Regional Performance of Air Pollution Prevention and Control in China: a Gap Between Empirical Evidence and Perception

Abstract:China’s unprecedented fight against air pollution began with the implementation of the “Air Pollution Prevention and Control Action Plan” in 2013, which aims to improve the overall air quality and greatly reduce the number of heavily polluted days by 2017. This paper focuses on the regional performance of the Chinese government in controlling the air pollution during this period from both dynamic and static perspectives. The efficiency results clearly depict regional heterogeneity and agglomeration characteristics, where the performance in central and western China is significantly better than that in the east. Moreover, the improvement of productivity has mainly benefited from the contribution of technological efficiency in the past 5 years, while the impact of technological progress not only is weak, but also presents an obvious regional discrepancy between the South and the North. For more objective conclusions, this paper introduces the regional air quality index as the perceptual evaluation, and further expounds the possible reasons for the deviation between efficiency and air quality from multiple perspectives. Finally, the corresponding policy recommendations are given.
