Competition Among Governments, Entry & Exit and Redundant Investment of Yangtze River Delta: An Analysis on Over-Confidence of Entrepreneur Premise

Abstract:All along, redundant construction has been an institutional problem in economic development of China. Since the Reformation and Opening-up, marketization has brought decentralization in economic field, which causes competition among regional governments on economic resources under given administrative management system, while most scholars considered this competition would bring out inevitably local protectionism and redundant constructions followed. Nevertheless, not all the redundant constructions induced by such competition. It should be noticed that total investment is also affected by different micro-mechanisms besides macro-policies, which is the right focus of this paper. This paper tries to base a theory on analysis of entrepreneurs, and trace the mechanism behind extensive extension of investment in the Yangtze River Delta. Investment impulse of enterprise is researched on premise of over-confidence of entrepreneur; besides, regional governmental competition effect on investment extension is analyzed from two angles. Following view is to be proved: regional governmental competition did cause unreasonable industrial duplication under certain conditions, while it would benefit adjustment of economic structure with efficient enforcement of policies. It is cornerstone of the paper to combine behaviors of entrepreneurs and governments to explain certain mechanism. Both unreasonable competitions and low ability of governments provide inaccurate information to some respects, which will be transmitted by entrepreneurs' behaviors. According to over-confidence premise of Ivo Welch, accuracy of information provided by government decides sunk cost of entrepreneur's entrance, and then variation of its optimal number, and whether there is over-entrance or redundant construction in a certain industry. Simply speaking, when entrepreneurs are making a decision, false information of government would lead them to invest blindly, and the falsity would be enlarged with others' following, which causes over extension of an industry.
