The Benefits of Cross-Border Trade of Electricity in China

Abstract:Cross-border trade in electricity allows more efficient operation of the electricity market by matching demand and supply geographically and providing supply insurance for each other. With the development of various renewable energy sources in remote areas, China is expected to obtain more benefits from the cross-border trade of electricity. However, the benefits of cross-border trade of electricity in China are still not precisely known. Here, we show how cross-border trade brings more allocation chances for renewable energy integration and provides back-up for generators and loads as insurance. The results demonstrate that the reduced back-up requirements caused by more cross-border trade enable an ~10 percent decrease in electricity costs. Accordingly, we construct the computable general equilibrium (CGE) model to determine the economy-wide impacts alongside cross-border trade. The simulation in CGE model shows that cross-border trade positively affects the macroeconomy and all sectors substitute fossil fuels for electricity. We anticipate that the findings in this paper could provide implications for China’s ongoing reforms in electricity markets and may be extended to the North American and the European Union markets due to their similar pursuits for cross-border trade of electricity.
