Abstract:This study examines the consequences of relaxing birth quotas by exploiting an exogenous two-child policy adopted by local Chinese governments on different dates. Using China’s 2015 population census combined with a difference-in-differences framework, we find that the adoption of a two-child policy substantially increases the number of second-child births. The impact of the policy is more pronounced among couples who have higher fertility preferences and who are less sensitive to child-rearing costs. At the same time, this policy substantially decreases the number of first-child births. Child-rearing costs are a likely underlying mechanism for this decrease. All of these findings are in line with an extended Barro-Becker model.

Abstract:Compared with that in other countries, the issue of fertility in China is more complicated because of its restriction policy or system. Several major hypotheses have been proposed to explain and predict the impact of migration on China’s fertility regardless of China’s real situation. Therefore, this paper analyzes the impact of migration on fertility considering China’s underlying restrictions using the data from the Chinese General Social Survey carried out in 2008. The social class in this study was divided into two, namely urban class and rural class. By building the 2 × 2 mobility tables and the diagonal mobility model, the study determined the impact of migration on fertility and analyzed the influence of some restrictions, such as family planning, traditional fertility concept, and household registration system. Results show that migration greatly affects fertility: upward migration (i.e., from rural to urban) may decrease the fertility, whereas downward migration (i.e., from urban to rural) may increase it. The degree of decline on fertility is greater than that of increase. Family planning still plays a role in fertility decline. Traditional concepts on fertility, for example, bringing up sons to take care of parents in their old age and preferring boys to girls, are anchored on the people’s mind, which is detrimental to the stability of the fertility rate. Moreover, the household registration system primarily influences the fertility behavior of temporary migration, with a negative relationship between them.

Abstract:Abstract This study considers the experience of china's one-child policy to examine how fertility restrictions affect economic and social outcomes over a lifetime. Using variations in these penalties across provinces and over time, we find that exposure to stricter fertility restrictions when young leads to higher education levels, more white-collar jobs, delayed marriage, and lower fertility rates. Further consequences include lower rates of residing with the elderly and higher household income, consumption, and savings. Finally, exposure to stricter fertility restrictions in early life increases female empowerment. Overall, fertility restrictions imposed when people are young have powerful effects throughout their life cycle.

Fertility and labor supply: evidence from the One-Child Policy in China

Abstract:This study provides new evidence on on the causal effect of fertility on maternal labor supply in rural China, using the fact that in some parts of rural China couples are allowed to have a second child if their firstborn is female. Estimates show that a second child reduces maternal labor force participation by 4.6 percentage points, labor supply intensity (hours worked conditional on employment) by 1.4 h per week and monthly income by 54.5 Chinese Yuan (18.7 percent). Further, the labor supply of mothers whose husbands are rural-to-urban migrants is the most sensitive to having an additional child, likely because they have more difficulty balancing farming and childcare. Conversely, labor supply is not reduced by fertility for mothers living in three-generation families, most likely because grandparents can provide both time and money to help with childcare.

Abstract:This paper finds a new "substitution effect" of housing asset growth on Chinese urban homeowners’ childbearing decisions. Using the China Family Panel Studies and an exogenous local housing market boom as the shock, we find that every 10% rise in housing assets leads to a 0.104∼0.121 increase in newborn daughters and a 0.121∼0.143 increase in total new births over the next two years. Despite this, it has no significant influence on the number of newborn sons. In developing countries, children are always considered as assets to provide financial support to their parents' old-age life. However, rising housing asset values motivate property-owning parents no longer treat their children as assets. As a result, the gender difference in financial support to parents is less considered with the housing asset growth, resulting in less usage of sex selection techniques.
Female migrants in China: Second child fertility behavior and employment stability

Abstract:Researchers have found a negative relationship between female fertility and employment. China’s floating population comprises 244 million as of 2017. This migrant population has relevance in view of China’s hukou (household registration) system, with the proportion of females increasing annually. This study is grounded in social role theory and employs the 2016 China Migrants Dynamic Survey (CMDS) to examine the impact of second child fertility behavior on the employment stability of female migrants in China, with respect to urban and rural differences. Binary logistic regression results indicate that bearing second children negatively affects the employment stability of female migrants. Also, its impact is stronger for female migrants of urban origin than their rural counterparts. In addition, family migration is noted to mitigate the conflict between childbearing and employment stability for them as they continue to face the dilemma of having children or seeking employment stability, especially if family and social support is weak or absent. We discuss the implications of this study on policy changes to alleviate the conflict female migrants experience in choosing between fertility and employment.
'Motherhood Penalty' and 'fatherhood Premium'? Fertility Effects on Parents in China

Abstract:BACKGROUNDMany previous empirical findings on 'motherhood penalty' and 'fatherhood premium' remain inconclusive due to potential selection biases. China's regional variation in exemptions to the one-child policy enables us to use the gender of the first child as a powerful instrumental variable (IV) in identifying the gendered fertility effects.OBJECTIVEWe aim to estimate the causal effects of fertility on fathers' and mothers' various outcomes in China.METHODSUsing the IV approach, this paper examines the gender-specific fertility effects on parents' time use, income, and subjective well-being, using data for 2010 from the China Family Panel Studies.RESULTSResults show that while fathers spend more time at work and less time taking care of family members with more children, mothers report better subjective well-being. Moreover, fathers gain self-confidence in both their careers and the future, and mothers are happier, more satisfied with life and report better social ability.CONCLUSIONSOur findings do not directly support the gendered fertility effects on parents. However, the differential fertility effects on specific domains for mothers versus fathers are consistent with household specialisation. By interpreting this conclusion within the context of China's one-child family planning policy, our research suggests that parents would do better if the one-child policy were abolished -i.e., if parents were allowed to have more children.

