Abstract:Language policy, which is directly concerned with organizational operation, functions, and objectives, has become an increasingly important issue in international organizations (IOs). However, research on IOs' language policies, especially exploration based on large-scale data, is rather limited. Using data from the Yearbook of International Organizations (2020-2021), this study explores how IOs select their languages. It is found that: (1) Federations of IOs and IGOs are more likely to choose languages other than English, whereas universal membership organizations and NGOs are much more likely to use English; (2) IOs headquartered in Western countries adopt more diverse languages than those in Asia, and those headquartered in developed countries are more prone to choose local language(s) than those in developing countries; (3) IOs with a longer history tend more towards multilingualism; (4) IOs dealing with religion, law, society, transportation, and communication are more inclined to be multilingual; and (5) IOs with individual members generally choose fewer languages than those with IO members. These findings reveal that IOs' language management is shaped not only by internal and external organizational features, but also by the interactions between these features and language values.
Evolving Means of Formal Language Policy on Putonghua and Minority Languages on the Chinese Mainland (1986–2021)

Abstract:This study analyses the evolving means of China's formal language policy on Putonghua and minority languages from 1986 to 2021. This paper identifies four stages based on the shifting focus between Putonghua and minority languages: status planning of the central government (1986-1990), balance via bilingual policy (1991-2000), strong Putonghua spread at all levels (2001-2011), and Putonghua promotion and minority language preservation (2012-2021). Through descriptive and corpus analysis of a self-constructed language policy database, for each stage, we explore the major means stated in policy documents by analysing keywords to explain policy changes with consideration of social conditions. The results show that China has continuously adjusted its formal language policy according to social changes, and that language planning in this emerging economy has been profoundly influenced by national strategy and government administration.

Abstract:In this chapter, the authors examine three components of language policy: language planning or management, language ideology, and language practices. In both Hong Kong and Brunei, histories have been constructed and reconstructed to serve political ends, and language policies have been integral parts of the sociopolitical processes. The authors explore the relationship between language policy and national cultural identity through examining the impact of globalization on a number of Asian countries and their language policy responses to it. Stuart Hall's characterization captures common elements in the discursive construction of national identities outlined by a number of social scientists. In a number of Asian countries, governments have tried to resolve the paradox by reconstructing national cultural identities through the very discourse in which the English language is promoted. The democratization of English is commonly understood as liberating the resource for the masses. Policies promoting linguistic homogeneity are commonly justified with reference to national unity and cohesiveness.

Abstract:Based on Spolsky's (2004) tripartite framework for language policy, this study explores language practices, language ideology, and language management in relation to minority languages, Putonghua, and English in ethnic minority families in Yunnan, China. Through observations of and interviews with nine interethnic marriage families in Kena Village and Anmin Village, we found that although people in both villages recognise the value of their native languages in ethnic identification and cultural inheritance, people in Anmin Village make efforts to teach the children Mosuo, while children in Kena Village usually acquire Malimasa naturally. Such differences are associated with sociolinguistic environment and child agency. Meanwhile, Putonghua is widely used in television programmes and smartphone applications and acquired by the young generation due to national policy and the spread of smartphones and television. Families in both villages demonstrated similar aspirations for their children's English learning, but low socioeconomic status affected their ability to invest in foreign language learning. The results suggest that in the special context of multi-ethnic and multilingual villages in Yunnan the agency of rural parents and grandparents is relatively weak, and family language policies are mainly influenced by meso - (e.g. school) and macro- (e.g. socioeconomic environment, national policy) level factors.

Abstract:In this article, we apply Ruiz’s language-as-resource orientation to three international settings: Taiwan, Pakistan, and mainland China. Our guiding question was how different languages (indigenous languages, Chinese, and English) were positioned differently as resources in these contexts. For our analysis, we used Lo Bianco’s (2001) elaboration of the language-as-resource framework as our starting point for an examination of early childhood education (Taiwan), political events (Pakistan), and different types of bilingual education (mainland China). Through this analysis, we confirmed the multidimensionality and multiplicity of the language-as-resource orientation (i.e., different languages can be positioned as different types of resources by different groups in society). We also found that additional dimensions might be considered as part of the language-as-resource orientation, such as native-speaker status, time, and space. Finally, we argue for an emphasis on Ruiz’s idea of cooperative language planning as an integral part of the language-as-resource orientation. The “multilingualism-as-a-resource” orientation is a step in this direction.

Abstract:In contrast to the waning interest in learning languages other than English (LOTEs) worldwide, mainland China is pursuing to diversify LOTE education because of the 'Belt and Road Initiative.' In response to language policy shifts, individual stakeholders in local contexts such as universities have to take actions to initiate LOTE programs or courses. However, there is still a paucity of research through an in situ lens into meso-level language policy planning (LPP) and implementation. To address this research gap, this study aims to obtain an in-depth understanding of the agentive actions of two groups of individual stakeholders at institutional level: people with power, and people with expertise. Drawing on semi-structured interviews with seven individual actors, the findings reveal that first, although these individual actors demonstrated agency in responding to macro-level language policy changes, the agency that they actually exercised was relatively limited in terms of the diversification of LOTE education. Second, by examining contextual and personal features, we identified multiple factors that mediate individual actors' agency in implementing top-down language policy. These findings may help orient language policy makers to create supportive contexts for the exercise of individual agency at local context in LPP and implementation.

