Study On Ppp Contract Models For Urban Rail Transit (Urt) Projects And Related Risk Analysis

Abstract:In light of "the eleventh five-year plan" (2006-2010), the Chinese Government sets the development of URT as a focus of urbanization and modernization. Now, total 15 mega-cities in China have submitted construction planning of URT system and another 15 mega-cities are under preparation. By 2010, total 55 lines (1500km) of URT will be put into operation in 15 cities of PRC, with total investment over 600 billion RMB. From 2010 to 2015, another 1700km URT lines will be under construction. In long-future, by 2050, China will own an URT system with rail-length over 4500km(1), which means pretty huge capital investment. Due to intensive investment, capital shortage appears to be the biggest barrier to the Government. With such a background, as a good alternative to public financing, PPP (Public Private Partnership) is testified far more than a pure financing method. So PPP is also helpful to deliver "Urban RailTransit" products. This thesis is based upon the principle that public sector in China has heavy financial pressure, while social private investors would like to win as much profit as possible in URT this new field, by means of involvement or/and investment. Therefore, I summarize here several possible PPP contract models which are applicable to URT projects in China. Detailed model structures will be analyzed, together with allocation of accompanied risks respectively (Public vs. Private sector). In detail, the contract models can be BTO (Build - Transfer - Operate), SBOT (Subsidy in Build - Operate - Transfer), BSOT (Build - Subsidy in Operate - Transfer) and BLT (Built - Lease - Transfer). In addition, they will be analyzed intergraded with land-development thinking. At the end, as a summary, a table-form comparison of above four PPP contract models will be made, with criteria like who founds SPC, Ownership of SPC (Special Purpose Company) and its assets, Operated by, Financing, Refinancing, Risk distribution, Operation efficiency, Financial
