Abstract:This study offers insights into the institutional arrangements established to coordinate policies aiming at the mitigation of and adaptation to climate change. Drawing on the literature on policy design, we highlight institutional arrangements as elements of policy design spaces and contend that they fall into four categories that either stress the political or problem orientation of this activity: optimal, technical, political, and sub-optimal. We use original data on 44 major economies and greenhouse gas-emitting countries to test this expectation. These data capture various properties of national coordination arrangements, including the types of coordination instruments in place, the degree of hierarchy, the lead government agency responsible for coordination, and the scope of cross-sectoral policy coordination. The dataset also captures the degree to which non-state actors are involved in coordination and whether coordination processes are supported by scientific knowledge. Using cluster analysis, we show that the institutional arrangements for the horizontal coordination of climate policy do indeed fall into the four above-mentioned categories. The cluster analysis further reveals that a fifth, hybrid category exists. Interestingly, the political orientation dominates in the institutional arrangements for the horizontal coordination of climate change mitigation, whereas the problem orientation is more important in the arrangements for the horizontal coordination of climate change adaptation.

Abstract:There is an urgent need for countries to transition their national food and land-use systems toward food and nutritional security, climate stability, and environmental integrity. How can countries satisfy their demands while jointly delivering the required transformative change to achieve global sustainability targets? Here, we present a collaborative approach developed with the FABLE—Food, Agriculture, Biodiversity, Land, and Energy—Consortium to reconcile both global and national elements for developing national food and land-use system pathways. This approach includes three key features: (1) global targets, (2) country-driven multi-objective pathways, and (3) multiple iterations of pathway refinement informed by both national and international impacts. This approach strengthens policy coherence and highlights where greater national and international ambition is needed to achieve global goals (e.g., the SDGs). We discuss how this could be used to support future climate and biodiversity negotiations and what further developments would be needed.

Abstract:Abstract Over the past decades, the growing proliferation of international institutions governing the global environment has impelled institutional interplay as a result of functional and normative overlap across multiple regimes. This article synthesizes primary contributions made in research on institutional interplay over the past twenty years, with particular focus on publications with International Environmental Agreements: Politics, Law and Economics. Broadening our understanding about the different types, dimensions, pathways, and effects of institutional interplay, scholars have produced key insights into the ways and means by which international institutions cooperate, manage discord, engage in problem solving, and capture synergies across levels and scales. As global environmental governance has become increasingly fragmented and complex, we recognize that recent studies have highlighted the growing interactions between transnationally operating institutions in the wake of polycentric governance and hybrid institutional complexes. However, our findings reveal that there is insufficient empirical and conceptual research to fully understand the relationship, causes, and consequences of interplay between intergovernmental and transnational institutions. Reflecting on the challenges of addressing regulatory gaps and mitigating the crisis of multilateralism, we expound the present research frontier for further advancing research on institutional interplay and provide recommendations to support policy-making.

Abstract:In view of global warming and growing demands that economies, industries, and firms should be climate‐neutral by mid‐century, various sources complain that firms are still hesitant to implement a corresponding climate neutrality strategy (CNS). To date, however, there is little empirical evidence or explanation for such an alleged inertia. This study fills this void by analyzing key determinants that may explain whether a CNS is pursued at the firm level. We develop and test hypotheses grounded in theory using firm‐level data from the 2021 European Flash Eurobarometer as well as country‐level datasets to examine the impact of formal and informal institutions. Our results reveal that the majority of firms across many countries and industries have no explicit CNS. As predicted by institutional logics, the extent of a firm's home country's exposure to climate change, climate problem awareness, and regulatory enforcement has a significant positive impact on the likelihood of CNS being formulated and pursued by firms. Extending traditional structural inertia theory, internal factors cause large and old firms to be more likely to report having explicit CNS. We further find that these structural characteristics partially moderate the link between institutions and CNS. After a thorough discussion of the results, potential limitations, research opportunities, and implications for various stakeholders are highlighted.