Abstract:Since the handover, policymakers in Hong Kong have faced the daunting task of determining the educational roles of two major international languages (Putonghua and English), as well as a vibrant local language (Cantonese), which is the mother tongue of around 90% of the city's predominantly Chinese population. Their response to this unprecedented challenge has been to set the ambitious goal of developing students’ ability to read and write Chinese and English and to speak Cantonese, Putonghua, and English. At the same time, however, they are pursuing policies that in some respects run counter to this commendable if ill-defined aim. This article examines the background to and rationale for the promotion of biliteracy and trilingualism and reviews recent research into the government's major language-in-education initiatives since 1997, namely, the adoption of a compulsory mother-tongue policy at junior secondary level, the recent fine-tuning of this controversial policy, and the use of Putonghua as the medium of instruction in Chinese subjects at primary and secondary levels.

Abstract:Language policy is generally seen as a national-level decision regarding which languages the state will support, and in which public domains. However, the reality is that language policy plays out at regional and local levels as well. In fact, it could be argued that the most important instantiations of language policy are those which directly determine local-language behaviors in institutions such as schools, government and civil society. Using data drawn from Kenya, this article examines the formulation and implementation of language policy as it plays out in the primary classroom environment. The relationships between language policy implementation at the classroom level and students' early literacy outcomes are explored, giving insight into how the degree of adherence to language policy in the classroom intersects with student achievement. The article presents findings using language use as a predictor, school and student-level economic status as control variables and student achievement as the outcomes. The country-level differences in language policy implementation between Kenya and Uganda, and the impact of those differences on student achievement in the two countries, are also examined. The article has implications for the establishment of a learning environment in the multi-language primary classroom, and demonstrates the extent to which choices about language policy implementation can present a serious challenge to effective education.

Abstract:The educational institution serves as a platform where diverse language ideologies intersect, particularly within multilingual schools. These language ideologies can shape how students perceive and use languages and influence policies and practices within the institution. Understanding and navigating these intersections is crucial for promoting inclusive and equitable language education. This study examines the perception of language ideological contests within the linguistic schoolscape of a multilingual country, specifically Indonesia. This article utilizes a triad model proposed by Lefebvre (1991) and Trumper-Hecht (2010) as its conceptual framework and employs the linguistic landscape as its methodological tool. The analysis focuses on school signs within a multilingual school setting. The findings suggest that Indonesian, English, and Chinese languages are employed within educational environments. The prevailing ideologies observed within this educational environment encompass globalization, ethnic identity, and nationality. These ideologies influence the choice of languages taught and prioritized in the curriculum and the attitudes and expectations toward each language.

Abstract:This paper uses a study of the withdrawal of English as a medium of instruction in Indonesian schools to examine the role of language in nation-building using the sociological concept of imaginary signification. The main reason for the withdrawal is located in the tension between two main imaginary significations of the nation's identity. The government saw Indonesia in terms of its economic ambitions. Indonesia was to enter the global knowledge economy, and the education system was to provide the human resources to do so. The teachers understood the use of Bahasa Indonesia in the education system as the means to reproduce children into the nation. We argue that the withdrawal of English as the medium of instruction policy was the result of the tension between these two different representations of national identity.

Abstract:It is increasingly recognized that agency plays an essential role in shaping language-in-education policy (LEP) and influencing the learning process. Research on agency has not yet adequately engaged with the field of heritage education and maintenance in diasporas. Drawing on Shohamy's and Bonacina-Pugh's conceptualization of declared, perceived, and practiced language policies, we examine the individual agency of three groups of actors – people with power (principals), people with expertise (teachers), and people with interest (students) – in a variety of policy or planning activities within two Chinese heritage language (CHL) schools in Brussels. On the basis of collected ethnographically informed data in conjunction with the conversation analysis of audio-recorded classroom interactions, our findings illustrate how three types of agentive roles are effective in forming language policies and constructing discursive spaces within the CHL schools, with a clear orientation shift from monolingualism to multilingualism. This study contributes to research on heritage language maintenance in a highly multilingual, diasporic, and educational context by providing a portrait of how educational practitioners and learners assert their agency to explore locally appropriate language policies that maximize actors' potential to teach and learn heritage languages.

