Abstract:Let $L(s,\pi)=\sum_{n=1}^{\infty}\lambda_{\pi}(n)n^{-s}$ be an $L$-function that satisfies a weak form of the generalized Ramanujan conjecture. We prove that large partial sums of $\lambda_{\pi}(n)$ strongly repel the low-lying zeros of $L(s,\pi)$ away from the critical line. Our results extend and quantitatively improve preceding work of Granville and Soundararajan.

Abstract:In this paper we describe each coefficient of the Siegel series associated to a quadratic $\mathfrak{o}$-lattice $L$ in terms of lattice counting problems, where $\mathfrak{o}$ is the ring of integers of a non-Archimedean local field of characteristic $0$. Under the restriction that $p$ is odd and that the dimension of the radical of the quadratic space $L\otimes\kappa$ on the residue field $\kappa$ is at most $2$, we provide explicit values of coefficients and reprove the functional equation of the Siegel series.

Abstract:We prove an asymptotic formula with four main terms for the fourth moment of quadratic Dirichlet $L$-functions unconditionally. Our proof is based on the work of Li , Soundararajan, and Soundararajan-Young. Our proof requires several new ingredients. These include a modified large sieve estimate for quadratic characters where we consider a fourth moment, rather than a second, as well as observing cross cancellations between diagonal and off-diagonal terms, which involves somewhat delicate combinatorial arguments.

Abstract:We apply the method of multiple Dirichlet series to develop $L$-functions ratios conjecture with one shift in both the numerator and denominator in certain ranges for the family of quartic Hecke $L$-functions of prime moduli over the Gaussian field under the generalized Riemann hypothesis. As consequences, we evaluate asymptotically the first moment of central values as well as the one-level density of the same family of $L$-functions.

Abstract: Dirichlet's $L$-functions are natural extensions of the Riemann zeta function. In this paper we first give a brief survey of Ap\'ery-like series for some special values of the zeta function and certain $L$-functions. Then, we establish two theorems on transformations of certain kinds of congruences. Motivated by the results and based on our computation, we pose 48 new conjectural series (most of which involve harmonic numbers) for such special values and related constants. For example, we conjecture that \begin{align*}\sum_{k=1}^\infty\frac1{k^4\binom{2k}k}\bigg(\frac1k+\sum_{j=k}^{2k}\frac1j\bigg)=&\frac{11}9\zeta(5), \\\sum_{k=1}^\infty\frac{(-1)^{k-1}}{k^3\binom{2k}k}\bigg(\frac1{5k^3}+\sum_{j=1}^{k}\frac1{j^3}\bigg)=&\frac{2}5\zeta(3)^2, \end{align*} and $$\sum_{k=1}^\infty\frac{48^k}{k(2k-1)\binom{4k}{2k}\binom{2k}k}=\frac{15}2\sum_{k=1}^\infty\frac{(\frac k3)}{k^2},$$ where $(\frac k3)$ denotes the Legendre symbol.

Abstract:Let $f$ be a positive definite integral quadratic form in $d$ variables. In the present paper, we establish a direct link between the genus representation number of $f$ and the order of higher even $K$-groups of the ring of integers of real quadratic fields, provided $f$ is diagonal and $d \equiv 1 \mod 4$, by applying the Siegel mass formula. When $d=3$, we derive an explicit formula of $r_f(n)$ in terms of the class number of the corresponding imaginary quadratic field and the central algebraic values of $L$-functions of quadratic twists of elliptic curves, by exploring a theorem of Waldspurger. Moreover, by the $2$-divisibility results on the algebraic $L$-values of quadratic twist of elliptic curves, we obtain a lower bound for the $2$-adic valuation of $r_f(n)$ for some odd integer $n$. The numerical results show our lower bound is optimal for certain cases. We also apply our main result to the quadratic form $f=x_1^2+\cdots+x^2_d$ to determine the order of the higher $K$-groups numerically.

