Impact of Medical Resource Supply Status on the Health Seeking Behavior of Middle-aged and Elderly Outpatients in China

Abstract:Objective: To examine the impact of medical resource supply status on the health seeking behavior of middle-aged and elderly outpatients in China, so as to provide a basis for optimizing the choice of medical institutions for middle-aged and elderly outpatients. Methods: Heckman sample selection model empirical analysis was conducted using the 2018 China health and retirement longitudinal study(CHARLS) data and medical resource supply data by province. Results: On the one hand, the number of beds per 1000 population(β =-0.011, P < 0.01) significantly affected the proportion of outpatient visits for middle-aged and elderly people, while the number of beds per 1000 population(β = 0.050, P < 0.01) also significantly affected the choice of medical institutions for middle-aged and elderly outpatients. On the other hand, the increase in the ratio of grassroots/hospital beds(β=-0.638, P < 0.01) contributed to the choice of primary care by middle-aged and older adults, and the group of middle-aged and older adults with chronic diseases and poor self-rated health status tended to visit grassroots medical institutions. Conclusion: When middle-aged and elderly people face a higher proportion of primary care resources will be more inclined to choose primary outpatient care. In order to enhance the effect of the implementation of the hierarchical medical policy, the government should increase the supply of primary care resources and improve the service quality of grassroots medical institutions.