Abstract:ABSTRACT Using a database containing Chinese language laws, regulations, and documents from 1986 to 2019, this study investigates the distribution of Putonghua and minority language policies in mainland China. It is found that: (i) in terms of the hierarchy of law, there are five levels of policies in China, with the Constitution and language laws as guidelines and local regulations dominant in quantity; (ii) in terms of the temporal dimension, while Putonghua policy has always been stressed, particularly serving economic growth in the last five years, the emphasis on Putonghua and attention to minority languages vary over time, while minority languages are treated as linguistic resources and their ongoing use and development may be overlooked; and (iii) in terms of provincial regions, while Putonghua is officially designated as a main language, ethnic minority areas differ in their partial language autonomy and adopt quite different language policies.

Abstract:Language planning is a problem-driven branch of linguistics that aims to influence the evolution of language through conscious human activity and to regulate the relationship between people, language and society. From a linguistic perspective, the laws of language are the disciplinary foundation of language planning. Language is a human-driven complex adaptive system, and the essence of language planning is to consciously drive the evolution of language so that it better serves people, society, and the nation. Language planning research should emphasize the role of theoretical patterns, seek universal laws of conscious human influence on language evolution,and use these laws to solve real-world language problems.

Abstract:Recent language policy studies have adopted an integrated approach to the exploration of language use, educational practice, citizenship, global mobility and so forth. While they enhanced interdisciplinary understanding of language policy, the conventional view of policies that address problems has not been explicitly challenged, especially in China. In our study, we adopt a poststructural framework to examine problem representations in public debates over the Shanghainese Heritage Project (SHP), a policy promoting the use of Shanghainese, the local Chinese variety, in kindergartens. Our dataset consists of 279 news articles, 98 online forum threads and 800 social media postings, covering a period from January 2013 to June 2017. The findings suggest that the problem for SHP was officially represented as the declining vitality of Shanghainese, while in unofficial channels the problem was mainly constructed as the conflicts between ‘locals’ and ‘non-locals.’ As a result, children from migrant families may risk being dis-citizened. It is important for language policymakers and educators to be aware of the limitations associated with SHP so that both Shanghainese and other regional Chinese varieties can be maintained in schools.

Breaking Through the Language Barrier: the Role of Language Policy in Migration Decisions

Abstract:Why do migrants choose some destinations over others? This study explores government language policy and the role of language differences in migration decisions. While governments can use language policy to reduce communication barriers, vernaculars remain critical in terms of regional communication and identity recognition. Using a survey experiment and econometric analyses of nationally representative data from China, the authors examine the communication and cultural roles of language in migration decisions in the context of a unifying common national language. The empirical tests find that migrants prefer destinations where local vernacular languages are more similar to their own, despite a common national language. Once migrants have moved, a common national language helps migrants communicate and therefore remain in their migration destinations, but it does not eliminate the role of the local vernacular as a cultural marker. The result is that both the common language and local vernacular matter for domestic migration, even in a country where the government has promoted a single common language for six decades. The findings have far-reaching implications for migration policy and citizenship management in general.

Abstract:The number of languages in Indonesia exceeds seven hundred, but more than 70% of these languages are spoken in eastern Indonesia, where many speakers of heritage languages are shifting their allegiance to local dialects of Malay or to Indonesian. This essay focuses on the languages of Buru and Seram and the nearby islands of Maluku Province. Because parts of this region formed the earliest Dutch colony in Indonesia, historical documentation allows us to explore language use and language vitality since the sixteenth century. The essay is divided into two parts. In Part 1, materials available from the colonial period are examined and summarized. They reveal that as early as the nineteenth century many languages of this region, especially on the island of Ambon, were already extinct because villagers had become monolingual speakers of Ambonese Malay. In Part 2, reports and academic studies written after 1945 are reviewed. In this post-colonial era, language loss has continued, perhaps even accelerated; some socioeconomic factors are suggested. In the conclusion, the profiles of eight of the Maluku languages estimated in 1983 to have fewer than fifty speakers are compared to the most recent reports of language use and language shift. All eight of these languages are now extinct or on the verge of extinction. This essay, sketching language shift and language death, has implications for all the languages of Indonesia. How can local communities working with government officials and linguists act decisively to maintain and revitalize their ancestral languages?
Evolution of English Language Education Policies in the Chinese Mainland in the 21st Century: A Corpus-Based Analysis of Official Language Policy Documents

Abstract:This study analyzes the evolution of China's official English language education policy from 20 0 0 to 2021 using a self-constructed language policy database. Conducting a descriptive and corpus analysis of the database, this study identifies three stages (20 0 0-20 06, 20 07-2017, 2018-2021) and describes policy changes by using three aspects of Cooper's (1989) accounting scheme as an analytic framework. Result shows that the dominant actors shifted from the Central Government to local governments. In relation to targets, the focus on different levels of school education varied, while attention to outside school education remained relatively stable. As for means, while opportunity- and incentive-oriented means were widely used through all stages, dual means (bilingual programs) were relatively less common in the third stage. With these findings, this study presents new information about developments in English language education in the Chinese Mainland. The combination of quantitative and qualitative methods may also bring insights for future research.