Abstract:How and why do institutional architectures, and the roles of private institutions therein, differ across separate areas of climate governance? Here, institutional complexity is explained in terms of the problem-structural characteristics of an issue area and the associated demand for, and supply of, private authority. These characteristics can help explain the degree of centrality of intergovernmental institutions, as well as the distribution of governance functions between these and private governance institutions. This framework is applied to three emerging areas of climate governance: reducing emissions from deforestation and forest degradation (REDD+), short-lived climate pollutants (SLCPs) and climate engineering. Conflicts over means and values, as well as over relatively and absolutely assessed goods, lead to considerable variations in the emergence and roles of private institutions across these three cases.

Abstract:The carbon footprint and low-carbon strategies of higher education and research organizations have been the subject of scientific articles and reports. However, these provide few details on the reduction targets themselves, leaving the question of how should higher education and research organizations define and construct their climate targets and trajectories unanswered. The present paper fills this gap. We first review and analyze the documents describing the climate strategies of 53 higher education and research organizations coming from 11 countries, based on their detailed GreenHouse Gas emissions (GHGs) reporting. The selected reports include at least one target re-duction for at least one target year. Then, on the basis of this analysis we propose guidelines to encourage and help higher education and research organizations set rele-vant climate targets.

Abstract:Abstract This paper reviews and synthesizes the published literature on decentralization of renewable resources and development interventions to identify four key lessons for future adaptation planning at the national level. After presenting an analysis of why studies of decentralization reforms are relevant to adaptation planning, the paper examines priority adaptation projects identified by 47 Least Developed Countries in their National Adaptation Programmes of Action (NAPAs). Our research analyzes the range of institutional instruments and relationships visible in contemporary decentralization reforms. The four major lessons for adaptation planning concern the need for national adaptation planners to: (1) attend systematically to local institutions relevant to adaptation and increase local capacity through transfers of information, financial, and technical resources; (2) empower communities and local governments by increasing local autonomy so as to decentralize adaptation planning and implementation; (3) create mechanisms for information sharing among decision makers across sectors and levels of decision making; and (4) improve accountability of local decision makers to their constituents. Can New Institutions Solve Atmospheric Problems? Confronting Acid Rain, Ozone Depletion and Climate Change

Abstract:Some efforts to create international institutions to solve large-scale environmental problems are more successful than others. Although methodological problems plague efforts to arrive at precise measurements in this realm, it is not difficult to produce rough-and-ready assessments of relative success. By 1997, twelve years after the signing of the Vienna Convention for the Protection of the Ozone Layer and less ten years after the signing of the Montreal Protocol on Substances that Deplete the Ozone Layer, worldwide production of chlorofluorocarbons (CFCs) had dropped from a high of about 1.2 million t yr-1 to less than 160 000 t; it is probable that production of these chemicals will continue to decline during the foreseeable future (see Fig. 14.1).1 During the six years following the signing of the UN Framework Convention on Climate Change (UNFCCC) in 1992, on the other hand, worldwide emissions of carbon dioxide, the principal greenhouse gas, rose between 7 and 8% (see Fig. 14.2). Nor has the signing of the 1997 Kyoto Protocol, the first measure committing participants to reducing greenhouse gas (GHG) emissions within well-defined timeframes, reversed this trend.

