Abstract:For a long time, the lack of rural sanitation facilities in developing countries has been an important factor affecting the health and well–being of local residents. With the continuous promotion of toilet retrofitting work in China, the penetration rate of sanitary toilets in rural areas continues to increase, but the poor information transmission problem in management and maintenance is still difficult to be effectively solved. Information and communication technology (ICT) can promote the information transmission in the rural toilet retrofitting by virtue of its advantages of efficiency, diversification, openness and real–time. Based on the micro–survey data of 1286 households in 5 provinces of China, this study explores the influence effect, internal mechanism and heterogeneity of using ICT on farmer households' participative behavior in toilet retrofitting. The results show that using ICT can promote farmer households' participative behavior in toilet retrofitting. In this process, the education level plays the regulating role. ICT can influence farmer households' participative behavior in toilet retrofitting by reducing information searching and tracking costs and increasing the expected health benefit. There are differences in the influence of ICT on toilet retrofitting participation among farmer households with different income levels. High–income farmer households pay more attention to expected health; Low–income farmer households are constrained by information cost. Therefore, in the context of the continuous popularization of ICT, it is necessary to tilt the supportive policy to remote areas or low–income groups, and comprehensively promote the rural toilet retrofitting work, and realize the long–term management and maintenance mechanism.