Abstract:As China continues to implement its progressive fertility promotion policy, there has been a drastic decline in the fertility rate. Given that the migrant population constitutes more than a quarter of China’s total population, enhancing the willingness of this demographic to have additional children through policy-guided urban public services is pivotal for optimizing China’s population development strategy. This study analyzes the influence of urban public services on the reproductive intentions of the migrant population, utilizing data from 110,667 migrant families with one child, drawn from China’s Migrant Population Dynamic Monitoring data in 2016 and 2018. The data analysis reveals several key findings: (1) Urban public services, overall, exhibit a notable positive effect on the willingness of the migrant population to have more children, albeit with limitations and a declining trend. (2) Among urban public services, primary basic education significantly impacts the willingness of the migrant population to expand their families. (3) Large cities have created a ’reverse screening’ effect on the migrant population, leading to differential access to public services. This scenario caters effectively to the high human capital migrant individuals while reducing accessibility to livelihood public services for the low human capital migrant population. This paper critically evaluates China’s progressively adjusted fertility policy from the perspective of the migrant population. It underscores the necessity of establishing a comprehensive fertility support policy system across China.

Abstract:This paper investigates the role of migrant children in the permanent settlement intention of their parents. Using two independent survey datasets on Chinese internal migration, we examine whether and how migrant children-related factors are associated with migrant parents’ intention of permanent urban settlement. Our results show that parents with migrant children are more likely to settle in a destination city permanently than those without. The probability of permanent urban settlement intention of parents with migrant children is 49% higher than those without. The results are robust to a series of sensitivity tests. Potential channels for the findings are also explored.

Abstract:In 2016, China officially ended the 'one-child' policy permitting all couples to have two children for the first time since 1979. While the policy was relaxed due to demographic concerns, it simultaneously provided many women with a new reproductive opportunity. The goal of this study was to qualitatively understand the childbearing decision process in the new era of the two-child policy. We conducted in-depth, semi-structured interviews with 45 postpartum women at two hospitals in Zhejiang Province, China. The interviews explored women's views on the two-child policy and reproductive decisions and how they decided to have their first or second child. Most women approved of the lifting of the one-child policy; however, many were hesitant or uncertain about their own decisions to have second children. Many felt pressured to have two children for the good of, or as an obligation to, the family. However, they also felt that caring for two children was burdensome, and that they would have to sacrifice a lot in terms of freedom, energy and money. Their responses to the new reproductive opportunity highlight the complexity of childbearing decision-making in modern Chinese society, against a background of persisting traditional values.
How Does Fertility Policy Relaxation Affect Household Financial Asset Allocation? Evidence from the Universal Two-Child Policy in China

Abstract:Both fertility policy and the healthy development of financial markets are important topics for sustainable economic and social development. By using the difference-in-difference (DID) model, this paper investigates how the universal two-child policy (UTCP) in China aiming to improve fertility affects household financial asset allocation, based on the China Family Panel Studies (CFPS) data from 2010 to 2018. The results show that the implementation of UTCP has a significant negative impact on household risk asset holdings. Specifically, the policy decreases the probability of households participating in the financial market by 3.1 percentage points, reduces the total value of risk assets held by 50.2%, and lowers the proportion of risk asset investment by 1.76 percentage points. Mechanism analysis suggests that the implementation of the policy has a significantly negative impact on labor market outcomes for women, which decreases household income and increases the time and effort spent on caring for children. As a result, the financial resources available for household financial asset investment are diminished, and the time for activities such as information gathering and financial asset transactions is squeezed out, ultimately leading to a decrease in household risk asset investment. Heterogeneity analysis reveals that households with self-employed wives (higher income instability), households without a co-resident status with grandparents (more time spent on childcare), and high-income households (stronger willingness to have more children) are more affected by the policy. This study provides new supplements on how fertility policies affect the allocation of household financial assets and proposes constructive suggestions on how to establish a comprehensive system of childcare welfare and alleviate the economic pressure of family childcare in developing countries.

Abstract:To ease pressure from the ageing population, the Chinese government implemented a two-child policy for couples where either the husband or the wife is from a single-child family in 2014. Using this policy as a quasi-natural experiment, we find that housing booms inhibit the potential desire for more children. A one-standard-deviation increase in the housing price-income ratio decreases the probability of migrant couples' intention to have a second child by 7.69%, with the effect being concentrated on renters. Housing booms affect couples' desired fertility through negative income and high opportunity cost channels. (JEL code: R31, J13, J38).