Abstract:In this article, we aim to establish a prototype result regarding lower bounds of (joint) distributions of central $L'$-values through extending a method of Radziwill and Soundararajan of proving conditional bounds for distributions of central $L$-values (via the one-level density of low-lying zeros of involving $L$-functions). To illustrate this, we give several conditional bounds towards joint distributions of central $L'$-values and orders of Tate-Shafarevich groups in rank-one families of quadratic twists. As an application, we derive a simultaneous non-vanishing result for central $L'$-values in families of quadratic twists of triples of holomorphic modular forms.

Abstract:In recent decades, the use of ideas from Minkowski's Geometry of Numbers has gained recognition as a helpful tool in bounding the number of solutions to modular congruences with variables from short intervals. In 1941, Mahler introduced an analogue to the Geometry of Numbers in function fields over finite fields. Here, we build on Mahler's ideas and develop results useful for bounding the sizes of intersections of lattices and convex bodies in $\mathbb{F}_q((1/T))^d$, which are more precise than what is known over $\mathbb{R}^d$. These results are then applied to various problems regarding bounding the number of solutions to congruences in $\mathbb{F}_q[T]$, such as the number of points on polynomial curves in low dimensional subspaces of finite fields. Our results improve on a number of previous bounds due to Bagshaw, Cilleruelo, Shparlinski and Zumalacárregui. We also present previous techniques developed by various authors for estimating certain energy/point counts in a unified manner.

Abstract:This paper explores a simple yet powerful relationship between the problem of counting lattice points and the computation of Dedekind sums. We begin by constructing and proving a sharp upper estimate for the number of lattice points in tetrahedra with some irrational coordinates for the vertices. Besides providing a sharper estimate, this upper bound (Theorem 1.1) becomes an equality (i.e. gives the exact number of lattice points) in a tetrahedron where the lengths of the edges divide each other. This equality condition can then be applied to the explicit computation of the classical Dedekind sums, a topic that is the central focus in the second half of our paper. In this half of the paper, we come up with a number of interesting results related to Dedekind sums, based on our upper estimate (Theorem 1.1). Among these findings, Theorem 1.9 and Theorem 1.10 deserve special attention, for they successfully generalize two of Apostol's formulas in [T.M. Apostol, Modular Functions and Dirichlet Series in Number Theory, Springer-Verlag, New York, 1997], and also directly imply the famous Reciprocity Law of Dedekind sums.

Abstract:We obtain an asymptotic formula with an error term for counting integer points $(a, b, c, d)$ in an expanding box $ [-X, X]^4$ that lie on the determinant surface $xy-zw=r$ for $r\neq 0$. The method involves Poisson summation formula, stationary phase analysis, Kuznetsov formula, Weyl law and large sieve inequality for the twisted coefficients $\rho_j(n)n^{i\kappa_j}$.

Abstract:We express the contribution of certain maximal parabolic Eisenstein series to the spectral side of the Arthur--Selberg trace formula for GL$(n)$ in terms of zeroes of Rankin--Selberg $L$-functions, generalizing previous results for GL(2) and Hecke $L$-functions. As applications, we prove a lower bound for the sum of these zeroes, and a base change relation between the zeroes in the case $n=2$ for cyclic extensions of prime degree.

Abstract:An explicit formula for the quadratic mean value at $s=1$ of the Dirichlet $L$-functions associated with the odd Dirichlet characters modulo $f>2$ is known. Here we present a situation where we could prove an explicit formula for the quadratic mean value at $s=1$ of the Dirichlet $L$-functions associated with the odd Dirichlet characters modulo not necessarily prime moduli $f>2$ that are trivial on a subgroup $H$ of the multiplicative group $({\mathbb Z}/f{\mathbb Z})^*$. This explicit formula involves summation $S(H,f)$ of Dedekind sums $s(h,f)$ over the $h\in H$. A result on some cancelation of the denominators of the $s(h,f)$'s when computing $S(H,f)$ is known. Here, we prove that for some explicit families of $f$'s and $H$'s this known result on cancelation of denominators is the best result one can expect. Finally, we surprisingly prove that for $p$ a prime, $m\geq 2$ and $1\leq n\leq m/2$, the values of the Dedekind sums $s(h,p^m)$ do not depend on $h$ as $h$ runs over the elements of order $p^n$ of the multiplicative cyclic group $({\mathbb Z}/p^m{\mathbb Z})^*$.

