Abstract:Effective and efficient strategy is central to university internationalization. This study focused on 50 top research universities worldwide to compare their international endeavors through in-depth analysis of their publicly stated international strategies. The study conducted a typological analysis of those world-class research universities at macro, meso and micro levels. The findings point to a set of generic strategies across the universities, as well as various specific strategies at individual universities. We provide a conceptual framework to describe, explain and evaluate university international strategies.

Abstract:Global educational governance involves diverse stakeholders, in which international non-governmental organizations,characterized by a large number of members, flexible mechanisms and wide impacts, play an important role. As an international non-governmental organization in higher education, the International Association of Universities are committed to being a representative of global higher education institutions, offering a full range of services for them. It has actively led the sustainable development,internationalization, leadership development, and digital transformation of higher education institutions. It has also been involved in global educational governance through digital governance, normative governance, and cognitive governance, which is characterized by the coexistence of Humanism and Instrumental rationality, the balance between general needs and customized services, and the combination of static control and dynamic adjustment. The practices of the International Association of Universities provide implications for China to engage in the construction of the Belt and Road or regional educational community and advocate the principle of extensive consultation, joint contribution, and shared benefits in global educational governance.

Abstract:A strategy map is an innovative tool that has been borrowed from the business sector and applied in higher education institutions(HEIs) to enhance organizational management.This study explores the development of strategy maps in universities as transformational management tools,and makes an in-depth analysis of strategy maps of 15 universities from a comparative perspective,in terms of content and style.The comparative study produces a generic model of university strategy map and Tsinghua University is then used as a case study to illustrate how to support university strategic planning with the strategy map.

Abstract:In this study, the conceptual use of the strategy map approach and the strategy map which it produces have been adapted from the business sector and introduced as tools for achieving more effective strategic planning and management in higher education institutions (HEIs). This study discusses the development of strategy maps as transformational management tools in universities. It analyses 15 universities’ strategy maps to establish a comparative perspective in terms of content, expression and form. Based on this analysis, the study synthesises a model for the effective employment of the strategy map approach and strategy maps in universities. The study then uses Tsinghua University as the subject of a case study to illustrate how a university’s strategic plan could be converted into a strategy map. This study gives suggestions for implications of the strategy map approach in transforming the internal governance model in universities and achieving effective and responsive university strategic planning and management.

Internationalization for Quality in Chinese Research Universities: Student Perspectives

Abstract:China’s rapidly expanding university system aims to balance quantity and quality through a variety of measures, including internationalization. This paper employs data from a survey of 1264 students from 39 higher education institutions in order to understand students’ view on institutional approaches to internationalization. The data show that “the Project 985” universities (elite research universities in China) have used internationalization to sustain two objectives: elite education and innovative research for quality, because there are high levels of agreement on three indicators with internationalization of these universities: student and faculty mobility, internationalizing curriculum and program, and international research collaboration and partnership. In “the Project 211” universities (second-tier research universities), the data show that internationalization activities are highly related to curriculum reforms and faculty mobility. While the other degree-offering universities provide less opportunity for internationalization, the non-degree-offering institutions find their distinct way for institutional internationalization by providing more “international internship” opportunities. Our analysis also indicates that institutional internationalization is disciplinary oriented. In disciplines like law and art, students do not think that many activities are taken for internationalization by their institutions, while such disciplines as economics, management, and education have a higher level of internationalization. The paper will explain these findings in detail.

Abstract:This research paper studies trends and hotspots of management internationalization in the sphere of higher education. The survey is based on CiteSpace visualization technology and on the corpus approach to studying keywords and annotations for 2010–2021 publications in 25 major higher education journals. Keywords analysis by CiteSpace showed that the hotspots of the management internationalization research are focused on postgraduate education management, on the projects «Double First Class University Plan», «Greater Bay Area», «Cooperation in Running Schools», etc. The future possible areas of investigation are the «local internationalization» of university management, the internationa lization of management in terms of international-level specialties and first-class universities’ nationalization, as well as the contradiction of the «spillover effect» between university management and cross-university cooperation. The corpus-based analysis showed that over the past 12 years the studies of internationalization of higher education and its mana gement have been carried out within the large-scale project «One Belt – One Road» and economic globalization. These studies include the modules of universities’ development, university education, academic research, school management strategy, etc. To effectively address the challenges faced by higher education internationalization management, the aut hors propose to take advantage of consistent teaching quality and to leverage regional and local resources, so as to create a multidimensional platform that would interconnect talents and ways to use them. Of no less importance, when summarizing such experience, is it to take into account the historical background, so that this platform, certainly engaging state policy, would allow a reform of higher education globalization for its further development.

