A decision framework for improving bridge network resilience based on earthquake disaster management

Abstract:As key components of the transportation infrastructure engineering system, bridges are required to have sufficient seismic resilience, which is important for both post-earthquake rescue and reconstruction of the affected areas.A suitable decision framework contributes to improving the seismic resilience of urban bridge networks.Based on the concept of disaster management lifecycle, a resilience decision framework with connectivity-based and traffic assignment-based metrics is proposed.The earthquake management cycle is divided into three stages: prevention, emergency response and long-term recovery.At the prevention stage, bridge network robustness indicator(BNRI) is used to determine the critical bridges that should be retrofitted preventively and pre-allocated resources.Genetic algorithms are used to optimize the restoration sequence at both the emergency response stage and the long-term recovery stage.The decision framework is applied to a bridge network and the results show that the framework is able to solve the problem of seismic resilience improvement of the network with limited resources.The effect of prevention costs and post-earthquake resource allocation patterns on the resilience enhancement of bridge networks has also been quantified.
