Quantitative Evaluation of Urban Medical Service Supply-Demand Balance Based on Outpatient Appointment Big Data: Towards Just City

Abstract:Equity of urban medical services impacts on human health and well-being in cities and become a key component towards just city construction. Our study tried to conduct a quantitative analysis of medical services supply-demand balance considering the diverse needs of people in different ages, through improving the two-step floating catchment area method and based on big data. We first evaluated the overall balance of medical service of 504 community of Xiamen city considering the demand of total population and supply of total medical resources. The results showed that half of the communities had high-level balance of medical service. The high-level balance communities were located mostly in Xiamen Island and the low-level communities were far from the downtown area. Based on the improved method, the spatial distribution of balance of medical service is more diversified and complex. There were 209 communities with high-level balance of internal medicine services, the number of other services were 133,50,18. In summary, the traditional method may over-evaluate or under-evaluate the accessibility of medical service for most communities compared with the refined evaluation method. Our study can provide more precise information of urban medical service supply-demand balance towards the just city development and design.