Abstract:The Paris Agreement created an institutionalized role for non-state actors through voluntary cooperation. Many international NGOs (INGOs) are particularly active in these "Paris partnerships," often working with multinational corporations to reduce emissions and promote decarbonization. Though there is ample work on both the effectiveness of the Paris partnerships and on the role of INGOs in the global climate regime, much of this work focuses "outward" – on how INGOs contribute to climate mitigation and adaptation, or influence norms, discourse and policy. Yet, there is considerably less work that focuses "inward" – examining who INGOs work with in order to achieve their policy goals. This paper provides a descriptive analysis of key INGOs in the United Nations Framework Convention on Climate Change (UNFCCC) process, as a first step in a larger research agenda to understand the incentives and opportunities that drive INGO behavior. Specifically, it uses network analysis to identify the "climate establishment" – which I define as the insider INGOs working within the multilateral process and with large corporations to influence rulemaking, soft law and firm behavior . Measures of network centrality demonstrate that two INGOs – WWF and the World Resources Institute – are by far, the most authoritative members of the climate establishment. They participate in the largest number of partnerships, and have "important" friends, as measured by eigenvector centrality. The data also indicate that the climate establishment sees carbon pricing as a key strategy, and it often cooperates with banks that are large funders of fossil fuel projects. The descriptive analysis of the climate establishment and its partners raises important questions for future research about why INGOs choose to partner with F100 companies, and how such cooperation might influence INGO behavior.

Abstract:Formal institutions impact on the dynamics of land use change through their objectives, actions and decision-making processes in response to socio-economic or environmental changes such as climate change. The effects and interplay of these actions are not fully understood, and hence, institutional processes are rarely integrated in modelling analyses of land use change. The complex effects of institutional interactions within land systems can be better understood through modelling approaches that address the heterogeneity of the institutional actors involved and how their decisions affect temporal and spatial dynamics. In this paper, we present an agent-based model of autonomous land managers interacting with institutional agents at two spatial scales. We explore different parameters of institutional intervention (subsidy rate, triggers for action, delay in monitoring, scale-based precedence) under socio-economic drivers and analyse key metrics such as the maximum over- and undersupply of ecosystem services, connectivity of land uses, and degree of change in land use patterns. Levels of subsidy and action triggers have the greatest impact on the magnitude of land use change and the maximum oversupply of ecosystem services. In terms of achieving institutional objectives, subsidy rate is the most important single parameter in the model. Furthermore, we find non-linearity with variations in parameters that have important implications for current land use change modelling and requirements for empirical studies of land use planning institutions. Finally, the effects of high-end climate change may require entirely novel institutional behaviours.

Simulating institutional heterogeneity in sustainability science

Abstract:Sustainability outcomes are influenced by the laws and configurations of natural and engineered systems as well as activities in socio-economic systems. An important subset of human activity is the creation and implementation of institutions, formal and informal rules shaping a wide range of human behavior. Understanding these rules and codifying them in computational models can provide important missing insights into why systems function the way they do (static) as well as the pace and structure of transitions required to improve sustainability (dynamic). Here, we conduct a comparative synthesis of three modeling approaches- integrated assessment modeling, engineering-economic optimization, and agent-based modeling-with underexplored potential to represent institutions. We first perform modeling experiments on climate mitigation systems that represent specific aspects of heterogeneous institutions, including formal policies and institutional coordination, and informal attitudes and norms. We find measurable but uneven aggregate impacts, while more politically meaningful distributional impacts are large across various actors. Our results show that omitting institutions can influence the costs of climate mitigation and miss opportunities to leverage institutional forces to speed up emissions reduction. These experiments allow us to explore the capacity of each modeling approach to represent insitutions and to lay out a vision for the next frontier of endogenizing institutional change in sustainability science models. To bridge the gap between modeling, theories, and empirical evidence on social institutions, this research agenda calls for joint efforts between sustainability modelers who wish to explore and incorporate institutional detail, and social scientists studying the socio-political and economic foundations for sustainability transitions.