Abstract:International Sociology, Ahead of Print. In our article, we conduct an empirical analysis utilizing a 5-year panel data sourced from the China Family Panel Studies. Our findings indicate that elevated housing price exert a significantly adverse influence on fertility decisions, with observed heterogeneity that is more pronounced among urban-dwelling families, those without property rights, those with existing children, and females aged between 31 and 40. Following the relaxation of the family planning policy, this negative effect becomes notably more pronounced. These conclusions remain robust with IV estimation. Considering the underlying mechanisms, the impact of high housing prices extends beyond a mere crowding-out effect on fertility through consumption. It also serves to motivate females to enhance their education, diminishes their self-identity, raises the cost of child-rearing, and exerts an inhibitory effect on marriage. Collectively, these factors further amplify the adverse impact of housing prices on the fertility rate.

Abstract:This study examines the effects of fertility on household structure and parental labor supply in China. To solve the endogeneity problem, we use a unique survey on households with twin children and a comparison group of non-twin households. The ordinary least squares estimates show a negative correlation between fertility and parental labor supply in rural China. Using twinning as a natural experiment, we do not find evidence on the negative effects of fertility on parental labor supply. By contrast, we find that the twinning-induced increase in fertility significantly enhances the coresidence of grandparents in rural China. We suggest that the negative effects of fertility on parental labor supply are mitigated by the childcare provided by grandparents in rural China. We also find that fertility does not induce coresidence of grandparents in urban China. Our results have important implications for population and public childcare policies.

Abstract:We construct a three-period overlapping generation model to explore the effectiveness of the fertility policy and the factors affecting the fertility choices in China. The results show that there is a significant U-shaped relationship between female income and two-child fertility choice. The analysis of the effectiveness of the universal two-child policy suggests that a threshold exists for the fertility policy that is estimated to be between 1 and 2. Therefore, even if the two-child policy is further relaxed, it will exert little influence on fertility choice. Thus, other forms of fertility policies should be combined to improve the fertility rate.

Abstract:Existing research has conceptualized educational inequalities between migrant and urban youth in China primarily as an issue of differential access to education. Focusing on parenting practices and the intersection of migrant and social class status—and in particular parental education—we use a novel dataset of six-year-olds in Shanghai and show that although migrants, on average, use less effective parenting practices than urbanites overall, these differences reverse, or lessen, after taking parental education into account. Moreover, parental education is more important for both parenting and children's education outcomes for migrant families than urban families, suggesting the differential importance of social class for migrant groups.

Abstract:This paper examines the effect of fertility policy relaxations on female labor market outcomes, using evidence from the Universal Two-Child Policy in China and data from China Family Panel Studies (CFPS). We use event study and difference-in-differences methods to quantify the causal relationship between the Universal Two-Child Policy and women’s employment status and income. As previous fertility policy relaxations already allowed couples where at least one partner is a single-child to have two children, we identify single-child women who are of reproductive ages 20 to 50 as the control group and women of the same ages who have siblings as the treatment group. We find that the Universal Two-Child Policy had statistically insignificant effect on the employment status of women who have siblings. However, compared with the control group, the average wages of the treatment group were lower, as the income of women who have siblings increased at a much slower rate than the income of single-child women.

Abstract:In 1979, China introduced its unprecedented one-child policy, under which households exceeding the birth quota were penalized. However, estimating the effect of this policy on family outcomes turns out to be complicated. China had already enacted an aggressive family planning policy in the early 1970s, and its fertility rates had already dropped sharply before the enactment of the one-child policy. The one-child policy was also enacted at almost the same time as China's market-oriented economic reforms, which triggered several decades of rapid growth, which would also tend to reduce fertility rates. During the same period, a number of other developing countries in East Asia and around the world have also experienced sharp declines in fertility. Overall, finding defensible ways to identify the effect of China's one-child policy on family outcomes is a tremendous challenge. I expound the main empirical approaches to the identification of the effects of the one-child policy, with an emphasis on their underlying assumptions and limitations. I then turn to empirical results in the literature. I discuss the evidence concerning the effects of the one-child policy on fertility and how it might affect human capital investment in children. Finally I offer some new exploratory and preliminary estimates of the effects of the one-child policy on divorce, labor supply, and rural-to-urban migration.
Fertility Behavior and Depression Among Women: Evidence From China

Abstract:Using data from the China Labor-Force Dynamic Survey, this study employed logistic regressions to investigate the association between fertility behavior and depression among Chinese women. The empirical results show that in China, women having children were significantly less likely to have depressive symptoms (OR = 0.651) compared to childless women. We also found a U-shaped relationship between fertility levels and depression in women. The results were robust to using the propensity score matching approach to address the sample selection problem. Further, our heterogeneity analysis demonstrated that the negative relationship between fertility level and depression was more significant among women who were in their 30s, lived in urban areas, and lived in high-income households. Compared to having male children (boys) (OR = 0.874), having female children (girls) (OR = 0.795) was more significantly associated with fewer depressive symptoms among women. In the meantime, we did not find a significant relationship between the childbearing period and depression. The paper discussed possible reasons for our findings and policy implications from the perspectives of the government, society, and family.