Lately the authors obtained that the mean value of $\vert L(1,\chi)\vert^2$ is asymptotic to $\pi^2/6$, where $\chi$ runs over all odd primitive Dirichlet characters of prime conductors $p\equiv 1\pmod{2d}$ which are trivial on a subgroup $H$ of odd order $d$ of the multiplicative group $({\mathbb Z}/p{\mathbb Z})^*$, provided that $d\ll\frac{\log p}{\log\log p}$. Bounds on the relative class number of the subfield of degree $\frac{p-1}{2d}$ of the cyclotomic field ${\mathbb Q}(\zeta_p)$ follow. Here, for a given integer $d_0>1$ we consider the same questions for the non-primitive odd Dirichlet characters $\chi'$ modulo $d_0p$ induced by the odd primitive characters $\chi$ modulo $p$. We obtain new estimates for Dedekind sums and deduce that the mean value of $\vert L(1,\chi')\vert^2$ is asymptotic to $\frac{\pi^2}{6}\prod_{q\mid d_0}\left (1-\frac{1}{q^2}\right )$, where $\chi$ runs over all odd primitive Dirichlet characters of prime conductors $p$ which are trivial on a subgroup $H$ of odd order $d\ll\frac{\log p}{\log\log p}$. As a consequence we improve the previous bounds on the relative class number of the subfield of degree $\frac{p-1}{2d}$ of the cyclotomic field ${\mathbb Q}(\zeta_p)$. Moreover, we give a method to obtain explicit formulas and use Mersenne primes to show that our restriction on $d$ is essentially sharp.

Abstract:We prove a Poisson summation formula for the zero locus of a quadratic form in an even number of variables with no assumption on the support of the functions involved. The key novelty in the formula is that all ``boundary terms'' are given either by constants or sums over smaller quadrics related to the original quadric. We also discuss the link with the classical problem of estimating the number of solutions of a quadratic form in an even number of variables. To prove the summation formula we compute (the Arthur truncated) theta lift of the trivial representation of $\mathrm{SL}_2(\mathbb{A}_F)$. As previously observed by Ginzburg, Rallis, and Soudry, this is an analogue for orthogonal groups on vector spaces of even dimension of the global Schrödinger representation of the metaplectic group. In the appendix the results of the paper are related to previous work on Eisenstein series and Poisson summation formulae for Braverman-Kazhdan spaces.

Abstract:In this article we study two fundamental problems on exponential sums via randomization of frequencies with stochastic processes. These are the Hardy-Littlewood majorant problem, and $L^{2n}(\mathbb{T}), \ n\in \mathbb{N}$ norms of exponential sums, which can also be interpreted as solutions of diophantine equations or lattice points on surfaces. We establish connections to the well known problems on lattice points in regions such as the Dirichlet divisor problem.

Abstract:Andrews, Dyson and Hickerson proved many interesting properties of coefficients for a Ramanujan's $q$-hypergeometric series by relating it to real quadratic field $\Q(\sqrt{6})$ and using the arithmetic of $\Q(\sqrt{6})$, hence solved a conjecture of Andrews on the distributions of its Fourier coefficients. Motivated by Andrews's conjecture, we discuss an interesting $q$-hypergeometric series which comes from a Lerch sum and rank and crank moments for partitions and overpartitions. We give Andrews-like conjectures for its coefficients. We obtain partial results on the distributions of small values of its coefficients toward these conjectures.
