Abstract:This paper describes the award winning urban design scheme for the Central Area of the New Town of Changping District, Beijing. The design positions the new city center as an RBD (the Recreational Business District) based on its location and surrounding natural and social situations. The design strategies are concentrated on the creation of an ecological and livable city that sustains the function of the RBD. These strategies include: the creation of an raised lake to mitigate the big elevation difference between the development zone and the wetland at beside, and brings water to the city to create a recreational water front; The creation of a green valley and a peninsular RBD core in the center, which connects through the under pass to the waterfront, and creates a sole pedestrian zone, meanwhile it is an adaptive green solution to the summer heat and winter cold wind; The creation of courtyard-like architectural blocks as a reference to the vernacular culture of old Beijing and as an adaptive strategy to the harsh climate in this area; The creation of a greenway network that cuts across the building blocks and connects to the public transportation system, and together to form an overall green transportation system. Using this case study, the author is able to question multiple conventional urban design and development strategies and propose new approaches, including making friends with flood, say no to a water front highway, landscape urbanism, and give a second thought to the setback for wider than necessary greenbelt along the urban streets.
