Abstract:The tourism development of red resources is not only a political project, a cultural project, but also an economic project. It should effectively coordinate its public-private conflicts and give full play to its social and economic benefits. However, there are still some problems in the current tourism development of red resources in China, such as uncertain ownership of property rights, unclear legal boundaries, and imperfect promotion measures. Therefore, to promote the legalization of tourism development of red resources, it is necessary to improve the property right systems of tourism development of red resources, to clarify the legal boundary between red resources and tourism under the principle of “where it is appropriate to integrate, and to integrate as much as possible”, and to improve the fiscal, tax and financial intellectual property measures to promote the healthy development of red tourism, so as to provide a sound legal guarantee for the deep integration of red resources and tourism.
