Enhancing Power Grid Resilience Against Typhoon Disasters by Scheduling of Generators along with Optimal Transmission Switching

Abstract:Influenced by climate change, the occurrence of high impact low probability (HILP) events, such as typhoon disasters, has greatly increased. The losses to the power grid caused by typhoon disasters can be effectively reduced by arranging shut-up/down schemes and the output of generators in preventive scheduling. However, the widely used resilient indexes are based on the amount of load shedding, and all bus loads are equally important, which can not reflect the differences between the load and their priority. In order to take loads priority and the nonlinear relationship between losses and the amount of load shedding into account, the utility function is used to characterize the relationship between load shedding and consumers’ "subjective losses", and a new resilient index represented by subjective losses of load shedding (SLoLS) is defined in this paper. In addition, to fully tap the potential of transmission networks as a flexible resource, optimal transmission switching (OTS) is introduced in the preventive scheduling framework. Finally, taking SLoLS as the objective function and considering the constraints of OTS and unit commitment (UC), a novel preventive scheduling model against typhoon disasters is established, and the proposed model is finally transformed into a mixed integer linear programming formulation. The effectiveness of the proposed method is verified by the modified IEEE test system.
