Abstract:Inverter air conditioners (IACs) with considerable total capacity and fast response speed are ideal demand response resources, which are of significant potential to provide reserve capacity for the power system frequency regulation. However, due to the complexity and implicitness of the frequency response models, it is difficult to formulate the optimization problem considering frequency dynamics to allocate reserve capacity precisely. In this paper, a data-driven method is proposed for reserve allocation with the frequency security constraint considering IACs. Firstly, the equivalent frequency response model of aggregated IACs is developed considering electrical-thermal characteristics and then incorporated into the frequency regulation framework of power systems along with conventional generators. Then, simulations are implemented to generate massive reserve samples with deterministic frequency security labels. Later, a support vector machine (SVM) based frequency security classifier is trained to convert the implicit frequency security constraint into polynomials and reshape the reserve allocation problem into a solvable general quadratically constrained quadratic program (QCQP). Finally, a heuristic Suggest-and-Improve (SI) method is adopted to deal with the nonconvex QCQP of interest. It is demonstrated by numerical studies that the proposed data-driven method enables power systems to operate closer to the frequency security boundaries and thus achieve lower costs.
Analytic Assessment of the Power System Frequency Security

Abstract:Recently, with the increased intermittent renewable energy penetration, many power grids have been incorporated into a large-scale long-distance UHV AC–DC hybrid system. In the actual grid, power disturbances, such as DC blocking faults and trip-off of wind turbines, often occur, resulting in power shortages and large frequency ﬂuctuations. However, the existing approaches to assess the system frequency security are not reliable. This paper proposes an analytic formula for the system frequency response based on a generic system frequency-response (SFR) model, which can be applied to modern large-scale power systems. First, a generic SFR model with a reasonable structure is designed according to the parameter determination strategy. Second, according to the transfer function in the model, the time-domain analytic formula of the frequency response is obtained by realizing the inverse Laplace transform. Moreover, four main indexes are established to represent the characteristics of the frequency dynamic process in different periods, and these indexes are qualitatively and quantitatively analysed. Finally, the New England 10-unit 39-bus power system and East China Power Grid are considered to demonstrate the key features of the proposed method. The results show that the proposed analytic assessment method can be effectively adopted in several applications.

Abstract:The expanding penetration of renewable generation challenges system frequency regulation with short-term power-demand mismatches and reduced system inertia. This paper presents a hierarchical control strategy which use inverter air-conditionings (IACs) for primary frequency regulation (PFR). Considering the heterogeneity of IACs, a clustering method is proposed to divide different types of IACs into different clusters to control. Thus, the proposed control system consists of a central controller, clusters and IACs. The cluster sends information of setpoint and frequency responsive band to the IACs. A random number generation method is proposed to trigger IACs to implement PFR, where decentralized control is adopted to help realize a fast response. A corresponding recovery method is presented to restore the IACs to the initial operating state quickly and stably. Dynamic simulations verify the effectiveness of the control strategy.

Abstract:The increasing penetration of renewable generation presents challenges for system frequency regulation due to short-term power fluctuations and system inertia reductions. This article presents a coordinated control strategy for frequency regulation in which inverter air-conditioning (IAC) units are used to perform primary frequency regulation (PFR) and fixed frequency air-conditioning (FFAC) units are used to perform secondary frequency regulation (SFR). In PFR, the regulation power is provided by adjusting the setpoints of the IAC units. A random number generation method is proposed to stochastically trigger IAC units based on the frequency deviation in real time. Furthermore, a recovery method is presented to stably restore the IAC units to their initial operating states after regulation. In SFR, a constant equivalent duty ratio method is raised to keep the regulation power stable over a long instruction interval. Based on this, the transforming time interval method is presented to determine the ON/OFF status of FFAC units to provide the required regulation power. Additionally, a recovery method for FFAC units is proposed to mitigate the power rebound after regulation. The proposed control strategy achieves an improved frequency regulation effect with fewer communication demands. Dynamic simulations in a six-machine two-area system and an isolated microgrid with wind power verify the effectiveness of the proposed control strategy.

