Research on the Empowerment Levels and Influencing Factors of Community-based Co-management(CBCM)in China's Protected Areas

Abstract:Community-based co-management(CBCM) is essential to the national park system construction in China, and empowerment level is the key to this concept. Insufficient research on empowerment levels and their influencing factors hinders to provide a scientific basis for practice. By literature review, spatial analysis, principal component analysis(PCA), regression analysis and comparative case study, the study establishes a database of CBCM cases in China’s protected area system, and analyzes the impact of 12 variables on the empowerment degrees. The results show that:1) The empowerment levels in China are mainly instructive, with consultative, agreement and cooperation types as supplementary, and they are increasing over time generally; 2) Most CBCM cases in China are detected in biodiversity priority and socio-economically undeveloped areas; 3) Empowerment levels are mainly affected by three principal factors(community, government and institution),among which the institution factor exerts the largest effects. The research advocates focusing on the temporal evolution of CBCM,and calls for better bottom-up initiatives of communities and more adaptive CBCM mechanisms. The study deepens the theoretical understanding of empowerment levels of CBCM and further provides theoretical reference for model selection in China’s protected area systems.