Abstract:This article describes and explains in accessible terms major findings arising from the work of the long-term international research project on the Institutional Dimensions of Global Environmental Change (IDGEC). In analyzing the roles institutions play in both causing and confronting environmental problems, the project directs attention to three analytic themes – known as the problems of fit, interplay, and scale – and seeks to illuminate these concerns through empirical studies of marine, terrestrial, and atmospheric systems. IDGEC science has highlighted the pervasiveness of institutional misfits and begun to identify the reasons why misfits often prove difficult to eliminate, even when their existence becomes widely known. Research conducted under the auspices of the project demonstrates the growing impact of national and even international institutions on the effectiveness of local resource regimes. Similarly, IDGEC research has identified reasons why policy instruments that work well at the national level (e.g., tradable permits) are frequently difficult or impossible to transfer to the international level. To make the discussion of these findings concrete, the project has explored the problem of fit with particular reference to the performance of Exclusive Economic Zones, the problem of interplay through an analysis of the fate of tropical forests, and the problem of scale through an account of the limits of emissions trading as a policy instrument in the climate change regime.

Abstract:This article summarizes the findings of an international research effort, presented in this Special Issue, intended to identify the opportunities and challenges in creating institutional arrangements that could lock in, and exploit, a dynamic in which development policies alter socio-technical systems and indirectly promote various climate activities. In doing so, it also introduces and assesses intervention theory as a novel approach to analyse the link between international institutions and national policies. The conclusions are based on an analysis of Sustainable Development – Policies and Measures (SD-PAM), a precursor to National Appropriate Mitigation Action, a suggested mechanism in the current climate negotiations, built around a set of national case studies in Brazil, China and Mozambique, covering a diverse set of sectors – biofuels, bioenergy, agriculture and transportation. The article concludes that a mechanism like SD-PAM could play a vital role in promoting the changes in socio-technical systems necessary to meet the 2°C target defined as a precondition to avoid dangerous climate change. Most critically, it constitutes a means to provide recognition for national activities that are otherwise not viewed as climate policies. This could in turn generate (1) new commitments; (2) additional direct funding; (3) indirect financing in the form of tradable permits; and (4) different forms of technology transfer.

Abstract:Climate change is a major challenge for human society in the 21st century and an important issue in the context of sustainable development governance. As the density of institutions in global climate governance increases, so does the potential for overlap and interaction between the various elements of institutions. The current global climate governance issue is no longer solely a state-centric governance model but presents a complex manifestation of a complex of mechanisms. Taking a global climate governance perspective, this paper finds that the institutional complex of global climate governance is shaped by internal factors, such as self-attribution, rights, and interest linkages. External factors include the rapid development of globalization and the non-governmental state of the international community. The internal logic of the institutional complex is based on the institutional fragmentation of multiple interested parties involved in the governance process and the interaction patterns of internal actors. The institutional complex of global climate governance has the following implications for policy-making: the strength of the institutional complex refers to the framework of decision-making; the flexibility of the arguments provides stakeholders with demands related to their interests and inspires different countries to join in the governance of global climate change.

Abstract:The impact of climate change and climate variability is not determined by natural changes alone. The impact upon people of changed timing of the monsoon, shifting patterns of typhoons, and longer dry and more intense wet seasons is determined also by a number of complex and interacting factors and conditions. These factors centre around the capacity of affected communities to adapt, which may itself be influenced by degrees of poverty and inequality; or by the quality of governance, which may itself be shaped by the legacy of past conflicts, the development trajectory, political instability, and ethnic fault lines. We have argued that, as climate change interacts with other features of the social, economic, and political landscape, many countries face a high risk of political instability and violent conflict (Smith/Vivekananda 2007). The risk of conflict both adds to the burdens faced by deprived and vulnerable communities and makes it harder for them to reduce their vulnerability by adapting to climate change. In sum, climate change and variability are not climate issues alone.

Abstract:The scale and scope of climate change has triggered widespread acknowledgement of the need to adapt to it. Out of recent work attempting to understand, define, and contribute to the family of concepts related to adaptation efforts, considerable contributions and research have emerged. Yet, the field of climate adaptation constantly grapples with complex ideas whose relational interplay is not always clear. Similarly, understanding how applied climate change adaptation efforts unfold through planning processes that are embedded in broader institutional settings can be difficult to apprehend. We present a review of important theory, themes, and terms evident in the literature of spatial planning and climate change adaptation to integrate them and synthesize a conceptual framework illustrating their dynamic interplay. This leads to consideration of how institutions, urban governance, and the practice of planning are involved, and evolving, in shaping climate adaptation efforts. While examining the practice of adaptation planning is useful in framing how core climate change concepts are related, the role of institutional processes in shaping and defining these concepts—and adaptation planning itself—remains complex. Our framework presents a useful tool for approaching and improving an understanding of the interactive relationships of central climate change adaptation concepts, with implications for future work focused on change within the domains of planning and institutions addressing challenges in the climate change era.

