Community Signs:The Underlying Logic of Urban Community Governance Index

Abstract:Urban communities have a high degree of heterogeneity and complexity. How can we make comparisons between these very diverse communities and how can we scientifically measure the quality of community governance? This research focuses on Pudong district of Shanghai, finding that discovering and extracting “community signs” are the key for scientifically formulating the urban community governance index. “Community signs” include four dimensions: management fineness, community vitality, residents’ satisfaction, and governability improvement. The community governance index formed by community classification and community signs does not rely on traditional questionnaire surveys. It combines static data with dynamic data, online data and offline data, which can not only evaluate community governance performance more scientifically and comprehensively, but also has a function of risk prediction, achieved the transformation from a “regular physical examination” style measures to a “health monitoring” style governance assistant.