Abstract:This brief proposes a simulation-driven framework that exploits the Monte Carlo simulation and the linear regression method to fit the implicit relationship between the integral frequency deviation and the frequency reserve allocations during the primary frequency response process of power systems. The fitted model is incorporated into a distributionally robust economic dispatch model as frequency dynamic constraints to optimally schedule the system while hedging against the uncertain regression residue. Numerical studies on the IEEE 39-bus system validate the effectiveness in fitting the relationship and dispatching frequency reserves.

Abstract:More demand-side flexible resources (DFRs) are participating in the frequency regulation of renewable power systems, whose heterogeneous characteristics have a significant impact on the system frequency response. Consequently, selecting suitable DFRs poses a formidable challenge for independent system operators (ISO). In this paper, a reserve allocation methodology for heterogeneous DFRs is proposed to manage the risk of power system frequency. Firstly, a performance curve is developed to describe the cost, capacity, and response speed of DFRs. Moreover, a clustering method for multiple distributed DFRs is conducted to calculate the aggregated performance curves and uncertainty coefficients. Then, the frequency security criterion considering DFRs’ performance is constructed, whose linearity makes it can be easily coupled into the system scheduling model and solved. Furthermore, a risk management model for DFRs considering frequency-chance-constraint is proposed to make a trade-off between cost and frequency security. Finally, the model is transformed into mixed integer second-order cone programming (MISOCP) and solved by the commercial solver. The proposed model is validated by the IEEE 30 and IEEE 118 bus systems.

Abstract:Local heterogeneity of the frequency response of modern grids becomes more severe than ever before due to 1) weaker grid connection strength brought by the favorable grid interconnection, and 2) more uncertainties and less system inertia brought by the increasing renewable integration. This dominant characteristic is difficult to be accurately characterized and evaluated by the classic aggregated system frequency response (SFR) model. Therefore, this paper proposes a framework for assessing the risk of area-level frequency nadir/vertex (FN/FV) for operational planning in a practical and effective manner. Firstly, a multi-point sensitivity (MPS) is proposed based on the classical SFR model to evaluate the system FN/FV, where the impact of different Renewable Energy Sources (RESs) on system FN/FV are considered. The method can be extended for regional frequency evaluation, but the influence of generator frequency oscillation cannot be effectively considered, which might impact assessment accuracy. To address this issue, a multi-interval sensitivity (MIS) method is further proposed to calculate the probabilistic distribution of the area-level FN/FV. The probabilistic results are evaluated by the FN/FV RAM, i.e., Risk Assessment Matrix, to provide a two-dimensional analysis for system operational planners. The accuracy and efficiency of the proposed MPS and MIS methods are critically validated via scenario-based simulation (SBS) in a modified IEEE 16-machine 68-bus benchmark system.
Equivalent Modeling of Inverter Air Conditioners for Providing Frequency Regulation Service

Abstract:The frequency regulation service (FRS) is playing an increasingly important role in maintaining the power balance between generation and consumption. Moreover, the recent progress in information and communication technologies has enabled residential customers to participate in FRS through direct control over appliances, such as inverter air conditioners (ACs), whose market share is growing rapidly and has made up a large fraction of electricity consumption. Inverter ACs can change compressor's speed continuously to adjust operating power and provide FRS for the system operation. In this paper, the thermal model of a room and the electrical model of an inverter AC for providing FRS are developed. The model of the inverter AC is equivalent to a generator. In this manner, the aggregation of inverter ACs can be controlled just as traditional generators. Besides, a stochastic allocation method of the regulation sequence among inverter ACs is proposed to reduce the effect of FRS on customers. A hybrid control strategy by taking into account the dead band control and the hysteresis control is also developed to reduce the frequency fluctuations of power systems. The effectiveness of the proposed models and control strategies is illustrated in the numerical studies.

