Abstract:Based on Schneider and Ingram’s policy tool classification method, this paper encodes and quantifies the relevant policy texts of scientific research evaluation in China since the reform and opening up by constructing a three-dimensional analysis framework of policy tools, elements and time. It is found that at different stages of the development of China’s scientific research innovation capability, the allocation of policy elements, the use of policy tools, and the high-frequency words and hot spots of policy texts for scientific research evaluation are different. On the whole, it has experienced from scratch, from existence to preliminary specification, from preliminary specification to adjustment and improvement, and then to deepening reform and further optimization and improvement. At the same time, it has experienced from paying attention to evaluation methods, to paying attention to evaluation contents, to paying equal attention to evaluation orientation and contents,to a new stage of paying attention to both evaluation orientation and contents and methods. In the future, the policy makers of scientific research evaluation can coordinate the structure of policy tools, improve and refine the content of policy elements, and enhance the authority of policies to ensure the more effective implementation of policies, so as to ensure the sustainable and healthy development of scientific research and innovation in China.
