Abstract:The risk of natural disasters,accidents and catastrophes caused by environmental pollution and ecological damage have become the main environmental security risks for cities. The monitoring and early warning responsibilities for such risks are aimed at punishing the illegal and criminal acts of the monitoring and early warning subjects and urging them to perform their duties to prevent risks. Existing problems such as chaotic unclear responsibility,incomplete coverage of responsibility reasons,and responsibilityoriented consequences improper hinder the fulfilment of the monitoring and early warning responsibility for urban environmental security risk in China. Uncertainty theory,risk prevention principles,and prudence principles can not only provide a multidimensional perspective for the theoretical reflection of the aforementioned issues,but also provide a proper direction for the system reconstruction of monitoring and early warning responsibilities. The reconstruction of the system urgently calls for an update of the concept from " tool" to " humanization". Taking the principle of monitoring and early warning integration and proportionality as the theoretical guidance,sound and effective use of early warning liability rules are bound to achieve in the urban environmental security risk monitoring.