Abstract:The proliferation of renewable energy sources (RES) imposes significant challenges on system frequency dynamics. By synthetic inertia and droop control, RES units can provide fast response to sudden frequency events. However, the reserved power and available power of RES units are featured as decision-dependent uncertainties (DDUs), posing challenges to both post-contingency frequency security and system balancing under normal conditions. This paper develops a frequency-constrained unit commitment and reserve allocation (FC-UC&RA) model that co-optimizes the reserve allocation and energy dispatch among synchronous generators and RES units. An analytic frequency dynamic model is embedded in the FC-UC&RA problem to accurately assess the system's frequency performance under heterogeneous responses of synchronous and inverter-based units with limited reserve deliveries. To cope with the DDUs stemming from RES generation capabilities scheduled as reserves, a robust FC-UC&RA model is proposed and an adaptive column and constraint generation (C&CG) algorithm is developed to solve the DDU-integrated robust optimization. Comparative case studies verify the effectiveness and applicability of the proposed model and solution approach.

Abstract:The development of information and communication technologies and the deregulation of power systems have made the flexible demand participation in bidirectional interaction with power grid possible. The flexible demand can be represented as the flexible reserve provider (FRP) to provide operating reserve through load curtailment and shifting for assisting power system operation. However, the chronological characteristics of curtailment and shifting of FRP may impact the reliability of power systems. Moreover, the uncertainties from customers' participation performances, random failures of information and communication system, and different load types may also influence system operation. In this paper, a novel operating reliability evaluation model for power systems with FRP is proposed utilizing reliability network equivalent (RNE) and time-sequential simulation (TSS) techniques. The RNE technique is developed to include the reserve capacities of FRP incorporating both chronological characteristics and uncertainties. Optimal operation dispatch for system contingencies considering co-optimization of generation and FRP deployment amount is formulated over the entire study period. The TSS method is utilized to assess the operating reliability of restructured power systems. The proposed approaches are validated using the modified IEEE RTS.

Abstract:As the penetration rate of renewable energy units and power electronic equipment continues to increase, the power system has undergone significant transformations, exhibiting “double high” characteristics. In this new power system, the operation mode experiences profound and intricate changes, leading to prominent issues concerning frequency security. However, existing studies on frequency dynamics rarely take the influence of operation mode into account. The operation mode changes frequently in the new power system, it becomes crucial to analyze its impact on frequency. Therefore, this paper proposes a sample generation process for operation mode based on the analysis of key factors such as unit commitment, load level and load distribution, which can provide data basis for subsequent analysis. Firstly, the key factors that influence frequency security are analyzed. Subsequently, a sample generation process using Python and PSD-BPA co-simulation is proposed to provide data for evaluating the impact of operation mode on frequency security. Finally, the influence of unit commitment, load level and load distribution on frequency security are analyzed through case study. The results of case study demonstrate unit commitment and load level are the key factors influencing frequency security.

Abstract:The high penetration of converter-based renewable energy sources has brought challenges to the power system frequency control. It is essential to consider the frequency security constraints and frequency control reserve requirements in unit commitment (UC). First, a novel extreme learning machine-based method is proposed to approximate the highly nonlinear frequency nadir constraint (FNC) by a set of linear constraints. Second, considering the variation of the frequency insecurity risk under the changing operational condition, we propose to optimize the primary frequency control (PFC) droop gains and reserve capacities in the UC model to provide diverse control efforts in different risk levels adaptively. Third, a secondary frequency control (SFC) reserve capacity quantification method is proposed by combining the Copula theory and distributionally robust optimization technique. The UC simulation is conducted on the IEEE 118-bus system to test the proposed optimal PFC droop gain strategy and SFC reserve capacity quantification method. Simulation results show that the proposed optimal PFC droop gain strategy is better than the traditional fixed PFC droop gain setting on economic efficiency and operational flexibility. Besides, the SFC reserve capacity calculated by the proposed method is more appropriate than the actual SFC reserve capacity in the historical operation.

