Environmental Regulation Constraints or Expected Revenue Incentives: Strategic Choice of Agricultural Green Transition

Abstract:Which is more critical in the green transition of agriculture, environmental regulation constraints or expected revenue incentives, is particularly key for the sustainable development of agriculture. Employing the panel data of 31 provinces in China from 2003 to 2019 and the three-dimensional framework of “institutions, technology, and marketization”. The findings reveal the following: (1) whether the green transition of agriculture depends on environmental regulation constraints and expected revenue incentives is related to the level of agricultural technology development and market development. The development of technology and market can reduce the intervention of environmental regulations and effectively enhance the incentives of expected revenue. (2) “Technology” and “market” play a positive role in agricultural green development through the realization of “agricultural green production” and “agricultural green market.”These findings provide an essential policy basis for formulating green transition strategies for China’s agriculture.
