Capitalists, Taxation, and Authoritarian Durability: Reexamine the Infrastructural State Power Mechanisms in China

Abstract:Are capitalists within an authoritarian regime likely to drive democracy or to preserve the regime whose policies permitted them to make their fortune? Through a combination of mechanism-based case study and quantitative study, I argue that while the dual transitions, i.e. market transition associated with tax state transition, empowered the capitalists with some bargaining power based on their independent economic resources, also as a tax base, the under-institutionalized taxation system substantially limits their political power and sustained authoritarian regime. Specifically, three infrastructural state power mechanisms based on taxation institutions are crucial to maintaining the authoritarian regime: hidden bargaining, patron-clientelism, and legislature co-optation.