Abstract:To deal with the risk of frequency instability in the low-carbon emission power system, the fast frequency response reserve (FFRR) should be separately classified and rationally planned to ensure the reliability of the system. In FFRR planning, the frequency nadir under disturbances should be calculated quickly due to massive calculation in the probabilistic production simulation (PPS) to analyze the severity of disturbances. A set of corresponding analysis strategies need to be formulated due to the difficulty in accurately determining the loss of extreme events. In light of this, in this study, an analytical model of FFRR economics considering risk preference is proposed to evaluate the risk of rare and extreme events. The system operation state model is established based on the sequential Monte Carlo method, and the contingency set is sent into the proposed system frequency analytical model to obtain the frequency nadir. Considering the risk preference, a FFRR optimization planning and configuration method is proposed, in which the losses of extreme events can be appropriately accounted by considering the homogeneous extreme events separately. The risk preference essentially incorporates the operating experience into the calculation process, to avoid the homogenization of low-probability extreme events and improve the feasibility of the planning scheme. Simulation results show that the proposed FFRR planning and configuration scheme can avoid homogenizing small-probability extreme events, and the amount of FFRR demand is significantly increased when the operator concentrates on lower probability with high risk of extreme events.

Abstract:As the amount of distributed energy storage (DES) in a power system continues to increase, it will not be long before there are multiple DES aggregators participating in frequency regulation, and the realization of their coordinated control is a critical topic of current research. This study focused on the primary frequency regulation (PFR) power allocation strategy among multiple DES aggregators participating in PFR. This study first calculated the PFR demand according to a system frequency response model of the power system with DESs. Next, a PFR power allocation model of DES aggregators was developed based on model predictive control. The objective of this model was to minimize the overall frequency regulation cost while satisfying all of the constraints of DESs. Finally, the distributed interior point method was used to solve the model rapidly. The correctness and effectiveness of the proposed model and algorithm were verified on two unified transmission and distribution systems with DES aggregators used to supply the PFR service. The results revealed that the proposed model could effectively allocate PFR power to the various types of energy storage, with the additional benefits of slowing down the shift in the state of charge for energy storage units and ensuring the continuity of energy storage participation in frequency regulation.

Abstract:High-capacity long-distance transmission lines, such as high-voltage direct-current (HVDC) lines, are vulnerable to extreme weather. Their failures may cause significant power loss and frequency drop in the receiving-end power systems, which should be considered in the power system scheduling. In this paper, the failure rates of transmission lines subject to extreme weather conditions are firstly modeled to obtain the probability of failure events. Then, a novel criterion defined by the integration of abnormal frequency during the primary and secondary frequency regulation process is proposed to measure frequency security. This criterion is capable to reflect the cumulative frequency deviation effect and distinguish the contributions of different frequency regulation reserve providers, e.g., generators and flexible loads. Moreover, the linearity of the criterion makes it easy to be incorporated into optimization problems. Finally, a two-stage stochastic frequency constrained unit commitment (FCUC) model is developed to optimally schedule generators and flexible loads while satisfying the frequency security constraints under transmission line failure events. The proposed FCUC model is efficiently solved by a regularized L-shape algorithm. The proposed model and techniques are validated based on the modified IEEE 118 and 300 bus systems with realistic meteorological data.

Abstract:Air conditioners (ACs) have been widely considered as one of the most important reserve resources for power systems. However, few attentions have been given to inverter ACs (IACs), which account for a larger share nowadays and show more suitable characteristics than regular ACs to provide reserve. Moreover, interconnected power systems are becoming increasingly large and complex, which puts forward higher request on the reserve resources for the system's reliability and safety. Dealing with the above-mentioned challenges, this paper proposes a novel frequency regulation model of multi-area power systems considering large-scale IACs providing regulation service. In order to decrease the impact on customers' comfort, the action number constraint (ANC) and action time constraint (ATC) of IACs can be set by each customer. On this basis, the scheduling model of IACs considering ANC and ATC is proposed in multiple time scales, in which the total regulation capacity of IACs can be allocated among days in the month and areas in the multi-area power systems. Besides, the control parameters of IACs can also be optimized by the proposed optimization model for minimizing the area control error of the power system. The effectiveness of the model and method are verified in the numerical studies.

