Abstract:The linear, top-down, single-source Transfer of Technology model of research and development that focuses only on the production aspects of agriculture is not adequate for dealing with complex rural systems and commodity value chains. As an alternative, this chapter advocates the use of an agricultural innovation systems (AISs) approach to meeting rural challenges and opportunities.Following a definition of innovations, innovation systems (IS), and innovation platforms (IPs), different drivers of innovation are explored. IPs are introduced as mechanisms for operationalizing the IS approach at local levels. The main characteristics of AISs are expounded, and three recent or on-going practical examples are described.As the use of IS in agriculture is relatively new, and because the approach is being applied to research, dissemination, and the exploitation of commercial market opportunities, the operational issues for IS and IPs are still evolving. What is clear is the need for capacity development of various types—in soft skills such as facilitation, governance, management, and communication for the coordinators of innovation initiatives, and in negotiation, survey, and technical skills for the value chain actors (farmers, processors, traders, input suppliers, local government, research, and extension) who must work together in harmony for the system to operate effectively to the benefit of all stakeholders.As with conventional research and development models, an IS approach also needs a strong enabling environment (supportive and effective legal, fiscal, and policy regimes) and adequate infrastructural systems (roads, transport, telephones, storage, processing and marketing facilities, and information and banking systems).The AISs approach should not supersede other ways of analyzing and addressing rural issues (e.g., farming systems research, sustainable livelihoods, agricultural knowledge and information systems, and participatory approaches); rather these should be seen as complementary to the AIS approach.The adoption of AIS approaches and tools such as the IP will require universities and training centers to include this way of thinking in their curricula, donors to revise the outputs expected from their investments, and governments to review the roles of their research and development staff.