Abstract:The internationalization of higher education, driven by the wave of globalization, has become a crucial pathway for enhancing national competitiveness and fostering cross-cultural understanding. However, in recent years, the rise of anti-globalization sentiment fueled by populism, trade protectionism, and geopolitical tensions has posed new challenges to this process. As a major player in global higher education, China's internationalization efforts have been significantly affected by these developments. In this context, it is important to thoroughly investigate the transformative trends in China's higher education internationalization and their implications for the global educational landscape. To address the challenges brought about by the anti-globalization wave, this study employed a mixed-methods approach, integrating qualitative techniques such as document analysis and interviews with quantitative methods involving measurements of key internationalization indicators. Through this systematic examination, the research comprehensively analyzed the current state, major challenges, and coping strategies adopted by Chinese universities in their internationalization efforts. By conducting in-depth interviews with university administrators and international affairs staff, as well as surveys among international students in China, this study presents a multidimensional portrayal of the transformative trends in China's higher education internationalization. The research findings reveal that in the face of anti-globalization pressures, Chinese universities are undertaking a series of strategic adjustments, including strengthening international partnerships, diversifying student recruitment, and promoting virtual exchanges and collaborations. Simultaneously, the focus of higher education internationalization is shifting towards a "dual circulation" development model, establishing China as a global study destination, and building international university alliances. These transformations not only inject new vitality into China's higher education internationalization, but also open up new avenues for global education governance and talent cultivation. This study sheds light on the complex landscape of China's higher education internationalization amidst the anti-globalization wave, contributing valuable insights and perspectives to promote the high-quality development of higher education internationalization.
The Research-Intensive University in a Glonacal Higher Education System: the Creation of the World-Class University in China

Abstract:The paper employs a glonacal agency heuristic to explore how certain research-intensive Chinese universities exercise agency in response to global and national impacts in creating the world-class university. Two global forces (international scholarly discussions on the world-class university and global university rankings) and one national force (China's Double First-Class Project) are considered. Through an in-depth document analysis of 41 Chinese research-intensive universities' strategic plans, it is revealed that the universities have designed mainly three strategies to reply to the impacts. The first is to actively embrace global impacts, while looking for national supports for the embracement; the second is to partly draw on global forces while taking into account national considerations; and the third is to primarily draw on national forces while being minimally influenced by global forces. The three strategies point to possible ways for non-Western universities to balance global and national influences in their development, and reflect potential contributions of universities, as local organisational agencies, to global higher education.
Creating world-class universities in China: strategies and impacts at a renowned research university

Abstract:In recent years, creating world-class universities has been an important project on the Chinese mainland. With the all-encompassing internationalization of higher education in the global market, it is of the utmost importance that the quality of universities be improved and that some of the top universities are pushed to become world-class. Influenced by the stimulating policies and financial incentives, some of China’s top universities are striving to earn the prestigious label of “world-class university” by conducting a series of reforms. The aim of the study discussed here was to explore the effects of the ongoing reforms and present the current dilemmas of top-down actions at elite universities. The data were obtained through in-depth interviews. First, we found that a personnel reform had been implemented to comply with the performance benchmark, but that it had subsequently been suspended owing to conflicts among different stakeholders. Second, it appeared that the humanities department at the selected university is at a disadvantage for both internal and external reasons. Third, it was found that the policy of recruiting returnees (graduates returning from study abroad) to lecturers’ positions is partly responsible for the further decline in students’ confidence in domestic universities. Fourth, the policy of admitting international students has triggered domestic tensions on the issue of educational quality and equality. Lastly, finding a way of coordinating the features of “World-Class” and “Chinese Characteristics” is not easy to be achieved.

Abstract:<p>Internationalization has become a new landmark of Chinese higher education, measured by indicators such as personnel mobility, number of offshore/joint programs, and international publications. Chinese universities have moved from isolation to the forefront of internationalization in a short timeline and amid the dramatic expansion of Chinese higher education to a mass system since the late 1990s. This has set the context of the internationalization discourse. At the same time, Chinese upper- and middle-class families increasingly choose not to send their offspring to Chinese universities, but rather to study abroad. These developments add up to a puzzle as to how internationalization has helped lift the standards of Chinese higher education. Drawing on the glonacal agency heuristic, resource dependency theory, and the Ethical Internationalism in Higher Education (EIHE) perspective, this paper utilizes the case study of two Chinese universities to address such two research questions: (1) How have Chinese universities managed to rise so dramatically in terms of internationalization? and (2) Why do they embrace internationalization so enthusiastically and how does this benefit them?</p>

Abstract:To attract and hire high-level international faculty to leading universities is an important task in building world-class universities in China. However, there is much left to explore and to understand about international faculty in China. Based on a brief review of China’s higher education system and international faculty, findings from A National Survey of International Faculty at Chinese Universities and Colleges (conducted in 2017), and case studies of four leading universities in Shanghai, this study explores the main characteristics and motivations of international faculty in China by discipline, age, gender, and so forth. More specially, it explores the individual, educational, and professional characteristics of international faculty at Chinese colleges and universities, how these characteristics vary among different groups of international faculty, and why they came to Chinese leading universities?

Abstract:This paper contends that the inclusion of meso- and micro-level perspectives has been under exploration in the study of the internationalization of humanities and social sciences, in particular, in a state-mandated system where policy interventions in higher education and knowledge production have typically been aligned with state construction and national development. It argues that institutional and individual responses to state policies on the internationalization of humanities and social sciences should be investigated due to their respective roles in policymaking and implementation. It has, therefore, retrieved recent and historical policy documents during the post-WTO period and collected empirical data from two Chinese universities. A constructivist-interpretivist qualitative approach and a qualitative case study strategy were adopted for this investigation. Based on an in-depth analysis of the empirical data, this paper reveals the gap between the macro-level ambition of achieving outward-oriented diffusion of innovations and the local-level realities, as well as institutional dilemmas and conflicts in facilitating the internationalization.
