in particular to the ‘lowering admission scores policy’ through which ethnic minority students can be admitted to higher education with lower scores than those belonging to all but a few categories of Han students.

Abstract:The aim of this paper is to introduce issues pertinent to rural education in China to the rural education field and encourage the field to engage with scholarship on this topic. While there is a significant international body of work on the educational concerns of rural China in the comparative education literature, there is no such attention in the rural education field (outside of China, of course). A search of the two main international rural education academic journals, the Australian-based â€ ̃Australian and International Journal of Rural Educationâ€TM (including its predecessor Education in Rural Australia), and the USA-based â€ ̃Journal of Research in Rural Educationâ€TM show no articles dealing with rural education in China. A search of the EBSCO database confirms this lack of attention. Yet, the field of rural education (å†œæ‘æ•TMè‚2, Nongcun Jiaoyu) in China is well-established and very active.

Abstract:China has been a multi-ethnic political polity for over two thousand years. “Culturalisation” of ethnic minorities in peripheries has been a tradition in China deeply rooted in the Confucianism. This tradition resulted in a united-pluralistic polity with a huge population and the non-stop writing history throughout a series of dynasties. The People's Republic began to adopt the policies of the former USSR since the 1950s and gave ethnic minorities more political status, or what is called “politicisation” of ethnic minorities in China. This policy has improved socioeconomic development of minority groups and promoted group corporations but also has strengthened the group consciousness among the minorities. The collapse of the Soviet Union provides a lesson that this policy orientation might provide an institutional basis for national disintegration when internal and external powers work together. Meanwhile, the “equality de facto” has been the goal of official ethnic policy since the 1950s and many policies have been designed and practiced in favour of minority groups, but there also some debate on its social consequences which also need our attention.
