Perceived Benefits ,Environmental Regulation and Manure Resource Utilization Behavior of Farmers —Take Duck Farmers as an Example

Abstract:Farmers’ perceived benefits and government’s environmental regulations are the internal motivation and external control to determine the manure resource utilization behavior. It is of great significance to explore how the two factors jointly affect farmers’ behavior for the environmental governance of livestock and poultry breeding. Based on the theory of perceived value, this paper studied the influence of farmers’ perceived benefits on manure resource utilization behavior, and discussed the moderating effect of environmental regulation on perceived benefits and manure resource utilization behavior. The results showed as follows:（1） Farmers’ perceived benefits positively affected their resource treatment behavior, and the perceived economic benefits had the greatest impact.（2） The new generation of farmers’ perception of ecological, economic and social benefits can promote their behavior, but only the perception of economic benefits can promote the behavior of the old generation of farmers.（3） Environmental regulation has a moderating effect on the relationship between perceived benefits and resource-based disposal behavior. The restrictive environmental regulation has an inverted U-shaped moderating effect on perceived economic benefits and resource-based disposal behavior, and a positive U-shaped moderating effect on the relationship between perceived ecological benefits, perceived social benefits and resource-based disposal behavior.The incentive environmental regulation has a positive moderating effect on the relationship between perceived ecological benefits, perceived economic benefits and resource disposal behavior respectively, but has no significant moderating effect on perceived social benefits. Accordingly put forward in this paper, in order to standardize the manure treatment behavior of livestock farmers, the perceived benefits of different generations of livestock farmers can be improved according to different measures, so as to promote the manure recycling treatment behavior. In addition, different dimensions of interest publicity in resource-based treatment should be combined with environmental regulations according to local conditions, so as to reduce the negative effects that may be caused by excessive constraints and regulations. Incentive policies such as subsidies, technology promotion and civilization commendation for individuals or villages should be strengthened.