Abstract:Non-technical summary Ecosystems across the globe are vulnerable to the effects of climate change, as are the communities that depend on them. However, ecosystems can also protect people from climate change impacts. As the evidence base strengthens, nature-based solutions (NbS) are increasingly prominent in climate change policy, especially in developing nations. Yet intentions rarely translate into measurable, evidence-based targets. As Paris Agreement signatories revise their Nationally Determined Contributions, we argue that NbS are key to meeting global goals for climate and biodiversity, and we urge researchers to work more closely with policy-makers to identify targets that benefit both people and ecosystems.

Abstract:The new institutional Sociology declares that organizations, whether public or private, are influenced by norms, customs and beliefs institutionalized in their structure. Therefore, it is possible to infer that these factors can also influence organizations' actions regarding the environment and sustainability. Based on this understanding, we sought to investigate the role of the new institutional Sociology in the implementation of the environmental agenda. Given the purpose of this work, it is possible to classify it as bibliographic and exploratory in nature. Scientific articles, books, reports and other secondary data of national and international origin were used as theoretical support for the research. In the context of the environmental agenda, institutions can materialize in the form of laws, regulations, public policies, positioning of the professional class, behavior of successful organizations, consumer preferences and many other factors. It was noticed that institutions pressure organizations to develop sustainable practices and these, in turn, enable environmental conservation without necessarily impeding economic development. It was also possible to identify that the pressures felt by organizations to adopt similar environmental practices are explained through the phenomenon understood as institutional isomorphism. This occurs in three ways: coercive; mimetic and normative. Furthermore, this study allowed us to understand the levels of implementation of an environmental agenda. However, it was observed that agendas can be implemented at global, national and local levels. And, the adoption of environmentally sustainable practices in organizations is motivated, above all, by the need to legitimize organizations.
Profiling national institutional archetypes for climate change technology implementation: application in small islands and least developed countries

Mitigation and Adaptation Strategies for Global Change

Abstract:In developing countries, when the implementation success of new climate adaptation and mitigation technologies fall short of expectations, the typical "suspects" cited are lack of funding or country expertise and allusions to "lack of institutional capacity." The premise of this study is that the national institutional environment is the fundamental prerequisite for successful technology implementation, and despite much effort, a diagnostic approach to assessing this prerequisite is missing. Here, I propose an approach to do this, based on an understanding of the dynamics that interconnect country-level legal, regulatory and market mechanisms, societal norms, and inter/intra governmental structures. I estimate levels of country structural and systems supports, operating environment, implementer acceptance and country tractability. A preliminary test of the approach was completed through a survey of experts involved in the United Nations Technology Needs Assessment programs in Least Developed and Small Island Developing Countries. It was found that countries fall into four fundamental archetypes. A country's archetype suggests characteristics of the institutional environment that help to explain the potential for technology implementation success. A further implication is that some countries that typically would not be considered very similar may possess similar country institutional environments. One consequence of this is that archetype-based groups could work together and learn from each other more effectively.

Abstract:As temperatures and evidence of climate impacts mount, so too do pressures to enhance climate policy ambition and implementation. In a previous piece, I have argued that to respond to these pressures requires rebalancing focus from target setting to implementation through policy formulation and enactment. But following through on policy and its implementation brings its own challenges. One size seldom fits all, and effective climate action requires bespoke policy-making to tailor policy to national context . This includes, critically, framing policy to win support in diverse national political contexts.
