Development of Urban Air Environmental Control Policies and Measures

Abstract:The global urbanization has promoted rapid economic and social development, accompanied by the population growth. To meet the living needs of the high-density population, the city emerges with high-ratio building clusters, industries and traffic networks. However, the rapid urbanization has caused a series of problems such as increased energy consumption and higher carbon emission, causing further air environmental problems, e.g. air pollution [NOx, particulate matters (PMs), SO2, CO2 and volatile organic compounds (VOC)], urban heat island (UHI) and extreme weather events. The air environmental problems affect people’s living quality and work efficiency and increase health risk, particularly during the pandemic of coronavirus disease 2019 (COVID-19). The safe, healthy, low-carbon and energy-saving urban air environment is an important element in promoting the ecological civilization and achieving the carbon peaking and carbon neutrality goal. Thus, it is significant to improve and control the air environment in cities. The continuous improvement of urban air environmental quality is a global challenge. It is urgent to develop the scientific policy-making and measures for urban air environmental control. In 2021, the United Nations Environment Programme (UNEP) released the report of “Action on Air Quality”, indicating that the safe and healthy air environment remained out of reach for most countries. With the on-going impact of COVID-19, there is an increased concern on air environmental quality in the world. The World Health Organization (WHO) has appealed to strengthen the action against urban air environmental problems, to promote healthy, green and low-carbon development globally. By interpreting the policies and measures for urban air environmental control in the European Union (EU), the United States of America (USA) and China, the main contents are summarized as follows (graphical interpretation is shown in Figure 1).