Abstract:The increasing penetration of renewable energy sources(RESs) brings great challenges to the frequency security of power systems. The traditional frequency-constrained unit commitment(FCUC) analyzes frequency by simplifying the average system frequency and ignoring numerous induction machines(IMs) in load, which may underestimate the risk and increase the operational cost. In this paper, we consider a multiarea frequency response(MAFR) model to capture the frequency dynamics in the unit scheduling problem, in which regional frequency security and the inertia of IM load are modeled with high-dimension differential algebraic equations. A multi-area FCUC(MFCUC) is formulated as mixed-integer nonlinear programming(MINLP) on the basis of the MAFR model. Then, we develop a multi-direction decomposition algorithm to solve the MFCUC efficiently. The original MINLP is decomposed into a master problem and subproblems. The subproblems check the nonlinear frequency dynamics and generate linear optimization cuts for the master problem to improve the frequency security in its optimal solution. Case studies on the modified IEEE 39-bus system and IEEE 118-bus system show a great reduction in operational costs. Moreover, simulation results verify the ability of the proposed MAFR model to reflect regional frequency security and the available inertia of IMs in unit scheduling.

Abstract:In response to climate change and the need to decrease carbon emissions, the penetration of renewable energies into power grids is growing dramatically. Meanwhile, intermittence and low inertia of renewable energy pose significant risks to frequency security. The advanced adiabatic compressed air energy storage (AA-CAES) is a promising solution to enhancing grid frequency security due to its flexible and high inertia properties. Therefore, based on distributionally robust optimization, this paper proposes a dispatch strategy with the participation of AA-CAES to enhance frequency security. Firstly, a dispatch-friendly model of AA-CAES is proposed and can reflect the effect of the part-load features on the dis-/charging efficiencies and capacities. Subsequently, a frequency response model with AA-CAES is presented to establish frequency security constraints, ensuring compliance with minimum inertia and maximum frequency deviation requirements. Furthermore, to address the randomness of renewable energy, this proposed model is formulated as a two-stage distributionally robust optimization problem. In the day-ahead stage, the optimal on/off schedules for generators and AA-CAES are determined to provide sufficient grid inertia according to the worst probability distribution. In the intra-day stage, the generation and AA-CAES are adjusted to minimize the frequency deviation. Finally, numerical studies demonstrate the validity of the proposed strategy in supporting frequency security. The results show that when AA-CAES adopts constant-pressure-hybrid-control mode on the compression side and constant-pressurethrottling-control mode on the expansion side, the expectation value of frequency deviation is 0.018 Hz, and the frequency security improvement is the best among modes. By adjusting the confidence level and the quantity of sampling data, operators can improve the dispatch economy. When the renewable integration rate reaches 50 %, the proposed strategy can maintain the frequency within the required range and adapt to the high renewable integration.

Abstract:As the share of renewable energy in a grid increases, the grid's frequency support capability weakens, and the spatial distribution of grid frequency becomes more pronounced. As a result, control strategies based on system frequency consistency and traditional frequency regulation dominated by synchronous machines are becoming increasingly inadequate for meeting the frequency regulation requirements of new-type power systems. To enhance the system's frequency support capability, it is imperative to fully utilize the frequency regulation resources within the power system. To address this issue, this paper first introduces a system frequency security posture assessment method that accounts for the spatial distribution characteristics of the grid. Subsequently, a parameter optimization method for diverse frequency regulation resources is proposed in conjunction with the proposed comprehensive evaluation method for frequency regulation. Next, using a renewable energy feeder regional grid as an example, an integrated frequency regulation method based on the system frequency security posture is presented. Finally, the frequency regulation performance and economic costs of different frequency regulation methods are analyzed under various operating scenarios and disturbances using a model based on actual data from the renewable energy feeder regional grid. The simulation and index calculation results demonstrate that the method proposed in this paper effectively enhances the system's frequency support capability, reduces the frequency disparity between different nodes within the grid, and maintains high economic performance.
